GUIDANCE
“Plans for COVID-19 prevention and control at agencies and units”
(Attached to the Minister of Health’s Official Dispatch No. 6666/BYT-MT dated August 16, 2021)

I. OBJECTIVES AND REQUIREMENTS
1. Objectives
- To actively and early detect and timely handle infected cases (F0 cases), suspected cases, close contacts (F1 cases), persons in contact with close contacts (F2 cases) at agencies and units (hereinafter referred to as units).
- To ensure safety and realize the “dual goals”; limit the impact of the pandemic on the units’ operations.
2. Requirements
- To identify the COVID-19 prevention and control as a key, urgent and regular task. To strictly abide by the directions of the Secretariat, the Government, the Prime Minister, the National Steering Committee for COVID-19 Prevention and Control, fully implement instructions of the Ministry of Health and other ministries and branches in pandemic prevention and control.
- To implement the principle that the heads of party committees, authorities shall direct and be accountable for the pandemic prevention and control at units.
- To actively prepare plans for logistics, quarantine, testing and treatment to timely, urgently and effectively respond to the pandemic on the principle of “four on-the-spot”.
II. PANDEMIC PREVENTION AND CONTROL MEASURES
1. Units
1.1. Establishing the Steering Committee for COVID-19 prevention and control, led by the head of the unit, with a focal point to advise and organize the implementation of pandemic prevention and control. Members of the Steering Committee include representatives of trade unions, youth unions, a number of organizations/individuals affiliated to the unit; each member of the Steering Committee shall be assigned a specific task.
1.2. Establishing COVID-19 safety teams with members being trade union members and youth union members; each COVID-19 safety team has 3-5 people, in which the leader is the head of a trade union or youth union. The COVID-19 safety team shall support the Steering Committee for COVID-19 prevention and control of the unit in:
- Propagandizing, detecting, reminding, inspecting and supervising the implementation of COVID-19 pandemic prevention and control, and health status of employees in the unit.
- Proposing the head of unit to timely handle cases of violation against pandemic prevention and control at the workplace according to the internal rules on pandemic prevention and control of the unit and local authorities. Timely reporting the head of the unit and health division of the unit upon detecting an infected case (F0 case) or person showing suspected symptoms (such as cough, fever or shortness of breath, etc.) to handle according to regulations.
- Supporting the unit and functional agencies in tracing F1 cases (those who are in close contact within 2 meters or in the same enclosed space at the accommodation, workplace, workshop, study, living, entertainment, etc. or in the same compartment of a vehicle as F0 cases during their transmission period), F2 cases (those who are in close contact within 2 meters with F1cases during the period from the time F1 cases were likely to be infected from infected cases (F0 cases) until the time F1 cases are quarantined) and emergency cases when the unit recorded an infected case or has to be isolated under the decision of a competent agency.
- Performing other appropriate pandemic prevention and control tasks as assigned by head of the unit.
1.3. Developing plans for COVID-19 prevention and control of the unit (according to Appendix 1). A plan for pandemic prevention and control must include a diagram and arrangement of movement flow in the unit when recording F0, F1, F2 and suspected cases.
1.4. Managing employees with the following information: full name, year of birth, people's identity card/citizen’s identify card/passport, address of the place of residence, telephone number; requiring employees to notify when being in contact with F0 or F1 cases.
1.5. In case employees of the unit work and live in different localities, head of the unit must be responsible for notifying the Departments of Health/provincial Centers for Disease Control of relevant localities for management and medical surveillance of employees.
1.6. Organizing to monitor the employees’ health status on a daily basis; people showing any of the following symptoms: Fatigue, fever, cough, sore throat, shortness of breath, etc. and F1, F2 cases are not allowed to work; employees must measure body temperature by themselves, monitor their health status at home before arriving the workplace, persons having symptoms of fever, cough, sore throat, shortness of breath, etc. must stay at home and notify their managing unit and local health units for advice and handling according to regulations.
1.7. Creating QR codes of quarantine points to manage people entering or leaving the unit and making health declaration in accordance with the Ministry of Health's Decision No. 2666/QD-BYT dated May 29, 2021. In case the person entering and leaving the unit cannot scan QR codes, the unit must appoint a control staff with a smartphone installed with applications for health declaration and close contact detection (Bluezone/NCOVI) to scan QR code on the health insurance card/or copy of health insurance card/citizen’s identity card or codes generated by the software system of the person entering or leaving the unit.
1.8. At the entrance gate of the unit: Organizing to measure the body temperature, requesting employees and guests to make health declaration, disinfect hands, wear mask and keep a minimum distance as prescribed; arranging signboards of pandemic prevention and control regulations applicable to employees and guests; equipping adequate hand sanitizer; arranging the area to enter the unit with spaced lines according to regulations; controlling and managing guest cards; taking measures to control the density of people entering the unit to satisfy the pandemic prevention and control regulations.
1.9. In case there are different units in the same building: Head of the unit or head of the management board of the building shall be responsible for controlling information of those who entering and leaving the building, providing information for competent agencies in case of necessity; arranging areas for health declaration, equipping computer desks, kiosks, QR code scanners (depending on specific conditions) and appointing staff to control people (with smartphones) entering and leaving the building.
1.10. Arranging rooms/areas for temporary quarantine (hereinafter referred to as quarantine rooms) for employees/guests showing any of the following symptoms: fatigue, fever, cough, sore throat, shortness of breath, etc. or F0, F1 or F2 cases while working at the unit. The quarantine room must meet the following requirements:
- Being located in a separate area, near the entrance and separate from the working areas (if any).
- The quarantine room must satisfy the following requirements:
+ Air ventilation;
+ Limiting furniture in the room;
+ Being equipped with places for handwashing;
+ Being equipped with waste bins with tight lids;
+ Having separate toilet areas.
1.11. Arranging and appointing areas to deliver and receive documents, stationeries and goods, etc. near the entrance gate; arranging places, equipment and human resources to carry out disinfection at the goods delivery and receipt areas (in case of necessity); avoiding contact between the shippers and the recipients; requesting the unit and the shippers to fully implement the 5K Message, the requirements for pandemic prevention and control according to regulations and recording information of the shipper, recipient, delivery time, etc.
1.12. Regularly reminding employees and guests to take measures for COVID-19 pandemic prevention and control in working time.
1.13. Installing cameras at public areas at risk (except for bathrooms, toilet areas or changing rooms, etc.), especially areas for QR scanning to monitor, supervise and remind others to comply with measures for pandemic prevention and control.
1.14. For a unit with a reception department, working with guests (receptionist, single-window section, handling administrative procedures, banking, treasury, etc.): Those assigned to work with guests must perform 5K messages, especially wear masks, keep a safe distance, and install partitions (if possible).
1.15. It is encouraged to reduce the number of employees working at the office, promoting working from home, remote working and online meeting.
1.16. Arranging vehicles to transport employees in accordance with pandemic prevention and control regulations (if possible); increasing ventilation in workplaces, cafeterias, meeting rooms; reducing exposure by arranging partitions in the cafeteria and providing separate meals.
1.17. Equipping adequate waste bins with lids; arranging places for handwashing, restroom and ensuring adequate clean water and soap or hand sanitizer for employees.
1.18. Performing cleaning and disinfection at the unit according to the instructions provided in Appendix 2.
1.19. Requesting employees to sign commitments to comply with regulations and instructions on COVID-19 pandemic prevention and control with the employer (according to the form provided in Appendix 3).
1.20. Organizing the propaganda, dissemination and providing guidance on measures to prevent and control pandemic with simple, easy-to-understand, easy-to-remember, and easy-to-implement information.
1.21. Managing employees at risk, employees going on business trips, especially those going to, from, and returning from pandemic areas; conducting SARS-CoV-2 screening tests for employees:
- For at-risk employees (receptionist, working with guests on a daily basis, etc.) conducting a screening test for SARS-CoV-2 by rapid antigen test or RT-PCR method on a weekly basis for at least 20% of employees.
- For employees going on business trips, especially those going to, from, and returning from pandemic areas: conducting a test for SARS-CoV-2 by rapid antigen test or RT-PCR method within 03 days (72 hours) prior to or after the business trip, up to the time of business trip or returning the unit or according to other regulations of the National Steering Committee for COVID-19 Prevention and Control and the Ministry of Health.
1.22. Developing plans for screening tests and vaccination against COVID-19 for employees.
1.23. Regularly reviewing tasks to be performed for the pandemic prevention and control (according to the form provided in Appendix 4).
2. Employees
2.1. Before going to the workplace
- Seriously implementing the 5K Messages; self-monitoring health status and checking body temperature on a daily basis. Those who show any of the following symptoms: fatigue, fever, cough, sore throat, shortness of breath, etc. must stay at home, not go to the offices/business trips and notify managing agencies or units.
- Preparing necessary personal equipment for the working time or business trip such as drinking water, cup for personal use; tissues, masks, gloves, hand sanitizer, etc.
- Employees who are under the quarantine period are not allowed to go to the office.
2.2. At the workplace
a. General instructions for employees
- Always implementing the 5K Message, especially wearing masks and ensuring minimum distance at the workplace, meeting rooms or public areas in the unit according to regulations of the Government or the National Steering Committee for COVID-19 Prevention and Control.
- Increasing the use of remote means of communication to reduce direct contact.
- Regularly cleaning personal desk surfaces, working tools and heavily exposed surfaces by antiseptic solution.
- In case of detecting anyone or his/her colleague/guest with one of the symptoms of fatigue, fever, cough, sore throat, shortness of breath, etc., or detecting an F0, or F1 or F2 case, such person must limit contact with surrounding people or provide instructions to his/her colleague/guest to limit contact with surrounding people and immediately notify the manager, the COVID-19 safety team or the health staff at the workplace.
- It is not allowed to show stigma and discrimination in the workplace for those who have completed quarantine or have to go on business trips to pandemic areas or have been treated and recovered from COVID-19.
b. For employees working at-risk jobs or occupations (receptionist or working with guests).
Apart from general instructions as mentioned above, employees should pay attention to:
- Use appropriate gloves to reduce unnecessary exposure. If gloves are not used, it is required to wash hands frequently and use disposable hand tissues or hand towels to dry hands.
- Use adequate personal protective equipment (including masks, goggles and gloves, etc.) according to regulations.
2.3. For employees going on business trips to pandemic areas
Apart from instructions as mentioned above, employees should pay attention to:
- Refer information about pandemic areas on the Ministry of Health's e-portal (http://ncov.moh.gov.vn) to assess advantages and risks of the business trips.
- Test for SARS-COV-2 before and after the business trips according to regulations.
- Comply with regulations on pandemic prevention and control provided by local authorities where they travel for work.
- Always comply with the 5K Messages.
- During the business trip, if an employee shows any of the following symptoms: fatigue, fever, cough, sore throat, shortness of breath, etc., he/she must wear mask avoid contact with surrounding people, notify the manager and make a phone call to the hotline of the provincial-level Department of Health or the Ministry of Health (via the phone number: 1900 9095) for advice, in case of necessity, visit the nearest health establishment for timely treatment.
- After a business trip from the pandemic area, an employee must comply with the Ministry of Health's regulations on testing for SARS-COV-2 and self-monitoring health status, quarantine, etc.
3. For establishments providing services for the unit (providing food portions, security, hygiene, transportation service, etc.):
- Requiring signing the commitment to comply with measures to prevent and control COVID-19 pandemic with the unit.
- Coordinating to manage the list of employees, their schedules and working time.
- Requiring the employees to implement the 5K messages and record their daily contact.
- Conducting a test for SARS-CoV-2 by rapid antigen test or RT-PCR method for all employees on a weekly basis.
III. PLAN FOR HANDLING UPON DETECTING A SUSPECTED CASE OR F1, F2 CASE
1. Plan for handling upon detecting a suspected case at the unit
Upon detecting any employee with one of the suspected symptoms such as fatigue, fever, cough, sore throat or shortness of breath, etc. at the workplace, the following steps shall be implemented:
- Notify the head of the Steering Committee for COVID-19 prevention and control or the COVID-19 safety team of the unit.
- Provide medical masks and proper instructions.
- Require such person to limit contact with surrounding people, avoiding close contact (less than 2 meters) with others.
- Notify assigned forces to make separate way from an area where the suspected case is detected to the temporary quarantine room.
- Guide the suspected case to move along the arranged pathway to the temporary quarantine room, avoid using elevators or arrange a separate elevator and infect it after using according to regulations.
- Make a phone call to the hotline of the provincial-level Department of Health or the Ministry of Health (phone number: 1900 9095) or a health agency according to local regulations for advice, test for SARS-CoV-2 and, if necessary, visiting a medical establishment for examination and treatment.
- The suspected case is not allowed to use public transport vehicles to visit the medical establishments.
- Update the employee's health status.
- Make a list of contacts and disinfect at the workplace at request of the health agency (according to instructions provided in Appendix 2).
- Based on the local health agency’s request or the SARS-CoV-2 test result, the suspected case shall be arranged, appoint an appropriate job.
2. Plan for handling upon detecting an F1 case at the unit
2.1. Upon receiving information about the F1 case at the unit
- Notify the head of the Steering Committee for COVID-19 prevention and control or the COVID-19 safety team of the unit.
- Provide medical masks and proper instructions.
- Require such person to limit contact with surrounding people, avoiding close contact (less than 2 meters) with others.
- Notify assigned forces to make separate way from an area where the F1 case is detected to the temporary quarantine room.
- Guide the F1 case to move along the arranged pathway to the temporary quarantine room, avoid using elevators or arrange a separate elevator and infect it after using according to regulations. Conduct rapid antigen test at the temporary quarantine room:
+ If the result is positive, confirm by single sample RT-PCR test.
+ If the result is negative, the RT-PCR test of the pooled sample shall be conducted according to the principle of pooling samples of cases with the same work location, same place of residence/accommodation to handle F2 cases according to regulations.
- Inform the assigned unit to zone and disinfect all areas related to the F1 case (according to the instructions provided in Appendix 2).
- Inform all employees present at the unit with accurate information, avoid causing confusion or worry for employees; require employees to seriously make health declaration, implement 5K Messages, not leave the working position.
- If the RT-PCR test result of the F1 case is negative, the local health agency shall assess the risk and epidemiological factors to decide whether F2 cases may end their home quarantine and continue to self-monitor their health status for the next 14 days as prescribed.
2.2. Coordinating with health agencies and local authorities
a) Transfer the F1 case to quarantine establishment according to regulations.
b) Review all employees in the unit according to the management list (number of people present, number of employees absent, number of people on vacation, number of people on business trips and other cases).
c) Urgently trace all F2 cases through health declaration data by QR code scanning, business schedule, meeting schedule, surveillance cameras and information from managers, F1 case, etc.
- Local health agency must immediately notify health agencies where F2 cases live/stay to conduct quarantine at home/accommodation according to regulations.
- For F2 cases currently present at the unit: notify and request such cases to quarantine at home/accommodation and notify commune-level health agencies at their places of residence/accommodations;
- For F2 cases currently on business trips in other localities or F2 cases not currently present at the unit: Inform by phone, message and request them to quarantine at home; request they to notify commune-level health agencies at their places of residence/accommodations to coordinate in implementing regulations on pandemic prevention and control;
2.3. Health department/Administrative organization/Office of the unit shall coordinate with the provincial-level Department of Health, provincial Center for Disease Control, district-level Health Center to take samples for testing for at-risk employees at request of the health agency.
2.4. Handling F2 cases upon receiving test results of F1 cases
- If the test results are negative, the local health agency shall assess the risk and epidemiological factors to allow F2 cases to end their home quarantine and continue self-monitoring their health status for the next 14 days according to regulations, promote the implementation of 5K Messages and inspect and supervise the implementation of pandemic prevention and control at the unit.
- If the test results are positive, regulations provided in Part IV of this Guidance shall be complied with.
3. Plan for handling upon detecting an F2 case at the unit
- Notify the head of the Steering Committee for COVID-19 prevention and control or the COVID-19 safety team of the unit.
- Coordinate with the local health agency to take test samples for F2 case (if request).
- Guide the F2 case to quarantine at home or accommodation and wait for F1 case's test result.
- Contact local health agency to receive F1 case's test result:
+ If the test result of the F1 case is negative, the local health agency shall assess the risk and epidemiological factors to decide whether allow the F2 case to end his/her home quarantine and continue to self-monitor the health status for the next 14 days as prescribed, implement 5K Messages.
+ If the test result is positive, regulations provided in Part IV of this Guidance shall be complied with.
IV. PLAN FOR HANDLING UPON DETECTING AN INFECTED CASE AT THE UNIT
1. Detecting F0 cases through a periodic screening test at the unit:
- Immediately roll out the approved pandemic prevention and control plans for the situation when infected cases are confirmed.
- Notify and coordinate with local health agency to take pandemic prevention and control measures.
- Head of the unit shall, based on opinions of the local health agency, issue a decision on temporarily blockading the entire unit or floors/working areas/divisions, departments/working positions where the F0 cases work for the tracing, quarantine and sampling.
- Notify the F0 cases and request them not to move, not to contact surrounding people, wear medical masks and wait for instructions.
- Notify assigned forces to arrange separate way. Instruct the infected cases to move along the separate way to the temporary quarantine rooms.
- Inform the assigned unit/individual to zone and disinfect all areas related to the infected cases according to the instructions provided by health agency.
- Notify all employees currently present at the unit not to move to other places, seriously make health declaration, implement 5K messages; avoid causing confusion and worry for employees.
- Group and arrange separate areas for F1 cases (separating cases with the same working location and exposure risk in group of F1 cases) and F2 cases to prepare for sampling and quarantine according to regulations.
- After disinfecting and cleaning (according to instructions provided in Appendix 2), the unit shall resume its operation from the following day.
2. Detecting F0 cases at the unit through testing F1/F2 cases and suspected cases
Follow instructions provided in Section 1, Part IV for handling and Part III of this Guidance for treating F1 and F2 cases.
3. Detecting F0 cases being employees of the unit through community-based screening and testing
3.1. For F0 cases currently present at the unit:
Follow instructions provided in Section 1, Part IV for handling and Part III of this Guidance for treating F1 and F2 cases.
3.2. For F0 cases not currently present at the unit:
Coordinate with relevant local health agencies to review F1 and F2 cases at the unit for quarantine and handling according to instructions provided in Part III of this Guidance.
4. Detecting infected cases through testing people on business trips
4.1. If the test result is positive before the business trip
Follow instructions provided in Section 1, Part IV of this Guidance for handling and Part III of this Guidance for treating F1 and F2 cases.
4.2. If the test result is positive after the business trip
a) If the employee is at home or accommodation and has not yet come to the office:
- Notify and coordinate with health agencies in the place of residence for handling according to regulations.
- Inform the accompanying people in the business trip and the locality where the employee comes to work to identify F1, F2 cases and proceed to handle as guided in Part III.
b) If the employee has come to the unit or workplace:
Follow instructions provided in Section 1, Part IV for handling and Part III of this Guidance for treating F1 and F2 cases.
5. No more cases are detected (all tested samples of the unit are negative)
5.1. In case the employee currently present at the unit or workplace
- Notify to lift the blockade.
- Inform the assigned unit to zone and disinfect all areas related to the F1 and F2 case.
- Review all employees in the unit according to the management list to continue to monitor, supervise and periodically perform screening tests.
- The unit’s operation shall be conducted normally, implement 5K messages and pandemic prevention and control regulations.
5.2. In case the employees (other than F0 and F1 cases) are staying at home or accommodations
- Notify of the lifting of the blockade at the unit.
- Continue going to office to work normally.
6. In case there are F0 cases in other units in the same building:
- Follow instructions provided in Sections 1, 2, 3, 4 and 5, Part IV for handling.
- Units shall coordinate to take pandemic prevention and control measures as prescribed.
7. In case of receiving information that F0 case is an employee of the unit outside working hours
- Immediately report the head of the unit’s Steering Committee for COVID-19 prevention and control to temporarily suspend the unit's operation for cleaning, disinfecting and tracing F1 and F2 cases and waiting for test result from local health agency.
- Inform the assigned unit responsible for disinfecting entire unit, especially working area of the infected case.
- Trace, make the list of F1 and F2 cases and send it to the local health agency.
- Wait for test results of F1 and F2 cases from the local health agency before deciding to resume operation.
V. IMPLEMENTATION ORGANIZATION
Units shall, based on the actual situation, adjust plans for COVID-19 prevention and control and must ensure to comply with pandemic prevention and control regulations prescribed by local authorities.
1. Develop plans for COVID-19 prevention and control when there are infected cases at the unit and organize drills.
2. Require service providers to sign commitments to fully implement measures to prevent and control the COVID-19 pandemic and inspect their implementation.
3. Organize the inspection and examination of the pandemic prevention and control at the unit.
4. Closely coordinate with local health agencies in COVID-19 pandemic prevention and control.
The above-mentioned contents are included in the Guidance for pandemic prevention and control plans and applicable for the case where infected cases are recorded at the units. Based on this Guidance and the actual developments of the pandemic in the areas, the authorities at all levels and the units shall consider and decide to take appropriate pandemic prevention and control measures and ensure the safe operations. This Guidance shall be updated and revised in accordance with the actual situation of the pandemic prevention and control.
Any difficulties or problems arising in the course of implementation should be reported to the Ministry of Health (via the Health Environment Management Agency) for guidance and settlement./
