RESOLUTION
On the roadmap to increase the number of vaccines in the Expanded Immunization Program for the 2021-2030 period[1]
THE GOVERNMENT
Pursuant to the June 19, 2015 Law on Organization of the Government; and the November 22, 2019 Law Amending and Supplementing a Number of Articles of the Law on Organization of the Government and the Law on Organization of Local Administration;
Pursuant to the November 21, 2007 Law on Prevention and Control of Infectious Diseases;
Pursuant to Resolution No. 20/NQ-TW of October 25, 2017, of the 6th plenum of the XIIth Party Central Committee, on the protection, care and improvement of the people’s health in new circumstances;
Pursuant to the Government’s Resolution No. 139/NQ-CP of December 31, 2017, promulgating the Government’s Program of Action to implement Resolution No. 20/NQ-TW of October 25, 2017, of the 6th plenum of the XIIth Party Central Committee on the protection, care and improvement of the people’s health in new circumstances;
At the Minister of Health’s proposal in Document No. 1058/TTr-BYT of July 15, 2021, Report No. 312/BC-BYT of March 9, 2022, and Report No. 657/BC-BYT of May 16, 2022;
On the basis of the voting results of the Government Members,
RESOLVES:
Article 1. Roadmap for implementation
1. To approve the roadmap to increase the number of vaccines in the Expanded Immunization Program for the 2021-2030 period stated in the Ministry of Health’s Document No. 1058/TTr-BYT of July 15, 2021, Report No. 312/BC-BYT of March 9, 2022, and Report No. 657/BC-BYT of May 16, 2022, in which:
a/ Rotavirus, pneumococcal disease, cervical cancer and seasonal flu vaccines shall be put into use from 2022, 2025, 2026 and 2030, respectively.
b/ The scope and number of beneficiaries are those proposed by the Ministry of Health in Report No. 312/BC-BYT of March 9, 2022, and Report No. 657/BC-BYT of May 16, 2022.
c/ In case of mobilizing domestic aid and support or receiving the state budget’s additional allocations, the Ministry of Health may decide to implement this roadmap sooner than the specified time.
2. To permit provinces and centrally run cities which can balance local budgets to purchase cervical cancer vaccines at preferential prices for high-risk groups other than those entitled to the expanded immunization right from the 2022-2025 period in order to encourage the people to get vaccinated.
Article 2. Funds for implementation
1. State budget funds allocated for the purchase of vaccines according to the roadmap, and local budget funds allocated for organization of the vaccination in localities.
2. Aid, donations and support of domestic and foreign organizations and individuals and other lawful funding sources.
3. Amounts voluntarily paid by organizations and individuals using vaccines.
Article 3. Organization of implementation
1. The Ministry of Health shall coordinate with related ministries and sectors in organizing the implementation of the roadmap to increase the number of vaccines in the Expanded Immunization Program for the 2022-2030 period mentioned in Article 1.
2. The Ministry of Finance and Ministry of Planning and Investment shall allocate funds for purchase of vaccines according to the roadmap to increase the number of vaccines in the Expanded Immunization Program.
3. Provincial-level People’s Committees may use their local budgets to purchase vaccines licensed to be added to the Expanded Immunization Program for the 2022-2030 period, and shall organize the vaccination.
4. Provincial-level People’s Committees which can balance local budgets shall coordinate with the Ministry of Health or domestic and foreign organizations and individuals in purchasing cervical cancer vaccines licensed for circulation by the Ministry of Health for high-risk groups of people other than those entitled to the expanded immunization in their localities under regulations.
Article 4. Implementation provisions
1. This Resolution takes effect on the date of its signing.
2. Ministers, heads of ministerial-level agencies, heads of government-attached agencies and chairpersons of provincial-level People’s Committees shall implement this Resolution.-
