SUMMARY

The socio-economic development plan for 2021

The Resolution No. 124/2020/QH14 on the socio-economic development plan for 2021 is issued by the National Assembly on November 11, 2020.

Major targets in the plan include: Gross domestic product will increase about 6%; Social labor productivity growth will be about 4.8%; Rate of poverty reduction will be 1 - 1.5 percentage points; Percentage of industrial parks and export processing zones in operation with centralized wastewater treatment system meeting environmental standards will be about 91%; Forest coverage rate will be about 42%, etc.

Additionally, this Resolution also defines major tasks and solutions as follows: To continue taking take effective measures to prevent, control and minimize damages from the COVID-19 pandemic and other diseases; To continue promoting the settlement of non-performing loans, restructuring of credit institutions, especially those that perform poorly, ensure the safety for the system; to assign to the Government to build the Project on water source security and safety for dams and reservoirs for the 2021 - 2030 period, with a vision to 2045 to submit it to the National Assembly for consideration at its session at the end of 2021, etc.

The Resolution takes effect from the signing date.

RESOLUTION

On the socio-economic development plan for 2021

THE NATIONAL ASSEMBLY

 

Pursuant to the Constitution of the Socialist Republic of Vietnam;

On the basis of considering the report of the Government, the Supreme People's Court, the Supreme People’s Procuracy, the National Assembly's agencies, relevant agencies and opinions of National Assembly deputies;

 

RESOLVES:

 

Article 1. Overall objectives

The year 2021 has special important implications for Vietnam. It is the year that the XIIIth National Party Congress, the XVth National Assembly election and the People’s Councils election at all levels are held. It also is the first year of implementing the ten-year socio-economic development strategy for the 2021 - 2030 period and the five-year socio-economic development plan for the 2021 - 2025 period according to the Resolution of the Party and National Assembly. It is forecasted that the international and domestic situation has intertwined opportunities, advantages, difficulties and challenges, of which the COVID-19 pandemic continues to have negative impacts on many aspects of the economy of the world and our country. In that context, the overall objectives set out for 2021 are:

Focusing on effectively implementing the target of both prevention and fighting against pandemic, protection of people's health, and socio-economic recovery and development on the basis of maintaining macroeconomic stability, controlling inflation, and ensuring major balances; strongly promoting economic restructuring associated with growth model innovation, improving productivity, quality, efficiency, autonomy and competitiveness, strongly developing the domestic market; accelerating the implementation of important projects and national key projects; promoting the role of key economic regions and big cities; accelerating digital transformation and developing the digital economy and building a digital society. Attaching importance to developing the high quality human resources associated with scientific, technological and innovative development. Vigorously promoting the cultural values and the intellect of the Vietnamese people; igniting the aspiration for national development, the will of self-reliance and national pride. Performing tasks of cultural and social development, ensuring the provision of social welfare and the improvement of the people’s living standards. Protecting the environment, preventing and controlling natural disasters as well as epidemics and responding to climate change. Continuing to perfect and improve efficiency of law enforcement; promoting administration procedure reform, creating an open and favorable business environment, the vigorous attraction of investment to open up resources for development. Enhancing discipline; improving effectiveness of the prevention and fight against law violations, corruption, waste, and settling complaints and denunciations. Effectively conducting communication work, creating consensus throughout society. Consolidating national defense and security; promoting diplomacy and international integration; maintaining independence, sovereignty, territorial integrity and peaceful and stable environment, building an orderly, disciplined, secure, safe and healthy society for quick and sustainable development; enhancing the prestige of our country in the international arena.

Article 2. Major targets

1. Gross domestic product (GDP) will increase about 6%.

2. Per capita GDP will be about USD 3,700.

3. Consumer price index (CPI) average growth rate will be about 4%.

4. Total Factor Productivity (TFP) contribution to growth will be about 45 - 47%.

5. Social labor productivity growth will be about 4.8%.

6. Percentage of trained workers will be about 66%. In which, percentage of trained workers with degrees and certificates will be about 25.5%.

7. Percentage of people with health insurance coverage will be about 91%.

8. Rate of national multidimensional poverty reduction will be 1 - 1.5 percentage points.

9. Percentage of the urban population having access to clean water through centralized water supply systems will be over 90%.

10. Rate of urban daily-life solid waste collection and treatment will be over 87%.

11. Percentage of industrial parks and export processing zones in operation with centralized wastewater treatment system meeting environmental standards will be about 91%.

12. Forest coverage rate will be about 42%.

Article 3. Major tasks and solutions

The National Assembly basically approves tasks and solutions submitted by the Government, the Supreme People’s Court, the Supreme People’s Procuracy and those proposed by the National Assembly's agencies in specialized verification and supervision reports, and at the same time, requests the Government and relevant agencies to perform the following major tasks and solutions:

1. To synchronously and effectively carry out the proposed working plans and agendas that serve the purpose of successfully organizing the XIIIth National Party Congress, the XVth National Assembly election and the People’s Councils election at all levels for the 2021 - 2026 term. To closely monitor and focus on analyzing, evaluating and forecasting the national and domestic situation in order to actively prepare plans, scenarios, measures and strategies for promptly and effectively responding to major changes and new problems. To focus on drastically, synchronously and effectively formulating and implementing Resolutions of the XIIIth National Party Congress, Resolutions of 13th Plenum of the 12th-tenure Party Central Committee and Resolutions of the Party and National Assembly on socio-economic development and state budget.

2. To continue taking take effective measures to prevent, control and minimize damages from the COVID-19 pandemic and other diseases. To promote propagation, raise awareness about pandemic prevention and control; avoid being subjective before the pandemic; continue to lead and direct drastically towards socio-development recovery and development and readiness to prevent and control pandemic in all sectors, fields and agencies, units, organizations, enterprises and community. To control people on entry and effectively deter external sources of infection.

To accelerate the process of research and international cooperation in developing vaccine and devise a solution so that the people could be vaccinated as soon as possible. To proactively allocate resources to carry out appropriate and timely solutions within their competence (which includes solutions regarding credit, finance, state budget, tax, fees and charges, etc.) to remove difficulties for enterprises as well as people greatly affected by the COVID-19 pandemic, especially  in such fields like industry, service, tourism and aviation transport, etc., and workers who have lost their jobs, lack of jobs and have a deep decrease in income due to the COVID-19 pandemic. In case of beyond their competence, it is required to report the National Assembly for consideration and decision.

3. To promote to refine socialist-oriented market economy institutions, creating a favorable environment for recovery, fast and sustainable growth through maintaining macroeconomic stability, controlling inflation, ensuring major economic balances; implement appropriate fiscal and monetary solutions to stimulate aggregate demand, remove difficulties for production, business, key sectors and fields. To increase effectiveness in the process of building the legal system in conjunction with strictly enforcing the law. To review, amend and supplement legal provisions, mechanisms and policies, especially in fields such as tax, land, natural resources, environment, investment, construction, commerce, market surveillance, etc. in order to continue overcoming the shortcomings, ensuring the consistency of the legal system, creating an open and favorable environment for investments and businesses. To have appropriate solutions and policies to increase the access to capital of people and enterprises, to curb black credit and usury.

To synchronously and effectively implement solutions to promote export as well as develop domestic market; focus in stimulating consumer demand, developing the domestic distribution system and promoting trade promotion. To promote the expansion and diversification of export and import markets to reduce dependence on a single market. To proactively and effectively take advantage of opportunities from free trade agreements (FTAs), especially the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) and EU - Vietnam Free Trade Agreement  (EVFTA). To diversify forms of trade infrastructure, harmoniously combining traditional trade infrastructure with modern trade infrastructure suitable to the development of each locality. To encourage the development of food safety market models, shopping centers, super markets and convenience stores in urban areas.

To openly and transparently administer electricity prices, petrol prices as well as other essential goods and services that can affect the people’s production and consumption. To strengthen the inspection and supervision of price in combination with tax administration in order to prevent and strictly handle acts of prices hiking, especially with important materials and essential goods. To inspect, supervise and prevent commercial frauds and origin frauds, hoarding goods for market manipulation. To promulgate the index of public service delivery units that use the state budgets, and of economic-technological norms to serve as the basis to determine the prices of public services.

4. To foster economic restructuring in conjunction with transforming growth model and increasing the productivity, quality, efficiency, self-reliance, adaptability and competitiveness of the economy based on science, technology and innovation. To focus on raising the efficiency of investment capital usage, especially public investment, in the direction of concentrating resources on economic restructuring and growth model renewal.  To improve the quality of the investment preparation efforts, effectiveness of cooperation among all levels, sectors and localities. To promptly settle difficulties and actively report the competent authority to adjust the medium-term and annual public investment plans in order to promote disbursement and raise the investment effectiveness.

To continue promoting the settlement of non-performing loans, restructuring of credit institutions, especially those that perform poorly, ensure the safety for the system, applying scientific and technological advances, especially digital technology in banking sector. To review and refine mechanisms and policies, step up the process of restructuring, equitizing and divesting state capital from enterprises as well as equitizing public service delivery units that could meet the conditions. To increase effectiveness in the coordination between the Commission for the Management of State Capital at Enterprises (CMSC) and relevant ministries and branches. To build and implement enterprise management frameworks that follow international standards in state-owned economic groups, corporations and enterprises. To strictly maintain discipline with regards to the management and usage of state investment capital and state-owned properties at enterprises, ensuring openness and transparency in accordance with market mechanism. To focus on thoroughly handling inefficient and loss-making projects, especially projects in the field of commerce.

To develop mechanisms and policies to create breakthroughs in attracting resources outside the state sector, effectively deploy investment in the public-private partnership mode, promote industrialization, modernization and restructuring of sectors and fields associated with the in-depth growth model transformation on the basis of science and technology, innovation and achievements of the Fourth Industrial Revolution.

To accelerate the agricultural industry in a manner that is appropriate to each region, develop rural economy in conjunction with new rural development. To promote large scale agricultural production in accordance with the needs of the market, apply advanced technologies in conjunction with preservation, processing and consumption that follows the value chain. To appropriately transform the composition of crops and livestock, adapt to climate change, firmly ensuring efficiency and food security. To closely monitor the developments of epidemics and natural disasters so that prevention and control measures can be proactively and effectively devised. To invest in aquaculture infrastructure, increase production, aquaculture and fishing capacity. To focus on in-depth industrial production, cottage industry and craft village restructuring and development, creating many products with national brand and competitiveness. To shift the industrial composition in the direction of expanding the processing and manufacturing industries while increasing added value and narrowing down the role of manual assembly with regard to industrial products that are domestically manufactured. To develop supporting industries in the direction of selecting sector groups directly serving industrial production, increasing the capacity of participating the value chain and global production network such as mechanical, chemicals, electric and telecommunications. To form a number of specialized industrial parks, industrial linkage clusters, production networks, industrial value chain with regard to a number of priority industries that meet the rules of origin of goods under FTA’s commitments. To accelerate the implementation of key industrial projects, especially the sector of energy, processing and manufacturing.

To promote the application of scientific, technological and digital advances, improve quality and competitiveness of the potential service industry. To focus on developing multimodal transportation, logistics services and information technology services. To e-commerce, new business models and methods, the sharing economy, the night time economy, smart metropolises and circular economic models, etc. To effectively and stably develop tourism industry, promote the role of a strategic economic associated with culture to promote socio-economic development. To synchronously implement policies to stimulate domestic tourism; continue perfecting immigration policies in conjunction with strictly implementing check-up measures for foreigners. To strengthen pandemic control in crowded tourist areas and destinations.

To promote comprehensive digital transformation, develop sandboxes for new products, solutions, services, business models and technologies. To encourage key enterprises in the field of information technology to conduct business in digital industry and digital content service. To continue perfecting the legal framework and implementing major programs and schemes to strongly develop science, technology and innovation. To promote the national eco-system of start-ups and innovation, step up the cooperation between universities, research institutions and the industrial sector (or more broadly, enterprises), in order to promote commercialization of researching results in production and business.

5. To concentrate resources on accelerating the process of formulation of national, regional, provincial, urban and rural master plans for the 2021 - 2030 period, and submit the competent authority for approval according to the Planning Law, timely meeting investment and development requirements of the new period.

To accelerate the implementation of key energy projects; complete electricity projects which are delayed; avoid an electricity shortage. To ensure that electricity growth matches economic growth, meeting requirements for development of the country. To encourage the vigorous participation of the non-state economic sector and diversify the development of electricity supply, ensuring efficiency and sustainability. To implement measures to reduce energy loss, save and efficiently use electricity in production, transmission as well as distribution. To complete the Planning on Electricity Development for the 2021 - 2030 period, review small and medium-sized hydroelectric facilities, ensure the reasonable composition of energy sources in conjunction with the protection of the environment.

To further mobilize and effectively use resources. To focus on bringing into play the economy’s internal strengths, while also selectively attract external investment resources, especially the regional and global shifting currents of FDI capital. To implement key socio-economic infrastructure projects, accelerate the construction of key transportation projects, focusing on the Eastern North-South highway, Long Thanh International Airport and connected highways. To promote the construction of infrastructure for the digital economy and digital society along with the infrastructure for smart connectivity, the development of artificial intelligence and Internet of things.

To take effective solutions in investment and strengthening regional and local connection, fast and sustainable development of key economic and major urban areas. To strengthen the urban management, actively handle transportation, environmental and waste issues in urban areas. To arrange appropriate sources for new rural construction. To vigorously develop marine economy, ensuring the people’s livelihood in conjunction with protecting the sovereignty in the islands and the seas. To build and upgrade regional-linking coastal roads, coastal economic zones and coastal metropolises throughout the country.  To develop the system of national ports and international gateway ports in key economic zones; with investments in the infrastructure of coastal economic zones prioritized.

To vigorously develop the private economy, collective economy and individual business households. To build core cooperative models with wide scale and connection. To encourage the development of medium and large-scaled private enterprises and enhance the branding of Vietnamese enterprises; harmoniously combining economic efficiency with social responsibilities and environmental protection, promote the link between domestic enterprises and foreign investment enterprises.

6. To implement mechanism, policies and solutions in a synchronous manner to develop human resources, particularly highly qualified human resources in the major sectors and fields; to enhance the quality of human resources and to quickly transfer labor force structure, especially in rural areas. To diversify the methods of linking the labor supply with labor demand, to effectively implement the Labor Code. To have an appropriate mechanism to attract, retain and nurture talents, to build the intelligentsia in the new era.

To continue effectively fundamental and comprehensive reform of education and training; to implement decentralization of management and to entrust self-management rights and explanation obligations to educational institutions; to effectively implement mechanisms and policies to develop vocational education, develop human resources equipped with vocational skills to meet the requirements of the labor market. To ensure the quality and progress of implementing the renovation of general education program and textbooks according to the National Assembly’s Resolutions No. 88/2014/QH13 and No. 51/2017/QH14. To further educate students on moral values, lifestyle and life skills, to ensure school safety, physical education for students; to improve the quality and efficiency of the general education program in the direction of development of the quality and capacity of students; to prepare conditions for effective implementation of the new general education program.

7. To prioritize resources in order to restore and bring into play the cultural heritage. To overcome difficulties, implement better policies for people with meritorious services, social protection, multi-dimensional and sustainable poverty reduction; to effectively implement the national target programs, with priority given to the National Target Program on socio-economic development in ethnic minority communities and mountainous areas in the period 2021 - 2030. To constantly improve the quality of the people’s health protection, improvement and care and quality of the population; to develop the network of grassroots healthcare facilities in order to meet the demands and fulfill the tasks of the new situation; to consolidate and improve the effectiveness of the preventive healthcare work; to complete the system of policies and law on health - population, medical socialization and hospitals’ autonomy. To continue to expand the coverage of social insurance, unemployment insurance and health insurance. To effectively conduct the policies on ethnicity, religion, care for the elderly, youth, gender equality, protection of women and children; to strongly develop physical training and sports and strengthen prevention and fighting of social evils.

8. To continue to improve and effectively implement mechanisms, policies and law regulations on efficient and sustainable management, exploitation and use of natural resources, natural disaster prevention and control, climate change adaptation, environmental protection, forest protection and development. To develop and implement the program on sustainable forestry development, to improve forest coverage rate, quality of forest, biodiversity and growth of the forestry sector. To research, formulate and perfect strategies, master plans and plans to actively respond to climate change; to implement prevention, fighting and mitigation of natural disasters, riverbank erosion, coastal erosion, storms and floods, droughts, saltwater intrusion, lack of freshwater in key areas, especially in the Northern mountainous region, Central, Central Highlands and the Mekong Delta; to reinforce the dyke system; at the same time, to appropriately allocate appropriate resources from the state budget and to mobilize social resources for implementation. To strengthen forecasting, warning and monitoring of natural disasters, ensuring timeliness and reliability; to mobilize, allocate and effectively use resources to support and help people of the provinces in Central overcome consequences of natural disasters. The Government is assigned to build the Project on water source security and safety for dams and reservoirs for the 2021 - 2030 period, with a vision to 2045 to submit it to the National Assembly for consideration at its session at the end of 2021; to arrange in the mid-term public investment plan for the 2021 - 2025 period to perform a number of key tasks in the first phase of the Project; to raise the rate of domestic water supply for rural people and ethnic minorities.

9. To continue to effectively implement resolutions of the Party and the National Assembly to consolidate the organizational structure, streamline the state sector, foster public administration reforms, improve the effectiveness and efficiency of state management as well as the quality of cadres, civil servants and public employees, promote digital transformation in agencies of the Party, the State, the Fatherland Front and socio-political organizations. To implement more substantive administrative procedure reform, to promote the single window mechanism in the handling of public administrative procedures and the application of information technology, to continue to cut down on business conditions and specialized inspection, saving costs for people as well as organizations. To urgently complete the national database on residence and land. To promulgate strategies and accelerate the process for developing E-Government with an orientation towards a digital Government, a digital economy and a digital society. To strictly comply with regulations on anti-corruption, thrift practice and waste combat; to strictly handle corruption cases, serious and complicated economic cases, with public concern; to continue to complete the anti-corruption mechanism. To focus on examination, inspection, auditing, and handling of long-standing problems that cause social frustration. To improve efficiency of citizen reception, settlement of complaints, denunciations, judgment execution, especially for administrative judgments.

10. To consolidate national defense and security, firmly maintain political security, social order and safety, improve effectiveness of diplomatic activities and international integration, firmly maintain a peaceful, stable and favorable environment for the country’s development. To continue to monitor, grasp the situation, firmly and persistently fight to protect national sovereignty and territorial integrity; to handle flexibly and effectively complex situations at sea. To increase resources to actualize the goal of military modernization, ensure national defense and security in close combination with economic, cultural and social development, especially in border and island areas as well as strategic and key regions. To step up the prevention and repression of criminal activities, create positive changes in social order and safety, and ensure a peaceful life for the People. To proactively promote and deepen relations with other countries and partners. To step up international integration, raise the level of multilateral diplomacy; to actively, proactively and responsibly participate in international and regional forums. To continue undertaking the role as non-permanent member of the United Nations Security Council and to promote the active and leading role in ASEAN. To strengthen international cooperation in responding to the COVID-19 pandemic; to effectively carry out the citizen protection work.

11. To improve the effectiveness of mass mobilization work, effectively implement grassroots democracy regulations, further promote the role of the Viet Nam Fatherland Front, People's unions, and create social census. To focus on disseminating the Party’s guidelines and policies, the laws of the State and major events, especially the XIIIth National Party Congress and the elections for the National Assembly and the People’s Councils at all levels. To focus on propagation and encouragement of exemplary ‘good people, good deeds’, role models as well as people who have risen above difficulties to spread positivity and ignite patriotism, national pride along with the aspirations for national development. To promptly combat wrongful views and ideas; to effectively combat bad and malicious information; to strictly handle violations.

Article 4. Organization of implementation

The Government, local governments at all levels, the Supreme People's Court, the Supreme People's Procuracy, the State Audit Office shall, according to their assigned functions and tasks, successfully organize the implementation of the Resolution of the National Assembly.

The National Assembly’s Standing Committee, Ethnic Council, the National Assembly’s Committees, delegations of deputies and deputies shall supervise this Resolution’s implementation.

The Central Committee and member organizations of the Vietnam Fatherland Front shall supervise and encourage all classes of the People to implement the Resolution of the National Assembly.

The National Assembly calls on people and soldiers in the country and the Vietnamese community abroad to uphold the spirit of patriotism, solidarity, bring into play internal strength, take advantage of opportunities, overcome difficulties and challenges, successfully implement the Socio-economic development plan in 2021, creating a favorable momentum for the implementation of the 5-year Socio-economic development plan (2021-2025 period).

This Resolution was adopted on November 11, 2020, by the XIVth National Assembly of the Socialist Republic of Vietnam at its 10th session.
