RESOLUTION
On five-year socio-economic development plan for the 2026-2030 period

THE NATIONAL ASSEMBLY
Pursuant to the Constitution of the Socialist Republic of Vietnam, which had a number of articles amended and supplemented under Resolution No. 203/2025/QH15;
Pursuant to the Law on Organization of the National Assembly No. 57/2014/QH13, which had a number of articles amended and supplemented under Law No. 65/2020/QH14 and Law No. 62/2025/QH15;
On the basis of consideration of reports of the Government, the Supreme People’s Court, the Supreme People’s Procuracy, agencies of the National Assembly, relevant agencies, and opinions of National Assembly deputies;
RESOLVES:
1. Overall objectives
To achieve rapid and sustainable national development; strive for average GDP growth of 10% per year or higher while maintaining macroeconomic stability, controlling inflation, and ensuring major economic balances; and comprehensively improve the living standards of the People. To successfully attain, by 2030, the objective of becoming a developing country with modern industry and upper-middle income, ranking among the world’s top 30 economies by GDP size. To establish modern and sustainable development institutions and a synchronized infrastructure network; enhance scientific and technological capacity, innovation, digital transformation, and the quality of human resources; strongly and comprehensively develop Vietnamese culture and people; protect the environment and adapt to climate change; ensure a democratic, equitable, disciplined, and safe society; safeguard national defense and security; and further elevate Vietnam’s international standing and prestige.
2. Major targets
The major socio-economic development targets associated with the objective of achieving average national GDP growth of 10% per year or higher are set out in Appendix I and Appendix II to this Resolution.
3. Major tasks and solutions
3.1. Focusing on improving synchronized, modern, and competitive development institutions to create growth breakthroughs
To formulate and improve institutions and laws to establish a new growth model, restructure the economy, and accelerate industrialization and modernization; fundamentally shift state management from “pre-inspection” to “post-inspection” in conjunction with the development of standards, technical regulations, techno-economic norms, and strengthened inspection and supervision. To urgently review and assess, and adopt timely solutions to adjust techno-economic norms for factors such as construction materials, fuel, labor, etc. in line with practical conditions. To improve the effectiveness of law enforcement; establish criteria for post-promulgation assessment of legal documents, ensuring a shift in the approach to evaluating legal effectiveness from being “good in documents” to being “good in practice”. To continue taking measures to improve the effectiveness and efficiency of the state administrative system from the central level to local levels.
To urgently and fundamentally remove institutional, regulatory, and policy barriers and bottlenecks; continue strengthening decentralization and delegation of authority in conjunction with resource allocation, enhanced inspection and supervision, and improved implementation capacity. To focus on reviewing, amending, and improving the legal framework for development of the digital economy and investment and business activities, particularly in the areas of land, planning, trade, minerals, and construction, etc. thereby removing obstacles and promoting production and business activities; and strengthen consultation with the business community. To accelerate administrative procedure reform; standardize and digitize the entire procedure-settlement process in the digital environment; ensure interconnection and data sharing among agencies; and minimize compliance time and costs for people and enterprises. To strive for Vietnam’s investment and business environment to rank among the top 3 in ASEAN and among the top 30 globally by 2028.
To strongly reform implementation organization, focusing on post-inspection supervision and handling; and further intensify prevention and combat of corruption, wastefulness, and negativity. To resolutely and promptly replace cadres who are weak, evasive, irresponsible, or fail to perform assigned duties; commend, plan, and appoint cadres who dare to think, dare to act, and dare to take responsibility for the common good; focus on improving the quality of civil servants and public employees in conjunction with restructuring to meet the requirements of the new period, with 2026 designated as the year of “improving the quality of grassroots-level cadres”; ensure close and synchronized coordination among central authorities, local authorities, enterprises, and people; and promulgate breakthrough policies to protect persons who dare to think and act for the common good.
3.2. Transforming the growth model; accelerating sectoral restructuring; developing business sectors and new economic models
To transition to a new growth model driven primarily by science and technology development, innovation, and digital transformation. To continue accelerating restructuring of economic sectors and industries, with emphasis on expanding production capacity; promoting and renewing traditional growth drivers from investment, consumption, and exports; and strongly developing new industries, sectors, and economic models. To build and modernize a strong national industrial base; focus on enhancing the efficiency and competitiveness of core industries such as energy, nuclear energy, mechanical engineering and manufacturing, metallurgy, railway transport, shipbuilding, new materials, chemicals, digital technology, biotechnology, and supporting industries associated with deeper participation in global value chains. To accelerate agricultural restructuring toward efficiency, sustainability, and high added value; organize production and business activities along value chains in conjunction with application of science and technology and digital transformation; and develop agricultural and rural economies in association with new rural development. To study comprehensive reform of policies on rice land quotas by shifting from rigid minimum-area requirements to flexible regulation on conversion of inefficient rice cultivation land, while ensuring strict management of such conversion, preventing arbitrary application, and safeguarding national food security. To develop service industries through modernization of the service ecosystem, with emphasis on sectors and service products having competitive advantages and high knowledge, technology, and value-added content. To accelerate formulation and completion of policies for development of new economic models. To strongly develop marine economic sectors in conjunction with safeguarding national defense and security, environmental protection, and management of marine resources. To develop a modern border-gate economy; promote border trade in conjunction with technological infrastructure and assurance of national defense and security.
To create breakthroughs in development of all economic sectors in conjunction with effective implementation of the Political Bureau’s and the National Assembly's Resolutions. To reform the state economy, focusing on governance of state-owned enterprises in accordance with international standards; strengthen the efficiency and leading role of state-owned enterprises in key sectors; and continue accelerating equitization and state capital divestment in enterprises, ensuring efficiency and preventing loss and waste. To strongly develop the private economy, small- and medium-sized enterprises, and start-ups; adopt appropriate policies and create a transparent, favorable, and secure environment enabling domestic private enterprises to access and effectively utilize resources on an equal basis. To prioritize development of economic groups, general corporations, and large enterprises with regional and global competitiveness. To selectively attract foreign investment projects; reform FDI attraction policies by shifting from tax-incentive-focused policies to other forms of incentives and applying post-incentive and performance-based incentives; prioritize technology transfer and linkages between the FDI sector and the domestic sector; and promote effective offshore investment.
To develop the domestic market into a major pillar of growth; strongly shift toward modern distribution models. To implement large-scale, substantive, and effective consumer demand stimulus programs. To develop tourism infrastructure, high-quality tourism products, and digital tourism; combine promotion of international tourism with healthcare and retail services. To expand and diversify export markets and supply chains; effectively leverage signed FTAs and develop new markets; prioritize exports of products with high added value, innovation content, green standards, and environmental, social, and governance (ESG) standards; and deepen participation in strategic supply chains of other countries.
3.3. Promoting growth while maintaining macroeconomic stability, controlling inflation, ensuring major economic balances, preventing economic crises, and unblocking and diversifying supply chains and capital channels
To closely, synchronously, consistently, effectively, and flexibly coordinate fiscal policy, monetary policy, and other macroeconomic policies to ensure adequate capital supply for the economy in achieving the “double-digit” growth target in conjunction with inflation control and macroeconomic stability; enhance forecasting capacity; proactively prevent risks; and firmly prevent economic crises under all circumstances. To assign the Government to proactively adjust taxes and charges in emergency situations.
To prioritize development of the domestic capital market as a long-term capital mobilization channel, thereby reducing dependence on the banking system. To take measures to improve the national credit rating and upgrade securities market classification; promulgate exceptional and breakthrough mechanisms and policies to maximize the effectiveness of the International Financial Center and free trade zones in attracting indirect investment flows and international investment funds; diversify institutional investors and investment funds; develop the carbon credit market and modern financial products and services in accordance with international practices; and adjust bond issuance guarantee limits of the bank for social policies. To expand foreign ownership limits in sectors and trades not affecting national security.
To modernize the banking system and credit institutions; accelerate restructuring and handling of weak credit institutions and cross-ownership; improve credit quality and efficiency; and maintain system stability and safety. To increase charter capital of state-owned commercial banks from sources including after-tax profits, appropriated funds, share issuance, and the state budget, etc. in accordance with law and international standards and practices; promote healthy development and diversification of capital sources; and improve access to capital for domestic enterprises, with priority given to small- and medium-sized enterprises, business households, and the collective economy.
3.4. Focusing on development of science and technology, innovation, and digital transformation
To effectively implement the National Assembly's Resolution on pilot implementation of a number of special policies and mechanisms to create breakthroughs in scientific and technological development, innovation and national digital transformation. To urgently improve institutions, mechanisms, and policies; comprehensively remove bottlenecks and barriers in science, technology, and innovation activities in conjunction with output-based management and acceptance of controlled risks, focusing on governance, financial and investment mechanisms, and mechanisms applicable to science and technology public service units; and encourage enterprises to invest in development and application of science and technology, particularly new, high, and strategic technologies. To strengthen investment in, improve, and effectively utilize science, technology, and innovation infrastructure, particularly digital infrastructure and large-scale databases. To strengthen public-private cooperation in attracting, training, and utilizing high-quality science and technology human resources. To establish, connect, and develop networks of domestic and international experts and scientists. To comprehensively improve mechanisms and policies for attracting domestic and foreign talents and experts. To prioritize absorption, transfer, innovative application, and mastery of foundational, advanced, strategic, core, source, and digital technologies. To prioritize basic research in conjunction with application-oriented research and technological mastery, particularly in areas where Vietnam has demand, potential, and advantages. To adopt breakthrough mechanisms and policies promoting digital transformation in conjunction with ensuring security and safety and encouraging innovation. To manage and promote healthy and effective development of digital assets and digital currencies. To promote innovation-driven entrepreneurship and digital transformation throughout society; develop the national innovation system, innovation start-up ecosystem, and digital transformation ecosystem. To urgently establish indicators and criteria measuring the effectiveness of science and technology development and the contribution of science, technology, and digital transformation to economic growth and development.
3.5. Building and developing an advanced Vietnamese culture deeply imbued with national identity on the foundation of the national value system, cultural value system, family value system, and standards of Vietnamese people
To accelerate development of an advanced Vietnamese culture deeply imbued with national identity, unified in diversity, and embodying national, democratic, humanistic, scientific, and modern characteristics; and to promote the family value system and standards of Vietnamese people. To strongly develop cultural industries, entertainment, cultural services, creative industries, sports economy, and event industries; effectively develop and manage the market for digital cultural products and services; establish heritage cities and develop the heritage economy; encourage enterprise investment in digital cultural products and services; integrate culture with tourism, trade, and technology to form value chains; and promote cultural values through creative forms to enhance the national image. To effectively implement the national target program on cultural development and the National Assembly’s Resolution on breakthrough mechanisms and policies for development of Vietnamese culture. To improve the national cultural institution system in conjunction with construction of cultural and sports facilities meeting regional and international standards. To adopt policies improving cultural life and narrowing disparities in cultural access among regions and population groups. To build a distinctive, diverse, and modern Vietnamese cultural ecosystem, with emphasis on development of culture in ethnic minority areas.
3.6. Modernizing the national education system; improving training quality; attracting and effectively utilizing talent
To comprehensively reform and improve the legal framework, mechanisms, and policies; enhance the quality of education and training of human resources; adopt preferential policies for training highly skilled personnel in technical and technology-related sectors and occupations and for strategic and key national programs and projects; and develop a system of high-quality vocational education institutions. To engage large enterprises, foreign-invested enterprises, and technology enterprises in vocational training; improve vocational training quality in line with market demand; and equip the workforce with digital and technological skills. To improve foreign language proficiency of pupils and students, making English a second language in schools; provide foundational education in culture and arts; strengthen physical education and sports activities; and improve students’ physical fitness. To modernize higher education and develop selected research-oriented higher education institutions into science, technology, and innovation centers comparable to those of advanced countries; and integrate digital skills and artificial intelligence into the national education system beginning at the preschool level. To comprehensively implement digital transformation and promote broad application of digital technologies and artificial intelligence in education and training. To effectively implement the national target program on modernization and improvement of education and training quality, and the National Assembly’s Resolution on special and breakthrough mechanisms and policies for breakthrough development of education and training.
3.7. Developing synchronized and modern infrastructure system; promoting urbanization, urban development, and regional connectivity
To prioritize investment in expressways as planned; gateway seaports integrated with international transshipment functions; major airports; the North-South high-speed railway; international railway connections; and urban railways, with a target of placing more than 5,000 km of expressways into operation by 2030. To develop key transport routes connecting regions, seaports, airports, and major international border gates; renovate and upgrade inland waterways with high transport density; and develop inland waterway port systems along major water transport corridors.
To develop energy infrastructure meeting the requirements of high economic growth and ensuring energy security; effectively implement the National Assembly's Resolution on mechanisms and policies for national energy development; study development of coal-fired thermal power at an appropriate scale in conjunction with a roadmap for emissions capture and treatment; and accelerate development of renewable and new energy sources. To develop multi-purpose irrigation infrastructure ensuring water security, disaster prevention and control capacity, and climate change adaptation.
To create breakthroughs in development of information and communications infrastructure; prioritize investment in and modernization of digital infrastructure; and synchronously develop national databases, large-scale databases, and major data centers. To develop national digital platforms and essential digital utilities meeting the requirements of digital government, digital economy, and digital society. To synchronously and modernly develop cultural and social infrastructure; and invest in construction of key national cultural works meeting regional and international standards.
To form strong growth poles, key economic regions, urban centers, and next-generation special economic zones with regional and global standing. To strengthen interregional and intraregional connectivity and expand and reorganize development space in line with the new administrative system; accelerate the pace and improve the quality of urbanization; and develop synchronized and modern urban infrastructure consistent with requirements for green, smart, and climate-resilient urban development. To effectively utilize low-altitude space and underground space.
To review, inventory, and comprehensively classify delayed projects, including both budget-funded and non-budget-funded projects; decisively resolve such projects; and report obstacles to competent authorities and promptly propose handling measures.
3.8. Managing sustainable social development; ensuring social progress and equity; improving the People’s living standards
To improve modern, inclusive, and sustainable models, mechanisms, and policies for social development management; and reform and improve mechanisms and policies on population and development. To build a modern, multi-tiered, and adaptable social security system ensuring all people have access to and benefit from basic and essential social services; improve the social insurance system toward modernization and international integration with coverage extended to the entire workforce; and develop a flexible, synchronized, modern, and internationally integrated labor market. To prioritize creation of stable-income employment and support workers in the informal sector and persons beyond working age; encourage legitimate wealth creation; and strongly develop the middle class. To establish and effectively utilize the national housing fund; and accelerate development of social housing and affordable commercial housing.
To build an equitable, high-quality, and efficient healthcare system; prioritize disease prevention, medical examination and treatment, and effective epidemic control; strengthen food safety management; and effectively implement the national target program on healthcare, population, and development and the National Assembly's Resolution on special mechanisms and policies creating breakthroughs in protection, care, and improvement of the People’s health. To reorganize and strengthen the capacity of the grassroots healthcare and preventive medicine systems; develop a number of medical examination and treatment establishments meeting regional and international standards; and establish and develop modern specialized medical centers.
To ensure living standards for families of persons with meritorious services; and provide care and protection for the elderly, persons with disabilities, and children. To strengthen and improve the effectiveness of state management and implementation of ethnic and religious policies. To continue effective implementation of the national target program on new rural development, sustainable poverty reduction, and socio-economic development in ethnic minority and mountainous areas for the 2026-2035 period.
3.9. Managing and efficiently utilizing natural resources; protecting the environment; and proactively adapting to climate change
To comprehensively improve laws, mechanisms, policies, and planning on integrated management and utilization of natural resources, environmental protection, nature conservation, and biodiversity. To strengthen supervision, inspection, examination, and enforcement of laws on natural resources and the environment; improve management, exploitation, and utilization of land and key natural and mineral resources, particularly marine resources and rare earths; and develop and effectively operate the real estate, land use rights, mineral, and energy markets. To develop a sustainable net-zero economy; increase the value of forest products in conjunction with science and technology; restore forest resources; and create stable livelihoods for the People. To strongly develop the environmental industry and promote socialization of environmental protection activities. To proactively respond to natural disasters and climate change; ensure water security and safety of dams and reservoirs; fundamentally address air pollution, traffic congestion, and flooding in major cities such as Hanoi and Ho Chi Minh City, etc. and improve environmental conditions in urban areas, industrial clusters, craft villages, river basins, and rural areas. To strengthen application of science and technology in waste treatment. To protect and restore ecosystems, particularly forest, wetland, and marine ecosystems and nature reserves. To effectively implement national marine spatial planning and develop and improve databases and integrated management mechanisms relating to seas and islands. To strengthen scientific and technological research and application and marine resource and environmental surveys; and improve forecasting and marine environmental monitoring capacity.
3.10. Consolidating and strengthening national defense and security; firmly safeguarding the Socialist Republic of Vietnam; and consistently implementing the foreign policy of independence, self-reliance, self-strengthening, peace, friendship, cooperation, development, multilateralization, and diversification
To ensure and protect to the fullest extent the national and ethnic interests; resolutely and persistently safeguard the independence, sovereignty, unity, and territorial integrity of the Fatherland; protect the Party, the State, the People, and the socialist regime; firmly safeguard national security, regime security, human security, economic security, data security, cybersecurity, energy security, water security, food security, etc.; proactively prevent and repel, at an early stage, factors causing internal political instability; maintain political security and social order and safety; and preserve and strengthen a peaceful and stable environment for national development. To build broad-based and multi-layered arrangements for national security and social order and safety within economic activities; regard national security as a driver of economic development; and prioritize economic, technological, energy, and supply chain security.
To implement broad, comprehensive, and effective foreign affairs and international integration activities; ensure and protect to the fullest extent the national and ethnic interests on the basis of the fundamental principles of international law and the Charter of the United Nations; and proactively and responsibly participate in addressing regional and international issues of common concern. To strengthen analysis, assessment, and forecasting of international developments; and formulate timely, proactive, and appropriate response scenarios aligned with emerging trends, contexts, and the evolving international order, particularly with respect to impacts directly affecting socio-economic development and national defense and security.
3.11. Unifying mindset, awareness, aspirations, and actions; reforming implementation governance to achieve the “double-digit” economic growth target; strengthening public communications to create momentum and inspiration; improving mass mobilization and building social consensus
To recognize the strategic importance and urgency of achieving the “double-digit” growth target in conjunction with macroeconomic stability and improvement of the People’s living standards; identify this as a central political task to be concretized in annual work programs and plans, with specific tasks, outcomes, and deliverables assigned to each sector, agency, unit, and locality in association with accountability of the heads thereof; and conduct inspection, supervision, and evaluation based on implementation results. In parallel with implementation of tasks and measures promoting growth, to accelerate measures improving productivity across the economy and closely manage and effectively respond to strategic risks.
To strengthen public communication, advocacy, and exemplary leadership actions in order to reinforce confidence and development aspirations within the business community, among the People, and throughout society. To further promote the role of the Vietnam Fatherland Front, member organizations thereof, and news and press agencies in strengthening social consensus and consolidating the great national unity bloc in the cause of national construction, development, and defense.
4. Implementation organization
The Government, local authorities at all levels, the Supreme People’s Court, the Supreme People’s Procuracy, and the State Audit Office shall, within the ambit of their assigned functions and duties, formulate term-wide action programs and annual implementation plans and organize effective implementation of this Resolution.
In 2026, the Government shall focus on resolute and effective implementation of the tasks and measures set out in Appendix III to this Resolution; submit to the National Assembly, by the end of 2028, a mid-term report on implementation results of this Resolution; proactively and effectively respond in a timely manner to fluctuations; and report to competent authorities on matters beyond its competence.
The National Assembly Standing Committee, the Ethnic Council, Committees of the National Assembly, National Assembly delegations, and National Assembly deputies shall supervise implementation of this Resolution.
The Vietnam Fatherland Front and member organizations thereof shall supervise and mobilize all strata of the People to implement this Resolution.
The National Assembly calls upon compatriots and soldiers nationwide and overseas Vietnamese to uphold the spirit of patriotic emulation and solidarity, promote internal strength, overcome difficulties and challenges, flexibly and effectively adapt to international and domestic developments and conditions, strengthen confidence, self-reliance, resilience, and strategic autonomy, and successfully achieve the objectives of five-year socio-economic development plan for the 2026-2030 period.
