SUMMARY

Route to increasing the number of vaccines in the Expanded Immunization Program

On August 15, 2022, the Government issues the Resolution No. 104/NQ-CP on the route to increasing the number of vaccines in the Expanded Immunization Program for the period of 2021 – 2030.

Accordingly, the Government agree to the route to increasing the number of vaccines in the Expanded Immunization Program for 2021 - 2030 period. Specifically, a rotavirus vaccine, a vaccine against pneumococcal disease, a vaccine against cervical cancer and a vaccine against seasonal flu will be putted on the route from 2022, 2025, 2026 and 2030, respectively. In the case of mobilizing domestic aid and support, or being provided with the State budget supplemented, the Ministry of Health shall decide whether this route can be implemented sooner.

The scope and number of beneficiaries shall be according to the Ministry of Health’s in the Report No. 312/BC-BYT dated March 9, 2022 and the Report No. 657/BC-BYT dated May 16, 2022.

Additionally, the Government allows provinces and centrally-run cities capable of balancing the local budget to purchase vaccines against cervical cancer if they can access preferential prices for at-risk groups other than those entitled to the Expanded Immunization from the period 2022 - 2025 to encourage people to participate in preventive vaccination.

The funding for implementation includes the State budget; aid, sponsor and support sources of domestic and foreign organizations and individuals and other lawful funding sources; and funding source that is paid voluntarily by organizations and individuals using vaccines

This Resolution takes effect on the date of its signing.

RESOLUTION

On the route to increasing the number of vaccines in the Expanded Immunization Program for the period of 2021 - 2030

THE GOVERNMENT

 

Pursuant to the Law on Organization of the Government dated June 19, 2015; the Law Amending and Supplementing a Number of Articles of the Law on Organization of the Government and the Law on Organization of Local Administration dated November 22, 2019;

Pursuant to the Law on Prevention and Control of Infectious Diseases dated November 21, 2007;

Pursuant to the Resolution No. 20/NQ-TW dated October 25, 2017 of the 6th Meeting of the 12th Central Committee, on enhancement of citizens’ health protection, care and improvement in new circumstances;

Pursuant to the Government’s Resolution No. 139/NQ-CP dated December 31, 2017, on promulgating the Action Program for implementation of the Resolution No. 20-NQ/TW dated October 25, 2017 of the 12th Central Committee, on enhancement of citizens’ health protection, care and improvement in new circumstances;

At the proposal of the Minister of Health at the Document No. 1058/TTr-BYT dated July 15, 2021; the Report No. 312/BC-BYT dated March 09, 2022 and the Report No. 657/BC-BYT dated May 16, 2022;

Based on the voting results of the members of the Government,

 

RESOLVES:

 

Article 1. Implementation of the route

1. Agree to the route to increasing the number of vaccines in the Expanded Immunization Program for 2021 - 2030 period of the Ministry of Health in the Report No. 1058/TTr-BYT dated July 15, 2021; the Report No. 312/BC-BYT dated March 9, 2022 and the Report No. 657/BC-BYT dated May 16, 2022, in which:

a) A rotavirus vaccine, a vaccine against pneumococcal disease, a vaccine against cervical cancer and a vaccine against seasonal flu will be putted on the route from 2022, 2025, 2026 and 2030, respectively.

b) The scope and number of beneficiaries shall be according to the Ministry of Health’s in the Report No. 312/BC-BYT dated March 9, 2022 and the Report No. 657/BC-BYT dated May 16, 2022.

c) In the case of mobilizing domestic aid and support, or being provided with the State budget supplemented, the Ministry of Health shall decide whether this route can be implemented sooner.

2. Allow provinces and centrally-run cities capable of balancing the local budget to purchase vaccines against cervical cancer if they can access preferential prices for at-risk groups other than those entitled to the Expanded Immunization from the period 2022 - 2025 to encourage people to participate in preventive vaccination.

Article 2. Funding for implementation

1. The State budget must ensure funding for the purchase of vaccines according to the route. The local budget shall allocate funding to organize the implementation of vaccination in the locality.

2. Aid, sponsor and support sources of domestic and foreign organizations and individuals and other lawful funding sources.

3. Source that is paid voluntarily by organizations and individuals using vaccines.

Article 3. Implementation organization

1. The Ministry of Health shall coordinate with relevant ministries and branches in organizing the implementation of the route to increasing the number of vaccines in the Expanded Immunization Program for the period of 2022 - 2030 of the Ministry of Health as prescribed in Article 1.

2. The Ministry of Finance and the Ministry of Planning and Investment shall allocate funding to purchase vaccines according to the vaccine increase route in the Expanded Immunization Program.

3. The People's Committees of provinces and centrally-run cities may use the local budget to purchase licensed vaccines to add to the Expanded Immunization Program for the 2022 - 2030 period and organize the vaccination implementation.

4. The People's Committees of provinces and centrally-run cities capable of balancing local budget shall coordinate with the Ministry of Health or domestic and foreign organizations and individuals to purchase vaccines against cervical cancer that are licensed for circulation by the Ministry of Health for injection for high-risk subjects other than those entitled to the Expanded Immunization in the locality, ensuring compliance with regulations.

Article 4. Implementation

1. This Resolution takes effect on the date of its signing.

2. Ministers, heads of ministerial-level agencies, heads of government-attached agencies and chairpersons of People’s Committees of provinces and centrally-run cities shall implement this Resolution./.
