SUMMARY

Hanoi extends social distancing until 6:00 on August 23, 2021

This highlight content is prescribed in the Official Telegram No. 18/CD-UBND dated August 06, 2021 of Hanoi People’s Committee, on continuing the imposition of social distancing measure in the City for COVID-19 pandemic prevention and control.

Specifically, the social distancing measure shall be extended until 6:00 on August 23, 2021, for the COVID-19 pandemic prevention and control. Every citizen is requested to stay at their places of residence to effectively prevent the disease from spreading during the social distancing period.

Agencies, units, organizations, enterprises, and unions located in the City must arrange their cadres, civil servants, public employees, and employees to use information technology to work from home; only cases of necessity, such as performing combat duties, standing agency watches, processing confidential documents and other necessary tasks as required, shall be allowed to work at the office.

Also in accordance with this Official Telegram, the vaccination must be organized in a quick, safe, and effective manner; citizens shall be provided with guidance on actively preparing and declaring sufficient information before being vaccinated; those who have had regular health check-up records, and people without underlying diseases shall be provided with guidance to sign commitments to reduce screening time.

Besides, the Chairman of Hanoi People’s Committee also requests to review and requisition eligible buildings, education institutions, construction works, etc. as establishments to receive confirmed cases (asymptomatic cases) with a capacity of 30,000 patient beds and continue reviewing to increase the capacity to 50,000 patient beds when necessary.

On continuing the imposition of social distancing measure in the City for COVID-19 pandemic prevention and control

THE CHAIRMAN OF HANOI PEOPLE’S COMMITTEE notifies:

 

- Agencies, units, unions, central socio-political organizations the City;

- Diplomatic missions and international organizations in the City;

- The Hanoi Committee of the Vietnam Fatherland Front and municipal socio-political unions;

- Directors, Heads of Departments, agencies, and sectors in the City;

- Chairpersons of People’s Committees of districts and towns;

- Enterprises and units located in the City.

 

During 14 days of implementing the social distancing measure in line with the Directive No. 17/CT-UBND dated July 23, 2021, of the Chairman of the Municipal People's Committee, along with the strong and drastic support and participation of the whole political system, authorities at all levels, the consensus, and participation of enterprises, organizations and citizens in the area; the City has achieved certain results. However, the pandemic development in the City in particular and localities across the country, in general, is still complicated and unpredictable; with a large number of infected cases in the community and many cases without epidemiological symptoms. There is still confusion, lack of initiative, and creativity in some grassroots authorities, especially in mobilizing the whole political system, which is not substantial and ineffective. Some agencies, organizations, and individuals are still negligent, subjective, and fail to strictly comply with the social distancing requirements, and there are still crowds of people walking on the streets, at markets and supermarkets, etc., affecting the results of pandemic prevention and control in the City. Moreover, because of the high and quick infection rate of the Delta variant, there is still a high risk of disease outbreaks in the City.

In the implementation of the call of the General Secretary Nguyen Phu Trong, directions of the Political Bureau, the Secretariat, the National Assembly, the Government, and the Prime Minister; the Prime Minister’s Official Telegram No. 1068/CD-TTg dated August 05, 2021; conclusions in the Document No. 31-KL/TU dated August 03, 2021, of the Municipal Party Standing Committee and the Notice No. 448-TB/TU dated August 06, 2021, of the standing agency of Municipal Party Committee, on COVID-19 pandemic prevention and control in the City, the Chairman of Hanoi People's Committee hereby requests Directors and Heads of Departments, sectors, and agencies in the City, and Chairpersons of People's Committees of districts and towns, agencies, units, unions and organizations located in the City to strictly comply with the following requirements:

1. The social distancing measure shall be extended until 6:00 on August 23, 2021, for the COVID-19 pandemic prevention and control.

2. Pandemic prevention and control measures in line with the Directive No. 17/CT-UBND dated July 23, 2021, of the Chairman of Hanoi People's Committee, must be strictly complied with; social distancing rules must be effectively and substantively implemented with stricter restrictions on the principle that every person and family shall be isolated with another one. Every citizen is requested to stay at their places of residence to effectively prevent the disease from spreading during the social distancing period.

Agencies, units, organizations, enterprises, and unions located in the City are requested to strictly comply with pandemic prevention and control measures and social distancing rules according to the Directive No. 17; arrange their cadres, civil servants, public employees, and employees to use information technology to work from home; only cases of necessity, such as performing combat duties, standing agency watches, processing confidential documents and other necessary tasks as required, shall be allowed to work at the office, regulate the responsibilities of the head of each agency, unit and the inspection and supervision of the grassroots authorities at all levels.

3. The pandemic prevention and control must be carried out from the root, apart from the drastic intervention of the authorities at all levels, it is necessary to have the self-discipline, compliance, and support of the people and the social community, in strictly implementing pandemic prevention and control measures, especially social distancing. Grassroots authorities are requested to carefully review documents, decisions, and instructions of the central and municipal agencies to actively, flexibly, and creatively organize the implementation for effective and timely pandemic prevention and control according to actual conditions and requirements of each locality.

3.1. In areas where no case is recorded - “green areas”: The people are requested to strictly comply with pandemic prevention and control measures, only leave home when necessary; moreover they are encouraged to promote their role in the establishment of autonomous areas, “Green Zone Protection Points” (areas without pandemic) which are established by residential groups and neighborhoods with the people's support and participation, proactively prevent the pandemic even when it has not yet occurred and promote the masses and the people in keeping safe for residential areas. Grassroots authorities shall frequently propagandize and control the strict compliance with social distancing measures; avoiding subjective, negligent, and be ready for any arising situation.

3.2. In risk areas - "orange areas", including factories, production, and business establishments, agencies, units, markets, supermarkets, hospitals, medical examination and treatment establishments, etc.:

- Grassroots authorities shall approve plans to prevent and control the pandemic, only allow such establishments to operate if they fully satisfy pandemic prevention and control requirements.

- Regularly examine and inspect by receiving supervision opinions from local citizens or through the inspection and examination of functional forces and grassroots authorities.

- Cadres, civil servants, employees, and citizens must seriously make health declarations by QR codes when going to the offices or shopping,

3.3. In blockade areas or quarantine areas - “red areas”:

- Grassroots authorities shall decide on the blockade or quarantine measures for a specific area in accordance with the pandemic development and risk; actively take stricter restrictions to prevent the pandemic from spreading in the area and to control the pandemic in the shortest time.

- Citizens in the areas must strictly and seriously comply with pandemic prevention and control measures according to the grassroots authorities’ directions.

4. Tracing and testing must be carried out in the shortest time

- Review the testing capacity of the City, mobilize the maximum coordination ability among testing establishments to ensure the City's capacity to meet different levels, scenarios, and pandemic development; quickly and effectively deploy technology platforms to support tracing and testing; complete the implementation of technology solutions, application of information technology in the connection of all test results at all levels and regions.

- Organize to coordinate, transfer quickly samples from the sampling areas to testing establishments; concurrently, apply information technology application in managing the entire process from sampling to result returning.

- Testing methods shall be decided based on the spreading rate and pandemic development in each locality to ensure safety, effectiveness, and accuracy.

- Health agencies and grassroots authorities shall proactively decide on the rapid antigen test according to the pandemic development and levels; be flexible in any situation for a rapid screening result, take advantage of time and avoid missing the risk of infection for the highest efficiency.

- Pilot to guide the people to take samples by themselves under the health sector's supervision.

5. Prepare the highest possible options for treatment, ensure adequate oxygen, ventilators, emergency beds, and other necessary conditions as soon as possible; complete and put into use in time the establishments of receiving and treating patients according to the multi-layer model under the Ministry of Health's guidance, pay special attention to distinguish asymptomatic cases from symptomatic cases (patients) in order to organize appropriate management, monitoring, and medical assistance, to reduce the proportion of asymptomatic people who develop symptoms; take the initiative in human resources, facilities, and medical equipment, including mobilizing health resources from the sectors, including the private sector.

6. Regarding logistics and procurement:

- Units of the City must urgently make a list of equipment serving the pandemic prevention and control, organize the procurement according to regulations, schedule, and pandemic requirements at all levels, risks, and the pandemic situation.

- Review and requisition eligible buildings, education institutions, construction works, etc. as establishments to receive confirmed cases (asymptomatic cases) with a capacity of 30,000 patient beds and continue reviewing to increase the capacity to 50,000 patient beds when necessary.

7. The vaccination must be organized in a quick, safe, and effective manner; the vaccination software is encouraged; citizens shall be provided with guidance on actively preparing and declaring sufficient information before being vaccinated; those who have had regular health check-up records, and people without underlying diseases shall be provided with guidance to sign commitments to reduce screening time.

8. Mobilize the participation of the entire political system, especially the grassroots political system, and at the same time, ask all citizens, organizations, and enterprises to share, accompany and effort to overcome this difficult period, and actively participate in the pandemic prevention and control for their health, families and the community; mobilize all social forces for the pandemic prevention and control to stamp out the pandemic as soon as possible, ensuring safety and sustainability for the City in particular and the country in general.

Promote the inspection and supervision of the grassroots political system in implementing pandemic prevention and control measures, especially in neighborhoods and residential areas, etc. Promptly encourage and reward organizations and individuals with effective implementation results and replicate good and effective models in pandemic prevention and control. Remind, criticize, review and strictly handle violations according to regulations.

9. Authorities at all levels and sectors are requested to actively prepare plans to avoid interruption in the goods supply chains of the City or market instability; take measures for price stabilization, avoiding the shortage of goods, speculation on goods, fake goods, poor quality goods, causing confusion in public opinion; ensure the safe transportation and supply of food, foodstuffs, and necessities for all people, especially in quarantine and blockade areas, ensure that no one lacks food; at the same time, meet the needs for medical, health and spiritual care at all times and places when necessary, ensure social security, security and order in the locality.

Directors, Heads of Departments, agencies, and sectors in the City, Chairpersons of People's Committees of districts and towns and agencies, units, unions, and organizations located in the City and all citizens are requested to strictly implement this Official Telegram./.
