SUMMARY

To request the Ministry of Health to accelerate the payment for hospital fees on the public service portal

On December 12, 2020, the Government issues the Resolution No. 178/NQ-CP on the Government’s regular meeting in November 2020.

Accordingly, the Government agrees with the proposal of the Ministry of Planning and Investment on allowing ministries, central and local agencies which by September 30, 200, have been disbursed less than 60% of the plan assigned at the beginning of the year, to continue disbursing the remaining capital within the total capital in 2020 assigned by the Prime Minister.

The Government also asks ministries, branches, and localities to continue to fulfill the targets and tasks set out in 2020 that are prescribed in the Resolution No. 17/NQ-CP and the Notice No. 339/TB-VPCP, striving to achieve the target of providing at least 30% of online public services at level 4 in 2020.

Concurrently, the Ministry of Health needs to complete the autonomy scheme of Cho Ray Hospital and Viet Duc Hospital, and report to the Prime Minister before December 15, 2020; put into operation 02 Facility Projects (2) of Bach Mai Hospital and Viet Duc Hospital in Ha Nam; accelerate the implementation of the pilot online payment for hospital fees on the national public service portal.

Besides, the Ministry of Health shall assume the prime responsibility for, and coordinate with the Ministry of Labor, Invalids and Social Affairs and relevant ministries and agencies in, researching and formulating policies and support levels on health insurance for children under 16 years old, especially for children suffering from dangerous diseases according to the socio-economic development circumstances in each period, etc.

RESOLUTION

The Government’s regular meeting in November 2020

THE GOVERNMENT

 

Pursuant to the Law on Organization of the Government dated June 19, 2015; the Law Amending and Supplementing a Number of Articles of the Law on Organization of the Government and the Law on Organization of Local Governments dated November 22, 2019;

Pursuant to the Government’s Decree No. 138/2016/ND-CP dated October 01, 2016, promulgating the Working Regulation of the Government;

On the basis of the discussion of the Government’s members and the conclusion of the Prime Minister at the Government’s regular meeting in November 2020 which was held on December 02, 2020,

 

RESOLVES:

 

1. With regard to the implementation of Resolution No. 01/NQ-CP; the socio-economic situation in November and the first 11 months of 2020; and the COVID-19 prevention and control.

The Government unanimously agreed that: Although the Covid-19 pandemic development is still complicated around the world, the socio-economic situation in November 2020 continued to recover with many positive signs. Macroeconomic conditions were stable; CPI continued its downward trend with an average increase of 3.51% in 11 months; the money market was stable, credit index increased, interest rates were low; the stock market had favorable developments, investors' confidence was enhanced. Export and import turnover in 11 months reached USD 489.7 billion, up 3.59% over the same period, of which exports increased by 5.5%, imports in 11 months increased by 1.6%, mainly from import of materials for production, showing that the international supply chain was gradually being reconnected; trade surplus reached a record of USD 20.1 billion. Public investment capital disbursement continued to be strongly improved, reaching 71.4% of the assigned plan assigned; realized foreign direct investment capital was estimated at USD 17.2 billion. Industrial production recovered; the index of industrial production (IIP) in November increased by 9.2% over the same period last year, of which the manufacturing increased by 11.9%. Although agricultural production was affected by natural disasters, storms, floods and epidemics, it still develops stably; agricultural production in areas hit by natural disasters, storms and floods has been gradually restored.

Trade and service activities flourished due to the relative increase in domestic consumption demand; total retail sales of consumer goods and services in November increased by 8.5%, and 2% for 11 months in comparison with the same period last year, the number of newly-established enterprises in November increased by 7.3%, registered capital increased by 72% in comparison with October. The labor market gradually recovered, especially for the broken fields, which were heavily affected by the Covid-19 epidemic. Many practical activities were organized in order to honor and show gratitude to teachers. Social security and healthcare for the people were concerned. The people’s life was stabilized, the number of hungry households decreased by 15.9%. National defense and security were maintained. Foreign relations and international integration achieved many important results such as the successful organization of the 37th ASEAN Summit, the signing of the Regional Comprehensive Partnership Agreement (RCEP), which create more space for economic development and opportunities to access new markets, contributing to enhancing Vietnam's position and reputation in the international arena.

Apart from the above-mentioned achievements, the country still had to cope with many risks and challenges. Covid-19 pandemic development remains complex in the world and continues to significantly affect our economy. Vietnam has confirmed several infection cases in the community. Industrial production continued to grow but remained at a low level. Accommodation, food and travel services have recovered slowly, and the number of enterprises that have to stop their operation was relatively high. Natural disasters, floods, landslides, and epidemics continued to affect production and business activities and people's lives.

For the rest of 2020, in order to remain the socio-economic recovery and development, strive to reach the highest level of targets and tasks of 2020, the Government requires all levels and branches to continue seriously and drastically implementing "dual goals" in the spirit of prioritizing the protection of people's health, not being negligent and subjective; at the same time, drastically and synchronously implement solutions, create a solid premise for the implementation of the socio-economic development plan and the state budget estimate for 2021, in which focus on implementing several key contents as follows:

- Members of the Government, heads of agencies and units shall have specific solutions in order to promptly resolve the shortcomings and limitations of the sectors and fields under their responsibility, especially the issues that had been addressed by voters and the National Assembly at the 10th session of the XIVth National Assembly.

- Ministries, branches, and localities shall continue to closely monitor the global and regional situation in order to adopt appropriate and timely plans, solutions and policies for pandemic prevention and control and socio-economic development in the last months of the year. To continue effectively implementing the Government's Resolution No. 84/NQ-CP dated May 20, 2020, regarding the tasks and solutions to continue to remove difficulties in production and business, accelerate the disbursement of public investment and ensure social order and safety in the context of Covid-19 pandemic. To proactively set directions, tasks, solutions and actively preparing necessary conditions, ensuring the synchronous and effective implementation of the 2021 plan from the beginning of the year in the complicated developments of the Covid-19 pandemic. To strictly implement the Prime Minister's Public Telegram No. 1699/CD-TTg dated December 2, 2020 on strengthening the prevention and control of COVID-19 pandemic, continuing to implement the strategy to strictly control external sources of disease transmission, thoroughly zone off infection areas for the effective domestic treatment, rapidly and more drastically trace, detect, and handle infection cases, create favorable conditions for normal socio-economic activities; avoiding panic or subjective. To strengthen the price management, price stabilization, ensuring the supply and demand of goods, especially essential goods with high consumption demand at the end of the year, and prevention of smuggling, trade fraud, and counterfeit goods.

- The National Steering Committee Against Smuggling, Trade Frauds and Counterfeit Goods, the Ministry of Finance, the Ministry of Industry and Trade, and localities shall direct the functional forces to take measures to fight against, strictly control, prevent, and deal with frauds in goods origin, taking advantage of Vietnam's origin to export to a third country, not to affect trade activities and reputation of our country.

- The working group in charge of promoting foreign investment cooperation shall strengthen the attraction of FDI projects, especially those with large scale and high technology contents; direct ministries, branches, and localities to promote the attraction of foreign investment and prepare the necessary conditions to welcome the investment flows shifting to Vietnam.

- The State Bank of Vietnam shall proactively and flexibly operate the monetary and credit policies to meet capital demand for production and business activities, especially for industries and fields heavily affected by the Covid-19 pandemic. To urgently complete the amendment and supplementation of the Circular No. 01/2020/TT-NHNN dated March 13, 2020 of the State Bank of Viet Nam in order to promptly support organizations and individuals getting loans who are in difficulty due to Covid-19 pandemic.

- The Ministry of Finance shall formulate a Decree on guiding the calculation of deductible expenses of enterprises and organizations (for expenses for supporting and sponsoring the Covid-19 prevention and control activities) when determining enterprise income tax applicable in 2020 and 2021 in accordance with Clause 8, Article 3 of the National Assembly’s Resolution No. 128/2020/QH14 dated November 12, 2020, on state budget estimates for 2021 according to simplified order and procedures and submit it to the Government in January 2021.

- The Ministry of Industry and Trade shall assume the prime responsibility for, and coordinate with other ministries, branches and localities in promoting trade promotion and export market diversification; exploiting the markets with additional room for expansion and markets that our country has signed FTAs with, especially CPTPP and EVFTA.  To proactively disseminate information about the RCEP Agreement to enterprises, especially small and medium-sized enterprises, enterprises in export production sectors with favorable opportunities or being affected. To proactively build scenarios and solutions on trade policy to respond to policy changes of major partners. To continue promoting stimulus for domestic consumption by appropriate measures. To assume the prime responsibility for, and coordinate with the Ministry of Agriculture and Rural Development and relevant localities in, promoting and renewing the implementation of domestic market development programs and schemes, including promoting the introduction of rural goods to urban areas in order to promote production and business, create jobs, and improve living standards of farmers in rural areas.

- The Ministry of Transport shall focus on speeding up the progress and ensuring the quality of key transport infrastructure projects. To take measures to remedy and minimize landslides at traffic routes, ensure safety for vehicles and boats in case of storms and floods. To coordinate with the Ministry of Public Security in formulating plans to ensure traffic safety at the end of the year, especially during the 2021 New Year and Lunar New Year.

- The Ministry of Construction shall implement synchronous solutions to remove bottlenecks and create favorable conditions for the stable and healthy development of the real estate market.

- The Ministry of Agriculture and Rural Development shall continue to closely monitor the weather situation, direct agricultural production and implement solutions to protect production and limit the damage caused by rain and floods, damaging cold, droughts, and saltwater intrusion; plant and protect forests, direct the work of forest fire prevention and fighting. To continue drastically taking measures to control disease on crops, animals, cattle and poultry; coordinate with the Ministry of Industry and Trade and relevant agencies in promoting trade promotion activities, boosting the export of agricultural products, and at the same time, properly exploiting the domestic market. To proactively apply appropriate measures in conformity with international commitments to protect the exports of Vietnam's wood products. To assume the prime responsibility for, and coordinate with ministries, branches and localities in, formulating specific programs and schemes to implement the policy of planting one billion trees in the next 5 years.

- The Ministry of Health shall continue to closely monitor the Covid-19 pandemic development; adopt a plan on the production and purchase of vaccines as soon as possible, and report to the standing Government for consideration and decision. To assume the prime responsibility for, and coordinate with the Ministry of Labor, Invalids and Social Affairs and relevant ministries and agencies in, researching and formulating policies and support levels on health insurance for children under 16 years old in accordance with the Law on Children, especially for children suffering from dangerous diseases according to the socio-economic development circumstances in each period.

- The Ministry of Education and Training shall assume the prime responsibility for, and coordinate with the Ministry of Information and Communications and localities in, providing appropriate guidance on the use of mobile phones and technological equipment in serving students’ learning, ensure the effective and practical use of these devices for the right purpose.

- The Ministry of Science and Technology shall assume the prime responsibility for, and coordinate with other ministries, agencies, and localities in, continuing to take effective measures in order to promote the development of an innovative start-up ecosystem, take advantage of the Fourth Industrial Revolution; encourage innovative start-ups to apply scientific and technological achievements in practice, contributing to socio-economic development.

- The Ministry of Information and Communications shall assume the prime responsibility for, and coordinate with ministries, agencies, and localities in, speeding up the development of e-Government, toward digital government and the digital economy. To coordinate with the State Bank of Vietnam and relevant agencies in, promoting non-cash payment, coordinate with related ministries and agencies in improving the legal corridor for several new business models that apply technology platforms.

- The Government Inspectorate shall guide and urge the implementation of Decree No. 130/2020/ND-CP dated October 30, 2020 on control of income assets of people with positions and powers in agencies, organizations and units. The Government Inspectorate, ministries, branches, and localities shall intensify citizen reception; promptly settle complaints, denunciations, petitions and reflections of the people and enterprises in localities and facilities, avoiding hot spots.

- The Ministry of Home Affairs shall assume the prime responsibility for, and coordinate with ministries and agencies in proposing plans to overcome overlaps and interference in functions and tasks among ministries and ministerial-level agencies to complete the Scheme on Government Structure for the term of 2021 - 2026; coordinate with agencies and localities in preparing for the upcoming election of the National Assembly, People's Councils at all levels, and the work of strengthening the entire government apparatus in localities.

- The Ministry of National Defence shall firmly grasp the development, actively respond and timely handle situations, firmly protect the territorial sovereignty. To perform military and national defense tasks associated with Covid-19 pandemic prevention and control, natural disaster prevention and control, and search and rescue.

- The Ministry of Public Security shall proactively fight and prevent sabotage plots of the hostile and reactionary forces; ensure the absolute safety of major national events. To actively apply measures to prevent and fight crimes, strictly handle violations, especially acts of spreading dangerous infectious diseases, appropriating relief goods, black credit, illegal immigration, etc. To strengthen the prevention and fighting against fire and explosion, ensure traffic order and safety.

- The Ministry of Foreign Affairs shall assume the prime responsibility for, and coordinate with ministries and branches in, summarizing and assessing the assumption of the ASEAN Chair in 2020 of Vietnam. To continue promoting foreign affairs and citizen protection, especially in countries where Covid-19 development is complicated.

- Institutes: The Vietnam Academy of Science and the Technology and the Vietnam Academy of Social Sciences shall proactively research problems posed to the country in a new stage of development; coordinate with the Ministry of Science and Technology, the Ministry of Education and Training and other ministries and branches in, proposing policies to develop scientific research and improve the quality of human resources, especially in sectors difficult to attract human resources in learning and research.

2. With regard to response and remedy the consequences of storms and floods in the Central region

In the past two months, storms, floods, and landslides continuously occurred in the Central provinces, causing very heavy damage, greatly affecting people's lives, assets, life, and production; many infrastructure works were badly damaged.

Thanks to the drastic participation of the entire political system, the enterprise community and the people all over the country, the response, rescue, and recovery from natural disasters have been implemented in a timely and drastic manner, contributing to the reduction in damage to people and property. Especially, ministries, branches, functional agencies and localities actively implemented activities to overcome the consequences of floods and storms in accordance with the Government's direction in the Resolution No. 169/NQ-CP dated November 11, 2020 and the Prime Minister's Public Telegrams, assisting people in affected areas to quickly overcome the consequences and stabilize their lives as soon as possible. The support and assurance of essential conditions to restore the lives and production of the people living in areas affected by natural disasters, storms and floods were implemented effectively.

The Government highly appreciated and praised branches, levels, agencies, mass organizations, especially the armed forces, and many organizations, individuals, enterprise community and people all over the country for joining hands to support people in the Central region to overcome difficulties and remedy consequences of natural disasters, storms, and floods.

However, the consequences caused by storms and floods in the Central region are extremely heavy and required a lot of time and resources to recover and reconstruct. The Government asked ministries, branches, and localities to continue implementing tasks and solutions for overcoming the consequences caused by storms and floods provided in the Government's Resolution No. 169/NQ-CP dated November 11, 2020, and at the same time, issue radical and long-term solutions to limit the damage caused by natural disasters. To be specific:

- The Central Steering Committee for Natural Disaster Prevention and Control shall assume the prime responsibility for, and coordinate with relevant ministries, branches and localities in, urgently and comprehensively assessing the response and remedy the consequences of storms and floods in the Central region recently, carefully analyze and evaluate causes and lessons to prevent and control natural disasters, and rescue in a more timely and effective manner, contributing to reducing damage caused by natural disasters.

- Ministries, branches, especially the Ministry of Agriculture and Rural Development, the Ministry of Labor, War Invalids and Social Affairs, the Ministry of Construction, the Ministry of Industry and Trade, the Ministry of Planning and Investment, the Ministry of Finance, and the State Bank of Vietnam shall, within the scope of the assigned functions and tasks, proactively take solutions to remove difficulties and problems; coordinate with localities in supporting the people to repair damaged houses, rebuild collapsed or drifting houses before the Lunar New Year in order to restore production as soon as possible, ensure people's lives and livelihoods, and prevent hunger and people’s inability to celebrate a Tet holiday; at the same time, have plans to restore and reconstruct essential infrastructure, especially in education, healthcare, transport, irrigation, and natural disaster prevention and control works in the Central region to ensure a better and more sustainable recovery.

- The Ministry of Finance shall assume the prime responsibility for, and coordinate with the Ministry of Planning and Investment, the Ministry of Agriculture and Rural Development and relevant agencies in, urgently reporting to the Prime Minister on plans to buy issued national reserve goods for timely support to localities affected by floods and storms to promptly restore agricultural production.

- The Ministry of Agriculture and Rural Development shall coordinate with the Ministry of Finance, the Ministry of Planning and Investment and related agencies in promptly proposing the Prime Minister for deciding on the issuance of rice, maize, and vegetable varieties to promptly support localities in the production organization. In case where the demand for seeds of localities is greater than the national reserve inventory, localities shall actively balance from local budget sources to timely buy additional seeds for production.

- The Ministry of Agriculture and Rural Development shall have a plan to mobilize donors and coordinate with ministries, branches, and localities in proposing a number of urgent programs and projects to overcome consequences and reconstruct after natural disasters by using ODA loan, foreign concessional loans, capable of negotiating and quickly disburse in order to meet urgent requirements and overcoming consequences of natural disasters.

- The Ministry of Planning and Investment, the Ministry of Finance, and other ministries, branches and localities shall prioritize to allocate and mobilize resources from the state budget, including budget contingencies at all levels, medium-term public investment capital plan and ODA loans, foreign concessional loans in the next period in order to give priority to support Central provinces in recovery and reconstructions after natural disasters.

- The Ministry of Agriculture and Rural Development and the Ministry of National Defence shall proactively review and determine shortcomings and difficulties, problems and overlaps in the response and overcoming of natural disaster consequences, and rescue in current legal normative documents, coordinate with related ministries and agencies in proposing the timely amendment and supplement, create a complete, feasible and appropriate legal framework which is in accordance with reality and meets urgent requirements in response and remedy of consequences of natural disasters and the rescue activities.

- The Ministry of Natural Resources and Environment shall assume the prime responsibility for, and coordinate with the Ministry of Agriculture and Rural Development and relevant ministries, branches, and localities in, quickly implementing the reviewing, evaluation and formulation of zoning maps, providing warnings on the risks of landslide and flash flood at the appropriate rates, meeting requirements of the effective application in practice, contributing to minimizing damage caused by natural disasters.

- The Ministry of Agriculture and Rural Development, the Ministry of Construction, and ministries managing specialized construction shall, according to the assigned tasks and functions, review, modify and supplement construction regulations and standards on production master plans, master plans on construction sites of residential and urban zones, and construction works in areas frequently affected by natural disasters, especially, the Central and Northern mountainous regions in order to actively prevent, avoid and minimize damage caused by natural disasters.

3. With regard to the implementation and disbursement of public investment capital and solutions to promote the public investment capital disbursement in 2020 and the assignment of state budget capital plan in 2021

The Government agrees with the recommendations of the Ministry of Planning and Investment on:

- Allowing ministries, central and local agencies which by September 30, 200, have been disbursed less than 60% of the plan assigned at the beginning of the year, to continue disbursing the remaining capital within the total capital in 2020 assigned by the Prime Minister.

- Allowing the Ministry of National Defence and the Ministry of Information and Communications to continue allocating and assigning the remaining capital for projects and tasks with full procedures in accordance with regulations.

To assign the Ministry of Planning and Investment to continue urging ministries, agencies, and localities to accelerate disbursement; urgently review and transfer internal capital among projects of ministries, agencies, and localities to ensure full disbursement of allocated capital in accordance with regulations. To assume the prime responsibility for, and coordinating with the Ministry of Finance and relevant agencies in, urgently summarizing and reporting to the Prime Minister before December 15, 2020 on the modification of the plan on the central budget capital investment in 2020 of ministries, agencies and localities that have a proposal document to return the capital plan in 2020, unallocated by September 30, 2020 and have no addition proposal document for reallocation.

To assign the Minister of Planning and Investment to receive authorization from the Prime Minister and on behalf of the Government to report to the National Assembly Standing Committee the assignment of the state budget capital plan in 2021.

4. With regard to the implementation and solutions to complete the tasks of State budget collection in 2020

The Government and the Prime Minister praises and highly appreciates the Ministry of Finance, and other ministries, branches and localities for collecting state budget revenues in the difficult circumstance. To request ministries, central agencies, and localities to continue determining to fulfill the highest state budget collection tasks in 2020, including focusing on doing well the following tasks:

- To continue effectively implementing recently issued economic stimulus and social security policies, promptly solve difficulties and obstacles in administrative procedures for the people and enterprises, contributing to remove difficulties for production and business, creating a basis for increasing revenue for the state budget.

- To focus on reviewing revenues, apply effective solutions to prevent revenue losses and handle tax arrears, strictly control tax refund in order to ensure the tax collection from the correct subjects, in accordance with legal policies, with the full amount in a timely manner to the state budget according to regulations, including taxes and land rental whose time limit for an extension for payment to the state budget had passed under the Government's Decree No. 41/2020/ND-CP dated April 08, 2020 and the Government's Decree No. 109/2020/ND-CP dated September 15, 2020; revenues from land, natural resources and minerals, from activities of e-commerce business, online business, telecommunications and internet services, from projects that tax incentive period had ended, and new arising projects, etc.

- To urgently issue conclusions on already completed and ongoing inspections and examinations; to focus on urging and collecting receivables to the State budget according to the conclusions of the State Inspectorate and Audit agencies.

5. With regard to the Government's draft Resolution on the main tasks and solutions to implement the socio-economic development plan and the state budget estimates for 2021

The year 2021 shall be the year of particular importance - the first year to implement the 10-year socio-economic development strategy (2021 - 2030) and the 5-year socio-economic development plan (2021 - 2025). In the Government's draft Resolution of the Government on the main tasks and solutions for the implementation of the socio-economic development plan and the state budget estimate for 2021 which has followed the Conclusion No. 91-KL/TW dated October 22, 2020 of the 13th session of the XIIth Party Central Committee and the National Assembly’s Resolutions on the socio-economic development plan and state budget estimate for 2021, the government requests:

- Ministries, ministerial-level agencies, and government-attached agencies shall urgently give their opinions in writing on the draft resolution submitted by the Ministry of Planning and Investment at the Government's regular meeting in November 2020, sent to the Ministry of Planning and Investment (at the same time, sent to the Government Office) before December 15, 2020 for summarization.

- The Ministry of Planning and Investment shall assume the prime responsibility for, and coordinate with relevant ministries and agencies in, receiving the Prime Minister's directions in the Document No. 10076/VPCP-KTTH dated December 01, 2020 of the Government Office; opinions from the Government members and conclusions of the Prime Minister at the meeting; written opinions from ministries, ministerial-level agencies and government-attached agencies, urgently complete the draft resolution in order to ensure tasks and solutions for 2021 in association with the orientation of the whole 5-year period; determine radical, breakthrough and feasible solutions in all fields, overcoming difficulties and challenges, taking advantage of opportunities and advantages to overcome and realize the goals of rapid and sustainable development of the country. To report to the Standing Government for comments on the draft Resolution before December 15, 2020 to complete the first stage, send it to the ministries, branches and localities before consulting at the Conference of the Government with localities to ensure the quality and schedule.

6. With regard to the proposal to formulate the Law on Domestic Violence Prevention and Control (revised)

The Government approves the proposal to formulate the Law on Domestic Violence Prevention and Control (revised) and assign the Ministry of Culture, Sports and Tourism to assume the prime responsibility for, and coordinate with the Ministry of Justice and relevant agencies in, receiving opinions from the Government members, the Government Office and complete the proposal on the Law formulation; assign the Ministry of Justice to include the law formulation proposal into the Law-making Program for 2022 and submit it to the National Assembly Standing Committee according to the Law on Promulgation of Legal Documents.

7. With regard to the payment for the order to provide public products and services in Hanoi city from January 01, 2020 to the time of bidding result according to the Government's Decree No. 32/2019/ND-CP is available

The Government agreed with the request of the People's Committee of Hanoi City to allow the method of ordering for the supply of public products and services funded by the state budget for the amount already supplied by suppliers of public product and services using the state budget from January 01, 2020 until the bidding result is available at a price not higher than the price ordered under the 2019 contract and the 2020 winning price which is used as a basis for payment and settlement of implementation funding.

8. With regard to the settlement of tax for goods imported for the production of exported products

The Government accepts the request of the Ministry of Finance that the goods imported for production of exported products, for which an enterprise partially provides imported raw materials, supplies and components, then hires another enterprise to process all or one or several stages of product processing, and receives semi-finished products for further manufacturing for export or finished products for export to other countries, shall be exempted from import tax under Clause 7, Article 16 of the Law No. 107/2016/QH13 on Import and Export Duty.

To assign the Ministry of Finance to direct customs agencies to refund fixed tax amount paid by enterprises as prescribed, not to retrospectively collect tax for cases where the fixed tax have not been paid; apply strict measures to manage and prevent the abuse and exploitation of policies; urgently review and supplement this content into the draft Decree on amending and supplementing the Decree No. 134/2016/ND-CP and report to the Government. To assume the prime responsibility for, and coordinate with ministries, branches, and localities in, facilitating production and business, at the same time, apply strict and accurate management measures and deploy post-customs clearance inspection of goods imported for export production in accordance with law provisions.

9. With regard to the performance of tasks and operation results of the working group in November 2020

a) With regard to documents detailing and work program of the Prime Minister:

- Ministers and heads of ministerial-level agencies shall uphold personal responsibility, give drastic and strong direction, and completely handle the pending documents and schemes in the working program, and submit for promulgation before December 15, 2020; gather resources, speed up the construction progress, submit documents detailing regulations that shall take effect on January 01, 2021 and schemes in the work program in December 2020, without leaving new arrears.

- The Ministry of Justice shall continue to innovate, perfect the process and modernize law construction techniques, clearly defining the responsibilities of agencies in the process of law-making, ensuring consistency of the law; coordinate with relevant ministries and branches in promptly promulgating documents detailing the law, not leaving any pending documents.

b) With regard to the development of e-Government:

Ministries, agencies, and localities shall focus on implementing the following contents:

- The Government Office shall coordinate with the Ministry of Information and Communications in completing the draft Decree on electronic identification and authentication and submit it to the Prime Minister for signing and promulgation in December 2020.

- The Ministry of Public Security and the Ministry of Natural Resources and Environment shall continue to accelerate the development of the national population database and the national land database.

- Ministries, branches, and localities shall continue to fulfill the targets and tasks set out in 2020 that are prescribed in the Government's Resolution No. 17/NQ-CP dated March 07, 2019 and the Notice No. 339/TB-VPCP dated September 22, 2020 of the Government Office, striving to achieve the target of providing at least 30% of online public services at level 4 in 2020.

- To strictly implement the sending and receiving of electronic documents and renewing the working methods through processing work dossiers in the electronic environment, applying personal digital signatures; reviewing statistics and updating administrative procedures on the national database of administrative procedures, focusing on completing the integration and promotion of online payment on the national public service portal; implement the authentication of electronic copies from originals, record the legality of electronic dossiers according to their competence to accelerate the sharing of electronic data on administrative procedures and digitalize the results of administrative procedure handling in accordance with the Decree No. 45/2020/ND-CP.

- The Government Office shall assume the prime responsibility for, and coordinate with ministries, branches, and localities in formulating the Regulation on management, operation and exploitation of the national document interconnection axis, and submit it to the Prime Minister in the first quarter of 2021.

c) With regard to the inspection results of the working group:

To request the Ministry of Health: (1) To review inadequacies in the assignment of health insurance expenditure estimates; complete the autonomy scheme of Cho Ray Hospital and Viet Duc Hospital, and report to the Prime Minister before December 15, 2020; complete the scheme on developing pharmaceutical industry and domestically produced pharmaceutical products by 2030, and report to the Prime Minister before December 2020; (2) To complete the draft Decree on borrowing, capital mobilization, joint venture, partnership, asset lease and hiring a service provider for public non-business units in the health and population sectors, and report to the Government in December 2020; (3) To complete and put into operation 02 Facility Projects (2) of Bach Mai Hospital and Viet Duc Hospital in Ha Nam; (4) To accelerate the implementation of the pilot online payment for hospital fees on the national public service portal./.
