PLAN
On ensuring sufficient supply of essential goods, food and foodstuffs upon the implementation of urgent COVID-19 pandemic prevention and control measures in line with the Government’s Resolution No. 86/NQ-CP dated August 6, 2021 in Ho Chi Minh City
Pursuant to the Government’s Resolution No. 86/NQ-CP dated August 6, 2021 on urgent COVID-19 pandemic prevention and control measures to implement the Resolution No. 30/2021/QH15 dated July 28, 2021 of the 15th National Assembly;
Pursuant to the Municipal Party Standing Committee’s Conclusion No. 157-KL/TU dated August 15, 2021 on results of the implementation of the Municipal Party Standing Committee’s Directive No. 12-CT/TU and Plan on the implementation of the Government’s Resolution No. 86/NQ-CP dated August 6, 2021;
Pursuant to the Prime Minister’s Directive No. 16/CT-TTg dated March 31, 2020 on implementing urgent COVID-19 pandemic prevention and control measures;
Pursuant to the Official Dispatch No. 2718/UBND-VX dated August 15, 2021 of the City People's Committee on continuing to impose the social distancing measure in the City to drastically prevent and control COVID-19 pandemic;
Pursuant to the Plan No. 2715/KH-BCD dated August 15, 2021 of the City Steering Committee for COVID-19 Prevention and Control, on implementing urgent COVID-19 pandemic prevention and control measures in line with the Government’s Resolution No. 86/NQ-CP dated August 6, 2021;
Pursuant to the Official Dispatch No. 2789/BCD-VX dated August 20, 2021 of the City Steering Committee for COVID-19 Prevention and Control, on strengthening a number of measures to prevent and control the COVID-19 pandemic;
Pursuant to the Plan No. 2077/KH-UBND dated June 23, 2021 of the City People’s Committee, on ensuring a balance between supply and demand of essential food and foodstuffs upon the emergency response to the COVID-19 pandemic in Ho Chi Minh City;
The COVID-19 pandemic, with the Delta variant of the SARS-CoV-2 virus spreading rapidly and unpredictably, has seen continuous complicated developments; infected people may quickly turn serious while the rate of infected cases in the community still remains high. In that context, in order to achieve the goal of disease control in the locality before September 15, 2021, the City has implemented many urgent measures, strictly practicing the social distancing in line with the Prime Minister’s Directive No. 16/CT-TTg with the motto “Each ward, commune, town, agency, factory and enterprise must be a fortress for pandemic prevention and control” from 00:00 on August 23 to the end of September 6, 2021;
In order to ensure sufficient and timely supply of essential food and foodstuffs for people, contributing to the effective implementation of social distancing measure; The People’s Committee of Ho Chi Minh City hereby promulgates the Plan on ensuring sufficient supply of essential goods and foodstuffs upon the implementation of urgent COVID-19 pandemic prevention and control measures in line with the Government’s Resolution No. 86/NQ-CP dated August 6, 2021 in Ho Chi Minh City, specifically as follows:
I. OBJECTIVES AND REQUIREMENTS
1. Objectives
- To maximize the capacity of the City’s existing distribution system and complementary supply channels of goods; ensure smooth circulation from the purchase and transportation of goods into the City to the distribution of goods to the people; ensure the supply chain of food and foodstuff commodities not interrupted.
- To ensure sufficient supply of essential food and foodstuff commodities for the people on the principle that the City leaves no one hungry.
2. Requirements
- Implementing the Plan in a synchronized and concentrated manner, promoting the highest active role of Thu Duc City, districts, wards, communes and townships; mobilizing resources from all levels and branches (Public security forces, army forces, Fatherland Front and Women’s Union, etc.) to jointly distribute essential food and foodstuff commodities to the people.
- Promoting official and timely communication and information on the pandemic situation as well as the supply of goods in the City; thereby, creating a unity in awareness and helping the people focus on strictly following the social distancing measure to quickly control the pandemic in the City.
- Ensuring the continuous and stable supply chain and circulation of goods on the principle that distribution systems in the locality (supermarkets, convenience stores and traditional markets), food production enterprises, food supply and processing stores and food and foodstuff transport enterprises continue their operation in order to purchase and transport goods from provinces into the City, and distribute them to the people.
- People in the City strictly practice social distancing on the principle of “staying where they are”, not leaving their home and not buying goods directly. Local administrations ensure the distribution of essential goods and food suitable to the people, not leaving anyone who is unable to access and supply essential goods and food.
II. SPECIFIC INDICATORS
Based on the assessment of daily essential consumption demand of about 9.4 million people, the City is expected to supply essential goods according to the average consumption demand of the people in the City as follows:
- Average daily consumption demand in 01 day: 10,964 tons/day, including 1,981 tons of rice; 660 tons of dried processed food (noodles, vermicelli, etc.); 755 tons of cattle meat; 660 tons of poultry; 236 tons of processed foodstuff; 108 tons of poultry eggs (2.1 million eggs); 4,246 tons of vegetables; 236 tons of sugar; 1,742 tons of milk (1.7 million liters); 189 tons of cooking oil; 47 tons of salt; and 104 tons of dipping sauce (79,865 liters) .
- Average consumption demand in 01 week (07 days): 76,747 tons.
- Average consumption demand in 15 days: 164,460 tons.
- In addition, the essential demand for drinking water: 19 million liters/day (566 million liters/month); goods for pandemic prevention and control, including facemasks: 628,969 facemasks/day (18.8 million facemasks/month); and antiseptic water (type of 0.5 liter): 239,596 bottles/day (7.2 million bottles/month).
III. CONTENTS
1. Organizing the supply chains and ensure the smooth circulation and transportation of food and foodstuff commodities into the City market
1.1. The City’s goods supply networks shall strengthen the purchase and transportation of food and foodstuff products into Ho Chi Minh City
- Distribution systems in the City (including 106 supermarkets, 2,895 convenience stores and 27 traditional markets in operation);
- Food and foodstuff supply stores;
- Mobile sales points;
- Food and foodstuff processing establishments;
- Small traders in wholesale markets involved in the purchase of goods through barns from neighboring provinces and cities to Ho Chi Minh City;
- Food production enterprises;
- Enterprises in the field of e-commerce and logistics;
These supply systems shall continue operating and increasing their capacity to purchase and transport food and foodstuff commodities into Ho Chi Minh City, and enhance the reserve capacity to meet the average consumption demand of people in the City.
1.2. Ensuring the smooth circulation and transportation of food and foodstuff commodities into the City market
- The City shall continue coordinating with provinces to organize the green channel separation and deploy flexible transportation plans (road and waterway, etc.), and create favorable conditions for enterprises in the supply chain to organize the supply of goods from provinces and cities to Ho Chi Minh City.
- The operation of distribution systems and movement control shall comply with the direction of the City People’s Committee,
2. Organizing the distribution of goods and foodstuffs to the people
Amid the complicated pandemic, in order to ensure the safety for people and effectively implement pandemic control measures in localities; the supply and distribution of goods shall be carried out through appropriate methods, aiming to control the movement and circulation with potential risks of disease transmission and ensure that all people are eligible for access to and timely supply of essential food and foodstuff commodities for the daily life of each household in the city. Specifically as follows:
- The supply and distribution of goods is carried out through the method of “do groceries shopping for residents”, in which local logistics teams, community-based COVID-19 groups, local volunteer forces (Women’s Union, Youth Union, Fatherland Front, Population Group, etc.) and public security or army reinforced in localities will help buy essential goods and foodstuff once a week and then distribute them to every household (the people pay for themselves).
Upon working with goods supply units in the area to ensure the supply of food and foodstuff commodities at points of sale, if there is a shortage of supplies, the People’s Committee of Thu Duc City and districts shall promptly report to the Ho Chi Minh City’ Department of Industry and Trade for additional support and organize the coordination of mobile food carts and “mobile mini-supermarket” to create more distribution channels of goods to the people.
- For disadvantaged people affected by the COVID-19 pandemic: Based on the review of people with difficult circumstances in localities affected by the COVID-19 pandemic, the People’s Committee of Thu Duc City and districts shall coordinate with the Center for essential goods reception and delivery support to help people with difficult circumstances due to the COVID-19 pandemic to organize distribution of free welfare packages, adhering to the principle of no person in difficult circumstances going unhelped.
III ORGANIZATION OF IMPLEMENTATION
1. The Department of Industry and Trade
- Coordinating with the People’s Committee of Thu Duc city and districts to review the supply of essential goods, food and foodstuffs for the people; inventorying and updating the system of sales points of supermarkets and convenience stores in localities; assessing the capacity to supply goods to the people, promptly supporting localities to access the supply of goods and guiding appropriate and feasible solutions to distribute goods to the people; organizing the coordination of auxiliary channels for goods distribution (mobile food carts and mobile mini-supermarkets”) to support the local distribution of goods to the people in a timely manner.
- Regularly coordinating and exchanging information with the Special Working Groups of the Ministry of Industry and Trade, the Ministry of Agriculture and Rural Development and closely coordinating with the Departments of Industry and Trade of provinces and cities to strengthen connections and timely supplement goods supplies for Ho Chi Minh City.
- Coordinating with goods supply units in localities to ensure the supply and reserve capacity, and providing adequate goods, food and foodstuffs for the people.
- Actively monitoring and providing support to Thu Duc City and districts to promptly coordinate the organization of supply and distribution of goods to the people.
- Promptly reporting to the People's Committee of Ho Chi Minh City on the difficulties in the connection of supply, transportation and circulation of goods for timely resolution.
2. The People's Committee of Thu Duc City and districts
- Establishing logistics teams in each ward, commune and township; directing, monitoring, inspecting and urging local logistics teams to deploy the plan on supply of essential food and foodstuff commodities to the local people in the current higher situation; assuming the responsibilities for the supply of essential food and foodstuff commodities for the local people, leaving no one ineligible for accessing and purchasing essential goods, food and foodstuff.
- Directing the People's Committees of wards, communes and townships to review and inventory the number of local people with difficult circumstances affected by the COVID-19 pandemic, and promptly reporting it to the People's Committee of Thu Duc city and districts to coordinate with the Center for essential goods reception and delivery support to help people with difficult circumstances due to the COVID-19 pandemic to organize distribution of free welfare packages, adhering to the principle of no person in difficult circumstances going unhelped.
- Reviewing distribution systems in localities and supplementing representatives of distribution systems to logistics team of wards, communes and townships to actively implement the Plan; proactively contacting and exchanging with focal points of key supply chains and systems in localities to coordinate and supply goods in a timely manner.
- Strengthening the mobilization of resources and promoting the role of mass mobilization (Vietnam Fatherland Front Committees and mass organizations at all levels) in localities to participate in logistics teams while public security forces or army reinforced in localities and community-based COVID-19 prevention teams participate in goods receipt and distribution; mobilizing available means of transport in localities to participate in transporting and supplying essential goods to the people.
- Reviewing and selecting goods gathering places to receive goods from distribution systems in order to organize distribution for the people; assessing the capacity of warehouse systems, deploying the plan on requisition or establishment of appropriate warehouses, ensuring the capacity to store food and foodstuffs in localities to organize the supply for the people.
- Reviewing and requisitioning vacant and unused spaces to support distribution systems as points for preparation of food carts and packing.
- Supporting distribution systems in the transportation and storage of essential goods, food and foodstuffs to provide to the local people; Assigning the responsibilities of the People's Committees of wards, communes and townships to arrange personnel and closely coordinate with local distribution systems to implement proper plans on the goods supply for the people.
- Organizing dissemination and information for people about the City’s plan on supply of food and foodstuff commodities; strengthening inspection, supervision and handling of cases of violation of regulations on pandemic prevention and control.
- Continuing to implement solutions to ensure the supply of essential goods, food and foodstuff in the City in line with the Official Dispatch 2653/UBND-KT dated August 9, 2021 of the City People's Committee.
3. The Department of Transport
- Continuing to coordinate with Departments of Industry and Trade and Departments of Transport of provinces and cities to maintain green channel separation in localities to ensure the control and transportation of goods between the City and provinces, meeting the requirements of pandemic prevention and control while ensuring the smooth circulation of goods.
- Coordinating with the Maritime Administration of Ho Chi Minh City to organize the channel separation and coordination of appropriate maritime traffic activities, creating favorable conditions for ships and boats to carry out the task of transporting essential goods, and to dock and leave the port conveniently, ensuring security and safety in the maritime domain as well as in COVID-19 pandemic prevention and control.
- Assigning transport business units in localities to mobilize means of transport that are ready for essential goods transportation and supply to the people in the City.
- Coordinating with the public security forces of Ho Chi Minh city to ensure and facilitate circulation for a number of objects and means of transporting essential food and foodstuff commodities to promptly supply and distribute to the people.
4. The Department of Agriculture and Rural Development
- Strengthening the connection with localities and special working teams from the Ministry of Agriculture and Rural Development to seek for and supplement sources of goods for the City; informing the City Department of Industry and Trade of focal points for organizing connection.
- Directing the City Department of Animal Husbandry and Veterinary to strengthen the monitoring and quarantine control of animals and animal products imported, transported and circulated into the City, ensuring food safety for the city's sources of goods.
5. The Department of Health
- Directing local medical establishments to carry out inspection and supervision of COVID-19 pandemic prevention and control on a case-by-case basis; guiding and coordinating army forces, logistics teams of wards, communes, townships and relevant functional units in implementing plans to ensure safety from the COVID-19 pandemic during the process of organizing the supply of food and foodstuff for the people.
6. The Department of Information and Communications
Directing media and press agencies to strengthen propaganda and timely provide official information and policies of the City to the people in order to create unity in awareness and broad consensus in the implementation of solutions to prevent and control the pandemic in localities; at the same time, inspecting and handling cases of spreading false information, causing public anxiety.
7. The Ho Chi Minh City High Command
Mobilizing resources to participate in supporting wards, communes and townships in organizing the transportation and distribution of goods, food and foodstuffs to each household.
8. The Ho Chi Minh City Police Department
Directing local stations, checkpoints and supporting forces to create favorable conditions for means of transporting goods, food and foodstuffs, ensuring the smooth circulation and timely supply of goods to the people.
9. The Vietnam Fatherland Front Committee of Ho Chi Minh City – the Standing Agency of the Center for essential goods receipt and delivery support to help people facing difficulties due to the COVID-19 pandemic
Proactively coordinating with the People's Committee of Thu Duc City and districts in coordination and support of free "social security bags" (bags of groceries) to people with difficult circumstances amid the COVID-19 pandemic.
10. The State Bank of Vietnam – the Ho Chi Minh City Branch
Implementing preferential credit packages and supporting enterprises in capital, creating favorable conditions for enterprises to promote import, purchase and preservation of essential goods, food and foodstuffs during the emergency period of pandemic prevention and control.
11. The Ho Chi Minh City Trade Association
- Mobilizing member enterprises to boost up the production and preservation of goods, ensuring the supply of essential goods to the people upon the implementation of urgent COVID-19 pandemic prevention and control measures in line with the Government’s Resolution No. 86/NQ-CP dated August 6, 2021 in Ho Chi Minh City.
- Reviewing and assessing the supply capacity of food and foodstuff enterprises in localities, organizing connections with qualified foreign manufacturers and distributors, and promoting import of essential goods to timely supplement the supply of goods for the people in the City.
12. Key distribution systems in the City (Coop, Satra, Big C, Lotte, Vinmart, Bach Hoa Xanh, etc.)
- Actively coordinating with the People's Committee of Thu Duc City and districts to review and inventory the needs of local people to organize distribution of food and foodstuff commodities suitable to the actual consumption demand as well as the disease control situation of the City.
- Stepping up production and strengthening purchasing activities to increase the maximum amount of goods regularly stocked at business locations and warehouses.
- Prioritizing solutions for online sales, pre-registered sales and cart sales (combo); formulating plans to supplement the source of goods fully and promptly, not causing disruption to the supply of goods. Actively coordinating with logistics teams of each ward, commune and township to grasp information on the quantity and type of package, quantity of goods according to each area to coordinate and prepare the goods packages, and supply to the people in a timely manner.

Heads of departments and sectors of Ho Chi Minh City, the chairman of the Thu Duc City People's Committee, chairpersons of People's Committees of districts and Ho Chi Minh City-based enterprises shall urgently implement this Plan./.
