Promulgating the Action Program to continue implementing the 11th Party Central Committee’s Resolution No. 24-NQ/TW on active response to climate change, enhancement of natural resource management and environmental protection under the Political Bureau’s Conclusion No. 56-KL/TW dated August 23, 2019

Pursuant to the Law on Organization of the Government dated June 19, 2015, and the Law Amending and Supplementing a Number of Articles of the Law on Organization of the Government and the Law on Organization of Local Administration dated November 22, 2019;
Pursuant to the Resolution No. 24-NQ/TW dated June 03, 2016, of the 11th Party Central Committee at the 7th session, on active response to climate change, enhancement of natural resource management and environmental protection;
Pursuant to the Political Bureau’s Conclusion No. 56-KL/TW dated August 23, 2016, on further implementation of the Resolution of the 11th Party Central Committee at the 7th session, on active response to climate change, enhancement of natural resource management and environmental protection;
At the proposal of the Minister of Natural Resources and Environment,
RESOLVES:
Article 1. To promulgate together with this Resolution the Action Program to continue implementing the 11th Party Central Committee’s Resolution No. 24-NQ/TW dated June 03, 2012, on active response to climate change, enhancement of natural resource management and environmental protection under the Political Bureau’s Conclusion No. 56-KL/TW dated August 23, 2019.
Article 2. This Resolution takes effect from the date of its signing, and replaces the Resolution No. 08-NQ/CP dated January 23, 2014, promulgating the Action Program to implement the Resolution No. 24-NQ/TW on active response to climate change, enhancement of natural resource management and environmental protection.
Article 3. Ministers, heads of ministerial-level agencies, heads of government-attached agencies, Chairpersons of People’s Committees of provinces and centrally-run cities, and relevant agencies, organizations and individuals shall be responsible for the implementation of this Resolution./.

THE GOVERNMENT’S ACTION PROGRAM
On continuing to implement the 11th Party Central Committee’s Resolution No. 24-NQ/TW on active response to climate change, enhancement of natural resource management and environmental protection under the Political Bureau’s Conclusion No. 56-KL/TW dated August 23, 2019

I. OBJECTIVES AND REQUIREMENTS
1. To determine key tasks and solutions of the Government in order to direct all sectors and levels to continue implementing the Resolution No. 24-NQ/TW on active response to climate change, enhancement of natural resource management and environmental protection under the Political Bureau’s Conclusion No. 56-KL/TW, toward national sustainable development.
2. The Government’s Action Program shall be implemented until 2025, and shall be used as the basis for ministries, sectors, and localities to organize and develop their plans, programs for implementation, inspection, supervision and assessment of the performance of the Conclusion No. 56-KL/TW and Resolution No. 24-NQ/TW.
3. To continue implementing approved plans, programs, schemes and projects on active response to climate change, natural resource management and environmental protection, and formulate, implement a number of expanded plans, programs, schemes and projects by 2025.
4. By 2025, it is expected to have specific objectives as follows:
a) Regarding adaptation to climate change:
- To improve the capacity of response to climate change; ensure that 100% of provinces and centrally-run cities will formulate, promulgate and implement the Action Plans for implementing the Paris Agreement on climate change. To actively prevent and minimize damages caused by natural disasters, especially in the Northern mountainous area, Central and Central Highlands; to reduce 30% of damages to people for types of natural disasters of equivalent magnitude and scale happened in the 2015-2020 period. To actively prevent the flood-tide, inundation and seawater intrusion in the Mekong Delta, Ho Chi Minh City, Can Tho city and other coastal cities.
- To reduce 7.3% of the greenhouse gas emissions compared to the business as usual (BaU) scenario; the energy-saving level will reach 5.0 - 7.0% of the total energy consumption.
b) Regarding natural resource management:
- To continue conducting surveys and assessment of the potentiality and value of important natural resources. To complete the measurement and making of maps and cadastral dossiers; 85% of the land area will be mapped with mineral geology at 1:50,000 scale; 80% of the sea and island area will be measured by gravity scale 1:250,000; 30% of the area will be surveyed, assessed and mapped of water resources at the scale of 1:100,000.
- To manage, sustainably exploit, economically and efficiently use national natural resources. To ensure that 80% of large reservoirs will be put under control and supervision to maintain the required flows of river basins; 70% of large and important river basins will have the online automatic observation systems.
- To shift the structure of using energy toward the orientation of increasing renewable energy sources.
c) Regarding environmental protection:
- To handle 100% of serious environmental pollution. To gradually contain the tendency of air pollution in large cities; 90% of domestic solid wastes in urban areas will be collected and treated; to strive that the percentage of domestic solid wastes in urban areas that are treated by the method of direct burial of under 30% collected waste amount; 100% of hazardous solid wastes generating from the production, business, services and medical establishments will be collected and treated. To ensure that 100% of industrial parks and export processing zones that have been put into operation will have a concentrated wastewater treatment system; 30% of wastewater in urban areas of class II or higher, and 10% of wastewater in urban areas of class V or higher will be collected and treated according to technical standards and regulations before being discharged into the environment.
- To treat, renovate and restore the environment in areas polluted due to residual pesticides and dioxin; 95% of urban citizens will be access to clean water; 100% of rural citizens will use water meeting hygiene requirements.
- To ensure that the forest coverage will be maintained at a level of 42%; 13 Ramsar wetlands and 12 biosphere reserves will be formed and recognized. To increase the important wetland areas requiring protection; at least 10 endangered species will be included in the protection program.
II. TASKS AND SOLUTIONS
1. General tasks and solutions
a) Raising awareness and responsibility for actively preventing natural disasters and responding to climate change, and enhancing natural resource management and environmental protection
- Continuing to propagandize and guide the implementation of laws, creating social consensus in terms of awareness and action in prevention of natural disasters, response to climate change, natural resource management and environmental protection.
- Continuing to include the contents of prevention of natural disasters, response to climate change, natural resource management and environmental protection in the education and training programs at all levels and programs for training leaders and managers at central and local levels.
- Developing and implementing the environmental criteria and standards in agencies, units, organizations, enterprises, and residential communities; forming cultural and ethical institutions in society.
- Detecting and expanding good and effective models; timely commending and rewarding collectives and individuals with achievements and initiatives in the prevention of natural disasters, response to climate change, natural resource management and environmental protection.
- Conducting the assessment of annual environmental protection results for localities, and publicizing them on mass media.
b) Focusing on perfecting legal policies, consolidating the system of State management agencies in charge of response to climate change, natural resource management and environmental protection
- Perfecting the transparent mechanism in management, exploitation and use of natural resources, especially land, mineral and water.
- Developing inter-regional, inter-provincial and inter-sectional coordination mechanisms; mechanisms for settling disputes arising in response to climate change, natural resource management and environmental protection.
- Developing and implementing policies and mechanisms to transform into digital economy; developing and expanding models of circular, green and low-carbon economy.
- Continuing to consolidate apparatus organization, improving capacity for managers in charge of climate change, natural resource management and environmental protection. Taking solutions on promoting environmental administration in enterprises.
- Performing administrative procedure reform in the direction of creating equality, favorable condition and reducing costs for enterprises and citizens. Promoting the responsibility for explaining, the publicity and transparency in response to climate change, natural resource management and environmental protection.
c) Raising capacity and efficiency of the inspection, examination and handling of violations, strengthening the monitoring of the legal compliance in response to climate change, natural resource management and environmental protection
- Raising capacity, providing and investing in means, equipment and technical facilities serving the inspection and examination of the compliance with the law on natural resources and environment, especially in localities.
- Making plans for annual inspection and examination, in which focus is given to the clear determination of violations, subjects, contents, time and assurance of the feasibility, avoiding duplication and saving force resources.
- Developing and implementing coordination mechanisms among levels, sectors, localities and functional forces in investigating and handling violations against law, struggling to prevent and fight crime related to natural resources and environment.
- Publicly and transparently providing information, effectively implementing the community’s monitoring and counter-argument in the management of natural resources and environment.
- Applying information platforms and social networks, continuing to maintain and promote the efficiency of hotlines, etc. in order to promptly detect and handle violations against the law on management of natural resources and environment.
d) Promoting scientific research, technology application in response to climate change, natural resource management and environmental protection
- Deploying the innovation of eco-friendly production technologies, economically and efficiently using energy and natural resources, encouraging the application of the best available technologies (BAT).
- Conducting innovation, renovation and digital transformation, application of modern, remote sensing and information technologies, and achievements of the fourth industrial revolution 4.0 in response to climate change, natural resource management and environmental protection.
- Continuing to develop science majors related to clean energy, renewable energy, recycling of wastes and new eco-friendly materials.
- Making general review and assessment of science and technology programs, appropriately integrating contents on response to climate change, natural resource management and environmental protection in national science and technology programs in the 2021-2025 period.
- Improving capacity and strengthening the observation of natural resources and environment; developing a consistent and synchronous national database on climate change, natural resources and environment that is continuously updated; developing and operating the mechanism for sharing information and data between ministries, sectors, localities and involved parties.
dd) Renovating the financial mechanism, increasing budget spending and diversifying the investment fund for response to climate change, natural resource management and environmental protection
- Renovating the management mechanism, effectively using financial sources from the State budget for response to climate change, natural resource management and environmental protection.
- Applying the market approach method in response to climate change, natural resource management and environmental protection; allocating natural resources according to the market mechanism.
- Reviewing, supplementing, perfecting and implementing the application of economic instruments in response to climate change, natural resource management and environmental protection.
- Developing goods markets, environmental services, carbon markets and public-private partnership (PPP) forms, green credit, and green bonds; continuing to implement socialization for investment mobilization from non-budget sources.
e) Actively conducting international coordination and integration in terms of response to climate change, natural resource management and environmental protection
- Continuing to participate and implement treaties, coordination activities, raising the role and position of Vietnam in response to climate change, natural resource management and environmental protection.
- Guiding enterprises to implement provisions on natural resources and environment in free trade agreements (FTA) to which Vietnam is a contracting party.
- Continuing to coordinate with developed counterparties, international financial funds to mobilize force sources, receiving advanced technologies in response to climate change, natural resource management and environmental protection.
g) Some urgent and key tasks
- Disseminating and thoroughly grasping the viewpoints and awareness on considering the requirements for preventing natural disasters, responding to climate change, managing natural resources and protecting environment as the center of development decisions; considering the environment as the prerequisites and grounds for sustainable socio-economic development, without sacrificing environment for economic growth. - Ensuring the interest harmony, driving and encouraging involved parties to actively participate in the response to climate change, effective management and use of natural resources, and environmental protection.
- Focusing on amending the 2013 Land Law, the 2010 Mineral Law, the 2010 Law on Economical and Efficient Use of Energy; studying and proposing to amend the law on hydro-meteorology, natural resources, island and marine environment, biodiversity, etc.; reviewing and perfecting the systems of guiding documents; studying scientific arguments for the making of law on climate change.
- Summarizing, assessing and formulating national strategies for sustainable development, green growth, prevention of natural disasters, response to climate change, water resources, minerals, forestry, natural resources and protection of marine environment, environmental protection, biodiversity, general management of solid wastes, etc. in the 2021-2030 period; formulating strategies for land use and development of natural resource and environment sector.
- Formulating and implementing master plans related to natural disaster prevention, climate change response, natural resource management and environmental protection; natural resource and environment components in national, regional and provincial master plans in accordance with the 2017 Planning Law.
- Reviewing and amending regulations in the direction of permitting irregular inspection and examination in environment sector; cutting down administrative procedures related to inspection.
- Reviewing and amending regulations on handling of violations in the direction of increasing the fines in order to warn violators in the field of natural resource management and environmental protection.
- Preventing and strictly handling violations related to waste discharge causing environmental pollution, and water pollution; land management and use; survey, exploitation, processing and use of minerals, especially exploitation of sand and stone; illegal exploitation of forests nationwide.
- Taking solutions to raise the efficiency of national coordination, taking advantage of international sources in response to climate change.
2. Tasks related to response to climate change, prevention and mitigation of natural disasters
a) Continuing to build the capacity of forecast, warning, actively preventing and mitigating natural disasters, adapting to climate change
- Building and developing the research capacity, in which priority is given to basic research on natural disasters; developing the specialized natural disaster monitoring system; applying standardized and modern technologies. Developing and implementing programs for prevention and mitigation of natural disasters.
- Modernizing the hydro-meteorology observation and forecast system; developing the system for monitoring the climate change, sea-level rise; the system for observing geologic hazards and preventing natural disasters; continuing to build and develop the system for monitoring river banks and beaches in the Mekong Delta by remote sensing technology.
- Organizing the implementation of the national plan on adaptation to climate change in the 2021-2030 period, with a vision toward 2050, approved in the Prime Minister’s Decision No. 1055/QD-TTg dated July 20, 2020; developing and expanding models of ecosystem-based adaptation (EbA), community-based adaptation (CbA) and natural-based solutions (NbS).
b) Implementing measures for prevention and mitigation of impacts caused by flood-tide, inundation and seawater intrusion
- Assessing the risk of climate change by region; updating the flood maps according to the commune-level sea-level rise scenarios.
- Implementing the Government’s Resolution No. 120/NQ-CP dated November 17, 2017, on sustainable development of Mekong Delta in adaptation to climate change.
- Reviewing and evaluating the implementation of the Scheme for “development of Vietnam’s urban areas in response to climate change for the 2021-2030 period”, proposing to implement this Scheme in the 2021-2030 period.
- Investing in factories and clean water supply systems, researching to treat saltwater into fresh water on a large scale, and at the same time converting the use of underground water to surface water; taking solutions to limit groundwater exploitation in order to reduce subsidence and salinity in coastal areas, especially in the Mekong Delta.
c) Reducing greenhouse gas emissions, increasing greenhouse gas absorption of ecosystems
- Conducting a national greenhouse gas inventory every two years; gradually implementing the greenhouse gas inventory in relevant localities, sectors and grassroots, but first, it shall only be applied to large facilities with emissions.
- Applying technology and management solutions in order to reduce greenhouse gas emissions; encouraging and promoting the application and transformation of green and eco-friendly technologies; preparing for the implementation of carbon calculators, forming and deploying carbon market, carbon taxes and fees.
- Implementing activities to reduce greenhouse gas emissions in sectors and fields in order to implement the nationally determined contribution (NDC) in accordance with the national socio-economic circumstances; establishing a system of monitoring, reporting and evaluating (MRV) for greenhouse gas emission reduction activities at national and sectoral levels.
- Effectively implementing the Plans for implementation of the Paris Agreement on climate change and national action plans for responding to climate change of sectors and localities, and relevant plans.
- Implementing management activities, removing ozone-depleting substances in accordance with the Montreal Protocol on Substances that Deplete the Ozone Layer.
- Economically and effectively using energy in industry, construction, and transport, etc., especially at key facilities using energy and households. Implementing the national program on economical and effective use of energy for the 2019-2030 period approved by the Prime Minister's Decision No. 280/QD-TTg dated March 13, 3019.
- Continuing to conduct activities to protect natural greenhouse gas absorption basins. Implementing the national program on reduction of greenhouse gas emissions through the mitigation of deforestation and forest degradation (REDD+); fostering conservation, sustainable management of forests, and enhancement of forest carbon stocks through 2030 in the Prime Minister's Decision No. 419/QD-TTg dated April 05, 2017.
d) Some urgent and key tasks
- Updating and specifying the scenarios for climate change and sea-level rise; building and updating the natural disaster risk zones, making natural disaster warning maps for the whole country and detailing to each region and locality.
- Implementing the Government’s Resolution No. 76/NQ-CP dated June 18, 2018, on natural disaster prevention and fighting; reviewing and supporting the population relocation from areas at high risk of flashflood, landslide and other natural disaster risks.
- Urgently completing anti-flood works undergone in Ho Chi Minh City; supplementing solutions for forming the synchronous and unified anti-flood system. Taking anti-flood solutions for the center of Can Tho city.
- Investing to complete and upgrade the sea dike systems, anti-landslide works at the river banks and sea sides, especially in the Mekong Delta.
- Continuing to invest, ensuring safety for reservoirs; developing irrigation, improving the drainage capacity for areas frequently affected by drought and severe flooding, especially in the South-Central Coast and the Central Highlands.
- Implementing international commitments on greenhouse gas emission reduction. Implementing the nationally determined contribution (NDC) of Vietnam, developing and implementing the programs supporting the implementation of Vietnam’s NDC by 2030; updating every 5 years upon request of the Paris Agreement on climate change.
3. Tasks related to natural resource management
a) Regarding land resources
- Continuing to implement and complete the measurement, making of cadastral maps and dossiers, making full assessment of the land potentiality for the socio-economic development. Developing and maintaining the land resource observation system in accordance with the Land Law; developing the national land database.
- Planning, managing and exploiting, using economically, effectively and sustainably the land resources; focusing on using underground space. Completing and improving the quality of land planning and use. Formulating the set of criteria, systems for monitoring, supervising and evaluating the reasonable, effective and sustainable use and management of land.
- Developing the mechanisms and policies to encourage the concentration and accumulation of land, development of land potentiality for socio-economic development. Effectively implementing the Scheme for strengthening the management of land originating from state-owned agricultural and forestry farms, which is currently being used by agricultural and forestry companies that are not subject to re-arrangement under the Decree No. 118/2014/ND-CP, forest management boards and other non-business organizations, households and individuals in accordance with the Prime Minister’s Decision No. 32/QD-TTg dated January 07, 2020.
- Managing and exploiting revenues from land, developing land economy. Formulating the mechanism for surveying, collecting, monitoring and updating land fluctuations in the market prices; developing the standard land prices and land parcels, information on market price of land and the map of land prices; developing the land price database detailing to each land parcel.
- Protecting and preventing desertification, mitigating and restoring degraded land.
b) Regarding water resources
- Planning, observing and monitoring water sources and activities of exploiting and using water sources, discharging wastewater into the water. Building and maintaining the system of warning and forecasting flood, drought, seawater intrusion, sea-level rise and other harmful effects of water. Formulating and implementing the Scheme for ensuring national resource security.
- Regulating and allocating water sources for use purposes by automatic observation tools on the basis of master plans and quotas for licensing exploitation and use of water sources.
- Monitoring, assessing, forecasting and implementing solutions to combat water resource degradation and depletion; preventing and combating drought and saltwater intrusion, giving priority to severely affected areas; implementing overall solutions to enhance the water storage capacity of areas prone to frequent droughts; researching and surveying the possibility of artificial water replenishment in appropriate areas.
- Implementing solutions to limit the exploitation of groundwater; continuing to put a landmark on the water source protection corridors; preventing and combating landslides, protecting river stretches, banks and river-bed; protecting the flood drainage space in river basins.
- Effectively organizing and implementing mechanisms for operation, supervision of the exploitation and protection of water resources; preventing harmful effects of water.
- Studying and promoting the mechanism for sharing and settling cross-border disputes related to water sources in accordance with the United Nations Convention on the Law of the Non-navigational Uses of International Watercourses.
c) Regarding geological and mineral resources
- Continuing to conduct basis geological surveys as planned; surveying and assessing the potential, reserve and economic value, establishing a national account on important minerals. Conducting the mineral resource inventory and statistics nationwide.
- Implementing the plans for survey, exploitation, processing and use of minerals of all types; carrying out deep processing, effective and economical use of mineral resources; reserving and importing important minerals for the long-term socio-economic development of the country.
- Surveying and assessing the geological resources, geologic hazards serving the development of scenarios on response to climate change, sea-level rise in the Mekong Delta and coastal cities; evaluating the geological structure potential to retain greenhouse gas emissions and other types of wastes.
- Making a Quaternary geological map at 1:50,000 scale accompanied with engineering geology-hydrogeology maps in service of the land use planning; assessing geoheritage for the preservation.
d) Regarding marine resources
- Focusing on implementing the Government’s Resolution No. 26/NQ-CP dated March 05, 2020, promulgating the Government’s overall plan and 5-year plan to implement Resolution No. 36-NQ/TW of October 22, 2018, of the eighth plenum of the Party Central Committee, the XIIth Congress, on the Strategy on sustainable development of Vietnam’s marine economy through 2030, with a vision toward 2045. Developing and perfecting the mechanism for overall management and supervision and unifying the natural resources and marine environment.
- Modernizing technical physical foundations in service of the general management of natural resources and protection of island and marine environment, focusing on building the national network for observing and monitoring natural resources and marine environment; investing in development of survey vessels.
- Effectively implementing the key programs on basic survey of natural resources, island and marine environment by 2030; strengthening the survey and assessment of marine resource and fishery potential, value and fluctuation.
- Strictly controlling the exploitation of aquatic resources; preventing destructive, unseasonal, illegal, unreported and unregulated fishing.
dd) Regarding renewable energy, new energy and materials
- Transforming the structure of energy production and use in the direction of strongly increasing the density of renewable energy, new energy and clean energy. Implementing the Political Bureau’s Resolution No. 55-NQ/TW dated February 11, 2020, on orientation of Vietnam's national energy development strategy through 2030, with a vision toward 2045.
- Encouraging economic components to participate in investment and development of new energy, renewable energy, new eco-friendly materials, raw materials and fuels.
- Coordinating in exploitation survey and exploitation of natural resources serving the demands for national socio-economic development.
e) Some urgent and key tasks
- Conducting the overall national water resource inventory. Completing the survey and formulation of the surface water and groundwater maps; focusing on surveying and assessing the making of water resource map at the 1:100,000 and 1:50,000 scale for water scarcity areas and at the 1:25,000 scale for some key areas; developing and implementing the overall national water resource inventory scheme.
- Implementing measures to store water, regulate, distribute and use it in an integrated, economical, efficient and sustainable manner; developing irrigation, reducing losses, improving irrigation and drainage capacity, applying water-saving farming methods in the Mekong Delta, South Central and Central Highlands.
- Actively negotiating and coordinating with upstream countries to effectively use and protect the water resources in cross-border river basins, especially in the Mekong river and Red river.
- Taking solutions for managing and protecting natural forests; studying, formulating and promulgating the mechanism allowing the combination of exploiting economic value of the forest for the poverty reduction and socio-economic development of localities where forests exit.
4. Environmental protection tasks
a) Actively preventing and controlling sources of pollution that cause adverse impacts on the environment
- Managing by environmental licenses to control pollution. Accelerating the process of handling facilities causing serious environmental pollution; promulgating regulations on environmental safety distance; reviewing and relocating production and business facilities likely to cause pollution from urban areas and concentrated residential areas.
- Organizing to effectively implement the national action program on sustainable production and consumption for the 2021-2030 period in accordance with the Prime Minister's Decision No. 889/QD-TTg dated June 24, 2020.
- Developing and implementing the plans for national and local air quality control; investing in building the system of air environment observation; increasing the areas of green trees and parks in urban areas and residential areas.
- Continuing to protect the surface water environment, especially in the basins of Cau river, Nhue - Day river and Dong Nai river system; investing in building wastewater collection and treatment systems in urban centers, industrial zones and clusters.
- Continuing to strengthen the management of solid wastes. Completing regulations on responsibilities of the producers and distributors in recycling and recovering discarded products; developing the recycled product exchange markets.
- Improving capacity to respond to environmental incidents, oil spills and toxic chemicals; effectively handling pollution and environmental incidents associated with ensuring national defense, security, social order and safety.
b) Remediating environmental pollution, improving environment quality and living conditions for citizens
- Implementing plans for space and surface water protection, restoration, renovation and supplementation in urban areas and residential areas, especially in ponds, lakes, canals and rivers.
- Dealing with environmental pollution caused by residual pesticides throughout the country; continuing to survey, assess, zone and renovate and rehabilitate the environment in areas where toxic chemicals and pesticides are stored, and areas contaminated with dioxins, speeding up progress of clearance level of bombs and mines left after the war.
- Renovating and restoring the environment during and after mineral exploitation. Remediating the environmental pollution at sea, coastal areas, islands, especially in urban areas, industrial parks, coastal economic zones, tourist resorts, beaches and aquaculture areas.
- Implementing targets, contents and solutions on clean water supply in the Adjustments to the Orientations for developing water supply in urban areas and industrial parks in Vietnam by 2025, with a vision toward 2050 according to the Decision No. 2502/QD-TTg dated December 22, 2016, and the national target program on building new-style rural areas, especially for the poor in remote areas and ethnic minority people.
c) Protecting and developing forests, preserving nature and biodiversity
- Continuing to implement tasks and solutions for protection, restoration and rebirth of natural forests; stopping the change of use purpose of land for natural forests; promoting the allocation of forests for the community. Organizing to formulate and implement the Program for sustainable forestry development for the 2021-2025 period.
- Planting forests, especially watershed forests, mangrove forests, coastal protection forests. Taking solutions to improve capacity to prevent forest fire. Effectively preventing the deforestation; efficiently implementing the Scheme for sustainable forest protection, restoration and development in the Central Highlands in the 2016-2030 period, as approved in the Prime Minister’s Decision No. 297/QD-TTg dated March 18, 2018.
- Reviewing and perfecting the institution for managing nature reserves; developing new nature reserves, protecting biodiversity corridors; protecting international and national important natural ecosystems.
- Focusing on protecting and exploiting natural ecosystems in a reasonable manner; continuing to formulate the mechanism for payment for ecosystem services, eco-tourism development. Restoring important ecosystems that have been degraded, especially wetlands, coral reefs and seagrass.
- Taking measures to protect endangered and rare species that are prioritized in protection in accordance with law provisions. Controlling strictly, and effectively preventing invasive alien species.
d) Some urgent and key tasks
- Developing the environmental criteria for selection and decision on development investment. Classifying projects from the stage of preparing for investment, actively preventing and controlling groups of projects at high risk of causing pollution.
- Perfecting the law, adding the regulations that projects with high environmental impacts are required to have preliminary environmental impact assessment; continuing to renovate and improve the quality and efficiency of the strategic environmental assessment and environmental impact assessment.
- Conducting environment zoning to take measures to manage the quality of living environment, ecology and landscape.
- Actively taking measures to prevent and strictly monitor facilities at high risk of causing environmental pollution, with large discharge scale; requiring to strictly comply with regulations on installing the automatic systems for observing, connecting and transmitting data directly to agencies in charge of environment.
- Reviewing and completing regulations on plastic waste management in the direction of limiting the production, import and use of products containing micro-plastic and disposable products; implementing the national action plan on ocean plastic waste management by 2030, approved by the Prime Minister’s Decision No. 1746/QD-TTg dated December 04, 2019.
- Reviewing and perfecting the system of environmental technical regulations in the direction of integrating and improving the environment quality. Strictly controlling and preventing the illegal bringing of wastes and outdated technologies, means and equipment to Vietnam.
- Focusing on dealing with environmental pollution in big cities. Formulating and implementing plans for air quality control, investing in building systems for collecting and treating wastewater in Hanoi and Ho Chi Minh City.
- Controlling, preventing and dealing with environmental pollution in rural areas, especially in craft villages; formulating and implementing environmental criteria set out in the national target programs on building new-style rural areas.
- Classifying solid wastes on the dumping sites; collecting charges by the volume of waste generated; establishing the synchronous system of collecting and treating waste; re-using and recycling wastes, treating them combined with recovering energy according to the circular economy principle; controlling and managing effectively hazardous wastes and medical wastes. Thoroughly dealing with the pollution in dumping grounds surrounding Hanoi and Ho Chi Minh City, avoiding the situation that people living in the vicinity are angry and complain about pollution caused by waste dumps.
- Reviewing, amending, supplementing and completing policies to encourage enterprises to invest in treating solid wastes and wastewater; promoting socialization of waste collection and treatment.
III. IMPLEMENTATION ORGANIZATION
1. Tasks, solutions, programs, projects, schemes and plans approved in the Government’s action program on implementation of the Resolution No. 24-NQ/TW that is promulgated together with the Resolution No. 08-NQ/CP dated January 23, 2014, shall continue to be implemented until completion. For programs, projects, schemes and plans for the end of 2020, ministries, sectors, and localities shall be responsible for summarizing and assessing the implementation.
Based on specific tasks in the attached list, functions, tasks and conditions, ministers, heads of ministerial-level agencies and government-attached agencies, Chairpersons of People's Committees of provinces and centrally-run cities shall formulate and implement the plans and programs for implementation of the Government's Resolution in an economic and efficient manner.
2. Ministers, heads of ministerial-level agencies and government-attached agencies, Chairpersons of People's Committees of provinces and centrally-run cities shall focus on directing, strengthening inspecting, urging and assessing the implementation of the Conclusion No. 56-KL/TW, Resolution No. 24-NQ/TW and this Resolution, timely adjust programs, plans and solutions according to actual requirements, ensuring the most effectiveness.
3. The Ministry of Information and Communications shall assume the prime responsibility for, and coordinate with the Central Propaganda and Training Commission, the Committee of the Vietnam Fatherland Front, and ministries, sectors and localities in, strengthening to mobilize citizens to actively participate and supervise the implementation of the Resolution, policies and the law on prevention of natural disasters, response to climate change, natural resource management and environmental protection.
4. The Ministry of Planning and Investment shall submit to the competent agencies to allocate investment funds to implement the Resolution (if any), the Ministry of Finance shall submit to the competent agencies to balance and allocate regular funds for ministries and central bodies to implement the Resolution. Ministries and central bodies shall actively balance and allocate funds in the annual frequent expenditure to perform assigned tasks as specified in this Resolution.
5. People's Committees of provinces and centrally-run cities shall submit to the provincial-level People’s Councils to allocate funds from the local budgets to perform the assigned tasks as specified in the Resolution within their localities according to the applicable state budget decentralization.
6. The Ministry of Natural Resources and Environment shall assume the prime responsibility for, and coordinate with ministries, agencies and localities in monitoring and urging the implementation of the Resolution.
During the course of implementation, if deemed necessary, ministries, sectors, agencies and localities shall actively propose measures to synchronously and effectively amend and supplement specific contents and send them to the Ministry of Natural Resources and Environment for summarizing and reporting to the Prime Minister for consideration and decision.
