SUMMARY

Strive to 2025, the national urbanization rates will reach at least 45%

On November 11, 2022, the Government issues the Resolution No. 148/NQ-CP promulgating the Government’s Action Program for materialization of the Politburo’s Resolution No. 06-NQ/TW of January 24, 2022 on planning, construction, management and sustainable development of Vietnamese urban centers up to 2030, the vision towards 2045.

Accordingly, the national urbanization rates will reach at least 45% in 2025 and over 50% in 2030; the number of urban centers nationwide approximates 950 - 1,000 in 2025 and 1,000 - 1,200 in 2030. By 2025, 100% of the current and new urban centers have the master plans, zoning plans, programs on urban transformation, re-embellishment, reconstruction and development; 100% of the grade III- urban centers meet the urban classification criteria on urban infrastructures, etc.

The Government requests ministries, ministerial-level agencies, government-attached bodies and provincial/municipal People’s Committees to implement five groups of major tasks. Firstly, unifying the perception and action on the planning, construction, management and sustainable development of Vietnamese urban centers. Secondly, raising the quality of planning and planning management up to the requirements of sustainable urban development and construction management. Thirdly, investing in the development of connective, modern and synchronous urban infrastructure systems adaptable to climate change. Fourthly, formulating tasks and specialized schemes. Fifthly, formulating mechanisms and policies, legal documents.

This Resolution takes effect from the date it is signed for promulgation.

Pursuant to the June 19, 2015 Law on Organization of the Government; the November 22, 2019 Law Amending and Supplementing a Number of Articles of the Law on Organization of the Government and the Law on Organization of the Local Administrations;

Pursuant to the Politburo’s Resolution No. 06-NQ/TW of January 24, 2022, on planning, construction, management and sustainable development of Vietnamese urban centers up to 2030 and the vision towards 2045;

At the proposal of the Minister of Construction;

On the basis of the results of the Government members’ voting,

RESOLVES:

Article 1. To promulgate together with this Resolution the Government’s Action Program for materialization of the Politburo’s Resolution No. 06-NQ/TW of January 24, 2022 on the planning, construction, management and sustainable development of Vietnamese urban centers up to 2030 and the vision towards 2045.

Article 2. This Resolution takes effect from the date it is signed for promulgation.

Article 3. The ministers, heads of ministerial-level agencies, heads of government-attached bodies and presidents of the provincial/municipal People’s Committees shall implement this Resolution.-

THE ACTION PROGRAM OF THE GOVERNMENT

For materialization of the Politburo’s Resolution No. 06-NQ/TW of January 24, 2022, on the planning, construction, management and sustainable development of Vietnamese urban centers up to 2030 and the vision towards 2045

(Enclosed with the Government’s Resolution No. 148/NQ-CP of November 11, 2022)

 

Resolution No. 06-NQ/TW of January 24, 2022, of the Political Bureau on the planning, construction, management and sustainable development of Vietnamese urban centers up to 2030 and the vision towards 2045 (hereinafter abbreviated to Resolution No. 06-NQ/TW) has set the general objective: “To speed up and raise the quality of urbanization, sustainably developing urban centers according to networks, formulating a number of urban centers and chains of motive and smart cities connecting with the region and the world. The institutions and policies on planning, construction, management of sustainable development of urban centers shall be basically finalized. Urban infrastructures, especially frame technical infrastructures and essential social infrastructures shall be constructed and developed in a synchronous and modern manner. Urban economy will grow fast, efficiently and sustainably. The living quality in urban centers will be at high level, basically satisfying the housing demands and social infrastructures for urban inhabitants. To develop modern, green and smart urban architecture with rich identities and typical cultural elements being preserved and promoted”.

Based on the guiding viewpoints, objectives and major tasks as well as solutions in Resolution No. 06-NQ/TW, the Government promulgates the Action Program for materialization of Resolution No. 06-NQ/TW with the following principal contents:

I. PURPOSES AND REQUIREMENTS

1. The formulation and promulgation of the Government’s Action Program aims at the uniform guidance for authorities at different levels and sectors to organize the thorough study of the contents of Resolution No. 06-NQ/TW for scrupulous and efficient materialization thereof, creating marked improvements in perception and actions of leaders of sectors and administrations at different levels about the urban planning, construction, management and development towards the objective of sustainable development.

2. To concretize the objectives, tasks and solutions mentioned in Resolution No. 06-NQ/TW of the Politburo into practical tasks and solutions of the Government in association with the implementation plan according to a specific roadmap for the attainment of the objectives of the Resolution.

3. To promote the Government’s constructive and coordinative role under the principle of clear-cut, concentrated and democratic assignment and division of responsibility. To specifically delegate the sponsoring bodies and coordinating bodies according to their respective capabilities so that the Government and ministries, ministerial-level agencies, government-attached agencies, provincial/municipal People’s Committees concentrate on directing and organizing the successful realization of the general objectives and specific objectives of Resolution No. 06-NQ/TW.

4. To strive for the specific objectives:

- The national urbanization rates will reach at least 45% in 2025 and over 50% in 2030. The ratio of urban construction land on the total natural land area will reach 1.5- 1.9% by 2025 and 1.9- 2.3% by 2030.

- The number of urban centers nationwide approximates 950- 1,000 in 2025 and 1,000- 1,200 in 2030. By 2025, 100% of the current and new urban centers have the master plans, zoning plans, programs on urban transformation, re-embellishment, reconstruction and development; 100% of the grade III- urban centers meet the urban classification criteria on urban infrastructures, particularly medical, education and training infrastructures and cultural facilities of urban level. By 2030, to develop a number of national and regional urban centers up to the medical, education and training and cultural criteria of urban level equivalent to the average level of urban centers of top 4 ASEAN countries.

- The traffic land- urban construction land ratio approximates 11-16% by 2025, and 16- 26% by 2030. The per-head greenery area will be about 6-8 m2 by 2025, and 8- 10 m2 by 2030. The average per-head housing floor area in cities reaches at least 28 m2 by 2025 and at least 32m2 by 2030.

- By 2025, the wide-band optical cable network infrastructure covers over 80% of the urban households, universalizing 4G and 5G mobile network services and smart phones; the rate of urban adults having e. payment accounts reaches over 80%. By 2030, to universalize the optical wide-band internet services and the 5G mobile network services, the rate of urban adults having e. payment accounts reaches 100%.

- Urban economy will contribute to national GDP about 75% in 2025 and 85% in 2030. The ratio of digital economy in the GRDP of the centrally-run cities reaches an average of 25-30% in 2025 and 35-40% in 2030. To build a network of central smart cities of national and regional levels with international connection and 3-5 cities with regionally and internationally recognized brands by 2030.

The vision towards 2045: The urbanization rate falls in the high average groups of ASEAN and Asia. The urban systems will be connected into a synchronous, unified and balanced network between regions and zones, being capable of responding and adapting to climate change, preventing and fighting natural disasters, epidemics, protecting the environment, with typical, green, modern and smart architecture rich in identities. To build at least 5 cities of international level, playing the role as development hubs, connecting with regional and international networks. The urban economic structure develops towards modernization with the green and digital economic branches accounting for a big portion.

II. MAJOR TASKS

 Based on their respective assigned state management functions, tasks and powers, ministries, ministerial-level agencies, government-attached bodies and provincial/municipal People’s Committees shall concentrate on directing and organizing the implementation of the following five groups of major tasks:

1. To unify the perception and action on the planning, construction, management and sustainable development of Vietnamese urban centers

Functional bodies at different levels shall organize the thorough study, intensive and extensive propagation, education and campaigning in the entire society about the position, role and importance of the urban planning, construction, management and sustainable development in the course of national industrialization and modernization; regularly and periodically organize the propagation and dissemination and assessment of the materialization of the contents of Resolution No. 06-NQ/TW as well as other resolutions of the Party and the State, which are related to the urban planning, construction, management and sustainable development.

2. To raise the quality of planning and planning management up to the requirements of sustainable urban development and construction management

a/ Task 1: To organize the elaboration of planning on urban and rural systems in the 2021-2030 period, with the vision towards 2050.

- Implementation contents: According to the approved tempo and tasks.

- Implementation agencies: The Ministry of Construction assumes prime responsibility and coordinates with ministries, ministerial-level agencies and localities.

b/ Task 2: To scrutinize and adjust or elaborate, appraise and approve the general planning, zone planning and regulations on architectural management.

- Implementation contents: By 2025, to complete the review of general planning at existing and new urban centers; medium and big urban centers shall all have the regulations on management of the architectures already approved by competent authorities. By 2030, the zone planning will cover at least central areas, areas expected for development and areas anticipated for establishment of new urban administrative units (districts, wards). To further improve the elaboration and approval of regulations on management of urban architectures at urban centers nationwide; to care for and accelerate the elaboration and approval of underground space planning at least in centrally run cities.

- Implementation bodies: The Prime Minister, the Ministry of Construction, the provincial/municipal People’s Committees according to their respective law-prescribed responsibilities and competence.

c/ Task 3: To organize the final review and assessment of the model steering committees for planning and investment construction of Hanoi Capital region and Ho Chi Minh City region and the model organization for coordination in the development of key economic regions; to recommend appropriate urban management model for the 2022- 2030 period.

- Implementation contents: To report and propose to the Prime Minister on the final review and evaluation of the model Steering Committees for planning and investment construction of Hanoi Capital region, Ho Chi Minh City region and the model organizations for coordination in the development of key economic regions. To recommend the urban management models.

- Implementation agencies:

+ The Ministry of Construction assumes prime responsibility for the final review and evaluation of the model Steering Committee for planning and investment construction of Hanoi Capital region.

+ The Ministry of Planning and Investment assumes prime responsibility for the final review of the model organization for coordination in the development of key economic regions in the 2015-2020 period; recommends the urban management models in the 2022-2030 period in conformity with the regional planning approved by competent authorities.

d/ Task 4: To organize the elaboration of master plan on administrative units at all levels in the period to 2030, with the vision towards 2045.

- Implementation contents: By Quarter IV of 2025, to complete the elaboration of the master plan on administrative units at different levels in the period to 2030 and the vision towards 2045, ensuring the conformity between the master plan on administrative units and the planning on urban and rural systems.

- Implementation agencies: The Ministry of Home Affairs assumes prime responsibility for, and coordinates with the Ministry of Construction, the Government Office, the Ministry of Resources and Environment and relevant agencies.

3. To invest in the development of connective, modern and synchronous urban infrastructure systems adaptable to climate change

To continue executing synchronously and efficiently the underway programs and projects on urban upgrading and development. To study the formulation, as provided by current law, of programs on urban construction, transformation, re-embellishment, reconstruction and investment development, on development of urban infrastructures of national, provincial and municipal levels in order to concretize the criteria of Resolution No. 06-NQ/TW for provinces and each city for uniform review and formulation of urban development programs on focal investment in at least 100 typical smart cities with resilience and de-carbonization capability, with distinctive identities and complete urban infrastructures; to focus on the following groups of principal tasks:

a/ Task 5: To scrutinize, adjust or formulate, appraise and approve the provincial urban development programs and the municipal urban development programs.

- Implementation contents: To approve and implement the provincial urban development programs and the programs for urban transformation, re-embellishment, reconstruction and development with regard to urban centers of grade IV or higher, concretizing the criteria of Resolution No. 06-NQ/TW for the whole provinces and every provincial towns; to scrutinize and formulate the urban development program for 100 typical smart cities with resilience and de-carbonization capability, with identities and complete urban infrastructures.

- Implementation agencies:

+ The provincial/municipal People’s Committees according to jurisdiction, in coordination with the Ministry of Construction as provided by law.

+ The Ministry of Construction synthesizes the demands for support in order to achieve the set quotas on elaboration of urban development programs, and reports them to the Prime Minister for consideration and decision.

+ The Ministry of Construction synthesizes and recommends the elaboration of national programs on urban development according to current provisions of law.

b/ Task 6: To invest in the development of systems of technical infrastructures and social infrastructures in urban centers.

- Implementation contents:

+ To develop norms on urban technical infrastructures and social infrastructures according to the National Technical Standards on urban planning and the standards on urban technical infrastructures, the specific requirements at Resolution No. 06-NQ/TW, in which the national average ratio of traffic land to urban construction land approximates 11-16% in 2025 and 16- 26% in 2030; the average per-head greenery area approximates 6- 8 m2 in 2025 and 8- 10 m2 in 2030.

+ To prioritize the development of urban technical infrastructures, including urban greenery, urban traffic, water drainage and urban daily-life waste water and solid waste treatment.

+ To build synchronous systems of environment observation and supervision stations in urban centers.

- Implementation bodies: The provincial/municipal People’s Committees and the ministries of Construction; Planning and Investment; Finance and relevant ministries and ministerial-level agencies under the regulations on investment and public investment.

c/ Task 7: To transform and re-embellish medium and big cities of grade III or higher.

- Implementation contents:

+ To finalize the norms on urban classification regarding urban infrastructures, particularly medical, education and training infrastructures and urban cultural facilities of urban centers of third or higher grades.To redress the current situation of school and classroom shortage, particularly for preschool, primary and high-school education, in big cities and industrial parks.

+ By 2030, to basically minimize flooding, to raise the movement capability against traffic congestion; to transform and reconstruct old condominiums under projects in association with urban transformation and re-embellishment in conformity with construction planning, land use planning and plans, housing development programs and plans on transformation and reconstruction of condominiums, already approved by competent authorities; to transform and re-embellish population quarters along canals in association with resettlement; to form new peculiar urban architectural spaces, to conserve and re-embellish valuable architectural works; to develop urban public spaces.

- Implementation bodies: The provincial/municipal People’s Committees, in coordination with the Ministry of Construction, the Ministry of Planning and Investment, the Ministry of Finance and relevant ministries as well as ministerial-level agencies under the regulations on investment and public investment.

d/ Task 8: To experiment urban reconstruction projects and propose experimental breakthrough and innovation models.

- Implementation contents: To experimentally select locations for execution of urban reconstruction projects in central areas, creating driving-force zone for promotion of development of urban economy; to experiment breakthrough innovation models attracting investment in urban development at 6- 8 central urban centers of regional level.

- Implementation bodies: The provincial/municipal People’s Committees, in coordination with the ministries of Construction; Planning and Investment; Finance and relevant ministries as well as ministerial-level agencies under the regulations on investment and public investment.

dd/ Task 9: To invest in the development of regional and inter-regional technical infrastructure systems

- Implementation contents:

+ To invest in key technical infrastructure projects, inter-regional water supply and garbage treatment projects under regional planning, giving priority to the Mekong river delta region.

+ To make enclosed investment in ring roads, radial roads, synchronous mass-transit systems with great tonnage, landing wharves, car parks in urban centers.

- Implementation agencies: The provincial/municipal People’s Committees, in coordination with the ministries of Construction; Planning and Investment; Finance and relevant ministries as well as ministerial-level agencies under the regulations on investment and public investment.

e/ Task 10: To make development investment for assurance of housing security

- Implementation contents: To attain the housing security quotas under the national housing development strategy to 2030 and the vision towards 2045, in which the per-head average flooring space in urban centers nationwide reaches at least 28 m2 in 2025 and 32 m2 in 2030.

- Implementation agencies: The provincial/municipal People’s Committees, in coordination with the Ministry of Construction and relevant ministries as well as ministerial-level agencies.

g/ Task 11: To build and develop smart cities

- Implementation contents:

+ To implement the priority tasks towards 2025 and solution tasks to 2030 under the Scheme on sustainable development of Vietnamese smart cities in the 2018-2025 period and orientation towards 2030, already approved by the Prime Minister under Decision No. 950/QD-TTg of August 1, 2018.

+ To study, formulate and finalize the legal framework on sustainable development of smart cities; systems of norms and national technical standards; systems of data infrastructures, systems of norms for evaluation of efficiency of operation of smart cities. To clearly define the experimentation roadmap and selection of experimental smart cities, to permit the trial implementation of a number of peculiar mechanisms in the process of experimental development of smart cities, ensuring the efficiency and conformity with practical conditions.

- Implementation bodies: According to assignment of tasks in Decision No. 950/QD-TTg.

h/ Task 12: To build and develop urban centers capable of climate change resilience and response, to develop green facilities, green urban areas in cities, ensuring the environment quality, grass-house emission reduction and green growth.

- Implementation contents:

+ To materialize programs and projects on development of Vietnamese cities in response to climate change in the 2021- 2030 period, already approved by the Prime Minister in Decision No. 438/QD-TTg of March 25, 2021.

+ To encourage and promote the investment, construction, management and operation of investment projects on construction of facilities under the green facility criteria and norms, urban quarter projects under the green city criteria.

+ To review the water supply, water drainage and waste water treatment measures and technologies to ensure the adaptability to extreme climate conditions which may occur under the impacts of climate change.

- Implementation bodies: The provincial/municipal People’s Committees, in coordination with the Ministry of Construction, the Ministry of Resources and Environment and relevant ministries as well as ministerial-level agencies.

i/ Task 13: To continue implementing the national target program on building new-style rural areas with regard to urbanized rural areas.

- Implementation contents: To materialize the targets of the 2021-2025 program on building the new-style countryside; to incrementally approach infrastructure conditions, urban services, with synchronous and modern infrastructures connecting with urban areas.

- Implementation agencies: The provincial/municipal People’s Committees; the Ministry of Agriculture and Rural Development.

k/ Task 14: To totally scrutinize and reorganize grassroots cultural and sport institutions in urban areas.

- Implementation contents: To totally scrutinize and reorganize the grassroots cultural and sport institutions in urban areas towards practicality, efficiency, multi-purpose, in wide- spread service of subjects, conformable with the Strategy on cultural and sport development to 2030.

- Implementation agencies: The provincial/municipal People’s Committees, in coordination with the Ministry of Culture, Sport and Tourism.

l/ Task 15: To restrict personal vehicles and encourage environment-friendly public-transport means.

- Implementation contents: To work out a feasible roadmap and solutions to restrict personal vehicles, especially motorbikes, in big cities. To build synchronous infrastructures and promulgate preferential policies to encourage the use the environment-friendly public-transport means in cities.

- Implementation agencies: The provincial/municipal People’s Committees in coordination with the Ministry of Transport.

m/ Task 16: To minimize, reuse and recycle daily-life solid wastes in urban areas.

- Implementation contents:

+ To comply with the 2020 Law on Environmental Protection, sorting daily-life solid wastes at sources, reusing and recycling solid wastes towards maximizing the value of wastes, scheduling the restricted treatment of solid wastes with direct burial technologies through the application of modern technologies friendly to environment.

+ To focus on activities of mobilizing financial sources from the state budget and diversifying the investment sources from different important economic sectors in order to encourage the sorting of solid wastes at sources, improving the recycling technologies friendly to environment in waste management.

+ To encourage urban centers to plan and construct waste gathering and sorting locations in cities and population quarters, ensuring the environmental hygiene and urban landscape.

- Implementation agencies: The Ministry of Resources and Environment, the provincial/municipal People’s Committees in coordination with relevant ministries and ministerial-level agencies.

n/ Task 17: To propose measures to control and improve air quality.

- Implementation contents: To comply with the 2020 Law on Environmental Protection and perform the tasks assigned under the Prime Minister’s Decision 1973/QD-TTg of November 23, 2021, approving the national plan on management of air environment quality in the 2021-2025 period; to mobilize resources for the elaboration and implementation of provincial-level plans on management of air environment quality; to address hot-pots on dust and gas emission pollution at concentrated production areas, population quarters and urban traffic junctions.

- Implementation agencies: The Ministry of Resources and Environment and the provincial/municipal People’s Committees assume prime responsibility and coordinate with relevant ministries as well as ministerial-level agencies.

o/ Task 18: Models to ensure the development of prophylactic medicine and grassroots healthcare systems in urban centers.

- Implementation contents: To increase investment and payroll for the development of prophylactic medicine and grassroots healthcare systems in urban centers up to practical requirements. To improve the model of disease and epidemic control and prevention offices at the central and local level, ensuring synchronism with the urban development process, meeting the requirements of health protection, care and improvement for urban inhabitants. To upgrade infrastructure and complete the urgency management system, enhancing the capability to ward off, combat and minimize natural disasters and epidemics at urban centers.

- Implementation agencies: The provincial/municipal People’s Committees coordinate with the Ministry of Health and relevant ministries as well as ministerial-level agencies.

4. To formulate tasks and specialized schemes:

a/ Task 19: To preliminarily review the organization of urban administration models under the National Assembly’s resolutions

- Implementation contents: To make preliminary and final reviews of the organization of model urban administrations under the National Assembly’s resolutions; to finalize the institutions on model organization of the urban administration.

- Implementation agencies:

+ The municipal People’s Committees of Hanoi, Ho Chi Minh and Da Nang cities assume prime responsibility for the preliminary reviews, coordinating with the Ministry of Home Affairs, the Ministry of Construction, the Government Office, the Ministry of Finance, the Ministry of Justice, the Ministry of Public Security, the Ministry of Defense, the Ministry of Planning and Investment and relevant bodies.

+ The Ministry of Home Affairs synthesizes and reports thereon to competent authorities.

b/ Task 20: To build up the human resources for urban development

- Implementation contents To propose solutions to raise the capability, enhance the efficiency and professionalism up to the requirements of urban administrations at different levels. To build up human resources for urban development. To establish specialized working positions in association with heightening the capability of the contingent of cadres and civil servants for urban management from the central to local levels.

- Implementation agencies: The Ministry of Construction coordinates with the Ministry of Home Affairs, other ministries and ministerial-level agencies as well as the provincial/municipal People’s Committees.

c/ Task 21: To scrutinize the planning on traffic, ensuring smooth communications and regional connection.

- Implementation contents: To periodically review the traffic planning, ensuring smooth communications and regional connection, creating the driving force for socio-economic development, defense and security maintenance.

- Implementation agencies: The Ministry of Transport, the Ministry of Planning and Investment, the Ministry of Construction and the provincial/municipal People’s Committees.

d/ Task 22: To study the security, social order and safety- maintaining models in urban management.

- Implementation contents: To build up and finalize the security, social order and safety- maintaining models in urban management, suitable to practical requirements, attaching importance to the application of digital technology in the implementation process.

- Implementation agencies: The Ministry of Public Security assumes the prime responsibility; other ministries and provincial/municipal People’s Committees coordinate.

5. To formulate mechanisms and policies, legal documents

To focus on studying, formulating and finalizing the institutions, to submit to competent authorities for promulgation or to promulgate according to jurisdiction the following major legal documents, policy mechanisms:

a/ Task 23:

- To study and propose the formulation of the Law on Adjustment of Urban and Rural Planning.

Implementation agencies: The Ministry of Construction, in coordination with ministries, ministerial-level agencies and localities.

- To study and comprehensively renew the urban-planning methods, processes, contents and products.

+ Study contents: To report to the Prime Minister the renewal of urban planning towards multi-sector approach, inclusion, long-term vision, comprehensiveness, strategic character, respect for the market law and sustainable development principles; to ensure the gradation, continuity, unity, comprehensiveness, integration of the planning system, in close association with rural planning; to clearly define zones in the urban planning contents and apply instruments to control the development according to planning and plans; to apply GIS in the formulation and management of planning, linking urban planning with implementation resources; incorporation thereof in amending and supplementing the Law on Adjustment of Urban and Rural Planning.

g/ Task 29:

- To study and scrutinize the State Budget Law (revised).

+ Implementation contents: To revise or promulgate policies on further review and improvement of mechanisms and policies on financial management, peculiar budget for Hanoi Capital and Ho Chi Minh City as well as a number of big cities; to scrutinize and determine the more rational revenue-retaining rates for special urban centers in order to promote the role of motive urban centers nationwide, working out mechanisms to create revenue sources and decentralize the budgets left for urban centers with plans on urban upgrading; to strongly decentralize the tax and fee collection to urban administrations. To experiment, then expand the decentralization to centrally run cities and other cities meeting the criteria and conditions to decide on a number of peculiar revenues in association with the requirement to enhance the responsibility to provide urban services. To continue applying incentive and especially preferential tax policies for projects supplying urban social services in economic zones and big industrial zones.

+ Implementation agencies: The Ministry of Finance, in coordination with ministries, ministerial-level agencies and localities after obtaining the conclusion of the Politburo on budget decentralization contents.

- To study and finalize policies on taxes and fees related to real estate.

+ Implementation contents: To study and finalize the real estate- related tax and fee policies with a view to encouraging the efficient use of land. To complete the legal corridor and proper organizational model so that the State manages the real estate market, controls and efficiently uses the added value from land when urban infrastructures, especially traffic infrastructure, are expanded with investment, and exploits the land funds on both sides of roads in order to create sources of revenues for urban centers.

+ Implementation agencies: The Ministry of Finance, in coordination with the Ministry of Resources and Environment, the Ministry of Construction and the Ministry of Justice.

h/ Task 30: To formulate the Employment Law (revised)

Implementation agencies: The Ministry of Labor, War Invalids and Social Affairs, in coordination with ministries, ministerial-level agencies and localities.

i/ Task 31: To formulate the Land Law (revised)

Implementation agencies: The Ministry of Resources and Environment, in coordination with ministries, ministerial-level agencies and localities.

k/ Task 32: To scrutinize, amend and supplement the systems of norms and standards on urban planning, construction, management and sustainable development.

- Implementation contents:

+ To review, amend and supplement systems of national norms and technical standards on urban planning, construction, management and development in conformity with international regulations and standards as well as Vietnamese reality.

+ Standards and norms used exclusively for building and selecting models of sustainable urban development, suitable to various regions, zones, hilly and mountainous areas, high plateaus, key defense and security zones, cities with many historical relics, cultural heritages, natural landscapes, which should be conserved and preserved.

- Implementation agencies: The Ministry of Science and Technology assumes prime responsibility and coordinates with the Ministry of Construction and relevant bodies..

l/ Task 33: To study and formulate peculiar policy mechanisms

- To finalize policies for handling of inter-sector, inter-regional issues on protection of water sources, waste management, use of resources and land according to characters of each region or zone.

Implementation agencies: The Ministry of Resources and Environment assumes prime responsibility, and coordinates with ministries, ministerial-level agencies and localities.

- To elaborate and finalize documents guiding the Government’s Decree No. 35/2022/ND-CP of May 28, 2022 on Management of Industrial Parks and Economic Zones; to elaborate and complete the draft Resolution of the Government on raising the efficiency of development of industrial parks and economic zones in the coming time; to propose policy mechanisms on integration of master plans on resources and environment, climate change with urban planning in the national planning system; policy mechanism on establishment of information data, information updating in order to establish the regional and national databases.

Implementation agencies: The Ministry of Planning and Investment, in coordination with ministries, ministerial-level agencies and localities.

III. ORGANIZATION OF IMPLEMENTATION

1. Based on the thorough study of the contents of Resolution No. 06-NQ/TW and the major tasks in this Action Program as well as the assigned functions and tasks, the ministers, heads of ministerial-level agencies, heads of government-attached bodies and presidents of provincial/municipal People’s Committees shall focus on directing, examining and urging the implementation of the Government’s Action Program; organize the propagation and dissemination of Resolution No. 06-NQ/TW and the Government’s Action Program to organizations, agencies and people throughout the country. Ministries, ministerial-level agencies and localities shall annually report to the Prime Minister on the implementation; at the same time send their reports to the Ministry of Construction for monitoring and synthesis.

2. The Ministry of Construction:

- To act as the key agency, coordinating ministries, ministerial-level agencies and localities, summing up proposals, formulating the national program on urban construction, transformation, re-embellishment, reconstruction and development, reporting to the Prime Minister on the demands for the government support to accomplish the urban development norms and objectives set forth in Resolution No. 06-NQ/TW, coordinating with the Ministry of Planning and Investment, the Ministry of Finance and localities in allocation and attraction of diverse resources for uniform concentrated and focal investment, ensuring to attain the objectives set forth in the Action Program.

- To assume prime responsibility for, and coordinate with other ministries, ministerial-level agencies and localities in, regulating, examining, urging and overseeing the materialization of norms as required by Resolution No. 06-NQ/TW in provinces and cities; to assume prime responsibility for guiding the localities to realize the Action Program, synthesizing petitions and proposals for report to competent authorities; to act as the key body in organizing research, theoretical and practical reviews,, fostering, training and guiding organizational measures for realization of tasks and solutions of Resolution No. 06- NQ/TW; periodically report and propose to the Prime Minister the necessary measures to ensure the attainment of national urban development targets at different stages towards 2025 and 2030.

3. The Ministry of Planning and Investment:

- To assume prime responsibility for the formulation of total investment capital and the balance of state budget development investment capital; to formulate orientations for attraction and use of ODA, preferential loan capital; to guide the sponsoring agencies to make lists of programs and projects prioritized for mobilization of ODA, preferential loan capital, giving priority to the allocation of adequate resources for materialization of the objectives of the Action Program.

- To direct the organization of periodical national surveys and statistics on the achievement of specific norms required at Resolution No. 06-NQ/TW.

4. Ministries, ministerial-level agencies and People’s Committees at different levels shall thoroughly study the contents, proactively incorporating the directing viewpoints, tasks and major solutions of Resolution No. 06-NQ/TW and 5 groups of tasks and solutions mentioned at this Action Program in related master plans, plans and programs for the successful implementation of Resolution No. 06-NQ/TW.

5. In the course of implementation, if deeming necessary to make amendments and supplementations, ministries, ministerial-level agencies and localities shall proactively propose them and the Ministry of Construction shall sum up and report thereon to the Government for consideration and decision.
