ON THE ISSUANCE OF ACTION PLAN BY THE GOVERNMENT IMPLEMENTING THE RESOLUTION OF THE 7TH CONGRESS BY THE SESSION X CENTRAL EXECUTIVE COMMITTEE ON AGRICULTURE, FARMERS AND RURAL AREAS
GOVERNMENT
Pursuant to the Law on the Organization of the Government dated December, 25th , 2001;
Pursuant to the Resolution no.26-NQ/TW dated August, 05th, 2008 of the 7th Congress by the Session X Central Executive Committee on agriculture, farmers and rural areas;
Examine the request of the Minister of Agriculture and Rural Development;
RESOLVES:
Article 1. Issuance enclosed with the Resolution will be the Action Plan of the Government implementing the Resolution of the 7th Congress by the Session X Central Executive committee on agriculture, farmers and rural areas.
Article 2. The resolution comes into effects in 15 days since its publication date in the Official Gazette.
Article 3. Ministers, Heads of Ministerial-level agencies, Heads of Government bodies and Chairmen of Provincial/Central City Peoples Committees are responsible for the implementation of this Resolution.

ACTION PLAN OF THE GOVERNMENT
IMPLEMENTING THE RESOLUTION OF THE 7TH CONGRESS BY THE SESSION X CENTRAL EXECUTIVE COMMITTEE ON AGRICULTURE, FARMERS AND RURAL AREAS
(Enclosed with the issuance of Resolution no.24/2008/NQ-CP dated October 28th, 2008 of the Government)
The 7th Congress of the Session X Central Executive committee issued the Resolution no.26-NQ/TW dated August, 05th, 2008 on agriculture, farmers and rural areas. In order to implement the Resolution of Central Committee, the Government has built up the Action Plan with the major contents as follows:
I. OBJECTIVES AND REQUIREMENTS OF THE ACTION PLAN
1. Objectives of Action Plan (Plan) are to affirm and supplement duties for the Government, Ministries, Sectors, Provincial Committees and Central Cities’ Committees for the successful achievements of the Central Resolution on agriculture, farmers and rural areas, with the targets:
a) Building up a comprehensive development of agriculture toward modernization, great commodity production with high yield, good quality, best efficiency and high possibility in competitiveness, growth ratio reaches 3.5 - 4% per annum; food security is to ensured in immediate and long terms.
b) Making efforts concentrated on education of rural workforce, changing partly of agricultural workers into industry and service, solving the problem of unemployment, and to increase the income of rural residents as much as 2.5 folds of the current income.
c) Improvement of spiritual and physical life of rural residents, particularly in stricken areas; to facilitate the participation of farmers and their greater benefits in the national industrialization and modernization process.
d) Completion of synchronized socio-economic rural infrastructure; building a new sustainable rural area towards civilization and prosperity, protected biological environment, preserved traditional culture; to ensure good conditions on study, medical care, cultural activities and sports in almost rural areas closing to normal urban areas.
e) Capacity strengthening for natural disaster preparedness and mitigation, taking the initiative in adaptation and confrontation to global climate change, particularly tidal rise.
2. Requirement of the Action Plan is to comprehensively perceive the viewpoints, objectives and contents of the Central Resolution to set up socio-economical programs, mastering plans, to concretize into by-law documents. On the basis of the Resolution and the Action Plan of the Government, the Ministries, sectors, Provincial People Committees, build up concrete plans for implementation guidances.
II. MAJOR DUTIES
Based on their functions, duties and powers as state management assignment, the Ministries, Ministerial agencies, Governmental Bodies, Peoples Committees of Provinces, Central Cities gather their concentration on supervision and organization on implementation of the major duties as follows:
1. Unification on perception and action on agriculture, farmers and rural areas
Functional agencies manage on perceiving instruction and propaganda mobilization, education widely for the public on status, roles and significance of agriculture, farmers and rural areas in the national industrialization and modernization; to concretize the overall policies and solutions, mobilize the powers of full political system in order to carry out the contents of this Resolution, as well as the ones issued by the Party and the Government relating to agriculture, farmers and rural areas.
2. Building up the national target programs by 2020
Continue the integrated and effective implementation of the approved National Target Programs in the rural areas. Deploy the new formulation of the following National Target Programs:
a) National Target Program on Construction of New Rural Areas with the main contents as: forming and organizing livelihood for rural residents toward civilization, modernization, to preserve traditional customs and ecological environment enclosed with developing urban, cities and towns. The socio-economic infrastructure system is synchronized developed in appropriation with village or commune construction planning (small village, hamlet), and socio-economic plan of individual sector, of locality; merging the state subsidy with initiative efforts of rural community. Enhancement of knowledge, education for human resource and proper organization for local cultural livings are among contents. It is to formulate production organizations in accordance with demands of modern agriculture, commodities production which include both agricultural production and non-agricultural production, implementing “each village, each occupation”.
b) National Target Program on Climate Change Adaptation, in which detailing the contents: complete the construction of network on supervision, forecasting and warning on natural disasters: typhoons, floods, mountain erosion, tsunami, global warming, tidal sea, and so on for different region with the timely information spreading to peoples; enhancing the capacity of management agencies on disaster preparedness and rescue schemes as duty requirements. Periodically invest on infrastructure building for disasters preparedness, firstly, river dikes, sea levee, plantation of protection forest along the coast, particularly in the disaster prone areas, with the projects on specific supports for creating dwelling quarters, transportation roads, public facilities preventing floods, typhoons, erosions, river banks, coastal areas, etc. The researches and evaluations on affects of climate change to agriculture and rural areas should be implemented as well as preparedness and adaptation solutions.
c) National Target Program on Training of Rural Human Resource with the concentration on formulating plans and solutions for training the farmers’ children who have sufficient knowledge and capability to work in industries, handicrafts, services and possibility for occupation change; farmers who continue farming activities will be trained on knowledge and skills for practicing modern agriculture; meanwhile concentrating on knowledge improvement for management cadres, local cadres.
3. Improvement of planning quality and management
According to actual conditions and advantages of each region to research and forecast on market demands, technology progress, the Ministries, sectors, People’s Committees of Provinces, Cities under Central Authority formulate overall planning, review and supplement the present planning and summit to authority for approval; give directives, guidance and monitoring the implementation of planning by sector management and local authority. Within 2009, the following plannings are to be completed:
a) Land use planning by 2020 must be formed, in which planning on rice cultivation land should be early completed for establishing mechanism and policies on protection and ensuring national food security in immediate and long term.
b) Review, newly formulate the planning on: comprehensive nation-wide urbanization system development (including cities, small cities) by 2025; regional planning for provinces; construction planning for rural community; planning for disaster prone areas.
c) Review and supplement the planning regarding industrial zones, industrial clusters, economical zones, export processing zones by 2015 and visibility by 2020 under the principle of maximizing usage of land which is useless for agriculture to be effective useful for industries and services.
d) Review and supplement the planning on transportation system development, concentrating on under-privileged areas for speeder development; expanding transportation network accessing to coastal areas and low land for expanding industry and urbanization.
e) Review and supplement the planning on irrigation system development towards multi-purposes, concentrating on initiative irrigation for almost rice-planting areas, aquaculture and domestic usage.
f) Review and supplement the planning on changing production structure on agriculture, forestry and fisheries towards modernization, sustainability, big-scaled commodities production with high productivity, good quality, efficiency and high competitiveness.
4. Formulate professional programs
According to their functions and duties, the Ministries, Ministerial-level agencies, Governmental agencies will facilitate with the coordination of other Ministries, sectors in relation to the formulation of professional programs by grouping:
a) Formulate modern agriculture (consists of programs on developing cultivation, animal husbandry, protection and development of forestry, aquaculture raising, harvesting and preservation), in which maximizing the harvesting on comparative advantages of individual ecological area, each product appropriate for market demand, in attachment with commodity production with processing and to apply new technology for improving competitiveness and economical effectiveness.
Promote the agricultural machinery application matching with different areas, types of plant, animal, with higher concentration on big-scaled commodity production area, region of human resource shortage, synchronized implementation of measures for cutting down post-harvesting risks.
b) Develop industry, handicrafts and services for rural areas: clarify occupation giving direct supports to agricultural production, change of economical structures, labors, which strongly contribute to occupation creating, increase income for rural residents, enclosing with the formulation of industrial zones, industrial-service clusters, export processing zones and urbanization in rural areas.
c) Develop socio-economic infrastructure in the rural areas: main concentration on completing irrigation system, rural transportation system and other social infrastructure in synchronized development system, speeding up the development of rural socio-economy, particularly under-developed areas.
d) Improve physical and spiritual livelihood of rural residents: concerning on creating occupations in the fields of industry, handicrafts, rural occupations and services; integrated guidance on comprehensive strategies on growth and poverty reduction, hunger alleviation, make efforts on rapid enhancement of ethnic minority livelihoods; develop education, medical care and culture in rural areas and to implement policies on social welfares.
e) Renovate the production organizations in rural areas for higher results: in which to clarify status, roles of those effective productions, concentrating on the production bringing up major breakthrough as to meet the demand of a modern agriculture, economical structure change and rural workforce. Formulate the linkage among producer households, cultivation farms, cooperatives, enterprises, scientific and commercial organizations and production associations.
f) Develop scientific – technology to become a breakthrough step for the growth of modern agriculture and transformation of rural economy. To rapidly develop the application of bio-technology and high-tech agricultural production; concentrating on development of agricultural seeds and seedlings, forest seedlings, animal breeds and fishery breeds. To improve the capacity and renovate the mechanism, policies on management of scientific-technology to enhance rapidly the effectiveness from researching and have rapid transferring of scientific-technology progress into production.
g) For the enhancement of state management capacity, it is to guarantee the principles in which ministries are in charge of multi-sectors without division nor scattering; enhancement of the management skills, unified monitoring from the Central to Localities, having coordination and integrated unification between state management and scientific researches, education, production organizations and capacity enhancement in steering and management; increase the coordination in sectors, authority levels.
5. Group of Law and Policy Projects
a) Revise the Law on Land toward: continual confirmation of national land ownership, the state runs the unified management under the master planning for effective use of land; land allocate to households for long termed utilization; extension of the land use duration; facilitation of land plot merging; recognition of the right on land use driven by market mechanism, taking land as a source of capital in business and production. Initially, revise the by-laws of the Law on Land 2003 on guidance of land acquisition, compensation, resettlement, land price, land use change, land use transferring and the policy on preserving rice cultivation area.
b) Revise the Law on State budge toward: increase investment for developing agriculture and rural areas; adjust and allocate the state budget to ensure the benefits for the areas of industrial development condition and mono-agriculture; improve the division of state budget withdrawal and payment for locality, including district and commune levels.
c) Review the regulations on investment to increase the budget on agriculture and rural areas.
d) Formulate the Laws on: Food security and sanitation, Irrigation, Agriculture, Plant Protection, Veterinary.
e) Formulate the policy on attracting cadres, youths, intellectuals to work in rural areas.
Duties of each Ministry will be concreted in the attached annexes.
III. ARRANGEMENT OF IMPLEMENTATION GUIDANCES
The Government provides frequent instructions on master planning, formulate synchronized policy system with programs, projects and power resource distribution prioritizing for the development of agriculture, farmers and rural areas following the spirit in Resolution 26-NQ/TW (Session X). The Deputy Prime Minister takes the responsibility for direct instruction and management on Ministries, sectors and localities to follow up this action. The Government will review and evaluate the action plan annually then issue the specific announcement during the implementation of the Resolution, in which periodically to organize reviews, final workshops and multiply the good cases, to give awards, penalties to organizations and individuals.
Immediately after the issuance of this Action Plan by the Government, Ministry of Agriculture and Rural Development, other Ministries, Peoples Committees of Provinces, Cities under Central Authority must formulate and implement the programs, projects, specific plans.
For each Ministry, one Vice Minister will be assigned for this instruction. People’ss Committees of Provinces, Cities under Central Authority shall assign the Deputy Party Secretary and the Chairman in monitoring professional agencies, planning and construction agencies and organizing the implementation of local programs, projects.
The Ministry of Agriculture and Rural Development is the permanent agency, with the responsibility of giving advices to the Government in monitoring, summarizing the practices, periodically 6 months to report the Government on implementing this Resolution ./.
