RESOLUTION

Promulgating the Government’s Action Programme to implement Directive No. 49-CT/TW of June 28, 2025, of the Party Central Committee’s Secretariat, on foreign non-governmental work for the 2026-2030 period¹

THE GOVERNMENT

Pursuant to the February 18, 2025 Law on Organisation of the Government;

Pursuant to the February 19, 2025 Law on Organisation of Local Administration;

Pursuant to Directive No. 49-CT/TW of June 28, 2025, of the Party Central Committee’s Secretariat, on foreign non-governmental work for the 2026-2030 period;

At the proposal of the Minister of Foreign Affairs in Documents No. 364/TTr-BNG-NVVH of January 19, 2026; No. 1518/BNG-NVVH of March 10, 2026; and No. 2265/BC-BNG-NVVH of April 2, 2026;

Based on the votes of the Government’s members,

RESOLVES:

Article 1. To promulgate together with this Resolution the Government’s Action Programme to implement Directive No. 49-CT/TW of June 28, 2025, of the Party Central Committee’s Secretariat, on foreign non-governmental work for the 2026-2030 period.

Article 2. This Resolution takes effect on the date of its signing.

Article 3. Ministers, heads of ministerial-level agencies, heads of government-attached agencies, Chairpersons of provincial-level People’s Committees, and related agencies, organisations and individuals shall implement this Resolution.-

The Government’s Action Programme to implement Directive No. 49-CT/TW of June 28, 2025, of the Party Central Committee’s Secretariat, on foreign non-governmental work for the 2026-2030 period

(To the Government’s Resolution No. 100/NQ-CP of April 6, 2026)

I. OBJECTIVES

1. To institutionalise and fully and seriously implement the viewpoints, objectives, tasks and solutions set forth under Directive No. 49-CT/TW of June 28, 2025, of the Party Central Committee’s Secretariat, on foreign non-governmental work for the 2026-2030 period (below referred to as Directive No. 49-CT/TW)

2. To reach consensus on the Action Programme, identify specific tasks for ministries, sectors and localities to formulate their action plans, and organise the implementation, examination, supervision and evaluation of the implementation of Directive No. 49-CT/TW, realising the goals of encouraging and creating favourable conditions for foreign non-governmental organisations (NGOs) to operate in Vietnam, contributing to promoting friendly relations and cooperation between the people of Vietnam and the people of the world; mobilising the sympathy and support of international friends for Vietnam; and taking advantage of external resources to serve national development, in conformity with Vietnam’s guidelines, policies and interests.

II. SPECIFIC TASKS

To achieve the objectives set forth under Directive No. 49-CT/TW, in the time to come, in addition to regular tasks, ministries, ministerial-level agencies, government-attached agencies and provincial-level People’s Committees shall concretise, and organise the performance of, the following tasks:

1. Strengthening the Party’s leadership; renewing thinking, and achieving high consensus on awareness and action in foreign non-governmental work in the new situation

a/ To regularly and extensively disseminate, carry out publication communication about, and ensure the thorough implementation of, Directive No. 49-CT/TW and the Party’s and the State’s guidelines and policies on foreign non-governmental work to raise the awareness and responsibility of administrations at all levels and people’s organisations regarding foreign non-governmental work in the new situation, with appropriate forms and contents.

b/ To disseminate, carry out publication communication about, and implement foreign non-governmental work in association with the effective implementation of the Political Bureau’s Resolution No. 35-NQ/TW of October 22, 2018, strengthening and protecting the Party’s ideological foundation and combating and refuting erroneous and hostile viewpoints in the new situation; to proactively fight and thwart all conspiracies and activities of hostile forces aimed at sabotaging, promoting “peaceful evolution” in, and interfering in the internal affairs of, Vietnam; to firmly protect Vietnam’s sovereignty, sovereign rights, jurisdiction, and lawful and legitimate rights and interests in accordance with international law.

c/ To diversify and innovate the contents and methods, and improve the quality and effectiveness of the dissemination and public communication work of administrations at all levels and people’s organisations; to concretise the contents of dissemination for each target group of agencies and organsations at the central, local and grassroots levels. To boost digital transformation, develop digital data, intensify the application of information technology and digital technologies, and utilise online platforms in the information and dissemination work regarding activities concerning foreign non-governmental work.

d/ To improve the effectiveness of information exchange mechanisms among ministries, sectors, localities and focal-point agencies on foreign non-governmental work to proactively research and forecast global and regional situations and trends, evaluate political, economic and security factors, correctly and fully identify favourable and unfavourable aspects, contributing to improving the effectiveness of foreign non-governmental work; to firmly protect security and national interests; to promptly advise the Party and State to direct committees, ministries, sectors and localities to formulate appropriate plans, measures and policy responses; to establish inter-disciplinary mechanisms, especially in new and sensitive fields or those with significant political and social impacts such as human rights, environment, energy transition, data, etc., in order to promptly prevent and mitigate adverse impacts, make the best use of favourable factors, and take advantage of foreign non-governmental aid resources.

e/ To strengthen dialogues and policy exchanges in a selective manner with large, prestigous foreign NGOs so as to take the initiative in setting directions for cooperation, creating consensus, and mitigating inappropriate approaches and activities.

2. Promoting the reform, and improving and enhancing the quality and effectiveness of the implementation of institutions, policies and laws

a/ To study and propose the formulation legal documents to comprehensively regulate the activities of domestic and foreign NGOs and non-profit organisations operating in Vietnam.

b/ To review and evaluate the implementation of the Government’s Decree No. 58/2022/ND-CP of August 31, 2022, on the registration and management of operation of foreign NGOs in Vietnam, advise and propose to the Government amendments and supplementations to regulations in conformity with practical requirements and implementation.

c/ To enhance the effect, effectiveness and strictness in organisation of implementation of laws; to improve the awareness of individuals, organisations and the entire society regarding law compliance in the fields related to activities concerning foreign non-governmental work in Vietnam, including studying and formulating regulations and sanctions appropriate to the nature and content of violations committed in the operation of foreign NGOs in Vietnam and in cooperation activities, and receipt, management and use of foreign non-governmental donations by Vietnamese counterpart agencies.

d/ To attach importance to the regulatory impact assessment work, ensuring harmony between the state management requirements, national security, and the need for expanding international cooperation and integration.

3. Improving the quality of state management of foreign non-governmental activities and aid, ensuring effect, effectiveness, modernity and professionalism

a/ To build a service-oriented and development-facilitating administration, placing citizens and beneficiaries at the centre of the administrative work related to the activities of foreign NGOs; to modernise public administration and data-driven governance; to strongly shift from pre-licensing inspection to post-licensing inspection, in association with enhancing examination and supervision.

b/ To create the most favourable conditions in the settlement of administrative procedures; to clearly assign jobs, decentralise powers and define responsibilities among different levels and sectors of each agency and unit, and clearly define the responsibilities of the head of each agency and unit in settling administrative procedures; to strictly handle acts of corruption, seeking of personal interests, and harassment committed by cadres and civil servants.

c/ To regularly review and innovate the procedures for issuance, renewal, modification, supplementation and re-issuance of registration certificates for foreign NGOs, and the procedures for appraising cooperation activities and the receipt, management and use of foreign non-governmental donations in line with the policies on streamlining organisational structures and further reforming the political system’s organisational apparatus, and requirements on reducing administrative procedures through simplification, digitalisation and exploitation of national data.

d/ To develop and improve governance tools suitable to Vietnam’s conditions, including promoting the digitalisation of procedures, exploitation of digital data and application of information technology in the management of foreign non-governmental activities and aid; to standardise the reporting regimes, strengthen inspection and supervision, and establish mechanisms for exchange and discussion between management agencies and foreign NGOs to improve the effectiveness of interaction and compliance.

dd/ To formulate and standardise a set of criteria for evaluating the activities of foreign NGOs, ensuring conformity with current regulations.

e/ To gradually build an interconnected data system and an early warning mechanism based on the exploitation of digital data, serving research, forecasting and post-licensing inspection activities. To study establishing a mechanism for classifying and assessing the risk level of foreign NGOs to serve as a basis for applying appropriate, flexible and effective management methods for each specific group.

g/ To enhance the responsibility and bring into full play the role of functional agencies and improve the effect and effectiveness of state management regarding foreign non-governmental work; to attach importance to managing cooperation activities with foreign NGOs in the fields of law, administrative reform and judicial reform.

4. Encouraging, promoting, and creating favourable conditions for the operation of foreign NGOs in Vietnam for the purpose of development support and humanitarian aid, and strengthening the mobilisation of resources for national development

a/ To expand and develop relations with foreign NGOs on the basis of ensuring harmony among political, economic, security and foreign relations requirements to serve the country’s development goals. To strengthen the mobilisation and make use of the consensus and support of foreign NGOs for the Party’s and the State’s guidelines and policies, as well as their support for Vietnam in bilateral cooperation and in multilateral forums.

b/ To disseminate and carry out public communication about the Party’s and the State’s guidelines and policies, and Vietnam’s law in a complete and prompt manner to foreign NGOs and partners so as to ensure their full understanding and realisation of, and proper and full compliance with, Vietnam’s law.

c/ To positively mobilise resources and knowledge from foreign NGOs, proactively call for focused and targeted technical and financial assistance, in association with strategic breakthroughs and major development programmes of the country, especially in emerging fields such as digital transformation, green growth, circular economy, innovation, etc.

d/ To propose mechanisms, policies and forms of commendation and encouragement for foreign NGOs that operate effectively and make positive contributions to Vietnam’s development.

5. Encouraging the formation and development of people’s organisations and non-profit organisations with principles, objectives and priority areas consistent with the nation’s interests and development trends of the international context

a/ To improve the legal framework for people’s organisations, associations and other legal entities, creating a favourable environment for the formation and development of domestic organisations. To review, amend and improve legal documents on associations, funds, and science and technology organisations towards transparentisation of establishment procedures and charter recognition; ensuring the autonomy and accountability of these organisations before law.

b/ To formulate mechanisms and policies to encourage the establishment of organisations operating in emerging fields, in line with international trends and the country’s urgent needs, such as climate change response, green growth, circular economy, digital transformation, support for vulnerable groups, gender equality, etc. To promulgate a list of areas where the mobilisation of social resources is encouraged so as to set directions for domestic organisations, ensuring consistency between these organisations’ objectives and the socio-economic development strategies of localities and the country.

c/ To enhance the political awareness, professional, governance and international cooperation capacity of people’s organisations, non-profit organisations, social enterprises, and community organisations, enabling them to proactively cooperate with, set directions for, and effectively receive resources from, foreign NGOs.

d/ To consider and encourage capable and experienced domestic people’s organisations to participate deeply in multilateral forums to contribute to Vietnam’s voice. In the long term, when domestic resources are strengthened, to study developing models of people’s organisations, associations and other legal entities operating abroad, thereby supporting the effective exercise of Vietnam’s soft power and establishing the country’s positive position in priority areas.

6. Enhancing the effect and effectiveness of directing and coordinating foreign non-governmental work

a/ To consolidate the tasks and powers of management agencies and the Committee for Foreign Non-Governmental Organisation Affairs in Vietnam, ensuring consistency, streamlined organisation, effect and effectiveness. To consolidate and organise divisions in charge of foreign non-governmental work in localities in a streamlined, strong, modern and professional manner, in line with the overall policy on continuing to reform and streamline the organisational apparatus of the political system.

b/ To enhance the role and responsibilities of sectors and People’s Committees at all levels and responsibilities of the heads in performing the state management and to guide and examine the implementation; to periodically supervise, inspect and examine the observance of law in activities of foreign NGOs and in the receipt, management and use of foreign non-governmental aid.

c/ To strengthen the reporting responsibility and accountability of foreign NGOs in providing and implementing foreign non-governmental aid.

d/ To innovate and enhance the proactiveness, quality and effectiveness of, and diversify, the channels, frameworks and forms of coordination and information exchange among ministries, focal agencies responsible for foreign non-governmental work of ministries, sectors and localities, and domestic organisations, in line with practical requirements, so as to create substantive changes in the coordination and implementation. To formulate and effectively implement a national data system, coordination and information exchange mechanisms, and inter-sectoral databases on emerging issues/fields in the foreign non-governmental sector.

dd/ To enhance the proactive role of overseas Vietnamese representative missions in mobilising foreign non-governmental aid.

7. Improving the quality of human resources and promoting the training and development of the contingent of cadres engaged in foreign non-governmental work

a/ To strengthen the training and refresher training work, to improve political qualities, professional qualifications, and update knowledge about the Party’s and the State’s guidelines and policies on external relations; to improve the awareness of national security, global trends in development assistance, and the ability to identify and prevent money laundering and terrorist financing for the contingent of cadres engaged in foreign non-governmental work at all levels, ensuring they possess sufficient qualities, discipline, and capacity to meet the requirements of the assigned tasks in the new situation.

b/ To regularly organise refresher training, skill training and professional development courses on foreign non-governmental work; to provide training in skills required for mobilising and implementing programmes and projects, and using foreign non-governmental aid for agencies, organisations and cadres involved in foreign non-governmental work of all levels and sectors.

c/ To strengthen information and provide guidance for personnel working for foreign NGOs in Vietnam. To build a network connecting Vietnamese people working for foreign NGOs in Vietnam to share information and exchange experience on advising foreign NGOs on developing long-term operation programmes in, and implementing practical programmes and projects suitable to, Vietnam.

III. ORGANISATION OF IMPLEMENTATION

1. Based on Directive No. 49-CT/TW and the Government’s Action Programme, ministries, ministerial-level agencies, government-attached agencies and provincial-level People’s Committees shall, within the ambit of their functions and tasks, assume the prime responsibility for, and coordinate with one another in, implementing the Government’s Action Programme to implement Directive No. 49-CT/TW and, at the same time, fully concretise the tasks in the Action Programme in their annual working plans to serve as a basis for budget estimation.

2. Ministries, ministerial-level agencies, government-attached agencies and provincial-level People’s Committees shall review action programmes and plans on implementation of Party’s resolutions and the Government’s action programmes that are still in effect and related to foreign non-governmental work, so as to adjust and ensure their synchronism with the Action Programme on implementation of this Resolution; this task must be completed in the second quarter of 2026.

3. Ministers, heads of ministerial-level agencies, heads of government-attached agencies and Chairpersons of provincial-level People’s Committees shall focus on directing the performance of the tasks and solutions set forth under the Action Programme; strengthen the urging and examination of the implementation of the Action Programme; and properly perform the emulation and commendation work. Before December 1 every year, they shall include the implementation results of this Action Programme in their foreign affairs reports and submit them to the Ministry of Foreign Affairs for summarisation and reporting to the Prime Minister and the Party Central Committee’s Secretariat. Ministries, sectors and localities shall proactively coordinate with the Ministry of Foreign Affairs in reporting issues falling beyond their competence to the Prime Minister for consideration and decision.

4. The Ministry of Foreign Affairs shall assume the prime responsibility for, and coordinate with ministries, sectors and localities in, monitoring, urging and organising the examination and supervision of the implementation of the Action Programme, promptly report and propose to the Government and the Prime Minister necessary measures to ensure the comprehensive, synchronised and effective implementation of the Action Programme.

5. Based on the proposals of ministries, ministerial-level agencies, government-attached agencies, and provincial-level People’s Committees, the Ministry of Finance shall summarise and submit to the competent authority for allocation of annual state budget expenditure estimates in accordance with the law on the state budget for performance of the assigned tasks under the Action Programme.

6. In the course of implementation of this Resolution, in case there are specific or asiring issues requiring amendment or supplementation of the Government’s Action Programme, ministries, sectors and localities shall proactively propose such issues to the Ministry of Foreign Affairs for summarisation and reporting to the Prime Minister for consideration and decision.-
