PLAN

On continuing to resume and develop safe production and business activities in the context of COVID-19 prevention and control from October 01, 2021

Pursuant to Resolution No. 105/NQ-CP dated September 9, 2021 of the Government on supporting enterprises, cooperatives and business households in the context of the COVID-19 pandemic;

Pursuant to Directive No. 18/CT-UBND dated September 30, 2021 of the People's Committee of Ho Chi Minh City on continuing to implement and adjust measures to prevent and control the COVID-19 pandemic as well as to recover and boost the socio-economic development of Ho Chi Minh City;

The People's Committee of District 7 formulates a plan on continuing to resume and develop safe production and business activities in the context of COVID-19 prevention and control from October 1, 2021, as follows:

I. OBJECTIVES:

1. To gradually resume and develop production and business activities of enterprises, cooperatives and business households in a flexible and effective manner, in association with ensuring safety for the prevention and control of the COVID-19 pandemic; to realize the plan step by step in a cautious, strict and secure manner with the motto "Safety is the top priority", "Safety must be ensure before resuming business activities, and the business activities must ensure safety after being resumed".

2. To strengthen the use of information technology in preventing and controlling the COVID-19 pandemic and promoting administrative reforms, creating all favorable conditions for people and enterprises; to effectively carry out administrative procedures for people and enterprises without unnecessary procedures.

3. To promptly implement all supportive policies of the Central and municipal government for enterprises, cooperatives and business households facing difficulties due to the impact of the COVID-19 pandemic.

4. To support and promptly remove difficulties, obstacles and bottlenecks hindering production and business activities, to minimize the number of enterprises, cooperatives and business households that are suspended or dissolved, or go bankrupt due to the impact of the COVID-19 pandemic.

II. ASSESSMENTS OF THE TRIAL PHASE:

- Pursuant to Plan No. 73/KH-BCD dated September 15, 2021 of the District 7 Steering Committee for COVID-19 Prevention and Control on resuming and developing safe production and business activities in the context of COVID-19 prevention and control from September 16, 2021 to September 30, 2021, the People's Committee of District 7 established 04 working groups to assess the conditions and criteria for operation in the new normal period. The People’s Committee of District 7 has selected and assessed 150 units (80 business households and 70 enterprises, with 2,290 employees in total; operating in the following industries: pharmaceutical enterprises (pharmacies); gas stores; gasoline stations; food and foodstuffs (supermarkets, convenience stores) and food services (takeaways)) that are allowed to conduct business activities on a trial basis but must ensure the operational criteria as required in the plan.

- After 15 days of conducting business activities on a trial basis (from September 16 to September 30, 2021):

+ Outside the export processing zones: 438 units have resumed their operations (Enterprises: 278, Business households: 160), with 3,996 employees.

+ In the export processing zones: 112 enterprises have resumed their operations, with 15,418 employees.

- Since September 16, 2021, 02 F0 cases have been recorded at the enterprises with over 21,472 employees in total, accounting for 0.009%.

- People and enterprises are excited when the authorities of Ho Chi Minh City and District 7 allowed the reopening of some business activities; As employees have been fully vaccinated against the COVID-19 pandemic, they feel secure to participate in production and business activities while strictly following regulations on the prevention and control of COVID-19 pandemic of the health sector.

III. CONTENTS AND SOLUTIONS FOR ECONOMIC RECOVERY

1. Types of production and business activities that shall be allowed to resume:

1.1. Medical examination and treatment facilities, establishments trading in pharmaceuticals, cosmetics, medical supplies, biological products, and equipment:

- Group 1: Hospitals, polyclinics, specialized clinics

+ General and specialized hospitals.

+ Polyclinics.

+ Types of specialized clinics (including laboratories, imaging rooms, X-ray rooms, and traditional medicine facilities).

+ Family medicine clinics.

+ Maternity homes.

- Group 2: Medical service providers:

+ Providers of injection, dressing change, pulse counting, temperature measurement, and blood pressure measurement services.

+ Providers of at-home healthcare services.

+ Providers of emergency services, transport of patients domestically and abroad.

+ Providers of medical glasses services.

+ Providers of denture-making services (public dental services).

- Group 3: Establishments trading in pharmaceuticals, cosmetics, medical supplies, biological products, and equipment.

1.2. Production, trading, business activities and services that are allowed to resume:

- Enterprises, production and business establishments in export processing zones and production establishments in the district.

- Enterprises, business households, cooperatives, cooperative groups, households producing and trading in agriculture, forestry, fishery, salt production; providers of agricultural production support services, veterinary facilities, veterinary practitioners.

- Traffic and construction works.

- Enterprises and establishments providing services, including:

+ Suppliers of food and foodstuffs; medicines; petroleum; electricity; water; fuel, repair services; waste collection, transportation and treatment; postal and telecommunication services; buying, selling, repairing and maintaining vehicles, machinery, civil and industrial equipment; real estate investment and trading; management, operation, maintenance, repair and rescue services for infrastructure systems and facilities of agencies, buildings and apartments.

+ Public services; security guard services; road tolls; construction consultancy services; environmental sanitation services; environmental monitoring and treatment services; job placement services; car wash services; utilities such as water supply and drainage, parks, trees, technical and transportation infrastructure.

+ Postal services and telecommunications; press, publishing, printing, calendar production services; electronic commercial activities via online order and delivery services; bookstores, office equipment providers; book streets; libraries, galleries, art exhibitions, photography services; school supplies and tools; information technology services; informatics equipment providers; electronics shops; eyewear stores; fashion and apparel stores; and jewelers.

+ Warehouses, zones for gathering and transshipment of goods, providers of support services for transporting, exporting and importing goods.

- Commercial centers, supermarkets, mini supermarkets; convenience stores, grocery stores; traditional markets; food service providers (only selling takeaways; restaurants in accommodations, resorts, tourist attractions shall only serve the guests staying in or visiting such places, shall not serve buffets).

- Hairdressing, fitness and sports establishments (gym, yoga, etc.) are allowed to operate at maximum 50% of their capacity and no more than 10 people at the same time.

- Operations of representative offices and branches of foreign traders in the district.

- Credit institutions, foreign bank branches, treasuries, providers of services directly related to credit activities, foreign bank branches, and logistics; support services for people and enterprises (notary, lawyer, property auction, valuation, audit, financial services, insurance, foreign currency collection and exchange, bailiff, commercial arbitration, commercial mediation, legal assistance and other consultancy activities to support enterprises, judicial expertise, asset management - liquidation, registration, secured transaction registration, land registration), securities services; pawn services.

- Trade promotion activities, including fairs, exhibitions, conferences, consumption promotion events:

+ Indoor: Gatherings of no more than 10 people are allowed; If at least 90% of participants have been fully vaccinated or recovered from the COVID-19 disease, gatherings of no more than 60 people are allowed.

+ Outdoor: Gatherings of no more than 15 people are allowed; If at least 90% of participants have been fully vaccinated or recovered from the COVID-19 disease, gatherings of no more than 90 people are allowed.

1.3. Hospitality facilities, resorts, hotels, motels, tourist attractions are allowed to operate at no more than 50% of their capacity provided that the tourists have been fully vaccinated, recovered from the COVID-19, or tested negative for SAR-CoV-2 within 72 hours.

1.4. Other cases must be permitted by the competent authorities.

2. Production and business activities continue to be suspended:

2.1. Business activities and services: bars, beer clubs, pubs, spas, massage services, beauty services, on-site food services, cinemas, circuses, discotheques, karaoke services, video game facilities.

2.2. Spontaneous markets, street vendors, lottery vendors.

2.3. Other activities, except those permitted in Section 1, Part III of this plan.

3. Operational conditions:

Enterprises, production and business establishments shall only be allowed to operate when:

- Satisfying the set of criteria for assessing the safety in terms of the COVID-19 pandemic prevention and control applicable to their respective fields.

- All people involved in production and business activities (owners and employees) have been fully vaccinated as prescribed by the Ministry of Health or have recovered from the COVID-19 for no more than 6 months.

- Setting up COVID-19 Safety Teams to prevent and control the pandemic (for enterprises and cooperatives); Self-managed Health Groups (for business households with 05 employees or more). All enterprises and business households must assign health staff to connect with the District 7 Center for COVID-19 Pandemic Control and Prevention and Economic Recovery (via the District Health Division).

- Carrying out screening tests for all employees with suspected symptoms of COVID-19 such as cough, fever, shortness of breath, etc. or those who have relevant epidemiological factors.

- Conducting periodic tests for employees in line with Official Dispatch No. 8228/BYT-MT dated September 30, 2021 of the Ministry of Health providing guidelines for conducting SARS-CoV-2 tests at production and business establishments.

- Registering QR codes at http://antoan-covid.tphcm.gov.vn. Production and business establishments and service providers must scan QR codes (on mobile phones or printed on paper) of all people who visit, work or transact at the establishments; use the city's app (or PC-COVID app) in managing and organizing their activities.

- Owners of enterprises and business households shall sign written commitments with the District Steering Committee for COVID-19 Prevention and Control on satisfy the operational conditions for resuming production and business activities.

- Enterprises and cooperatives must install surveillance cameras to supervise the scanning of QR codes at the entrances/exits, which are connected to the District 7 Center for COVID-19 Pandemic Control and Prevention and Economic Recovery.

- Business households are encouraged to install surveillance cameras to supervise the scanning of QR codes at the entrances/exits, which are connected to the District 7 Center for COVID-19 Pandemic Control and Prevention and Economic Recovery.

- Enterprises, cooperatives and business households must hang the signs "Green Enterprise", "Green Cooperative", "Green Business Household" after being inspected and confirmed by the interdisciplinary inspection delegations/teams that they properly satisfy all abovementioned operational conditions.

- In addition to the above conditions, establishments that are allowed by competent State agencies to provide on-site food services (with the approval of the City People’s Committee) must also satisfy the following conditions: only serving no more than 30% of their capacity and no more than 20 people at the same time; one table is for only 1 customer, and the customers must have been fully vaccinated as prescribed by the Ministry of Health or have recovered from COVID-19 for under 6 months; the areas in use of the establishments must be at least 150 m2; air conditioning is not allowed;  prioritizing serving customers in open spaces or well-ventilated areas; installing surveillance cameras which are connected to the District 7 Center for COVID-19 Pandemic Control and Prevention and Economic Recovery.

5. Deployment of solutions to support economic recovery:

- Supporting credits and organization of production and business, reducing costs and taking care of employees’ lives.

- Applying scientific and technological advances in managing production and business activities.

IV. ASSIGNMENT OF IMPLEMENTATION

1. The Chairpersons of People's Committees of 10 wards in the district are assigned to:

- Establish interdisciplinary inspection teams to regularly or irregularly inspect and supervise the pandemic prevention and control at business households located in the areas, and strictly handle violations.

- Disseminate information to enterprises, cooperatives and business households located in the areas about the conditions and activities to be allowed as well as requesting them to apply information technology in restoring safe production and business.

- Mobilize and request people to strictly follow the 5K message (in Vetnamese) (Khau trang (Facemask) - Khu khuan (Disinfection) - Khoang cach (Distance) - Khong tu tap (No gathering) - Khai bao y te (Health declaration)); always uphold their spirit of vigilance, initiative and flexibility while encouraging their relatives and families to protect themselves, take care of their health; and scan QR codes (on mobile phones or printed on paper) when visiting, working, or transacting at the establishments (agencies, offices, medical examination and treatment facilities, restaurants, cafeterias, commercial centers, supermarkets, markets, companies, factories, etc.).

2. The Head of the Economic Division is assigned to:

- Assume the prime responsibility for, and coordinate with relevant divisions and units in supporting enterprises under their management; participate in interdisciplinary inspection delegations to inspect and supervise the pandemic prevention and control of enterprises located in the district.

- Develop a plan to restore operations of traditional markets on a trial basis (focusing on formulating the criteria for traders and goods (with a roadmap), origin of goods, control of market-goers in order to prevent the pandemic, etc.).

- Regularly monitor and grasp information related to the production and business activities of enterprises in the locality; proactively coordinate with departments, agencies and units to promptly support and remove difficulties for enterprises in the course of their operations.

3. The Head of Health Division is assigned to:

- Compile a list of COVID-19 Safety Teams (of enterprises and cooperatives); Self-managed Health Groups (of business households with 05 employees or more).

- Organize training courses or make videos to guide the COVID-19 pandemic prevention and control for the COVID-19 Safety Teams and Self-managed Health Groups.

- Assume the prime responsibility for, and coordinate with relevant departments and units in supporting enterprises under their management; participate in interdisciplinary inspection delegations to inspect and supervise the pandemic prevention and control at enterprises located in the district.

- Guide the implementation of conditions on the pandemic prevention and control for enterprises, business households and related employees when restoring production and business activities;

- Guide and quarantine F0 cases recorded at enterprises as well as guide the enterprises to set up COVID-19 Safety Teams" to initially take care of the health for employees at the enterprises.

4. The Head of Natural Resources and Environment Division is assigned to:

Assume the prime responsibility for, and coordinate with relevant departments and units in supporting enterprises under their management; participate in interdisciplinary inspection delegations to inspect and supervise the pandemic prevention and control at enterprises located in the district.

5. The Head of Urban Management Division is assigned to:

Assume the prime responsibility for, and coordinate with relevant departments and units in supporting enterprises under their management; participate in interdisciplinary inspection delegations to inspect and supervise the pandemic prevention and control at enterprises located in the district.

6. The Head of the Division of Labor, Invalids and Social Affairs is assigned to:

- Support enterprises under their management.

- Coordinate with People's Committees of 10 wards in supporting and taking care of people such as workers or employees facing difficulties due to the impact of the COVID-19 pandemic.

7. The Chief of the District People's Committee Office is assigned to:

- Organize the application of information technology in restoring production and business activities.

- Retrieve the list of enterprises and cooperatives registered for QR codes at http://antoan-covid.tphcm.gov.vn and transfer it to the district's interdisciplinary inspection teams for inspection and supervision.

- Retrieve the list of business households registered for QR codes at http://antoan-covid.tphcm.gov.vn and transfer it to the People's Committees of the wards for inspection and supervision.

8. The Head of the Culture and Information Division is assigned to:

- Develop and organize the dissemination of the conditions and activities to be allowed, and apply information technology in restoring safe production and business activities.

- Assume the prime responsibility for, and coordinate with relevant departments and units in supporting enterprises under their management; participate in interdisciplinary inspection delegations to inspect and supervise the pandemic prevention and control at enterprises located in the district.

- Design the format of the signs "Green Enterprise", "Green Cooperative", "Green Business Household" and ask the business establishments to make the signs in the right format and hang them after being inspected and confirmed that they properly satisfy all the above-mentioned operational conditions.

9. The Head of Finance and Planning Division is assigned to:

- Advise the District People's Committee to estimate the budget for implementing this plan.

- Assume the prime responsibility for, and coordinate with relevant units in monitoring the market prices, inspect and handle cases of price fluctuations in the current period, and report the results to the Department of Finance and the Department of Industry and Trade; participate in interdisciplinary inspection delegations to inspect and supervise pandemic the prevention and control at enterprises located in the district.

10. The Head of Internal Affairs Division is assigned to:

Advise the District People's Committee to issue the Decision on the establishment of interdisciplinary inspection delegations to inspect and supervise pandemic the prevention and control at enterprises located in the district.

11. The Head of Justice Division is assigned to:

- Assume the prime responsibility for, and coordinate with relevant departments and units in supporting enterprises under their management; participate in interdisciplinary inspection delegations to inspect and supervise the pandemic prevention and control at enterprises located in the district.

- Advise the District People's Committee on guiding the handling of violations committed by enterprises, cooperatives and business households against the conditions for pandemic prevention and control.

12. The Director of the Regional Tax Sub-Department of District 7 - Nha Be District is requested to:

Implement tax exemption and reduction policies to support enterprises and business households to restore their operations after the pandemic.

13. The Leader of the Market Surveillance Team No. 7 under the Ho Chi Minh City Market Surveillance Department is requested to:

Regularly and constantly inspect and control the to detect and promptly handle acts of smuggling, trading in counterfeit goods and contrabands, etc. and take measures to inspect the distribution and purchase of goods, especially agricultural products and essential foods. Prevent the speculation and hoarding of goods that disturb the market as well as the shortage of goods and sudden increase in prices in the locality.

14. Enterprises located in the district are requested to:

- Work out plans and well implement the regulations at their establishments in line with the operational conditions mentioned in Section 3, Part III of this plan, while strictly following the criteria for assessing the safety in terms of pandemic prevention and control in their operational fields.

- Send their lists of COVID-19 Safety Teams (of enterprises and cooperatives); Self-managed Health Groups (of business households with 5 employees or more) to the District Health Division, and ask the District Health Division for instructions on implementing measures to prevent and control the COVID-19 pandemic as provided by the health sector.

- Hang the signs "Green Enterprise", "Green Cooperative", "Green Business Household" (based on their types of business) after the interdisciplinary inspection delegations/teams have inspected and confirmed that the establishments properly satisfy all abovementioned operational conditions.

The abovementioned plan is the plan on continuing to resume and develop safe production and business activities in the context of COVID-19 prevention and control from October 1, 2021 which the People's Committee of District 7 requests all relevant agencies and units to seriously implement.
