On temporarily applying a number of measures for “safe and flexible adaptation and effective control over the COVID-19 pandemic” in the City

To:

- Central agencies located in the City;

- Departments, sectors, associations and mass unions;

- People’s Committees of districts, wards and communes;

- Enterprises, units and agencies located in the City.

 

Based on the Government’s Resolution No. 128/NQ-CP dated October 11, 2021, promulgating the Interim Regulation on “safe and flexible adaptation and effective control over the COVID-19 pandemic”; the Minister of Health’s Decision No. 4800/QD-BYT dated October 12, 2021, issuing the Interim Guidance for implementation of the Government’s Resolution No. 128/NQ-CP dated October 11, 2021 promulgating the Interim Regulation on “safe and flexible adaptation and effective control over the COVID-19 pandemic” and based on the temporary assessment of pandemic risk levels as prescribed, the Chairman of the People’s Committee of Da Nang City agrees to temporarily take a number of measures for “safe and flexible adaptation and effective control over the COVID-19 pandemic” in the City from 00:00 on October 16, 2021. To be specific:

  1. BLOCKADE AREAS:
  1. Upon detecting new COVID-19 cases in the community, blockade areas shall be set up according to decisions of Chairpersons of district-level People’s Committees in the smallest and narrowest scope as possible, such as residential groups, neighborhoods, villages, hamlets, streets, alleys, or smaller scope.
  2. Measures: Lockdown and quarantine, people stay where they are without leaving their places of residence for pandemic prevention and control under the Minister of Health’s Decision No. 3986/QD-BYT dated September 16, 2020, and the Minister of Health’s Official Telegram No. 1168/CD-BYT dated August 07, 2021, on strengthening COVID-19 prevention and control measures.

II. OTHER AREAS: 56/56 wards and communes in Da Nang City shall be temporarily considered as level-2 pandemic risk areas (medium-risk level) to take a number of corresponding measures as follows:

  1. Continue to suspend operations of beauty salons (except for barber shops), discotheques, karaoke parlors, massage facilities, bars, Internet shops, electronic game shops.
  2. The following activities are allowed to be organized with conditions and restrictions:
  1. Meetings, training courses, seminars, etc. organized by agencies, units, enterprises and religious, belief and worship establishments: May be organized with a maximum of 40 participants. In case at least 95% of participants have been fully vaccinated or recovered from COVID-19 within 6 months, such activities may be organized with 120 participants maximum.
  2. Private home weddings, funerals, parties, and housewarmings, etc.: May be organized with a maximum of 30 participants.
  3. The activities of serving on-site dining by restaurants (including wedding restaurants), food and beverage establishments (hereinafter referred to as restaurants): May operate at half of their maximum capacity. A restaurant must serve a maximum of 200 guests at the same time in case it can serve more than 200 guests at a same time with half of its maximum capacity.
  4. Cinemas: May operate at half of their maximum capacity.

dd) Activities of facilities and venues for cultural and artistic performance, gymnastic and sports activities:

  • In-door activities: May be organized with a maximum of 40 participants. In case at least 95% of participants have been fully vaccinated or recovered from COVID-19 within 6 months, such activities may be organized with 200 participants maximum.
  • Out-door activities: May be organized with a maximum of 100 participants. In case at least 95% of participants have been fully vaccinated or recovered from COVID-19 within 6 months, such activities may be organized with 300 participants maximum.
  1. Barber shops: May serve 5 people at the same time maximum.
  1. The on-site teaching and studying at education and training institutions; transport activities: Comply with plans and roadmaps prescribed in specific documents.
  2. Activities other than those specified in this Official Dispatch may operate normally, provided that current regulations on pandemic prevention and control and requirements specified in Clause 5 herein are satisfied.
  3. General requirements
  1. For individuals
  • Strictly comply with 5K regulations (Mask - Disinfection - Distance - No gathering - Health declaration).
  • Have QR codes and regularly scan QR codes when entering/leaving public places, production, and business locations, attending crowded events or using public transport vehicles.
  • Persons showing suspected symptoms such as cough, fever, sore throat, loss of taste or smell, etc. are not allowed to buy medicines at drugstores by themselves but notify the nearest health establishments for separation and screening tests.
  1. For organizations, agencies, units, establishments, and enterprises
  • They must develop plans for safe and flexible adaptation and effective control over the COVID-19 pandemic for each field according to instructions provided by the Ministry of Health, the National Steering Committee for COVID-19 Prevention and Control, ministries, and central agencies; take responsibility for implementing COVID-19 prevention and control measures.
  • They must have equipment to control QR codes to manage information about people entering/leaving public places, production and business locations, people using public transport vehicles or attending crowded events by QR codes.

III. IMPLEMENTATION ORGANIZATION

  1. Departments, sectors, and agencies shall, based on their functions, tasks, powers, management and current regulations on COVID-19 prevention and control, take responsibility for:
  1. Developing plans for safe and flexible adaptation and effective control over the COVID-19 pandemic within their managed fields and sectors, reporting the Vice-Chairwoman of the People’s Committee of Da Nang City for approval before implementation.
  2. Thoroughly grasping regulations provided in this Official Dispatch, directing, organizing, and inspecting the implementation of regulations thereof; strictly handling cases of violation within the competence.
  3. Guiding, managing, inspecting, and supervising the implementation of plans for safe and flexible adaptation and effective control over the COVID-19 pandemic by agencies, units, organizations and enterprises within the managed fields and sectors; requesting the suspension of operations failing to meet requirements on safe pandemic prevention and control.
  1. The Department of Health shall:
  1. Assume the prime responsibility for, and advise the People's Committee of Da Nang City to develop the plan for safe and flexible adaptation and effective control over the COVID-19 pandemic in the City according to the Resolution No. 128/NQ-CP and the Decision No. 4800/QD-BYT.
  2. Review and advise the People's Committee of Da Nang City to promulgate the unified health guidelines for all activities in the area (test for SARS-CoV-2; quarantine; vaccination against COVID-19; treatment for F0 cases; etc.), scenarios and plans on ensuring the medical work for COVID-19 prevention and control according to pandemic risk levels; organize the implementation when there is an outbreak.
  3. Publicize and update pandemic risk levels corresponding to every locality, blockade area and applicable measures on the City’s e-portal; update the pandemic risk levels and blockade areas on the Ministry of Health's e-portal.
  4. Advise the People's Committee of Da Nang City to adjust the pandemic risk levels according to the pandemic development, the vaccination coverage and health system’s capacity.
  1. The Public Security Department of Da Nang City shall:
  1. Assume the prime responsibility for organizing functional forces to ensure order and security, social security, and cybersecurity, especially at grassroots and blockage areas; strengthen to prevent and combat crimes, especially those who oppose functional forces in COVID-19 prevention and control; strengthen the patrol, inspection and strict handling of those who violate pandemic prevention and control regulations.
  2. Assume the prime responsibility for, and coordinate with medical, military forces, border guards, youth unions, socio-political organizations, and localities in, continuing to remain effective operations of inter-sectoral checkpoints at the City’s entrance gates. Continue to assume the prime responsibility for running the Center for processing information and monitoring people and vehicles entering the City by road, air or railroad.
  3. Assume the prime responsibility for, and coordinate with the Department of Health and the Department of Information and Communications in, consistently applying QR codes on citizen’s identity cards (or appropriate forms applicable to those who have not had new citizen’s identity cards yet) for the citizens’ movement management and COVID-19 prevention and control according to instructions of the Ministry of Public Security and the Ministry of Information and Communications.
  1. The Border Guard Command of Da Nang City shall assume the prime responsibility for, and coordinate with relevant forces in, continuing remain the effective operations of checkpoint No. 13 (Tien Sa Port) and checkpoint No. 14 (Man Quang Border Guard Station).
  2. The Department of Information and Communication shall:
  1. Assume the prime responsibility for promoting the application of information technology in pandemic prevention and control. Continue the temporary health declaration and grant of QR codes on the current applications (Danang Smart City application or khaibaoyte.danang.gov.vn) for the citizens’ use of QR codes upon entering/leaving public places, production, and business locations, using public transport vehicles or attending crowded events; guide the installation of QR code scanners for agencies, units, enterprises and crowded places.
  2. Assume the prime responsibility for, and coordinate with the propaganda and training commission of the municipal party committee in, directing press agencies and grassroots-level information systems to actively and timely provide information and disseminate COVID-19 prevention and control knowledge.
  3. Direct information and communications agencies to strengthen the propaganda for the consensus and trust of the society; promote citizens’ voluntary and active pandemic prevention and control; provide measures for safe and flexible adaptation and effective control over the COVID-19 pandemic, raise citizens’ awareness in the new situation.
  4. Organize to propagandize this Official Dispatch to every citizen for implementation; coordinate with the Department of Foreign Affairs in disseminating it in English for foreigners who are living, working or studying, etc. in the City.
  1. The Department of Labor, Invalids and Social Affairs shall:
  1. Continue to organize the effective implementation of central authorities and the City’s policies and regimes to support subjects affected by COVID-19.
  2. Assume the prime responsibility for, and coordinate with relevant agencies and localities, in continuing to review and propose regimes and policies (apart from regimes and policies provided by central authorities) to support specific subjects of the City that are affected by COVID-19, ensuring social security and restoring the labor market.
  3. Develop a plan for pupils and vocational education students to go to school, ensuring safe and flexible adaptation and effective control over the COVID-19 pandemic.
  1. The Department of Planning and Investment shall:
  1. Assume the prime responsibility for developing and completing the City's socio-economic recovery and development plan in the context of safe and flexible adaptation and effective control over the COVID-19 pandemic.
  2. Assume the prime responsibility for, and coordinate with agencies and localities in, implementing solutions to remove difficulties and support enterprises in accordance with the central authorities’ regulations. Review and advise the City People's Committee on regimes, policies and solutions under the City’s competence in order to support enterprises and remove their difficulties.
  1. The Department of Transport shall: Assume the prime responsibility for and advise the City People's Committee about guiding and implementing traffic activities, intra-municipal and inter-provincial transport, goods circulation, etc. at the locality, ensuring safe and flexible adaptation and effective control over the COVID-19 pandemic according to regulations of the Ministry of Transport.
  2. The Department of Education and Training shall: Assume the prime responsibility for and advise the City People's Committee about the plan to organize on-site teaching and studying for 2021-2022 school year, ensuring safe and flexible adaptation and effective control over the COVID-19 pandemic.
  3. The Department of Tourism shall: Assume the prime responsibility for and advise the City People's Committee about the plan to restore tourism activities in the locality, ensuring safe and flexible adaptation and effective control over the COVID-19 pandemic.
  4. The Department of Home Affairs shall: Assume the prime responsibility for and advise the City People's Committee about launching emulation movements for COVID-19 pandemic prevention and control, socio-economic recovery and development in the locality. Coordinate with the Department of Health, agencies, units and People's Committees of districts in timely proposing commendation for collectives and individuals with outstanding achievements for COVID-19 pandemic prevention and control and economic recovery.
  5. People's Committees of districts shall:
  1. Take responsibility for developing a plan for safe and flexible adaptation and effective control over the COVID-19 pandemic and directing the implementation of COVID-19 pandemic prevention and control measures in the localities under their management; inspecting and handling cases of violations against regulations on pandemic prevention and control in their localities within their competence.
  2.  Direct strict control and supervision of testing, organization of concentrated quarantine, at-home quarantine, health monitoring for those who have been to/return from pandemic-hit areas, from other localities; people on entry; those who have completed the concentrated quarantine and return to localities.
  3. Decide on blockade areas as quickly as possible, ensuring that they are set up in the narrowest scope as possible; and implement activities to ensure social security and access to healthcare services for citizens so that they can feel secure to “stay where they are”  and comply with regulations on pandemic prevention and control.
  4. Direct People's Committees of wards and communes to: Continue to maintain the effective operation of community-based COVID-19 groups for the pandemic prevention and control in residential areas, villages, residential groups and each household.
  1. The Vietnam Fatherland Front Committee of the City, organizations and unions are required to:
  1. Strengthen coordination with authorities at all levels to mobilize people, organizations and enterprises to raise awareness of and voluntarily comply with measures for safe and flexible adaptation and effective control over the COVID-19 pandemic, “dual” goal implementation.
  2. Proactively coordinate with authorities at all levels in effectively solving pressing social problems at grassroots level, participating in propaganda, advocacy and monitoring of the implementation of measures for safe and flexible adaptation and effective control over the COVID-19 pandemic at localities.
  1. The Department of Health (the standing agency of the City Steering Committee for COVID-19 Prevention and Control) is assigned to assume the prime responsibility for, and coordinate with the City People's Committee's Office in, monitoring the implementation of this Official Dispatch, promptly reporting on any problems arising (if any) to the Chairman of the City People's Committee.

This Official Dispatch replaces the Official Dispatch No. 6589/UBND-KGVX dated September 28, 2021 of the City People's Committee on temporarily applying a number of measures to prevent and control the COVID-19 pandemic in the current situation.

Members of the City Steering Committee for COVID-19 Prevention and Control; Heads of departments, sectors, Chairpersons of People's Committees of districts, wards and communes; and related agencies, units are required to seriously implement this Official Dispatch./.
