RESOLUTION
Promulgating the Plan to implement the Political Bureau’s Conclusion No. 81-KL/TW of June 4, 2024, on further implementation of the Resolution of the 7th Plenum of the 11th Party Central Committee, on proactively responding to climate change and enhancing natural resource management and environmental protection[1]

 

THE GOVERNMENT

Pursuant to the February 18, 2025 Law on Organization of the Government;

Pursuant to Resolution No. 24-NQ/TW of June 3, 2013, of the 7th Plenum of the 11th Party Central Committee, on proactively responding to climate change and enhancing natural resource management and environmental protection;

Pursuant to the Political Bureau’s Conclusion No. 56-KL/TW of August 23, 2019, on further implementation of the Resolution of the 7th Plenum of the 11th Party Central Committee, on proactively responding to climate change and enhancing natural resource management and environmental protection;

Pursuant to the Political Bureau’s Conclusion No. 81-KL/TW of June 4, 2024, on further implementation of the Resolution of the 7th Plenum of the 11th Party Central Committee, on proactively responding to climate change and enhancing natural resource management and environmental protection;

At the proposal of the Minister of Agriculture and Environment,

RESOLVES:

Article 1. To promulgate together with this Resolution the Plan to implement the Political Bureau’s Conclusion No. 81-KL/TW of June 4, 2024, on further implementation of the Resolution of the 7th Plenum of the 11th Party Central Committee, on proactively responding to climate change and enhancing natural resource management and environmental protection.

Article 2. This Resolution takes effect on the date of its signing and replaces the Government’s Resolution No. 06/NQ-CP of January 21, 2021, promulgating the Action Program to further implement the 11th Party Central Committee’s Resolution No. 24-NQ/TW on proactively responding to climate change and enhancing natural resource management and environmental protection under the Political Bureau’s Conclusion No. 56-KL/TW of August 23, 2019.

Article 3. Ministers, heads of ministerial-level agencies, heads of government-attached agencies, chairpersons of provincial-level People’s Committees, and related agencies, organizations and individuals shall implement this Resolution.

PLAN

To implement the Political Bureau’s Conclusion No. 81-KL/TW of June 4, 2024, on further implementation of the Resolution of the 7th Plenum of the 11th Party Central Committee, on proactively responding to climate change and enhancing natural resource management and environmental protection

(Promulgated together with the Government’s Resolution No. 122/NQ-CP
of May 8, 2025)

I. PURPOSES AND REQUIREMENTS

1. To organize the serious and effective implementation of Resolution No. 24-NQ/TW of June 3, 2013, of the 7th Plenum of the 11th Party Central Committee, on proactively responding to climate change and enhancing natural resource management and environmental protection (below referred to as Resolution No. 24-NQ/TW); to define the Government’s major tasks and solutions in order to thoroughly grasp, and direct the implementation of, the Political Bureau’s Conclusion No. 81-KL/TW of June 4, 2024, on further implementation of Resolution No. 24-NQ/TW (below referred to as Conclusion No. 81-KL/TW).

2. The Government’s Plan to implement Conclusion No. 81-KL/TW through 2030 serves as a basis for ministries, sectors and localities to formulate their own plans and programs, organize the implementation, inspection, supervision and evaluation of the implementation of Conclusion No. 81-KL/TW; the Political Bureau’s Conclusion No. 56-KL/TW on further implementation of the Resolution 7th Plenum of the 11th Party Central Committee, on proactively responding to climate change and enhancing natural resource management and environmental protection (below referred to as Conclusion No. 56-KL/TW); and Resolution No. 24-NQ/TW.

3. The Government’s Plan to implement Conclusion No. 81-KL/TW through 2030 covers the tasks set forth in approved plans, programs, schemes and projects on climate change response, natural resource management and environmental protection, and formulates, and organizes the implementation of, a number of new tasks, plans, programs and schemes through 2030.

4. By 2030, to strive to achieve the following specific targets:

a/ Regarding climate change response

- To complete infrastructure systems for climate change response and disaster preparedness; to increase the resilience and adaptation capacity of natural, economic and social systems; to implement smart solutions for climate change adaptation; to further improve the disaster forecasting and warning and climate change monitoring capacity; to proactively respond to, and mitigate damage caused by, disasters, focusing on the assurance of people’s life safety upon the occurrence of storms and floods; to ensure that 80% of households in disaster-frequented areas have safe housing[2].

- To control greenhouse gas (GHG) emissions, ensuring that the total national GHG emissions will be reduced by 15.8%[3] compared to the Business-As-Usual (BAU) scenario; the energy saving level will achieve 7-10% of the total final energy consumption compared to BAU[4]; to restructure the energy use toward increasing the share of renewable energy sources in the total primary energy supply to approximately 15-20%[5].

b/ Regarding natural resource management

- To continue investigation and assessment of the potential and value of major natural resources: to complete 85% of the area subject to drawing of 1:50,000-scale geological and mineral maps on the mainland; to complete the investigation and assessment of mineral potential in prospective structures in the North Central Coast and Northeastern areas of Northern Vietnam[6]; to ensure that basic investigation of marine resources and environment will be conducted for at least 50% of Vietnam’s marine areas, shown on maps of a 1:500,000 scale, or of a larger scale in certain key areas[7].

- To plan, manage, sustainably exploit, and economically and efficiently use national natural resources, focusing on the following tasks: to basically control 90% of water extraction and use activities; to improve the efficiency and capacity of water extraction and use, minimize water loss in the system of hydraulic structures; to reduce the rate of water loss in water supply activities to 10%[8]; to effectively address drought and water shortage in the dry season in river basins and areas suffering water access difficulty, particularly the South Central Coast, the Central Highlands, the Mekong River delta, deep-lying areas, remote areas, and islands; to satisfy the land use demand for socio-economic development; to keep the paddy land area stably at 3.5 million hectares[9].

c/ Regarding environmental protection

- To strive for the target that all cottage industry zones will have centralized wastewater treatment systems operating in conformity with environmental technical regulations; and over 50% of domestic wastewater in urban centers of grade II or higher grade will be treated in conformity with applicable standards and technical regulations[10].

- To build the capacity for integrated management of solid wastes and simultaneously implement solutions to promote waste sorting, storage, collection, transportation, reuse, recycling and treatment, ensuring that 95% of municipal solid wastes will be collected and treated under regulations; 90% of rural domestic solid wastes will be collected and treated under regulations; marine and ocean plastic litter will be reduced by 75%[11]; and 98% of hazardous wastes will be collected, transported and treated under regulations[12].

- To ensure that all areas with soil environment suffering particularly severe pollution will be treated, rehabilitated and restored[13]; to complete the thorough handling of all hotspots and areas contaminated by toxic chemicals/dioxin left from the wars in Vietnam[14]; to improve air quality in urban areas and densely populated areas; to ensure that 80% of rural households will have access to clean water from sources in conformity with regulations; and the entire urban population will be supplied with clean water through centralized water supply systems[15].

- To maintain the forest coverage rate stably at 42-43%; to ensure that the area of terrestrial protected areas accounts for 9% of the total mainland area[16]; the area of marine and coastal protected areas will make up 3-5% of the total marine area; 70% of protected areas and natural heritage sites will be evaluated in terms of management effectiveness; and at least 20% of the area of degraded natural ecosystems will be restored[17].

 

II. KEY TASKS AND SOLUTIONS

1. Further carrying out public communication and education to build consensus in awareness and action on proactive response to climate change, disaster preparedness, management, efficient and economical use of natural resources, and environmental protection

- To raise the public awareness, change behaviors, and promote responsible actions of the entire society toward green transition, development of green, low-carbon economy, and circular economy, restoration of natural ecosystems, effective management of solid wastes, and reduction of ocean plastic litter, with the aim of achieving sustainable development goals and carbon neutrality; to organize training, retraining and further training courses for building capacity for cadres, civil servants and public employees in climate change response, natural resource management and environmental protection; to attach importance to early education for younger generations from primary education in order to improve their awareness and sense about protecting natural resources and the environment.

- To promote the central and proactive role of enterprises and the people in responding to climate change, efficiently and economically using natural resources and protecting the environment, based on digital transformation, innovation, and application of achievements of the Fourth Industrial Revolution; to emphasize the role of criticism and oversight by socio-political organizations and residential communities in climate change response, natural resource management and environmental protection.

- To change the mindset and perception, regarding climate change adaptation and attainment of the net-zero emissions goal not only as a challenge but also as an opportunity for sustainable development, thus contributing to building and developing an independent and self-reliant economy that is ready for proactive and substantive global integration.

- To disseminate information about requirements, good practices and advanced models on green transition, GHG emissions reduction, natural resource efficiency, and environmental protection, thereby promoting the proactive participation in global green value chains and raising the competitiveness of the economy.

2. Further improving institutions, policies and laws; raising the effectiveness of the state management of climate change response, natural resource management and environmental protection

- To study and formulate a Resolution on environmental protection and climate change response for submission to the 14th Party Central Committee.

- To formulate an Overall National Strategy for the prevention of and response to non-traditional security threats through 2030, with a vision toward 2045.

- To further consolidate and strengthen the central-to-local-level organizational structures for state management of climate change response, natural resource management and environmental protection, with a view to ensuring effectiveness and efficiency and meeting management requirements in the new situation.

- To focus on improving mechanisms and policies on integrated management and coordinated resolution of interdisciplinary, inter-regional and inter-sectoral issues; to formulate mechanisms and policies to mobilize resources and intensify the use of economic tools and market-based approaches to proactively respond to climate change and enhance the efficiency of natural resource management and environmental protection.

- To amend and supplement the Law on Hydro-meteorology, the Law on Energy Efficiency, the Law on Marine and Island Resources and Environment, the Law on Biodiversity, and the Law on Forestry.

- To formulate and improve guiding documents for, and organize the effective implementation of, the Land Law, the Law on Water Resources, the Law on Geology and Minerals, the Law on Environmental Protection, and the Law on Forestry, with clear assignment of responsibilities and specific guidance on the functions and tasks of ministries and sectors.

- To finalize and promulgate master plans, options and plans on climate change prevention and response, natural resource management and environmental protection; to step up the incorporation of climate change response, natural resource management and environmental protection orientations in socio-economic development policies, strategies, master plans and plans at all levels and in all sectors.

- To formulate and complete the system of standards, regulations, instructions and techno-economic norms for climate change response, natural resource management and environmental protection; to study, formulate and issue technical instructions on circular economy, GHG emissions reduction, natural resource conservation, and waste reduction.

- To formulate mechanisms and policies to promote GHG emissions reduction, environmental protection and biodiversity conservation, especially in the production of export goods, ensuring conformity with mechanisms, standards and technical barriers under new-generation free trade agreements and from importing countries.

- To raise the effectiveness of inspection, examination and supervision of the implementation of policies and laws, and crime prevention and combat in climate change response, natural resource management and environmental protection; to enhance the role of criticism and oversight by the Vietnam Fatherland Front, socio-political organizations and residential communities in the law enforcement; to attach importance to monitoring and strictly controlling projects and facilities with a high risk of causing environmental pollution.

3. Practicing green transition, promoting circular economy development and just energy transition

- To effectively implement the National Green Growth Strategy for the 2021-2030 period, with a vision toward 2050; to research, test, and widely apply green economy and green urban and rural models; to promote sustainable production and consumption.

- To earmark resources for addressing the risks of natural resource depletion, environmental pollution, degradation of natural ecosystems, and challenges in adapting to climate change and achieving the net-zero emissions goal.

- To formulate and implement programs, schemes and projects on environmental protection and climate change response for the 2026-2030 period; to earmark resources for effectively addressing urgent environmental issues and organizing the performance of comprehensive tasks and the implementation of solutions for climate change response.

- To implement the National Action Plan on circular economy through 2035; to formulate and implement circular economy plans of ministries, sectors and localities associated with digital transformation and innovation; to promote research, pilot application and replication of circular economy models across sectors and fields; to study and evaluate the exploitation and use of materials in the entire economy and in each sector or field with a view to formulating appropriate policies to ensure the efficiency of circular economy.

- To effectively carry out just energy transition; to gradually reduce fossil fuels, phase out coal-fired electricity generation, and develop clean, renewable and new energy sources to ensure energy security, GHG emissions reduction and environmental pollution; to continue implementing the Scheme on Implementation of the Political Declaration establishing the Just Energy Transition Partnership (JETP) and the Plan on mobilization of resources for JETP implementation.

- To effectively and substantively implement the National Action Plan for transition to a transparent, responsible and sustainable food system in Vietnam through 2030; to develop ecological, organic, low-emission and circular agriculture; to promote green, safe food production, distribution and consumption; to reduce food loss and waste.

- To formulate and improve policies for promoting the mobilization of green financial resources, covering the development of green credit markets, green bonds and other sustainable financial instruments; to support the development of green and circular economy sectors; to implement policies and regulations on green public procurement, green public spending and eco-labeling from the central to local levels.

- To implement intensive and extensive digital transformation solutions in support of green transition; to develop, complete, operate, utilize and share databases on climate change response, natural resource management and environmental protection.

4. Regularly updating climate change scenarios, improving options and plans on climate change prevention and response and disaster risk reduction

a/ Regarding climate change adaptation and disaster preparedness and mitigation

- To periodically update climate change scenarios for Vietnam; to further build research capacity, with priority given to disaster response research; to gradually master technologies for disaster forecasting and prediction of climate change impacts on natural and social systems; to modernize disaster monitoring, forecasting and warning systems, particularly for hydro-meteorological disasters; to develop climate change and sea level rise monitoring systems, geo-hazard monitoring systems, and riverbank and coast monitoring systems using remote sensing technology to help mitigate loss and damage.

- To prioritize the development of climate-resilient infrastructure and heighten the disaster preparedness capacity; to effectively implement the National Plan on climate change adaptation for the 2021-2030 period, with a vision toward 2050[18]; to research, pilot and widely apply community-based adaptation (CbA) models and apply nature-based solutions (NbS).

- To survey, assess, relocate and resettle people living in high-risk disaster areas, linked with sustainable livelihood solutions; to proactively respond to landslides and flashfloods in mountainous and midland areas; to accelerate the implementation of the Scheme on early warning for landslides and flashfloods in Vietnam’s mountainous and midland areas[19].

- To formulate and implement a Scheme to intensify disaster forecasting, impact assessment and preparedness solutions, and heighten the capacity for climate change response and adaptation in the North Central Vietnam and Central Coast; and a Scheme on prevention of land subsidence, landslides, flooding, drought and seawater intrusion in the Mekong River delta through 2035, with a vision toward 2050.

- To continue to implement the Scheme on development of climate-resilient urban areas of Vietnam for the 2021-2030 period[20]; to study and apply urban flooding mitigation solutions in the context of climate change; to promote nature-based, climate-friendly urban cooling solutions.

- To mobilize and reserve resources for recovery and reconstruction activities in areas and households affected by disasters and climate change; to continue raising the efficiency of collection and disbursement of disaster preparedness funds at all levels.

b/ Regarding GHG emissions reduction

- To conduct national, sectoral-level and facility-based GHG inventory; to periodically update the list of emitting sectors and facilities subject to periodical GHG inventory; to encourage other emitting facilities, particularly those in the public sector, to carry out greenhouse gas inventory and emissions reduction; to finalize the online database for inventory, and monitoring, reporting and verification (MRV) of GHG emissions reduction activities at the national and sectoral levels.

- To issue regulations on conditions, process and procedures for operation registration certification, and inspection of certification of GHG emissions and emissions reduction; to draw up a list of clean and low-carbon emission technologies in various production industries to promote the application and transfer of GHG emissions reduction technologies.

- To effectively implement the Plan on GHG emissions reduction in the energy sector[21]; to continue implementing Vietnam’s National Energy Development Strategy through 2030, with a vision toward 2050[22], and the National Power Development Plan for 2021-2030 period, with a vision toward 2050[23], particularly the development of smart electricity transmission infrastructure, increasing the share of electricity generated from renewable energy sources, and apply new, advanced technologies for energy storage; to successfully implement the National Program on energy efficiency for the 2019-2030 period[24].

- To implement the Action Program on green energy transition, and carbon and methane emissions reduction in the transport sector; and the Plan on GHG emissions reduction in the transport sector through 2030[25].

- To formulate and implement a plan on GHG emissions reduction in the construction sector; to effectively implement the Strategy for development of building materials of Vietnam for the 2021-2030 period, with orientations toward 2050[26], gradually replacing GHG-emitting materials; to step by step reduce, then replace the use of, fossil fuels in production activities.

- To implement the plan on GHG emissions reduction in the agriculture sector[27]; to effectively implement the Scheme on sustainable development of one million hectares of high-quality, low-emission specialized rice paddies linked to green growth in the Mekong River delta through 2030[28].

- To continue carrying out activities to protect, restore and maintain natural GHG sinks; to implement the National Program on Reducing Emissions from Deforestation and Degradation (REDD+); to conserve and increase carbon stocks, and sustainably manage forest resources through 2030[29].

- To implement the plan on GHG reduction in waste management, covering solid waste landfills, treatment of solid waste by biological methods, incineration and open burning, and wastewater treatment and discharge.

- To properly fulfill Vietnam’s commitment to the Global Methane Pledge, international commitments on ozone layer protection and sustainable cooling; to effectively manage substances as well as products and equipment containing ozone-depleting substances and GHG.

- To complete the establishment and pilot operation of a domestic compliance carbon market for gradual connection with regional and global carbon markets; to establish a national registration system for managing GHG emission quotas and carbon credits; to implement mechanisms for international carbon credit exchange and offsetting; to establish a domestic carbon credit exchange and offsetting mechanism.

5. Improving the effectiveness and efficiency of resource management, intensifying basic investigation, and ensuring rational exploitation and economical and efficient use of natural resources

a/ Regarding land resources

- To conduct land investigation and assessment nationwide, especially for unused land areas; to implement measures to facilitate land reclamation activities; to apply new technologies in investigating and monitoring seawater intrusion caused by climate change and sea level rise to ensure sustainable land management and use.

- To evaluate results of the implementation of the 2021-2025 National Land-Use Plan; to review and adjust the 2021-2030 National Land-Use Master Plan, with a vision toward 2050, and formulate the 2026-2030 National Land-Use Plan.

- To evaluate the residential land use in residential areas and new urban centers; to continue promoting the development of a public, transparent and efficient real estate market; to improve policies and laws on the management and use of land areas acquired through the land reclamation.

- To establish, build and operate a national land information system and a land database that are centralized, unified, complete, multi-purpose and interoperable across the country.

b/ Regarding water resources

- To continue finalizing general master plans on inter-provincial river basins and implement master plans on water resources; to complete and renew institutions, policies and financial mechanisms in the water sector toward smart governance; to attract social resources for water resource development and water demand regulation.

- To effectively implement the Action Plan in furtherance of the Political Bureau’s Conclusion No. 36-KL/TW of June 23, 2022, on assurance of water security and dam and reservoir safety through 2030, with a vision toward 2050; to ensure water sources to be supplied for domestic and production purposes; to proactively formulate water use plans for transboundary rivers; to develop and operate a system of national water security monitoring and evaluation indicators.

- To establish and improve the information system and carry out digital transformation in the water regulation, distribution, exploitation and use.

- To apply water-efficient measures; to proactively harvest floodwater and retain freshwater for each region or river basin for effectively addressing drought and water shortage during the dry season in the Mekong River delta, the South Central Coast, the Central Highlands, the Northwestern region, deep-lying areas, remote areas and islands; to implement solutions for limiting groundwater exploitation in order to reduce subsidence and saline intrusion in coastal areas, particularly the Southwestern Coast.

c/ Regarding geological and mineral resources

- To intensify mineral-related basic geological investigation on the mainland and at sea; to review and delineate national mineral reserve areas; to inspect areas with scattered and small-scale mineral reserves for delineation and announcement, serving as a basis for formulating provincial-level mineral master plans; to continue implementing the Master Plan on mineral exploration, mining, processing and use for the 2021-2030 period, with a vision toward 2050[30].

- To conduct investigation and assessment of reserves and apply appropriate mining solutions to ensure the supply of common building materials for road infrastructure construction, especially in the Mekong River delta.

- To enhance and improve the effectiveness of the control of mining activities, particularly the mining of riverbed and coastal sand and gravel; to promote mining associated with deep processing of strategic minerals; to efficiently implement the auction of the mining rights.

- To formulate mechanisms and policies to promote investment in advanced and modern exploitation and processing technologies and equipment in mines with complex geological-mine conditions, low-grade ores, and incomplete technical infrastructure; to review and improve licensing procedures for the exploration and exploitation of minerals for use as common building materials as suitable to the country’s reality; to intensify research of and search for technologies and markets, and promote mining together with deep processing of rare earths, and effectively perform the rare earth management.

- To improve policies on export, import and stockpiling of minerals, ensuring a balance between immediate demand and long-term reserves. Mineral exports must take into account the efficiency of mining and processing activities; and important and strategic minerals may not be exported.

d/ Regarding marine resources

- To accelerate basic investigation of marine resources; to carry out investigation, assessment and inventory of natural capital, especially aquatic resources, in maritime zones to serve the socio-economic development.

- To effectively implement the National Marine Space Master Plan for the 2021-2030 period, with a vision toward 2050[31]; to further formulate and improve policies and laws on investment in and assignment of marine areas, particularly for offshore wind power projects; to promote the development of the blue economy model; to establish and issue a set of indicators for assessing a country with marine strengths.

- To ensure sustainable fishing and use of aquatic resources; to effectively implement the Government’s Action Program and Plan to implement Directive No. 32-CT/TW of April 10, 2024, of the Party Central Committee’s Secretariat, on strengthening the Party’s leadership over combating illegal, unreported and unregulated (IUU) fishing and promoting sustainable development of the fisheries sector.

dd/ Regarding forest resources

- To further promote the delegation of authority for forest management, protection and development to local communities; to minimize the repurposing of natural forests; to carry out land and forest allocation and forest lease in tandem with the grant of certificates of forest land use rights; to ensure the satisfaction of all conditions for the management, protection and sustainable development of forest resources.

- To develop equitable benefit-sharing models in the management of special-use forests and protection forests to promote greater participation of local communities; to promote sustainable forest management certification.

6. Concentrating and prioritizing the provision of resources for effectively addressing urgent environmental issues, proactively preventing and controlling pollution, and conserving nature and biodiversity

- To concentrate resources for investment in wastewater collection and treatment systems in urban centers, cottage industry zones and craft villages; to formulate and implement projects to recharge water and rehabilitate seriously polluted lakes, ponds, river sections, canals and ditches.

- To build technical infrastructure for the sorting, collection, transportation, recycling and treatment of solid wastes; to carry out activities for waste-to-resource/fuel, energy recovery (with priority given to biomass power generation and waste co-processing technologies); to gradually reduce the rate of waste landfilling; to build inter-provincial and inter-regional waste recycling and treatment complexes.

- To carry out environmental remediation and rehabilitation for unhygienic and severely polluting landfills, and areas polluted by chemicals, pesticides and war-related toxic residues.

- To formulate technical regulations, standards and technical guidelines on waste recycling; to promote the use and consumption of recycled, environmentally friendly products; to formulate and effectively implement plans on development of the environmental industry and waste recycling industry.

- To reduce environmental pollution risks caused by plastic wastes; to study replacing non-biodegradable plastic packaging and plastic bags with environmentally friendly and biodegradable materials; to formulate a roadmap to restrict the import of plastic scraps; to organize the collection, transportation, recycling and efficient treatment of plastic wastes to prevent the discharge of plastic wastes into the sea; to conduct investigation and collection of statistics on plastic wastes and micro-plastics generated nationwide, and develop a national database on plastic wastes; to formulate and implement a plan on implementation of the Global Plastic Treaty once adopted.

- To improve air quality in major urban centers; to apply measures to reduce and strictly control motor vehicle emissions; to develop mass transit systems and environmentally friendly means of transport; to intensify measures to monitor and reduce pollution caused by emissions and dust from construction activities and crop residue burning, and industrial facilities with large emissions; to increase green spaces and water surface areas, and improve urban sanitation; to formulate and effectively implement a Scheme to deal with urban air pollution.

- To build or upgrade water storage facilities for dry seasons in areas suffering water shortage; to build plants and systems for clean water supply and desalination to provide clean water for the people’s daily life.

- To strengthen the protection and restoration of natural ecosystems, particularly forests, wetlands, coral reefs and seagrass beds; to expand, and increase the number and area of, protected areas, while taking measures to effectively manage biodiversity in buffer zones of protected areas; to implement package measures to protect wildlife species, particularly endangered, precious and rare species prioritized for protection, as well as migratory species; to effectively carry out the tasks and solutions outlined in the National Biodiversity Strategy through 2030, with a vision toward 2050[32].

- To organize the implementation of the Master Plan on National Environmental Monitoring for the 2021-2030, with a vision toward 2050[33]; to develop a database on waste management, environmental pollution control and biodiversity conservation from the central to local levels.

III. ORGANIZATION OF IMPLEMENTATION

1. The tasks, plans, programs and schemes approved under Resolution No. 06-NQ/CP of January 21, 2021, promulgating the Government’s Action Program to further implement Resolution No. 24-NQ/TW under Conclusion No. 56-KL/TW, shall continue to be carried out until their completion.

Based on their functions and tasks and the practical situation, ministers, heads of ministerial-level agencies, heads of government-attached agencies, and chairpersons of provincial-level People’s Committees shall organize the implementation of this Plan in an economical and effective manner.

2. Ministers, heads of ministerial-level agencies, heads of government-attached agencies, and chairpersons of provincial-level People’s Committees shall focus on directing, inspecting, urging and evaluating the implementation of Conclusion No. 81-KL/TW, Conclusion No. 56-KL/TW, Resolution No. 24-NQ/TW and this Plan; and shall promptly formulate or integrate and adjust programs, plans and specific solutions as suitable to reality to ensure their highest effectiveness.

3. The Ministry of Agriculture and Environment shall assume the prime responsibility for, and coordinate with the Party Central Committee’s Commission for Communication and Education and Mass Mobilization, the Ministry of Science and Technology, the Central Committee of the Vietnam Fatherland Front, related ministries, sectors, organizations and mass organizations, and provincial-level People’s Committees in, disseminating the contents of Conclusion No. 81-KL/TW; intensify public communication for mobilizing people of all strata to actively participate in and supervise the implementation of policies and laws on climate change response, natural resource management and environmental protection to meet the country’s sustainable development requirements; and coordinate with the Party Central Committee’s Policy and Strategy Commission and related ministries, departments, sectors and agencies in organizing, monitoring, urging and inspecting the implementation of this Plan, and report thereon to the Prime Minister.

4. Based on the tasks approved by competent authorities, ministries and central agencies shall make budget estimates and send them to the Ministry of Finance for review and submission to competent authorities for inclusion in recurrent expenditures of the ministries and central agencies in accordance with the Law on the State Budget and relevant legal documents.

5. Provincial-level level People’s Committees shall propose provincial-level People’s Councils to allocate local budget funds for them to coordinate with ministries and sectors in performing the relevant tasks mentioned in this Plan in accordance with the current regulations on state budget decentralization.

In the course of organization of the implementation, if deeming it necessary to revise certain contents, ministries, sectors, agencies and localities shall take the initiative in proposing measures for effective and synchronized implementation and send them to the Ministry of Agriculture and Environment for summarization and reporting to the Government for consideration and decision.
