Hanoi: Restaurants may offer on-site dining

This is the highlight content in the Official Telegram No. 21/CD-UBND on implementing COVID-19 prevention and control measures in the City according to the new situation issued on October 13, 2021 by Hanoi People's Committee.

Specifically, from 6:00 on October 14, 2021, restaurants, food and beverage establishments (except for liquor and beer trading establishments) may offer on-site dining at half of their maximum capacity and must keep a safe distance or install a partition/screen, owners and their employees must be fully vaccinated; customers are required to scan the QR codes. Hotels and accommodation facilities may operate with half of their maximum capacity, provided that conditions for accommodation business and COVID-19 prevention and control measures are fully satisfied and taken. Buses and taxis may operate with the capacity and routes as directed and guided by the municipal Department of Transport, etc.

Also from October 14, 2021, offices, agencies, organizations, and enterprises shall resume their operations; regularly assess the risk levels and seriously take pandemic prevention and control measures as prescribed; online working is encouraged. Museums and parks may re-open with 10 visitors/group maximum, provided that requirements on safe distance, pandemic prevention and control are fully satisfied.

On implementing COVID-19 prevention and control measures in the City according to the new situation

THE CHAIRMAN OF HANOI PEOPLE’S COMMITTEE notifies:

- The Hanoi Committee of the Vietnam Fatherland Front and municipal socio-political unions;

- Directors of Departments, agencies and sectors in the City;

- Chairpersons of People's Committees of districts and towns.

 

In the implementation of the Government's directions provided in the Resolution No. 128/NQ-CP dated October 11, 2021 and the Notice No. 264/TB-VPCP dated October 09, 2021 of the Government Office; documents of ministries, sectors and central agencies and conclusions at the municipal party standing committee's meeting held on October 13, 2021, on COVID-19 prevention and control in the City; and in order to realize the dual goals while giving priority to the people’s health and life in the conditions of “safe and flexible adaptation and effective control over the COVID-19 pandemic”, Chairperson of Hanoi People’s Committee requests Directors of Departments, sectors and agencies; Chairpersons of People's Committees of districts, towns, and communes, wards and townships to take COVID-19 prevention and control measures in the City according to the new situation. To be specific:

1. From 6:00 on October 14, 2021, Hanoi People’s Committee shall adjust several activities in the City as follows:

- Offices, agencies, organizations, and enterprises shall resume their operations; regularly assess the risk levels and seriously take pandemic prevention and control measures as prescribed. Online working is encouraged.

- Buses and taxis may operate with the capacity and routes as directed and guided by the municipal Department of Transport, comply with regulations provided by the Ministry of Transport and the Ministry of Health, and regulations on pandemic prevention and control.

- Museums and parks may re-open with 10 visitors/team maximum, provided that requirements on safe distance, pandemic prevention and control are fully satisfied.

- Hotels and accommodation facilities may operate with half of their maximum capacity, provided that conditions for accommodation business and COVID-19 prevention and control measures according to regulations and guidance of the tourism industry are fully satisfied and taken.

- Restaurants, food and beverage establishments (except for liquor and beer trading establishments) may offer on-site dining at half of their maximum capacity and must keep a safe distance or install a partition/screen, owners and their employees must be fully vaccinated. Customers are required to scan the QR codes.

- Activities and business establishments must comply with COVID-19 prevention and control, strictly implement the 5K rules, install and scan QR codes according to regulations of the Ministry of Health and the City, in association with responsibility of the heads of agencies, units and owners of business establishments, service providers and involved individuals.

2. People's Committees of districts and town shall

- Maintain the regular response mechanism and operation of community-based COVID-19 groups, mobile pandemic prevention and control teams of districts, towns, communes, wards and townships to review, manage and monitor the citizens’ movements in localities.

- Monitor and check health status and conduct tests for SARS-CoV-2 virus according to regulations and guidelines provided by health sector for people residing in localities who return from very high-risk and high-risk localities and areas (as announced on the Ministry of Health's website); strictly handle organizations and individuals committing violations in COVID-19 prevention and control.

- Actively coordinate with the municipal Department of Health in rapidly handling and timely controlling the pandemic in localities; strengthen the implementation of measures to prevent and control COVID-19 infection, and the inspection, supervision at medical examination and treatment establishments, production and business establishments and service providers in localities and other at-risk areas.

- Complete the plan on giving the second vaccine doses, prioritize to give vaccines for people aged over 50, workers in industrial parks/clusters, transporters and people working at areas with high risk of infection such as trade centers, supermarkets, etc. according to guidelines provided by the health sector.

3. The municipal Department of Health shall assume the prime responsibility for, and coordinate with Departments and sectors of the City and localities, in timely advising and reporting Hanoi People’s Committee and Hanoi Steering Committee for COVID-19 Prevention and Control on the basis of the Ministry of Health’s guidelines and the Government's Resolution No. 128/NQ-CP dated October 11, 2021.

- Develop and organize to implement the Plan on “safe and flexible adaptation and effective control over the COVID-19 pandemic” with a specific and flexible roadmap for effective control of the COVID-19 pandemic.

- Follow the Ministry of Health's guidelines regarding providing tests, implementing quarantine and medical surveillance for people from pandemic-hit areas and other localities; entrants (including unvaccinated children or those who are not fully vaccinated); people who have completed their concentrated quarantine so that they can conveniently return their places of residence/accommodations or workplaces for production restoration and development according to regulations.

- Update information and data serving the determination of pandemic risk levels according to the Ministry of Health's guidelines. Based on the pandemic development in localities, advise Hanoi People’s Committee and Hanoi Steering Committee for COVID-19 Prevention and Control to announce the pandemic risk levels and corresponding measures.

- Advise to organize and implement COVID-19 prevention and control measures and economic restoration and development with a spirit of initiative and creativity, firmly grasping the situation, not being subjective; ensure the “four-on-the-spot” motto; carry out the procurement for COVID-19 pandemic prevention and control in accordance with regulations, ensuring the publicity, transparency, avoiding negative acts, waste and corruption.

- Strengthen the urging and inspection work to the grassroots level, prepare necessary conditions to be ready to quickly respond to the pandemic development.

- Continue to reinforce health systems at grassroots, districts or towns, arrange equipment, oxygen and human resources, etc. to be ready to take care of the citizens and implement the pandemic prevention and control.

- Assume the prime responsibility for, and coordinate with Hanoi Department of Industry and Trade, People’s Committees of districts and towns, and Management Boards of industrial parks and export processing zones located in Hanoi in, urgently reviewing and setting up health stations/mobile health groups at industrial parks/clusters to take care of, and prevent diseases for workers and employees.

- Timely implement the plan on giving COVID-19 vaccines for people aged under 18, and booster shots as guided and allocated by the Ministry of Health.

4. Hanoi Department of Transport shall

- Assume the prime responsibility for, and coordinate with relevant agencies and units in, based on actual situation in locality, interim regulations of the Ministry of Transport and directions of the municipal party committee and Hanoi People’s Committee, in guiding and organizing activities related to transport, transportation by air, road, railway or waterway, passenger transport, traffic, intra-provincial transport, circulation of goods in the City according to the conditions for pandemic prevention and control, ensuring “safe and flexible adaptation and effective control over the COVID-19 pandemic”.

- Guide the organization of passenger transport by buses and taxis according to this Official Telegram and other regulations and guidelines provided by the Ministry of Transport and the Ministry of Health.

5. Hanoi Public Security Department shall

- Assume the prime responsibility for, and coordinate with functional forces to ensure order and security, social security and cybersecurity, especially at grassroots and quarantine areas and zones; strengthen to prevent and combat crimes, especially those who oppose functional forces in COVID-19 prevention and control; strictly handle those who take advantage of pandemic prevention and control policies.

- Timely and effectively implement the Plan of Hanoi People’s Committee on applying the population database in social management, COVID-19 prevention and control, and socio-economic development in the City.

- Assume the prime responsibility for, and coordinate with Hanoi Department of Health and local authorities in, updating information about residence, information about health status and movements of local citizens; especially perform medical surveillance for those who come from very high-risk and high-risk areas and localities.

- Ensure social order and security in the City; closely coordinate with localities and functional forces to promote information technology application and appoint forces to make traffic separation, guide to make traffic inspection and effectively control the COVID-19 prevention and control according to the pandemic development in areas and provisions of central and municipal authorities in the new situation; strictly handle cases of violation.

6. Hanoi Department of Information and Communication shall

- Preside the promotion of information technology application in pandemic prevention and control; technical standards for connection and safe assurance of information and personal data of citizens.

- Coordinate with the Central propaganda and training commission in, directing press agencies in the City to cooperate with central press agencies in areas and grassroots-level information systems to proactively and promptly provide information and disseminate knowledge about COVID-19 prevention and control; strengthen propaganda, raise awareness and responsibility of the entire political system, from the heads of municipal party committees to communes, wards, townships, villages, hamlets, residential groups, especially people returning from very high-risk and high-risk areas and localities; seriously implement regulations and guidelines on pandemic prevention and control to prevent the disease from spreading in the community. Actively promote propaganda about pandemic prevention and control of the City in a consistent manner, for the consensus and trust of the society.

- Assume the prime responsibility for, and coordinate with Hanoi Public Security Department in, implementing the Plan on applying the population database in social management, COVID-19 prevention and control, and socio-economic development in the City.

7. Hanoi Department of Education and Training shall

- Assume the prime responsibility for, and coordinate with Hanoi Department of Health in, reviewing and guiding the prevention and control of COVID-19 pandemic in education and training.

 - Take solutions to ensure the safe and effective implementation of the 2021-2022 school year, in line with the pandemic situation in each locality.

- Coordinate with Hanoi Department of Health in organizing the immunization for students at ages as guided and allocated by the Ministry of Health.

8. Hanoi Department of Planning and Investment shall

- Presiding to advise Hanoi People’s Committee to report and consult competent authorities to promulgate the plan on socio-economic recovery and development in the City.

- Assume the prime responsibility for, and coordinate with relevant agencies in, proposing solutions to remove difficulties and support enterprises; preferential policies to attract foreign investors in order to promote production and business in the City.

9. Municipal Departments, agencies, sectors and People’s Committees at all levels shall, based on the Government’s Resolution No. 128/NQ-CP dated October 11, 2021 and instructions of ministries, relevant central agencies and sectors, directions of Hanoi People’s Committee and Hanoi Steering Committee for COVID-19 Prevention and Control, timely perform tasks and take solutions to prevent and control the pandemic within their ambit of functions, fields and management; strengthen to carry out administrative reform, remove difficulties without causing troublesome or additional administrative procedures for enterprises and the people; effectively organize the socio-economic recovery and development in the context of “safe and flexible adaptation and effective control over the COVID-19 pandemic”.

Hanoi People’s Committee hereby requests agencies, units, organizations, individuals and citizens in the City to seriously implement this Official Telegram./.
