On reduction of land and water surface rentals for 2022 for subjects affected by the Covid-19 pandemic

THE GOVERNMENT

Pursuant to the Law on Organization of the Government dated June 19, 2015; the Law Amending and Supplementing a Number of Articles of the Law on Organization of the Government and the Law on Organization of Local Administration dated November 22, 2019;

Pursuant to the Political Bureau’s Conclusion No. 24-KL/TW dated December 30, 2021, on the socio-economic recovery and development program;

Pursuant to the National Assembly’s Resolution No. 43/2022/QH15 dated January 11, 2022, on fiscal and monetary policies in support of the socio-economic recovery and development program;

Pursuant to the Government’s Decree No. 39/2022/ND-CP dated June 18, 2022, promulgating the working regulation of the Government;

Pursuant to Official Letter No. 1649/TTKQH-TCNS dated October 27, 2022, of the Secretary-General of the National Assembly, on the notification of opinions of the National Assembly Standing Committee;

At the proposal of the Minister of Finance in Report No. 299/TTr-BTC dated December 12, 2022;

Base on the voting results of the Government Members.

RESOLVES:

Article 1. To reduce 30% of land and water surface rentals for 2022 for organizations, units, enterprises, households and individuals directly leasing land from the State with annual land rental payment under the competent state agencies’ Decisions or Contracts or Certificates of land use rights and ownership of houses and other land-attached assets due to the impact of the Covid-19 pandemic.

Article 2. The Ministry of Finance shall submit to the Prime Minister to promulgate a Decision on reducing land and water surface rentals according to the contents specified in Article 1 of this Resolution.

Article 3. This Resolution takes effect on the date of its signing and replaces the fourth dash, Point a, Section 3, Part II of the Government's Resolution No. 11/NQ-CP dated January 30, 2022, on the program of socio-economic recovery and development and implementation of the National Assembly’s Resolution No. 43/2022/QH15 on fiscal and monetary policies in support of the Program.

Article 4. Ministers, heads of ministerial-level agencies, Government-attached agencies and Chairpersons of People’s Committees of provinces and centrally-run cities, Chairpersons of Members' Council, General Directors of Corporations, State corporations shall implement this Resolution. Any difficulties arising in the course of implementation should be promptly and fully reported and proposed to competent authorities as prescribed.
