RESOLUTION
Approving the investment policy of the National target program on socio-economic development of ethnic minority and mountainous regions in the 2021-2030 period

THE NATIONAL ASSEMBLY
Pursuant to the Constitution of the Socialist Republic of Vietnam;
Pursuant to the Law on Organization of the National Assembly No. 57/2014/QH13;
Pursuant to the Law on Public Investment No. 39/2019/QH14;
Pursuant to the Law on State Budget No. 83/2015/QH13;
Pursuant to the Resolution No. 88/2019/QH14 dated November 18, 2019 of the National Assembly on approving the overall scheme on socio-economic development of ethnic minority and mountainous regions in the 2021-2030 period ;
After consider the Government’s Report No. 247/TTr-CP dated May 21, 2020 on proposing investment policy of the National target program on socio-economic development of ethnic minority and mountainous regions in the 2021-2030 period; the Verification report No. 1185/BC-HDDT14 dated May 24, 2020 of the Ethnic Minority Committee; the Report No. 571/BC-UBTVQH14 dated June 18, 2020 of the National Assembly Standing Committee’s on assimilation and explanation of opinions of National Assembly deputies on the National target program on socio-economic development of ethnic minority and mountainous regions in the 2021-2030 period, and opinions of National Assembly deputies;
RESOLVES:
Article 1.
To approve the investment policy of the National target program on socio-economic development of ethnic minority and mountainous regions in the 2021-2030 period (hereinafter referred to as the Program) with the following contents:
1. Implementation duration of the Program: 10 years with two stages:
- Stage I: From 2021 to 2025.
- Stage II: From 2026 to 2030.
2. Implementation goals of the Program: Step by step narrowing the living standard and income gap between of ethnic minority and mountainous regions to the whole country; by 2025, reduce 50% the number of communes and villages with extremely difficult conditions and by 2030, basically reduce all number of communes and villages with extremely difficult conditions.
3. Funding for the Program implementation:
a) Total capital for implementation in the period of 2021 - 2025, at least VND 137,664 billion, in which:
- Central capital: VND 104,954 billion;
- Local capital: VND 10,016 billion;
- Policy credit capital: VND 19,727 billion;
- Other legal mobilization capital: VND 2,967 billion;
b) The program’s capital sources shall be included in the medium-term public investment plan for the period of 2021 - 2025.
c) Based on the implementation results of the Program in the period of 2021 - 2025, the Government shall submit to the National Assembly for decision on resources for the implementation of the Program in the period of 2026 - 2030.
4. Major principals and solutions on implementation of the Program:
a) To invest with aiming goals and sustainable, focusing on the most difficult communes and villages; to solve the most pressing and urgent problems; to give priority on supporting poor households and ethnic minority groups in the most difficult situations.
b) To ensure publicity, democracy, promote ownership and active participation of the community and people; to promote the improvement spirit and efforts of the ethnic minorities.
c) To assign the power and decentralization for localities in the formulation and implementation of the Program in harmonize with conditions, characteristics, potentials, strengths, cultural identity, good practices of all ethnic groups and regions alongside with consolidate national defense and security.
d) To diversify resources, in which the state budget is the key factor and take the decisive role, to give priority to the allocation of Official Development Assistance (ODA) capital for the Program implementation; to mobilize and encourage the participation and contributions of businesses, organizations and individuals.
dd) To enhance inspection, supervision and evaluation of the Program’s implementation at all levels and sectors. To prevent and take actions against negative manifestations during the program’s implementation.
Article 2.
To assign the Government to organize the performance of the following tasks:
1. To implement the summary of the National target program on building new rural areas, the National target program for sustainable poverty reduction and 21 other on-going Programs, on that basis, to define specific contents, objects and geographical areas for the implementation of the Program, to avoid duplication and overlap among Programs. To research and apply mechanisms and policies suitable to the characteristics and conditions of ethnic minority and mountainous regions of 02 national target programs and on-going target programs to include them into this program. To ensure that extremely difficult areas are prioritized for investment at the highest level.
2. To direct the formulation of the feasibility study report with the point of view, objectives, scope, object, content, tasks, solutions and management and operating mechanism as prescribed in the Resolution No. 88/2019/QH14 dated November 18, 2019 of the National Assembly on approving the overall scheme on socio-economic development of ethnic minority and mountainous regions in the 2021-2030 period. To focus the investment resources to solve urgent problems of ethnic minorities and mountainous areas, in order of priority as follow: by 2025, to strive that the situation of scarcity of houses, residential land, production land and domestic water will be basically addressed; to arrange and stabilize the population in regions with special difficulties, especially in high-risk areas of natural disasters; to develop agricultural and forestry production, ensure stable income for people from forest protection and development, and ensure sustainable livelihoods; to invest in essential infrastructure; to focus on the development of education and training, improve the quality of the human resource; to take care of People's health, prevent children malnutrition; to ensure national defense and security, national border sovereignty; to pay attention to communication, propaganda and praise, honor advanced typical; to consolidate and strengthen the great national unity bloc.
3. To decide to invest in the Program in accordance with the Law on Public Investment; to stipulate specific mechanisms in the organization, management and implementation of the Program suitable for ethnic minority and mountainous areas. To stipulate criteria to identify ethnic groups still facing many difficulties and particular difficulties.
4. In the course of administration, the Government shall continue to review, balance and allocate additional central budget to the Program in the direction of increasing expenditure on development investment, supporting to increase policy credit capital and working out solutions to rationally mobilize ODA capital sources, investment capital of all economic sectors, and socialized capital for the Program.
5. Annually, the Government shall report to the National Assembly on the results of the program’s implementation at the year-end session. In 2025, to review the implementation of Stage I of the Program and submit it to the National Assembly for consideration and decision on the implementation of Stage II of the Program in the period of 2026-2030.
Article 3.
To assign the provincial People’s Councils and People's Committees on implementing the following tasks:
1. To develop appropriate plans, allocate local budgets, together with the central budget and mobilize additional resources to implement the Program.
2. Annually, the provincial People's Committees shall report to the People’s Councils at the same level at the year-end session and report to the Prime Minister on results of Program's implementation.
Article 4.
The National Assembly Standing Committee, the Ethnic Minority Committee, other Committees of the National Assembly, the delegations of National Assembly deputies and National Assembly deputies, the Vietnam Fatherland Front, member organizations of the Vietnam Fatherland Front shall, within the ambit of their responsibilities and powers, oversee the implementation of the Program.
