SUMMARY

Strive to 2025, the national urbanization rates will reach at least 45%

On November 11, 2022, the Government issues the Resolution No. 148/NQ-CP promulgating the Government’s Action Program for materialization of the Politburo’s Resolution No. 06-NQ/TW of January 24, 2022 on planning, construction, management and sustainable development of Vietnamese urban centers up to 2030, the vision towards 2045.

Accordingly, the national urbanization rates will reach at least 45% in 2025 and over 50% in 2030; the number of urban centers nationwide approximates 950 - 1,000 in 2025 and 1,000 - 1,200 in 2030. By 2025, 100% of the current and new urban centers have the master plans, zoning plans, programs on urban transformation, re-embellishment, reconstruction and development; 100% of the grade III- urban centers meet the urban classification criteria on urban infrastructures, etc.

The Government requests ministries, ministerial-level agencies, government-attached bodies and provincial/municipal People’s Committees to implement five groups of major tasks. Firstly, unifying the perception and action on the planning, construction, management and sustainable development of Vietnamese urban centers. Secondly, raising the quality of planning and planning management up to the requirements of sustainable urban development and construction management. Thirdly, investing in the development of connective, modern and synchronous urban infrastructure systems adaptable to climate change. Fourthly, formulating tasks and specialized schemes. Fifthly, formulating mechanisms and policies, legal documents.

This Resolution takes effect from the date it is signed for promulgation.

THE GOVERNMENT

Pursuant to the June 19, 2015 Law on Organization of the Government; the November 22, 2019 Law Amending and Supplementing a Number of Articles of the Law on Organization of the Government and the Law on Organization of Local Administration;

Pursuant to the Political Bureau’s Resolution No. 06-NQ/TW of January 24, 2022, on planning, construction, management and sustainable development of Vietnamese urban centers up to 2030, with a vision toward 2045;

At the proposal of the Minister of Construction;

Based on results of the cabinet members’ voting,

RESOLVES:

Article 1. To promulgate together with this Resolution the Government’s Program of Action for implementing the Politburo’s Resolution No. 06-NQ/TW of January 24, 2022 on planning, construction, management and sustainable development of Vietnamese urban centers up to 2030 and the vision toward 2045.

Article 2. This Resolution takes effect on the date of its signing.

Article 3. Ministers, heads of ministerial-level agencies, heads of government-attached agencies and chairpersons of provincial/municipal People’s Committees shall implement this Resolution.

GOVERNMENT’S PROGRAM OF ACTION

For implementing the Political Bureau’s Resolution No. 06-NQ/TW of January 24, 2022, on planning, construction, management and sustainable development of Vietnamese urban centers up to 2030, with a vision toward 2045

(Promulgated together with the Government’s Resolution No. 148/NQ-CP
of November 11, 2022)

Resolution No. 06-NQ/TW of January 24, 2022, of the Political Bureau, on planning, construction, management and sustainable development of Vietnamese urban centers up to 2030, with a vision toward 2045 (below referred to as Resolution No. 06-NQ/TW) set the general objective: “To speed up and raise the quality of urbanization, sustainably developing a network of urban centers, forming a number of motive smart urban centers and chains of motive smart urban centers connecting with the region and the world. Institutions and policies on planning, construction, management and sustainable development of urban centers will be basically finalized. Urban infrastructure, particularly major technical infrastructure and essential social infrastructure will be constructed and developed in a synchronous and modern manner. The urban economy will grow fast, efficiently and sustainably. The living quality in urban centers will be at high level, basically meeting urban inhabitants’ demands for houses and social infrastructure facilities. To develop urban architecture to be modern, green, smart, and imbued with identities while preserving and promoting typical cultural elements”.

Based on the guiding viewpoints, objectives and major tasks and solutions set in Resolution No. 06-NQ/TW, the Government promulgates the Program of Action for implementing Resolution No. 06-NQ/TW with the following principal contents:

I. PURPOSES AND REQUIREMENTS

1. The formulation and promulgation of the Government’s Program of Action aims to reach consistency in instructing authorities and sectors to thoroughly study and scrupulously and effectively implement Resolution No. 06-NQ/TW so as to create a radical change in perception and action of leaders of authorities and sectors about urban planning, construction, management and development towards the objective of sustainable development.

2. To concretize the objectives, tasks and solutions mentioned in the Political Bureau’s Resolution No. 06-NQ/TW into practical tasks and solutions of the Government in association with an implementation plan according to a specific roadmap so as to attain the objectives of the Resolution.

3. To promote the Government’s facilitative and coordinative role in the principle of assigning and division of tasks in a clear, concentrated and democratic manner. To assign specific tasks to in-charge agencies and coordinating agencies in conformity with their capabilities so that the Government and ministries, ministerial-level agencies, government-attached agencies, provincial/municipal People’s Committees can concentrate on directing and organizing the successful implementation of the general objectives and specific objectives set in Resolution No. 06-NQ/TW.

4. Specific targets:

- The national urbanization rates will reach at least 45% in 2025 and surpass 50% in 2030. The ratio of urban construction land to the total land area will reach 1.5- 1.9% by 2025 and 1.9- 2.3% by 2030.

- The number of urban centers nationwide will be 950- 1,000 in 2025 and 1,000- 1,200 in 2030. By 2025, all existing urban centers and new urban centers will have general master plans, zoning plans, and programs on urban transformation, re-embellishment, reconstruction and development; 100% of urban center of grade III or higher grades will finalize their urban grading criteria regarding urban infrastructures, particularly health, education and training infrastructures and cultural facilities. By 2030, to form a number of national and regional urban centers that reach health, education and training and cultural criteria equivalent to the average level of urban centers of top 4 ASEAN countries.

- The traffic land-urban construction land ratio will reach 11-16% by 2025, and 16-26% by 2030. The per-capita greenery area will be 6-8 m2 by 2025, and 8-10 m2 by 2030. The average per-capita housing floor area in cities will reach at least 28 m2 by 2025 and at least 32m2 by 2030.

- By 2025, the optical broadband cable network infrastructure will cover over 80% of urban households, 4G and 5G mobile network services and smart phones will be universalized; the rate of urban adults having e-payment accounts will reach over 80%. By 2030, the optical broadband Internet and 5G mobile network services will be universalized and 100% of urban adults will have e-payment accounts.

- Urban economy’s contribution to national GDP will be about 75% in 2025 and 85% in 2030. The ratio of digital economy in the GRDP of centrally run cities will reach an average of 25-30% in 2025 and 35-40% in 2030. To build a network of smart central cities of national or regional level with international connection and 3-5 cities with regionally and internationally recognized brands by 2030.

Vision toward 2045: The urbanization rate will reach that of the high average group of the ASEAN and Asia. The urban areas will be connected into a network that is synchronous, unified and balanced between regions and zones, capable of resisting and adapting to climate change, preventing and fighting natural disasters and epidemics, and protecting the environment, with typical, green, modern and smart architecture imbued with identities. To build at least 5 cities of international level that will play the role of development hubs connecting with regional and international networks. The urban economic structure will be developed towards modernization with green and digital industries accounting for a big proportion.

II. MAJOR TASKS

 Based on their assigned state management functions, tasks and powers, ministries, ministerial-level agencies, government-attached agencies and provincial-level People’s Committees shall concentrate on directing and organizing the implementation of the following five groups of major tasks:

1. Reaching consensus on perception and action regarding the planning, construction, management and sustainable development of Vietnamese urban centers

Functional agencies at different levels shall carry out dissemination, education and mobilization campaigns in both extensive and intensive manner in the entire society about the position, role and importance of urban planning, construction, management and sustainable development in the process of national industrialization and modernization; regularly organize public communication, dissemination and assessment of the implementation of Resolution No. 06-NQ/TW as well as other resolutions of the Party and the State concerning urban planning, construction, management and sustainable development.

2. Raising the quality of planning and planning management to meet requirements of sustainable urban development and construction management

a/ Task 1: To organize the elaboration of master plans on urban and rural systems in the 2021-2030 period, with a vision toward 2050.

- Contents: According to the approved schedule and tasks.

- Implementation agencies: The Ministry of Construction, in coordination with ministries, ministerial-level agencies and localities.

b/ Task 2: To scrutinize and adjust or elaborate, appraise and approve general master plans, zoning master plans and architectural management regulations.

- Contents: By 2025, to complete the review and elaboration of general master plans for existing and new urban centers by 2025 and formulate and approve architectural management regulations of all medium and big urban centers. By 2030, to adopt zoning plans for at least central areas, areas expected for development and areas anticipated for establishment of new urban administrative units (urban districts, wards). To continue to formulate and approve regulations on management of urban architecture at urban centers nationwide; to pay attention to, and accelerate the elaboration and approval of, master plans on underground space in at least centrally run cities.

- Implementation agencies: The Prime Minister, the Ministry of Construction, and provincial-level People’s Committees, according to their responsibilities and competence as prescribed by law.

c/ Task 3: To organize the final review and evaluation of the model of Steering Committee for planning and investment construction for the Hanoi Capital region and Ho Chi Minh City region and the model of development organization and coordination for key economic regions; to recommend appropriate urban management models for the 2022- 2030 period.

- Contents: To report and propose to the Prime Minister on the final review and evaluation of the model of Steering Committee for planning and investment construction for the Hanoi Capital region and Ho Chi Minh City region and the model of development organization and coordination for key economic regions. To recommend urban management models.

- Implementation agencies:

+ The Ministry of Construction shall assume the prime responsibility for organizing the final review and evaluation of the model of Steering Committee for planning and investment construction for the Hanoi Capital region.

+ The Ministry of Planning and Investment shall assume the prime responsibility for organizing the final review of the model of development organization and coordination for key economic regions in the 2015-2020 period; recommend the urban management model to be applied in the 2022-2030 period in conformity with the regional master plans approved by competent authorities.

d/ Task 4: To organize the formulation of the general master plan on administrative units at all levels in the period to 2030, with a vision toward 2045.

- Contents: By the fourth quarter of 2025, to complete the elaboration of the general master plan on administrative units at different levels in the period to 2030, with a vision towards 2045, ensuring the conformity between the general master plan on administrative units and the master plan on the system of urban centers and rural areas.

- Implementation agencies: The Ministry of Home Affairs, in coordination with the Ministry of Construction, the Government Office, the Ministry of Natural Resources and Environment and related agencies.

 3. Investing in the development of a climate change-adaptive, inter-connective, modern and synchronous urban infrastructure system

To continue implementing ongoing programs and projects on urban upgrading and development in a synchronous and effective manner; to study according to current law the formulation of programs on urban construction, transformation, re-embellishment, reconstruction and investment development and programs on development of urban infrastructures of national, provincial and municipal levels in order to specify the criteria set in Resolution No. 06-NQ/TW for each province or urban center so as to review and formulate urban development programs and on that basis, make focused investment in at least 100 typical smart urban centers with resilience and decarbonization capability, distinctive identities and complete urban infrastructures; to focus on the following groups of principal tasks:

a/ Task 5: To scrutinize and adjust or formulate, appraise and approve programs on provincial development of urban centers of provinces and  development programs of each urban centers.

- Contents: To approve and implement programs on provincial development of urban centers of provinces and  programs on urban transformation, re-embellishment, reconstruction and development with regard to urban centers of grade IV or higher, concretizing the criteria set in Resolution No. 06-NQ/TW for each province as a whole or each urban center; to scrutinize and formulate urban development program for 100 typical smart urban centers with resilience and decarbonization capability, distinctive identities and complete urban infrastructures.

- Implementation agencies:

+ Provincial-level People’s Committees, based on their competence, in coordination with the Ministry of Construction in accordance with law.

+ The Ministry of Construction shall sum up the need for support necessary to achieve the set targets on elaboration of urban development programs, and report them to the Prime Minister for consideration and decision.

+ The Ministry of Construction shall sum up and propose the formulation of the National Program on Urban Development in accordance with law.

b/ Task 6: To invest in the development of systems of technical and social infrastructure facilities in urban centers.

- Contents:

+ To develop indicators on urban technical and social infrastructure facilities according to the National Technical Standards on urban planning, technical regulations on urban technical infrastructure, and specific requirements at Resolution No. 06-NQ/TW, in which the national average ratio of traffic work land to urban construction land will be 11-16% in 2025 and 16- 26% in 2030; the average per-capita greenery area will be 6-8 m2 in 2025 and 8-10 m2 in 2030.

+ To prioritize the development of urban technical infrastructure, including urban greenery, urban traffic, water drainage and urban household wastewater and solid waste treatment.

+ To build synchronous systems of environmental monitoring and surveillance stations in urban centers.

- Implementation agencies: Provincial-level People’s Committees and the Ministries of Construction; Planning and Investment; and Finance and related ministries and ministerial-level agencies under regulations on investment and public investment.

c/ Task 7: To renovate and re-embellish medium and big cities of grade III or higher.

- Contents:

+ To improve criteria on grading of urban centers regarding urban infrastructure facilities, particularly health, education and training infrastructure facilities and urban cultural facilities of urban centers of grade III or higher. To redress the current shortage of schools and classrooms, particularly for early childhood, primary and secondary education in big cities and industrial parks.

+ By 2030, to basically mitigate urban inundation, to raise road capacity to fight traffic congestion; to renovate and reconstruct old condominiums under projects in association with urban renovation and re-embellishment in conformity with construction master plan, land-use master plans and plans, housing development programs and plans on renovation and reconstruction of condominiums already approved by competent authorities; to renovate and re-embellish residential areas along canals in association with resettlement; to form new architectural axes and spaces bearing the particularities of urban center; to conserve and re-embellish valuable architectural works; and to develop urban public spaces.

- Implementation agencies: Provincial-level People’s Committees, in coordination with the Ministry of Construction, Ministry of Planning and Investment, Ministry of Finance and relevant ministries as well as ministerial-level agencies under regulations on investment and public investment.

d/ Task 8: To implement on a pilot basis urban reconstruction projects and propose the pilot application of breakthrough and innovation models.

- Contents: To implement on a pilot basis the selection of location and implementation of urban reconstruction projects in central areas, creating driving-force zone for boosting development of urban economy; to apply on a pilot basis breakthrough and innovation models attracting investment in urban development at 6-8 central urban centers of regional level.

- Implementation agencies: Provincial-level People’s Committees, in coordination with the Ministries of Construction; Planning and Investment; and Finance and related ministries and ministerial-level agencies under regulations on investment and public investment.

dd/ Task 9: To invest in the development of regional and inter-regional technical infrastructure systems

- Contents:

+ To invest in headwork technical infrastructure projects and inter-regional water supply and garbage treatment projects under regional master plans, with priority given to the Mekong River delta.

+ To make closed investment in ring roads, radial roads, synchronous high-capacity mass-transit systems, and terminals and car parking in urban centers.

- Implementation agencies: Provincial-level People’s Committees, in coordination with the Ministries of Construction; Planning and Investment; Finance and relevant ministries and ministerial-level agencies under regulations on investment and public investment.

e/ Task 10: To make development investment for assurance of housing security

- Contents: To attain the housing security indicators under the National Housing Development Strategy through 2030, with a vision toward 2045, in which the per-capita average flooring space in urban centers nationwide will reach at least 28 m2 in 2025 and 32 m2 in 2030.

- Implementation agencies: Provincial-level People’s Committees, in coordination with the Ministry of Construction and relevant ministries and ministerial-level agencies.

g/ Task 11: To build and develop smart cities

- Contents:

+ To implement the priority tasks toward 2025 and solutions and tasks to 2030 under the Scheme on sustainable development of Vietnamese smart cities in the 2018-2025 period and orientation towards 2030 approved by the Prime Minister under Decision No. 950/QD-TTg of August 1, 2018.

+ To study, formulate and finalize the legal framework on sustainable development of smart cities; systems of standards and national technical standards; systems of data infrastructure, systems of indicators for evaluating operational effectiveness of smart cities; to clearly determine the roadmap for experimenting and selecting urban centers to develop into smart cities, to permit the trial implementation of a number of particular mechanisms in the process of experimental development of smart cities, ensuring the effectiveness and conformity with practical conditions.

- Implementation agencies: As assigned in Decision No. 950/QD-TTg.

h/ Task 12: To build and develop urban centers capable of resisting and responding to climate change, to develop green facilities and green urban areas in cities, ensuring the environmental quality, reducing greenhouse gas emissions and boosting green growth.

- Contents:

+ To implement programs and projects on development of Vietnamese cities in response to climate change in the 2021-2030 period approved by the Prime Minister in Decision No. 438/QD-TTg of March 25, 2021.

+ To encourage and promote investment, construction, management and operation of work construction investment projects according to criteria and standards on green facility criteria works and urban center projects according to criteria on green urban centers.

+ To review water supply, water drainage and wastewater treatment measures and technologies to ensure to adaptability to extreme climate conditions which may occur under impacts of climate change.

- Implementation agencies: Provincial-level People’s Committees, in coordination with the Ministry of Construction, Ministry of Natural Resources and Environment and related ministries and ministerial-level agencies.

i/ Task 13: To continue implementing the National Target Program on building new-style countryside regard to urbanized rural areas.

- Contents: To realize targets set in the Program on building the new-style countryside in the 2021-2025 period, applying a step-by-step approach regarding infrastructure conditions and urban services so as to obtain synchronous and modern infrastructure facilities connecting with urban areas.

- Implementation agencies: Provincial-level People’s Committees; the Ministry of Agriculture and Rural Development.

k/ Task 14: To scrutinize and reorganize grassroots cultural and sport institutions in urban centers.

- Contents: To scrutinize and reorganize grassroots cultural and sport institutions in urban areas to be practical, well-performed, multi-purposed, capable of providing services to a wide range of subjects, and conformable with the Strategy for cultural and sports development through 2030.

- Implementation agencies: Provincial-level People’s Committees, in coordination with the Ministry of Culture, Sport and Tourism.

l/ Task 15: To restrict personal vehicles and encourage environmentally friendly mass-transit vehicles.

- Contents: To work out a roadmap and feasible solutions to restrict personal vehicles, particularly motorcycles, in big urban centers; to build synchronous infrastructure facilities and promulgate preferential policies to encourage the use of environmentally friendly mass-transit vehicles in urban center.

- Implementation agencies: Provincial-level People’s Committees in coordination with the Ministry of Transport.

m/ Task 16: To minimize, reuse and recycle household solid wastes in urban areas.

- Contents:

+ To implement the 2020 Law on Environmental Protection’s provisions on at-source sorting of household solid wastes, reuse and recycle solid wastes towards maximizing the value of wastes, and work out a roadmap for restricting treatment of solid wastes by direct burial  through the application of modern eco-friendly technologies.

+ To focus on mobilizing financial sources from the state budget and diversifying the investment from important economic sectors in order to encourage the sorting of solid wastes at source, improving recycling technologies to be environmentally friendly in waste management.

+ To encourage urban centers to plan and build waste gathering and sorting locations in urban centers and residential areas, ensuring environmental hygiene and urban landscape.

- Implementation agencies: The Ministry of Natural Resources and Environment and provincial-level People’s Committees, in coordination with related ministries and ministerial-level agencies.

n/ Task 17: To propose measures to control and improve air quality.

- Contents: To implement the 2020 Law on Environmental Protection and perform the tasks assigned under the Prime Minister’s Decision 1973/QD-TTg of November 23, 2021, approving the National Plan on management of air environment quality in the 2021-2025 period; to mobilize resources for formulation and implementation of provincial-level plans on management of air environment quality; to address trouble-spots regarding dust and gas emission pollution at concentrated production areas, residential areas and urban traffic junctions.

- Implementation agencies: The Ministry of Natural Resources and Environment and provincial-level People’s Committees, in coordination with related ministries and ministerial-level agencies.

o/ Task 18: To develop models to ensure the development of preventive medicine and grassroots healthcare systems in urban centers.

- Contents: To increase investment and payroll for the development of preventive medicine and grassroots healthcare systems in urban centers up to practical requirements; to improve the model of disease and epidemic control and prevention authorities at the central and local level, ensuring synchronism with the urban development process, meeting the requirements of health protection, care and improvement for urban inhabitants; to upgrade infrastructure facilities and complete the emergency circumstance management system, enhancing the capability for prevention, controlling and minimizing natural disasters and epidemics at urban centers.

- Implementation agencies: Provincial-level People’s Committees, in coordination with the Ministry of Health and related ministries and ministerial-level agencies.

4. Formulating specialized tasks and schemes:

a/ Task 19: To conduct preliminary review of application of the model of urban administration under the National Assembly’s resolutions;

- Contents: To conduct preliminary and final review of the application of the model of urban administration under the National Assembly’s resolutions; to improve institutions on the model of urban administration.

- Implementation agencies:

+ The People’s Committees of Hanoi, Ho Chi Minh City and Da Nang shall assume the prime responsibility for conducting preliminary review and coordinate with the Ministry of Home Affairs, the Ministry of Construction, the Government Office, Ministry of Finance, Ministry of Justice, Ministry of Public Security, Ministry of National Defense, Ministry of Planning and Investment, and related agencies.

+ The Ministry of Home Affairs shall sum up and report thereon to competent authorities.

b/ Task 20: To build the human resources for urban development

- Contents: To propose solutions to raise the capacity, enhance the effectiveness and professionalism up to requirements of urban administrations at different levels. To build human resources for urban development; to establish specialized working positions in association with raising qualifications and capacity of the contingent of cadres and civil servants for urban management from the central to local levels.

- Implementation agencies: The Ministry of Construction, in coordination with the Ministry of Home Affairs, other ministries and ministerial-level agencies and provincial-level People’s Committees.

c/ Task 21: To scrutinize master plans on transport, ensuring smooth traffic and regional connection.

- Contents: To periodically review master plans on transport, ensuring smooth traffic and regional connection, creating the driving force for socio-economic development, and national defense and security maintenance.

- Implementation agencies: The Ministry of Transport, the Ministry of Planning and Investment, the Ministry of Construction and provincial-level People’s Committees.

d/ Task 22: To study the model of assurance of public security and social order and safety in urban management.

- Contents: To build and finalize the model of assurance of public security and social order and safety in urban management in conformity with practical requirements, attaching importance to the application of digital technology in the implementation process.

- Implementation agencies: The Ministry of Public Security, in coordination with other ministries and provincial-level People’s Committees.

5. Formulating mechanisms and policies, legal documents

To focus on studying, formulating and improving institutions, to submit to competent authorities for promulgation, or to promulgate according to vested competence, legal documents, policies and mechanisms as follows:

a/ Task 23:

- To study and propose the formulation of a law governing urban and rural planning.

Implementation agencies: The Ministry of Construction, in coordination with ministries, ministerial-level agencies and localities.

- To study and comprehensively renew urban planning methods, processes, contents and products.

+ Study contents: To report to the Prime Minister the renewal of urban planning, following a multi-sectoral and inclusive approach, with a long-term, comprehensiveness, and strategic vision, showing respect for the market rules and sustainable development principles; to ensure the gradation, continuity, unity, comprehensiveness, and integration of the planning system, in close association with rural planning; to clearly define zones in the urban planning contents and apply instruments to control development according to master plans and plans; to apply GIS in the formulation and management of master plan and plans, linking urban planning with implementation resources; to incorporate these contents in the law governing urban and rural planning.

+ Implementation agencies: The Ministry of Construction, in coordination with ministries and ministerial-level agencies and localities.

b/ Task 24: To study and propose the formulation of a law governing urban management and development

c/ Task 25: Formulation of the Housing Law (amended).

Implementation agencies: The Ministry of Construction, in coordination with ministries, ministerial-level agencies and localities.

d/ Task 26: Formulation of the Law on Real Estate Business (amended).

Implementation agencies: The Ministry of Construction, in coordination with ministries, ministerial-level agencies, localities.

dd/ Task 27: To study and formulate a law governing water supply and drainage.

Implementation agencies: The Ministry of Construction, in coordination with ministries, ministerial-level agencies and localities.

e/ Task 28: To study and formulate a law governing underground space management.

Implementation agencies: The Ministry of Construction, in coordination with ministries, ministerial-level agencies and localities.

g/ Task 29:

- To study and scrutinize the Law on the State Budget (amended).

+ Contents: To study policies, amending, supplementing or promulgating policies  on further scrutinizing improving particular mechanisms and policies on financial management for Hanoi Capital, Ho Chi Minh City and a number of big urban centers; to scrutinize and determine more rational revenue-retaining rates for special urban centers in order to promote the role of motive urban centers nationwide, adopting mechanisms to create revenue sources and decentralize the budget retained at urban centers which are expected to be upgraded; to strongly decentralize tax and fee revenues to urban administrations. To experiment, then expand the decentralization to centrally run cities and other urban centers that satisfy prescribed criteria and conditions to decide on a number of particular revenues in association with the requirement to enhance the responsibility to provide urban services. To continue applying incentive policies, especially tax incentives for projects on provision of urban social services in economic zones and large industrial areas.

+ Implementation agencies: The Ministry of Finance, in coordination with ministries, ministerial-level agencies and localities after obtaining the conclusion of the Political Bureau on budget decentralization.

- To study and improve policies on taxes and fees related to real estate.

+ Contents: To study and improve real estate-related tax and fee policies with a view to encouraging efficient use of houses and land. To complete the legal framework and proper organizational model for the State to manage the real estate market, control and efficiently use the added value from land when making investment to expand in urban infrastructure, especially traffic infrastructure, and exploit land areas along on both sides of roads to create sources of revenues for urban centers.

+ Implementation agencies: The Ministry of Finance, in coordination with the Ministry of Resources and Environment, Ministry of Construction and Ministry of Justice.

h/ Task 30: To formulate the Employment Law (amended)

Implementation agencies: The Ministry of Labor, Invalids and Social Affairs, in coordination with ministries, ministerial-level agencies and localities.

i/ Task 31: To formulate the Land Law (amended)

Implementation agencies: The Ministry of Resources and Environment, in coordination with ministries, ministerial-level agencies and localities.

k/ Task 32: To scrutinize, amend and supplement the system of standards and technical regulations on urban planning, construction, management and sustainable development.

- Contents:

+ To review, amend and supplement the system of standards and technical regulations on urban planning, construction, management and development in conformity with international regulations and standards as well as Vietnamese reality.

+ Standards and technical regulations exclusively for building and selecting models of sustainable urban development, suitable to various regions, zones, hilly and mountainous areas, high plateaus, key defense and security zones, cities with many historical relics, cultural heritages, natural landscapes, which should be conserved and preserved.

- Implementation agencies: The Ministry of Science and Technology, in coordination with the Ministry of Construction and related agencies.

l/ Task 33: To study and formulate particular policies and mechanisms

- To improve policies for handling of inter-sectoral and inter-regional issues on protection of water sources, waste management, use of resources and land according to characters of each region or zone.

Implementation agencies: The Ministry of Resources and Environment, in coordination with ministries, ministerial-level agencies and localities.

- To formulate and complete documents guiding the Government’s Decree No. 35/2022/ND-CP of May 28, 2022, on management of industrial parks and economic zones; to elaborate and complete the draft Resolution of the Government on raising the efficiency of development of industrial parks and economic zones in the coming time; to propose policies and mechanisms on integration of master plans on resources and environment, climate change concerning urban centers in national master plans under the system of national master plans; mechanisms and policies on establishment of information data and updating of information order to establish the regional and national databases.

Implementation agencies: The Ministry of Planning and Investment, in coordination with ministries, ministerial-level agencies and localities.

III. ORGANIZATION OF IMPLEMENTATION

1. Based on the thorough study of the contents of Resolution No. 06-NQ/TW and the major tasks in this Action Program as well as the assigned functions and tasks, ministers, heads of ministerial-level agencies, heads of government-attached agencies and chairpersons of provincial/municipal People’s Committees shall focus on directing, examining and urging the implementation of the Government’s Action Program; organize the propagation and dissemination of Resolution No. 06-NQ/TW and the Government’s Action Program to organizations, agencies and people throughout the country. Ministries, ministerial-level agencies and localities shall annually report to the Prime Minister on the implementation; at the same time send their reports to the Ministry of Construction for monitoring and summing-up.

2. The Ministry of Construction:

- To act as the focal point, coordinating ministries, ministerial-level agencies and localities, summing up proposals, and formulating the National Program on urban construction, renovation, re-embellishment, reconstruction and development, reporting to the Prime Minister on the demands for the government support to accomplish the urban development indicators and objectives set forth in Resolution No. 06-NQ/TW, coordinating with the Ministry of Planning and Investment, the Ministry of Finance and localities in allocating and attracting diverse resources for making investment in a concentrated and focused manner, ensuring  achievement of the objectives set forth in the Action Program.

- To assume prime responsibility for, and coordinate with other ministries, ministerial-level agencies and localities in, regulating, examining, urging and overseeing the realization of indicators as required by Resolution No. 06-NQ/TW in provinces and cities; to assume prime responsibility for guiding localities to implement the Action Program, summing up recommendations and proposals for reporting to competent authorities; to act as the focal point in organizing research, theoretical and practical reviews, providing fostering, training, and instructions on measures for implementing the tasks and solutions of Resolution No. 06- NQ/TW; to periodically report and propose to the Prime Minister the necessary measures to ensure the achievement of national urban development targets at different stages up to 2025 and 2030.

3. The Ministry of Planning and Investment:

- To assume prime responsibility for estimating and balancing the total development investment expenditures of the state budget; to formulate orientations for attraction and use of ODA and concessional loans; to guide managing agencies to make lists of programs and projects prioritized for mobilization of ODA and concessional loans, giving priority to the allocation of adequate resources for fulfillment of the objectives of the Action Program.

- To direct the organization of periodical national surveys and statistics on the achievement of specific norms required at Resolution No. 06-NQ/TW.

4. Ministries, ministerial-level agencies and People’s Committees at different levels shall thoroughly study the contents, proactively incorporating the directing viewpoints, tasks and major solutions of Resolution No. 06-NQ/TW and 5 groups of tasks and solutions mentioned at this Action Program in related master plans, plans and programs for the successful implementation of Resolution No. 06-NQ/TW.

5. In the course of implementation, if deeming necessary to make amendments and supplementations to the Action Program, ministries, ministerial-level agencies and localities shall proactively propose them and the Ministry of Construction shall sum up and report thereon to the Government for consideration and decision.-
