RESOLUTION

On reduction of land and water surface rentals in 2022 for entities affected by the COVID-19 pandemic^[1]

THE GOVERNMENT

Pursuant to the June 19, 2015 Law on Organization of the Government; and the November 22, 2019 Law Amending and Supplementing a Number of Articles of the Law on Organization of the Government and the Law on Organization of Local Administration;

Pursuant to the Political Bureau’s Conclusion No. 24-KL/TW of December 30, 2021, on the Program on socio-economic recovery and development;

Pursuant to the National Assembly’s Resolution No. 43/2022/QH15 of January 11, 2022, on the fiscal and monetary policies to support the Program on socio-economic recovery and development;

Pursuant to the Government’s Decree No. 39/2022/ND-CP of June 18, 2022, promulgating the Government’s Working Regulation;

Pursuant to the National Assembly Secretary-General’s Official Letter No. 1649/TTKQH-TCNS of October 27, 2022, on notification of the National Assembly Standing Committee’s opinions;

At the proposal of the Minister of Finance in Report No. 299/TTr-BTC of December 12, 2022;

Based on the Government members’ voting results,

RESOLVES:

Article 1. To reduce by 30% land and water surface rentals in 2022 for COVID-19-affected organizations, units, enterprises, households and individuals that are directly leased land by the State with annual rental payment under decisions, contracts or certificates of land use rights and ownership of houses and other land-attached assets signed or issued by competent state agencies.

Article 2. The Ministry of Finance shall submit to the Prime Minister for promulgation a decision on reduction of land and water surface rentals according to the contents specified in Article 1 of this Resolution.

Article 3. This Resolution takes effect on the date of its signing, and replaces the fourth bullet point at Point a, Section 3, Part II of the Government’s Resolution No. 11/NQ-CP of January 30, 2022, on the Program on socio-economic recovery and development and implementation of the National Assembly’s Resolution No. 43/2022/QH15, on the fiscal and monetary policies to support the Program.

Article 4. Ministers, heads of ministerial-level agencies, heads of government-attached agencies, chairpersons of provincial-level People’s Committees, Chairpersons of Members’ Councils, and Chief Executive Officers of state corporations and economic groups shall implement this Resolution; any problems arising in the course of implementation of this Resolution should be promptly reported and proposed to competent authorities according to regulations.-
