- Department of Health; Department of Industry and Trade; Department of Agriculture and Rural Development; Department of Transport; Department of Information and Communications;

- Provincial Police; Provincial Military Command; Provincial Border Guard Command;

- Management Boards of industrial parks;

- Chairperson of the People’s Committee of Vung Tau City;

- Chairpersons of People’s Committees of districts, Phu My town and Ba Ria City;

- Heads of Departments, agencies and sectors.

 

In the past few days, the COVID-19 pandemic in the province is developing very complicatedly. Especially, Vung Tau City has confirmed many cases with unknown source of infection that have complicated travel schedule. The number of infections in the City arising every day, which predicts the risk of rapid and widespread infection in the community.

In the implementation of the Notice No. 554/TB-TU dated July 12, 2021 of the Provincial Party Standing Committee on applying the Prime Minister’s Directive No. 16/CT-TTg dated March 31, 2020 in Vung Tau City;

In the spirit of ensuring the people's health and life, and continuing to actively prevent and control the pandemic in Vung Tau City, the Chairman of the provincial People's Committee hereby directs as follows:

1. To impose the social distancing measure in the entire Vung Tau City under the Prime Minister’s Directive No. 16/CT-TTg dated March 31, 2020 from 00:00, July 14, 2021 to the end of July 27, 2021, on the principle that all families, residential groups, neighborhoods - villages, hamlets, communes - wards, Vung Tau City and districts, towns and cities in province shall be isolated from one another; employees in workshops and production factories must maintain a safe distance, wear masks, disinfect and sterilize according to regulations.

a) In order to minimize the spread of the pandemic in the community, all citizens in Vung Tau City shall be requested to stay at home, except the following cases of absolute necessity:

- Going out to purchase food, foodstuffs, pharmaceuticals and other essential goods and services; emergency cases, medical emergencies, medical examination and treatment; natural disasters and fires;

- Working at State agencies, armed forces, diplomatic missions and at establishments mentioned at Point b, Section 1 of this Official Dispatch.

Anyone leaving home must wear a mask, wash hands with soap or an antiseptic solution; gatherings of more than 02 people in public places or outside of offices and hospitals shall be banned, and a minimum distance of 02 meters between two people shall be maintained.

b) Factories, production establishments, construction sites, transport and construction works; establishments trading or providing essential goods and services (such as food, foodstuffs, pharmaceuticals; petrol and oil; electricity; water; fuel, etc.); education institutions, banks, treasuries, service providers directly related to banking activities and enterprise assistance (such as notaries, lawyers, registry, registration for secured transactions, etc.), securities, postal, telecommunications, services supporting transportation, import and export of goods, medical examination and treatment, funeral, etc. may continue to operate or take place.

Heads of the above-mentioned establishments shall be responsible for ensuring absolute safety and fully implementing anti-pandemic measures, including the follows: Strictly complying with 5K rules, especially wearing masks, disinfecting, measuring body temperature, providing adequate means and supplies for pandemic prevention and control in accordance with the regulations and recommendations of health agencies; requiring their employees to make health declarations, comply with the restricted contact and communication measures; suspending non-urgent activities and reduce the gathering of employees; organizing and strictly managing the shuttles of employees to the workplaces to prevent the risks of infection.

If the above requirements are not met, their operations must be suspended. Local health agencies shall provide guidance, inspect and supervise the pandemic prevention and control at the above-mentioned establishments.

c) Public passenger transportation activities are halted, except for official duties, shuttle buses for workers, experts, quarantined people, vehicles transporting production materials and goods. Personal vehicles are limited as much as possible. To ensure the smoothly transportation of goods and production materials.

d) Heads of agencies, units, organizations and enterprises shall be responsible for organizing the work-from-home in compliance with their conditions, avoid delaying, especially in jobs with prescribed time limit in accordance with law provisions, public services for peoples and enterprises.

dd) People from Vung Tau City to other districts, towns and cities in the province must obtain approval from People's Committees (district level) of the two localities and must be quarantined at home for 14 days, and self-monitor their health for the next 14 days. Concurrently, they must be tested three times, on the 1st day, the 7rd day and the 13th day during the home quarantine period.

e) All citizens are requested to voluntarily abide by pandemic prevention and control measures, proactively make voluntary health declarations; making health declaration by QR is encouraged. They also are requested to fully implement measures to protect themselves and their families (especially complying with 5K rules) and participate responsibly in pandemic prevention and control activities of functional agencies and communities. Heads of enterprises, production establishments and establishments providing or trading services or goods shall be responsible for implementing anti-pandemic measures at their establishments, ensuring health and safety for employees, and take responsibility before law for any infection.

2. The People’s Committee of Vung Tau City

a) To develop a plan to rapidly implement urgent measures to prevent and control COVID-19 pandemic in line with the Prime Minister’s Directive No. 16/CT-TTg dated March 31, 2020 and the Government Office’s Official Dispatch No. 2601/VPCP-KGVX dated April 03, 2020, on the implementation of provisions in the Directive No. 16/CT-TTg in the City, assign specific task and responsibility for each person, unit to strictly and drastically implement, inspect and control the schedule, timely detect shortcomings and report to the provincial People’s Committee for settlement.

b) To closely coordinate with Construction Departments, agencies and sectors in issuing and implementing appropriate solutions in accordance with the local situation during the social distancing period.

c) To review the human resources, material resources and capacity to response of the City, report difficulties and problems to the Departments, agencies, sectors and provincial People’s Committee for support.

d) To promote the provision of (accurate, complete and standard) information to propagate and mobilize people to calm down, agree, support and cooperate with party committees and local authorities to speed up the tracing, testing, stamping out the pandemic to stabilize the life for the whole City.

dd) To promote the role of the Vietnam Fatherland Front, organizations, community-based COVID-19 working groups in the pandemic prevention and control.

e) To strengthen the inspection of the implementation of anti-pandemic measures at production and business establishments, public places; strictly handle case of violations according to regulations.

f) To proactively allow cadres, civil servants, public employees and employees to use information technology to work at home; only cases of absolutely necessity, such as performing combat duties or agency duties, providing essential goods and services, processing confidential documents and other necessary tasks upon request, shall be allowed to work at office; promote online meetings. Heads of such agencies shall take responsibilities for the infection among cadres, civil servants, public employees and employees due to failure to abide by anti-pandemic measures at offices.

g) To regularly update the pandemic prevention and control situation, synthesize the implementation of directions provided in this Official Dispatch. To report the provincial Steering Committee for Disease Prevention Control at the end of a day and on an irregular basis.

3. The Department of Health, Provincial Police, Provincial Center for Disease Control, quick response team and members in the Provincial Steering Committee are assigned to support Vung Tau City in preventing and controlling the Pandemic, the People’s Committee of Vung Tau City is requested to rapidly and drastically use all force sources and measures to thoroughly stamp out all “outbreaks” in the City; take advantage of time to trace, take appropriate measures for at-risk people, people in contact with infected cases and those who travel through “outbreaks”; continue asking those who have traveled to “outbreaks”, were in contact with at-risk people or infected case to make health declaration and contact the nearest health agencies for testing. Provincial Police is requested to coordinate with the Departments of Health, Provincial Center for Disease Control and the People’s Committee of Vung Tau City in, reviewing cases related to detected outbreaks to quickly and thoroughly handle in accordance with regulations on pandemic prevention and control.

People’s Committees of districts, Phu My town and Ba Ria City shall coordinate with relevant Departments, sectors and the People’s Committee of Vung Tau City in, effectively performing these tasks; impose home quarantine measure, health declaration for classification and testing and take concentrated quarantine measures, in case of necessity, for people related to outbreaks in Vung Tau City. To organize to receive Vung Tau’s citizens upon request of the People’s Committee of Vung Tau City and organize quarantine under Point dd, Section 1 of this Official Dispatch. People’s Committees of districts, towns and cities are assigned to closely supervise each household according to regulations.

The Provincial Police, Departments of Health and People’s Committee of Vung Tau City shall continue to urgently review, give medical check and update heath status of entrants in Vung Tau City but not yet been quarantined since June; make lists of direct contacts and close contacts for classification, screening and appropriate quarantine measures.

4. The Department of Transport and the People’s Committee of Vung Tau City shall direct to halt public passenger transportation. To minimize traveling between different areas; stop traveling from Vung Tau City to other localities, except for official purposes and cases of providing food, foodstuffs, other necessities, shuttle buses of enterprises, vehicles transporting raw materials and production materials.

The Department of Transport shall urgently take measures to coordinate and guide people and vehicles into and out of the City, especially people and vehicles transporting goods, necessities and medical emergencies, official duties in accordance with regulations on pandemic prevention and control.

5. The Department of Health

a) To direct hospitals and health establishments to implement procedures and strictly manage, avoiding the cross-infection in hospitals and health establishments; strictly control, require patients, their relatives, caregivers to carry out mandatory health declaration; only one caregiver per patient; stop visiting patients at health establishments. To promulgate strict regulations on receipt of patients, do not let an infected individual affect the operation of the entire hospital or health establishment. To direct the medical separation for medical examination and treatment to meet the people's medical examination and treatment requirements; make a plan to divide shifts, crews working at heath establishments to protect the safety of health staff and people.

b) To fully prepare human resources, equipment, drugs, medical supplies and plans for pandemic prevention and control, ready treatment establishments and quarantine areas, ensuring readiness to respond to the pandemic on a large scale; promptly supplement situations and scenarios for levels in conformity with the development of the pandemic.

c) To coordinate with the Provincial Military Command, relevant units and localities to review all quarantine and treatment establishments with scenarios to support Vung Tau City, ensuring the timely response to situations.

d) To improve testing capacity for testing; carry out rapid tracking; coordinate with Vung Tau City to plan for organization of taking samples and rapid testing for all people in the City, strive to complete the testing within 4-5 days.

dd) To consider and handle the proposals of the People's Committee of Vung Tau City on the contents under its assigned responsibility; support Vung Tau city to control the pandemic.

e) To summarize and periodically report twice a day the results of the implementation of the work, the pandemic situation in Vung Tau City, ensuring its accuracy.

6. The Border Guard Command

To organize operations of, and effectively control ships and boats at disease checkpoints, on waterway routes, landing stages and ports, fully implement the sector’s responsibilities, supporting Vung Tau City to effectively implement pandemic prevention and control measures.

7. The provincial Military Command

a) To assume the prime responsibility for, and coordinate with the Department of Health, relevant sectors, units and localities in, organizing, arranging and increasing concentrated quarantine establishments, separating quarantined people by time of quarantine, avoid the cross-infection.

b) To coordinate with the Provincial Police to strengthen management and control at paths or border crossings in the province.

8. The Provincial Police

a) To strengthen direction to ensure security and order, checkpoints for pandemic prevention and control, crime prevention in the locality.

b) To direct the Police of Vung Tau City to closely coordinate with relevant units to strengthen patrol, control to timely detect and strictly handle violating organizations and individuals, even handle criminally serious violation cases of COVID-19 pandemic prevention and control.

c) To coordinate with the Department of Health, the People's Committee of Vung Tau City and related units to thoroughly trace F1, F2, F3 cases for handling according to regulations.

d) To coordinate with the Provincial Military Command and the Provincial Border Guard Command to strengthen and support the forces for Vung Tau City to ensure security and safety for the quarantined areas and surrounding areas.

9. The Department of Industry and Trade

a) To assume the prime responsibility with the Department of Agriculture and Rural Development, the Department of Transport, the Department of Health, the People's Committee of Vung Tau City for grasping the situation to ensure adequate supply of foodstuffs and essential goods for the City’s people, avoiding supply chain disruptions.

b) To expeditiously deploy online shopping solution, announce the addresses, websites, phone numbers, goods, prices, delivery methods on order to help people easily access and conveniently purchase. To regularly check, record, grasp the situation to organize the implementation, promptly report to the provincial People's Committee on any difficulties and problems for handling.

10. The Department of Information and Communications

a) To proactively collect sufficient information for propaganda so that the People understand, calm down, share and are fully aware of the pandemic situation, pandemic prevention and control, and actively, safely and effectively implement pandemic prevention and control measures; handle quickly and strictly the acts of giving distorted information, causing suspicion, especially extreme behavior, agitation for the people.

b) To focus on promoting the application of information technology in the management of work, people, vehicles and itineraries.

11. The Management Board of Industrial Parks of the province shall guide and support the Dong Xuyen Industrial Park, Vung Tau City to effectively perform the pandemic prevention and control and support the People's Committee of Vung Tau City to direct, inspect and urge production and business units, within the scope of management, in strictly complying with regulations on pandemic prevention and control. To strengthen grasping the situation, promptly handling and supporting to remove difficulties of enterprises. To urgently work with enterprises in the Dong Xuyen Industrial Park for solutions to transport workers and organize working in accordance with regulations.

12.     Press agencies shall continue to promote information on policies and solutions for pandemic prevention and control of the province, sources of necessities and essential goods provided to citizens during the social distancing period.

Heads of Departments, agencies, sectors, localities, organizations and enterprises are requested to strictly implement this Official Dispatch./.
