RESOLUTION
Promulgating the ethnic minority affairs strategy for the 2021-2030 period with a vision toward 2045[1]
GOVERNMENT
Pursuant to the June 19, 2015 Law on Organization of the Government; and the November 22, 2019 Law Amending and Supplementing a Number of Articles of the Law on Organization of the Government and the Law on Organization of Local Administration;
Pursuant to the Political Bureau’s Conclusion No. 65-KL/TW of October 30, 2019, on further implementation of Resolution No. 24-NQ/TW of the Party Central Committee (the 9th Congress) on ethnic minority affairs in the new situation;
Pursuant to the National Assembly’s Resolution No. 88/2019/QH14 of November 18, 2019, approving the overall scheme on socio-economic development of ethnic minority and mountainous regions in the 2021-2030 period;
Based on the 10-year socio-economic development strategy for the 2021-2030 period;
At the proposal of the Minister-Chairman of the Committee for Ethnic Minority Affairs.
RESOLVES:
Article 1. To promulgate together with this Resolution the ethnic minority affairs strategy for the 2021-2030 period with a vision toward 2045.
Article 2. This Resolution takes effect on the date of its signing.
Article 3. Ministers, heads of ministerial-level agencies, heads of government-attached agencies, chairpersons of provincial-level People’s Committees, and related agencies, organizations and individuals shall implement this Resolution.-

THE ETHNIC MINORITY AFFAIRS STRATEGY FOR THE 2021-2030 PERIOD WITH A VISION TOWARD 2045
(Promulgated together with the Government’s Resolution No. 10/NQ-CP
of January 28, 2022)
In order to concretize the Political Bureau’s Conclusion No. 65-KL/TW of October 30, 2019, on further implementation of Resolution No. 24-NQ/TW of the Party Central Committee (the 9th Congress) on ethnic minority affairs in the new situation; based on the 10-year socio-economic development strategy for the 2021-2030 period and the National Assembly’s Resolution No. 88/2019/QH14 of November 18, 2019, approving the overall scheme on socio-economic development of ethnic minority and mountainous regions in the 2021-2030 period, the Government promulgates the Resolution on the ethnic minority affairs strategy for the 2021-2030 period with a vision toward 2045 (below referred to as the Strategy) with the following principal contents:
I. VIEWPOINTS
- To persistently and consistently implement the Party’s viewpoints on ethnic minority affairs: All ethnic groups are equal, and unite, respect and assist one another in development; to bring into the fullest play the strength of the great national unity; to arouse the aspiration of national development, the will of self-reliance and national pride in the ethnic minority community toward the goal of building prosperous Vietnam.
- To harmoniously settle relations and interests among ethnic groups, ensuring stability, sustainable development and extensive and profound international integration; to regard ethnic minority work as a fundamental, long-term and urgent strategic issue and a common task of the entire Party, people, army and the whole political system.
- To consider investment in socio-economic development as an important task for sustainable development and improvement of material and spiritual lives of people in ethnic minority and mountainous regions; to contribute to step by step narrowing the gap of living standards and income between ethnic minority people and the country’s average level and to associate it with the task of building a strong grassroots political system; to consolidate the national defense and security potential, firmly safeguard the national border sovereignty, and build a borderline of peace, friendship, cooperation and development.
- To promote the role and functions of the state management agencies in charge of ethnic minority affairs from the central level to local level in implementing ethnic minority policies.
- To intensify international cooperation, and diversify, attract and mobilize resources for effective implementation of programs, projects and policies on ethnic minority affairs, in which state resources are important and have decisive significance; to focus intensive investment in ethnic minority groups facing difficulties or special difficulties and areas with extremely difficult conditions in ethnic minority and mountainous regions.
II. OBJECTIVES AND VISION TOWARD 2045
1. Objectives
- To prioritize comprehensive, fast and sustainable development of ethnic minority and mountainous regions; to tap potential, effectively bring into play comparative advantages of regions, protect the environment and living spaces of ethnic minority people.
- To narrow the income gap between the ethnic minority and mountainous regions and the developed areas.
- To gradually reduce the number of communes and villages with extremely difficult conditions, markedly improve living standards and raise the livelihood of ethnic minority people, focus on attracting resources for building a complete socio-economic infrastructure system connected with the developed regions.
- To accelerate comprehensive development of education, training, healthcare and culture; to ensure social security, fast and sustainable poverty reduction; to improve the effectiveness of the state management and quality of the pool of ethnic minority cadres, civil servants, public employees and workers.
- To improve the effectiveness of the state management and quality of human resources in ethnic minority and mountainous regions.
- To gradually eliminate backward customs and traditions while conserving and upholding fine traditional cultural identities of ethnic minority groups.
- To focus on building a firm and strong grassroots political system, maintaining political security, social order and safety, thus contributing to firmly defending the territorial sovereignty and national border security.
- To consolidate the strength of the great national unity for the goal of a prosperous people and a strong country with democracy, justice and civilization.
2. Specific targets
a/ Targets by 2025
- A per-capita income of ethnic minority people will be more than twice that in 2020;
- The rate of poor ethnic minority households will be reduced by more than 3% year on year;
- All communes will have asphalted or concrete motor roads to their centers; 70% of villages will have solidified motor roads to their centers; all schools, class rooms and health stations will be firmly built; 99% of households will have access to the national power grid and other appropriate power sources; 90% of ethnic minority people will have access to clean water; all ethnic minority people will be covered by television and radio broadcasting;
- The farming and residence sedentarization work will be basically completed with 90% of unplanned migrating households resettled; 60% of ethnic minority households scatteredly residing in special-use forests, remote areas and areas prone to flash floods and landslides will be relocated to new resettlement areas; and the situation of scarcity of residential land and production land for ethnic minority people will be basically addressed.
- More than 98% of five-year-old children will go to preschool classes, and 97%, 95% and 60% of children of school age will go to primary, lower secondary and upper secondary schools, respectively; and over 90% of ethnic minority people aged 15 years or older will be able to fluently read and write Vietnamese language;
- Healthcare activities will be intensified to ensure that ethnic minority people will have access to modern healthcare services; epidemics in ethnic minority and mountainous regions will be controlled and eliminated; 98% of total ethnic minority population will be covered by health insurance; more than 80% of pregnant ethnic minority women will receive regular prenatal care checkups and be able to give birth at medical establishments or with help of medical workers; the rate of malnourished underweight children will be reduced to below 15%;
- Half of ethnic minority laborers of working age will receive job training suitable to their needs and conditions;
- Fine traditional cultural values and identities will be conserved and promoted; 80% of villages will have communal houses; half of total villages will have their own folk culture and art performance groups or clubs which can render regular and quality performances;
- The pool of ethnic minority cadres, especially those of local ethnic minority groups, will be trained, planned and built to ensure the rate of cadres, civil servants and public employees from ethnic minority groups is reasonably in proportion to the population of these groups in each locality.
b/ Targets by 2030:
- The average economic growth rate of provinces in ethnic minority and mountainous regions will reach at least between 6.0 and 6.5% per annum.
- A per-capita income of ethnic minority people will be equal to half of the whole country’s average level; the rate of poor ethnic minority households will be reduced to below 10%; there will no longer be communes and villages with extremely difficult conditions; and 70% of communes in ethnic minority and mountainous regions will attain new-countryside standards;
- Social labor productivity in ethnic minority and mountainous regions will record an annual average increase of 6.5%.
- The Human Development Index of ethnic minority groups in ethnic minority and mountainous regions will reach over 0.69.
- The average life expectancy of ethnic minority people will be 75 with the minimum healthy life of 68 years.
- The rate of ethnic minority people of working age who receive job training suitable to their needs and conditions and have stable income will reach 35-40%, at least half of whom are females.
- The rural workforce in ethnic minority regions will be restructured, with 3% of total workforce annually shifted to industrial, cottage industry and handicraft, tourist and service sectors; and 40% of ethnic minority laborers with at least half of whom being females will be able to work in these sectors.
- More than 95% of commune-level cadres and civil servants of ethnic minority and mountainous regions will possess professional qualifications of intermediate or higher level, more than 70% of whom will possess a bachelor’s degree or intermediate or higher level in political theory, and more than 90% of whom will receive further training in ethnic minority knowledge for 4 groups of subjects.
- At least 80% of ethnic minority farmer households will be engaged in commodity agriculture-forestry sectors;
- There will be no more makeshift and dilapidated houses; the eco-environmental degradation will be stopped;
- Over 85% of ethnic minority and mountainous communes and villages will have adequate infrastructure facilities to meet requirements of socio-economic development and improvement of the people’s living standards;
- Unplanned migration of ethnic minority people will be basically controlled; all ethnic minority households scatteredly residing in special-use forests, remote areas and areas prone to flash floods and landslides will be relocated to resettlement areas;
- To maintain and increase the country’s forest coverage rate to at least 42%;
- Targets set forth as the national sustainable development goals until 2030 will be basically achieved.
3. Vision toward 2045
- A per-capita income of ethnic minority people will be equal to more than half of the country’s average level.
- There will no longer be poor ethnic minority households; and ethnic minority people will have full access to basic social services.
- All communes and villages in ethnic minority and mountainous regions will have adequate infrastructure facilities to meet requirements of socio-economic development and people’s living standard improvement.
III. TASKS AND IMPLEMENTATION SOLUTIONS
1. Breakthrough tasks
a/ To further institutionalize the Party’s guidelines on ethnic minority affairs and ethnic minority policies; to review and revise to improve policies and laws toward ethnic minority people; to raise the efficiency and effectiveness of the state management of ethnic minority affairs.
b/ To formulate appropriate mechanisms and policies to bring into play strengths, potential and peculiarities of ethnic minority and mountainous regions for sustainable development and promotion of the spirit of self-reliance of ethnic minority people in socio-economic development, fast and sustainable poverty reduction and assurance of national defense and security.
c/ Human resource development
- To prioritize training of high-quality human resources to serve as a focal point to lead and gather ethnic minority people in production organization and social management; to develop human resources capable of applying latest scientific and technological advances associated with promoting indigenous knowledge and living and production experiences of ethnic minority people in the economic development and solving arising problems in social reality.
- To focus on training, further training and improving the quality of cadres, civil servants, public employees and armed forces personnel working in ethnic minority and mountainous regions so as to meet the requirements of the Fourth Industrial Revolution, attaching special importance to training, planning, building and on-site development of ethnic minority personnel to ensure that the rate of ethnic minority cadres, civil servants and public employees is reasonably in proportion to the population of these ethnic groups in each locality, agency or unit, especially in state management agencies in charge of ethnic minority affairs and implementation of ethnic minority policies.
- To pay due attention to developing the pool of female ethnic minority cadres, civil servants and public employees; to support them in capacity building to be eligible for introduction to leadership and managerial positions in agencies and organizations of the political system.
- To improve the quality of education, training and vocational training for children in ethnic minority and mountainous regions; to focus on training and further training in professional disciplines with urgent human resource demands such as doctors, pharmacists, agricultural and information technology engineers, and personnel for cultural management, economic management, finance-banking, personnel management and food technology.
d/ To develop complete essential infrastructure facilities to serve the people’s daily life, production and trade, enhance market connectivity and goods circulation in order to meet socio-economic development requirements of ethnic minority and mountainous regions; to prioritize the development of inter-provincial and inter-district road system connected to the national road system, inter-regional connectivity and transport connection with neighboring countries bordering ethnic minority and mountainous regions.
dd/ To strongly develop digital economic infrastructure facilities, speed up digital transformation in ethnic minority and mountainous regions; to build and synchronously develop the infrastructure facilities of the national database on ethnic groups to serve the management, administration and direction of functional agencies.
e/ To intensify the research and application of scientific and technological advances; to encourage startups, start businesses, innovation and inventions suitable to particular conditions of ethnic minority and mountainous regions.
g/ To intensify the provision of information and public communication about the Party’s guidelines and the State’s policies, to disseminate law education among the people in ethnic minority and mountainous regions; to consolidate the social consensus and ethnic minority people’s trust in the Party and the State.
2. Major tasks
a/ Renovation of modes of state management of ethnic minority affairs
To clearly define and assign roles and responsibilities of agencies from the central level to local levels in performing the task of ethnic minority affairs and ethnic minority policies; to improve the effectiveness and efficiency of the state management of ethnic minority affairs; to reform the organization of the Committee for Ethnic Minority Affairs and state management agencies in charge of ethnic minority affairs in localities in the direction of streamlining, synchronicity, unity and flexibility to meet requirements in the new situation.
b/ Economic development
To concentrate investments in strongly developing multi-sectoral commodity economy; to pay special attention to the development of collective economy, cooperative economy and private economy, combing production and processing, connecting markets, creating value chains, and increasing value with the aim of promoting local potential and advantages suitable to peculiarities of ethnic minority and mountainous regions.
- Regarding agriculture:
+ To sustainably develop agriculture with improved quality, increased value and competitiveness; to focus on building zones for concentrated and intensive farming on a reasonable scale and suitable to local soil and climate conditions and employing local laborers; to attach special importance to the restructure of farm products in 3 key groups (national, provincial and local specialties) in association with the One Commune One Product (OCOP) Program; to set orientations for the restructuring of agricultural production in different sectors and regions in line with the agricultural restructuring plan for the 2021-2025 period.
+ To pay special attention to sustainable forestry development associated with forest protection and generation of more income for ethnic minority people; to complete the land allocation together with forest allocation to organizations, individuals and households under approved master plans; to provide residential and production land areas and adopt policies to provide appropriate support to ethnic minority households and poor Kinh households residing in ethnic minority and mountainous regions; to resolutely put an end to the situation of deforestation for milpa farming and destruction of forest land areas.
- Regarding industry and construction:
+ To review and rationally plan industries, select a number of key industries and fields with potential and strengths for prioritized development together with enhanced management of natural resources and environmental protection, and protection of protective forests, watershed forests and ethnic minority-inhabited regions.
+ To establish industrial linkage clusters suitable to potential and strengths of ethnic minority and mountainous regions aimed at promoting regional connectivity; to draw up a scheme to develop economic-defense groups and economic-defense zones in strategic and key areas in order to develop national defense and security industry combined with civil industry.
+ To allocate state resources and mobilize social resources for synchronous development of socio-economic infrastructure facilities in which priority will be given to solidifying roads, hydraulic structures, markets, schools, health stations and cultural houses; to connect the national power grid’s transmission stations to households; to complete telecommunications, information and communication infrastructure facilities so as to serve production and daily needs.
+ To plan the system of new urban centers and residential areas and speed up the completion of farming and residence sedentarization projects, population arrangement and stabilization in order to end the situation of spontaneous migration; to improve the construction sector’s capacity to ensure that it is fully capable of designing and constructing works suitable to peculiar conditions of ethnic minority and mountainous regions.
Regarding trade, services and tourism:
+ To attach special importance to the development of border trade with the bordering countries of China, Laos and Cambodia; to effectively exploit newly signed Free Trade Agreements in order to increase exports to the European and American countries and new markets while protecting production and brands of Vietnamese products and interests of consumers; to promote the circulation and consumption of regional and inter-regional goods through the system of wholesale markets and trade promotion fairs; to promote the application of scientific and technological advances in the development of distribution and e-commerce channels; to develop new production, business, and sharing economy models suitable to peculiarities of ethnic minority and mountainous regions.
+ To promote the development of ecotourism and historical-cultural tourism, develop “green” tourism products, “experience” tourism, “farm” tourism, and respect natural factors and local culture in each region.
c/ Education-training development
- To bring into full play and improve effectiveness of the illiteracy eradication and universalization of early childhood, primary and lower secondary education with special priority given to illiteracy eradication for women and girls in regions with extreme difficult socio-economic conditions, and ensure a balanced literacy rate between men and women; to effectively implement the policy on exam-free enrolment of ethnic minority pupils and students, linking training with local needs and job placement capability.
- To review and reorganize the network of educational institutions in ethnic minority and mountainous regions under a rational roadmap, ensuring students’ learning interests and meeting local socio-economic development requirements; to attach special importance to consolidating and rationally developing the number, quality and scale of boarding general education schools for ethnic minority students, semi-boarding general education schools for ethnic minority students and pre-university schools in order to meet local demands and suit local practical conditions.
- To step up physical education to protect, provide healthcare to, and increase height of, children and students in ethnic minority and mountainous regions; to teach Vietnamese and ethnic minority languages simultaneously to meet needs and be suitable to capability and aptitudes of each target group.
- To intensify vocational education and level-based ramification of students based on local production and business reality and labor needs; to implement a mechanism to attract the participation of vocational education institutions and enterprises in formulating programs and compiling materials and evaluating results of education on career orientation in general education schools and continuing education centers.
- To prioritize the arrangement of a sufficient number, structure and further training to standardize the contingent of teachers and administrators in educational institutions to meet education and training reform requirements; to further study, propose, amend, supplement, improve and effectively implement educational policies for ethnic minority and mountainous regions.
d/ Healthcare and population
- To prioritize the solution of health problems of ethnic minority people; to increase ethnic minority people’s access to quality healthcare and population services; to reduce healthcare costs for poor and ethnic minority people; to pay due attention to the implementation of specific health insurance policies, upgrade of the healthcare system, and development of the contingent of grassroots medical workers; and to disseminate policies on population and family planning, vaccination, nutrition and food safety and hygiene, etc.
- To intensify the provision of guidance and public communication about gender equality and harmful effects of child marriage and consanguineous marriage, and adopt a mechanism for ethnic minority women to better access public and essential social services, marriage and family planning counseling services, and women and children protection.
- To pilot and eventually widely realize models of medical establishments that provide combined military-civilian medical services in medical examination and treatment to the people.
d/ Ethnic groups’ cultural conservation and development
- To conserve and promote tangible and intangible cultural values in order to create diversity in unity of the Vietnamese culture; to create vigorous changes in ethnic minority groups’ awareness about and sense of protection and promotion of cultural heritage values; to preserve, honor and promote fine traditional cultural identity through languages, handwriting, festivals, traditional art performances and traditional lunar new year of ethnic minority people.
- To synchronously develop the system of grassroots cultural and sports institutions to meet spiritual and cultural creation and enjoyment needs of the people in ethnic minority and mountainous regions.
e/ National defense and security
- To focus on public communication and mobilization and raise the awareness of ethnic minority people in order to promptly identify, actively fight, prevent and stamp out hostile forces’ plots and activities aimed at inciting people and dividing the great national unity bloc sowing separatism or national autonomy, inciting riots and protests; and disrupting social order and safety.
- To effectively organize the work of grasping the situation at the grassroots level and thoughts and aspirations of ethnic minority people, promptly advise competent authorities in dealing with unexpected events so not to let them develop into security and order “hotspots”; to promptly settle complicated developments related to belief and religious activities in ethnic minority and mountainous regions, prevent enemies and reactionary forces from taking advantage of abusing “nation”, “religion”, “democracy”, “human rights” to incite people to protest; to further promote the role of prestigious people among ethnic minority people in the cause of national construction and defense.
- To develop militia and self-defense and military reserve forces in ethnic minority and mountainous regions in terms of quantity and quality, especially in localities with extreme socio-economic difficulties; to increase coordination between militia and self-defense forces with public security forces in communes, wards, townships and other forces in maintaining political security, social order and safety at the grassroots level, thus contributing to building the all-people national defense posture associated with the people’s security posture and consolidate the people’s trust.
g/ External affairs
- To attract investment resources of the international community, particularly countries bordering Vietnam, for ethnic minority and mountainous regions; to disseminate and popularize knowledge and skills for friendship exchange with people in neighboring countries.
- To link military diplomacy, border defense diplomacy and public security diplomacy with Laos, Cambodia and China in maintaining security and order along the borderline; to combat drug crimes, “human trafficking” and coordinate with one another in counter-terrorism.
- To raise the effectiveness of external affair communication to help the international community properly understand and support the State’s and the Party’s guidelines and policies; to promptly prevent untrue and distorted information on the Party’s and the State’s ethnic minority affairs.
h/ Consolidation of the grassroots political system
To build and consolidate a strong grassroots political system, particularly in key and strategic locations in bordering areas and revolutionary bases.
3. Implementation solutions
a/ Raising awareness about ethnic minority affairs
To strictly grasp and raise awareness as well as sense of responsibility of administrations and people for performing ethnic minority affairs; to clearly understand roles, positions and great potential of ethnic minority and mountainous regions as well as the Party’s and State’s consistent ethnic minority policies and actively implement the Strategy in the new situation; to focus on building a strong grassroots political system, thereby putting an end to the situation that there are still ethnic minority villages without Party organizations and members.
b/ Ensuring resources for the implementation of the Strategy
- To formulate mechanisms, policies and solutions to prioritize the mobilization of resources (ODA and concessional loans from foreign donors) for achieving the Strategy’s targets in which funds for the implementation of the Strategy are covered by the state budget and mobilized from other lawful sources.
- To study incentive mechanisms and policies to mobilize the participation of commercial banks and microfinance institutions in the implementation of credit packages, investment capital insurance and production development support, thus contributing to promoting the will to self-reliance and efforts to quickly and sustainably escape from poverty in ethnic minority and mountainous regions.
- To recommend special policies to encourage, attract and support organizations and individuals to invest in socio-economic development in ethnic minority and mountainous regions.
c/ Renovating the formulation and implementation of ethnic minority affairs policies
- To promptly review, adjust and supplement to complete the relevant legal system to meet development requirements of ethnic minority and mountainous regions and tasks of ethnic minority affairs in the new period; to concretize the Strategy into action programs, projects and plans for implementation as suitable to resources and practical situation.
- To make public and transparent programs, projects and plans for the people and socio-political organizations to take part in the management, supervision, contribution of opinions and social criticisms; to enhance the inspection and evaluation of levels of achievement of promulgated policies’ targets, organize preliminary and final reviews, and draw experience so as to make timely adjustments and supplementations of ethnic minority policies and address shortcomings and limitations; to assign specific tasks to in-charge agencies and coordinating agencies in the implementation of ethnic minority policies.
d/ Strengthening the apparatus, reforming operation and improving the effectiveness of state management agencies in charge of ethnic minority affairs
- To further strengthen and build the organizational system of state management agencies in charge of ethnic minority affairs from the central level to local levels, ensuring their operation effectiveness and efficiency; particularly for localities in which no state management agencies in charge of ethnic minority affairs exist to arrange sufficient human resources for agencies assigned to perform state management functions and tasks regarding ethnic minority affairs; to urgently submit to the Government for approval functions, tasks, organizational structure and operation of the Committee for Ethnic Minority Affairs, ensuring its role in assuming the prime responsibility for or coordinating with other agencies in appraising policies applicable to ethnic minority and mountainous regions under regulations.
- To build and direct the implementation of the plan on administrative reforms for the 2021-2025 period, and step up the application of information technology in the management and administration by state management agencies in charge of ethnic minority affairs at all levels; to improve the database system and the information and reporting regime on ethnic minority affairs from the central level to grassroots levels in order to improve the effectiveness and efficiency of the state management of ethnic minority affairs.
- To elaborate regulations on coordination among ministries, sectors and localities in organizing the implementation of the Strategy, ensuring the clear task assignment and effective coordination among related agencies and organizations.
dd/ Formulating and implementing schemes, programs and policies to implement the Strategy
- To focus on effectively implementing the overall scheme and the national target program on socio-economic development in ethnic minority and mountainous regions for the 2021-2030 period, striving for achievement of set targets.
- To study and recommend a number of new policies on the basis of reviewing implementation results of the previous period, ensuring compliance with the Party’s orientations and guidelines, the State’s major policies and practical conditions of each locality or ethnic minority group; to step up the decentralization and delegation of powers and tasks to localities to take the initiative in promulgating special mechanisms and policies for organizing the implementation of the Strategy toward higher quality, greater depth and sustainability, focusing on the following policies:
+ To plan the development of sectoral linkage clusters in order to bring into full play potential and advantages of ethnic minority and mountainous regions; to promote the development of supporting industries and services to facilitate deep participation in global value chains, thereby meeting diverse needs of foreign-invested enterprises; to form dynamic axes, zones producing industrial and commodity agricultural products and goods, and providing services and tourism suitable to characteristics and socio-economic conditions of each locality; to adopt policies to attract and encourage enterprises to invest in ethnic minority and mountainous regions and areas with extremely difficult socio-economic conditions.
+ To develop a mechanism to mobilize resources and promote public-private partnership (PPP) in the development of socio-economic infrastructure, especially transport, power, irrigation and communications systems, education institutions, healthcare and social welfare facilities.
+ To continue to study, revise or promulgate new policies in the fields of culture, health, education, training, human resource development, vocational training and job creation for ethnic minority and mountainous regions, focusing on training and further training of human resources for economic and financial management and production administration for households, particularly those participating in the common value chain and engaged in production and business activities; to train, further train and recruit cadres, civil servants and public employees of ethnic minority groups; to conserve traditional culture; to raise the level of cultural enjoyment; to improve the quality of medical services; to provide clean water and environmental sanitation.
+ To continue to formulate schemes and policies on information and public communication to raise awareness, promote internal strength, arouse aspirations and self-reliance of ethnic minority people; to renovate the communication among and mobilization of ethnic minority people suitable to each locality, customs and habits of each ethnic minority group.
+ To formulate schemes and projects to apply and transfer outcomes of science and technology research subjects suitable to socio-economic conditions of each locality or ethnic minority and mountainous region, focusing on key issues and highly practical models and with funds suitable to requirements and living and production habits of ethnic minority people and regions, aiming to achieve the target of community-level sustainable development on the principle of taking cultural identity, community knowledge and tradition of ethnic minority groups as the foundation, socio-economic development, environmental protection and national defense and security assurance as targets, and science and technology as solutions; to adopt flexible mechanisms for resource mobilization, association with and placement of orders to organizations and enterprises in order to add resources for implementation.
IV. ORGANIZATION OF IMPLEMENTATION
1. The Committee for Ethnic Minority Affairs
a/ To assume the prime responsibility for, and coordinate with related ministries, sectors and agencies in, formulating an action plan for the implementation of the Strategy; to ensure the integration of the achievement of objectives of the Strategy with objectives of the 10-year socio-economic development strategy for 2021-2030 period and 5-year and annual socio-economic development plans of the central and local governments, and submitting them to the Prime Minister in 2022.
b/ Based on the orientations set forth in the Strategy and the action program for implementation of the Strategy, to guide ministries, sectors and provincial-level People’s Committees to develop a plan on implementation of the Strategy according to its functions and competence; to annually send reports to the Committee for Ethnic Minority Affairs for summarization and reporting to the Prime Minister.
c/ To assume the prime responsibility for, and coordinate with related ministries, departments, sectors and provincial-level People’s Committees in guiding, urging, examining and summing up the implementation of the Strategy, and annually reporting it to the Prime Minister; to organize a preliminary review of the implementation of the Strategy in 2025 and a final review in 2030.
2. Ministries, ministerial-level agencies and government-attached agencies
a/ According to their assigned competence, functions and tasks, to organize and direct the implementation of the Strategy; coordinate with the Committee for Ethnic Minority Affairs and related ministries and agencies in performing tasks concerning ethnic minority affairs nationwide.
b/ To propose programs, schemes and tasks to be included in the action program for the implementation of the Strategy, and send them to the Committee for Ethnic Minority Affairs for summarization and submission to the Prime Minister for approval.
c/ The Ministry of Finance shall allocate funds in the estimates of regular expenditures from the state budget for ministries and central agencies to implement the Strategy in accordance with the Law on the State Budget and other relevant documents.
3. Provincial-level People’s Committees shall make plans, allocate resources for the implementation of the Strategy in their respective localities; to intensify the public communication to raise awareness about ethnic minority affairs and contents of the Strategy.
4. To sincerely request the Central Committee of the Vietnam Fatherland Front and socio-political organizations to carry out supervision and social criticism in the course of implementation of the Strategy.
