RESOLUTION
On the assignment of targets for development of social insurance participants through 2030
THE GOVERNMENT
__________
Pursuant to the February 18, 2025 Law on Organization of the Government;
Pursuant to the June 29, 2024 Law on Social Insurance;
Pursuant to the Government’s Decree No. 39/2022/ND-CP of June 18, 2022, promulgating the Government's working regulations;
Pursuant to the Government’s Resolution No. 125/NQ-CP of October 8, 2018, on promulgation of the Action Program to implement Resolution No. 28-NQ/TW of May 23, 2018, of the Seventh Plenum of the 12th Central Committee of the Communist Party of Vietnam, on social insurance policy reform;
At the proposal of the Minister of Home Affairs in Report No. 8753/TTr-BNV of September 30, 2025, and Official Telegram No. 10929/BNV-CTL&BHXH of November 19, 2025;
Based on the votes of the Government members.
RESOLVES:
Article 1. To assign targets for development of social insurance participants through 2030 to provinces and centrally run cities as provided in the Appendix to this Resolution.
Article 2. Organization of implementation
1. The Ministry of Home Affairs shall:
a/ Assume the prime responsibility for, and coordinate with the Ministry of Finance and related ministries and agencies in, reviewing difficulties, obstacles and shortcomings in the implementation of mechanisms and policies on development of social insurance participants, in order to continue studying and making proposals for improving social insurance policies and laws to expand the scope of compulsory social insurance participants and encourage and support voluntary social insurance participants, ensuring feasibility and alignment with reality.
b/ Intensify the direction and implementation of solutions to comprehensively innovate dissemination contents, forms and methods to ensure that all cadres, Party members and people thoroughly understand the benefits, role and significance of social insurance regimes and policies.
c/ Timely provide guidance and remove difficulties arising during the implementation of social insurance policies and laws, and report cases that are beyond the Ministry’s competence to the competent authorities.
d/ Assume the prime responsibility for, and coordinate with ministries, sectors and localities in, conducting a preliminary review of the implementation of this Resolution before July 31, 2028; and a final review of the implementation of this Resolution before January 31, 2031.
2. The Ministry of Finance shall:
a/ Allocate sufficient and timely budget for payment of social insurance premiums and provide financial support for voluntary social insurance participants under regulations.
b/ Direct the Vietnam Social Security:
- To proactively and positively organize the efficient implementation of social insurance regimes and policies, and take responsibility before the Ministry of Finance and Ministry of Home Affairs for expansion of the scope of social insurance participants.
- To proactively give advice on and propose solutions, mechanisms and policies on expansion of social insurance participants to ministries and sectors and coordinate with related agencies and organizations in implementation.
- To strengthen coordination in organizing public communication activities and innovating public communication forms and contents so that Party committees, administrations, agencies, organizations, mass organizations, people and businesses firmly understand the meaning and significance of social insurance and the obligation of each individual and organization to participate in social insurance.
- To continue reforming administrative procedures, enhancing the application of science, technology and digital transformation to create the most favorable conditions for employees and employers to carry out social insurance-related procedures.
- To inspect the compliance with the law on social insurance by agencies, units and worker-employing organizations and promptly handle violations in accordance with law.
- To direct, inspect and urge social insurance agencies in provinces and centrally-run cities to implement solutions to develop social insurance participants.
- Every six months, to conduct a preliminary review and evaluation to promptly inform and report to relevant levels and sectors on the results of the expansion of social insurance coverage. To report the results of implementation of this Resolution to the Ministry of Home Affairs as part of the reports on the implementation of policies and regimes on compulsory social insurance, voluntary social insurance and unemployment insurance under Point b, Clause 12, Article 18 of the Law on Social Insurance; the reports must be submitted before June 30 and December 31 each year.
3. Provincial-level People's Committees shall:
a/ Annually, set targets for development of compulsory and voluntary social insurance participants in the socio-economic development plans for submission to the People's Councils of the same level for consideration and promulgation; ensuring that by 2030, the number of social insurance participants is not lower than the targets assigned in Article 1 of this Resolution. Chairpersons of the provincial-level People's Committees shall direct and organize the implementation thereon and take responsibility before the Government, the Prime Minister and the People's Councils of the same level for achieving the targets for development of social insurance participants in the localities.
b/ Direct related departments and sectors to develop implementation plans and solutions to achieve the assigned targets; regularly coordinate, exchange and provide information on population, labor, wages, taxes and business registration in the localities to review, compare and drastically handle delays and evasions in the payment of compulsory social insurance premiums.
c/ Depending on local socio-economic conditions and budget-balancing capacity and in combination with mobilizing social resources, submit to the People's Councils of the same level for decision on provision of additional support to voluntary social insurance participants in paying social insurance premiums.
d/ Strengthen public communication about, and dissemination of, policies and laws, and the inspection and handling of violations of the law, on social insurance in the localities; assign targets for development of social insurance participants by 2030 to commune-level People's Committees.
dd/ Establish, consolidate and promote the role of the steering committee for implementation of social insurance, health insurance and unemployment insurance policies at each provincial- or commune-level area, of which the chairperson of the provincial- or commune-level People's Committee shall serve as the head of the committee.
e/ Annually, organize a preliminary review and evaluation of the result of expansion of the number of participants in social insurance in the localities; before December 30 every year, prepare a report on the results of implementation of this Resolution as part of a report on the implementation of the Government’s Resolution No. 125/NQ-CP of October 8, 2018, on promulgation of the Action Program to implement Resolution No. 28-NQ/TW of May 23, 2018, of the Seventh Plenum of the 12th Central Committee of the Communist Party of Vietnam, on social insurance policy reform, and submit it to the Ministry of Home Affairs and Ministry of Finance.
4. The Vietnam Fatherland Front and socio-political organizations are requested to coordinate with the administrations at all levels to promote the dissemination work and mobilization of people, members of the Ho Chi Minh Communist Youth Union and their members to participate in social insurance; mobilize resources for supporting such members to participate in social insurance; and promote the role of social supervision and criticism in the implementation of social insurance policies and law.
Article 3. This Resolution takes effect on the date of its signing.
The Government’s Resolution No. 102/NQ-CP of August 3, 2018 and Resolution No. 69/NQ-CP of May 19, 2022, on the assignment of targets for development of social insurance participants cease to be effective on the effective date of this Resolution.
Ministers, heads of ministerial-level agencies, heads of government-attached agencies, chairpersons of provincial-level People's Committees, and related agencies, organizations and individuals shall implement this Resolution.-
