- People's Committees of Thu Duc City and districts;
- Affiliated units.
In order to implement the Resolution No. 12/2021/NQ-HDND dated August 24, 2021, of the People's Council of Ho Chi Minh City on special policies to support frontline workers participating in COVID-19 prevention and control, the Department of Health decides as follows:
1. To guide subjects specified in Clause 1, Article 1 of the Regulation No. 12/2021/NQ-HDND as follows:
a) The frontline medical workers performing direct works shall be entitled to a support of VND 10,000,000, including:
- Those who take samples for testing, provide medical examination, treatment, and care for patients at COVID-19 treatment hospitals and concentrated quarantine establishments;
- 115 emergency crews and people involved in transporting F0 cases.
b) The frontline workers performing indirect works shall be entitled to a support of VND 4,500,000, including:
- People directly involved in managing, operating, coordinating the pandemic prevention and control (the Department of Health, Ho Chi Minh City Center for Disease Control, 115 emergency centers, Health Divisions of Thu Duc City, and other districts); those who take samples for testing, vaccination, regular medical check-ups in residential areas, checkpoints, and blocked areas (local pandemic prevention and control teams)
- The frontline non-medical workers who perform indirect works at COVID-19 treatment hospitals and concentrated quarantine establishments: Staff of medical establishments, police and army forces, youth volunteers, residential security guards, militia and self-defense forces, etc. who are mobilized to perform indirect works in service of activities of field hospitals and concentrated quarantine establishments such as administration, logistics, management of machinery, equipment and medicines, security and order assurance, disinfection, room cleaning, waste collection, and food transportation, etc.
c) Community-based COVID-19 teams shall be entitled to a support of VND 2,000,000. The team composition shall comply with the Official Dispatch No. 485-CV/BDVTU dated July 14, 2021, of Ho Chi Minh City Party Committee's Commission for Mass Mobilization, on guiding some operational measures of the Community-based COVID-19 team in pandemic prevention and control.
d) Volunteers mobilized for the pandemic prevention and control by the municipal authorities, including:
- Lecturers from medical schools in the City, private medical staff, retired medical staff; religious volunteers taking care of F0 and F1 cases; drivers voluntarily transporting F0 and F1 cases for concentrated quarantine shall be entitled to a support of VND 3,000,000.
- Medical students shall be entitled to a support of VND 1,500,000.
dd) Volunteers mobilized to participate in the frontline anti-pandemic forces supporting Ho Chi Minh City by the Ministry of Health, including:
+ Medical staff and lecturers shall be entitled to a support of VND 3,000,000.
+ Medical students shall be entitled to a support of VND 1,500,000.
2. Payment principles
- Only those who are engaged in pandemic prevention and control work shall be entitled to the above-mentioned support on the principle that each person can only enjoy it once. Note: In order to avoid duplicate spending for people who are not on the payroll of the unit when participating in pandemic prevention and control in many localities, the beneficiaries are requested to make a commitment to receive such support only once.
- Beneficiaries must perform pandemic prevention and control works for at least 22 days (accumulated) from May 26, 2021 (the date on which Ho Chi Minh City recorded clusters of confirmed cases in the community and focused on providing treatment for such cases) until the time of payment.
- One person performing many works shall be entitled to the highest support level if he/she has performed the work with the highest support level for 11 days or more.
- Documents used as a basis for payment: A decision on the establishment or a document on assignment of tasks for COVID-19 treatment hospitals and concentrated quarantine establishments; A decision or document on receipt and assignment of personnel to participate in pandemic prevention and control, timesheets, etc.
3. Units affiliated to the Department of Health shall perform the following tasks:
- Making the list of beneficiaries as specified in Section 1 of this Official Dispatch, including:
+ Civil servants, public employees, and workers of the units
+ Volunteers and other forces performing tasks at COVID-19 treatment hospitals and concentrated quarantine establishments of the City under the management.
- Based on the allocated funding and non-business income, sponsorship, and other sources, medical units shall take responsibility for coordinating with State treasuries of places where they conduct transactions to implement the above-mentioned support policies in order to encourage frontline workers participating in COVID-19 prevention and control. At the same time, such units shall report the actual spending need to the Department of Health by September 15, 2021, for summarization and submission to the Department of Finance to advise Ho Chi Minh City People’s Committee to allocate funding for implementation as prescribed.
- Directors of such units shall be responsible for identifying beneficiaries, support levels, and the organization of payment thereof.
4. People's Committees of Thu Duc City and districts are requested to:
- Direct units assigned to manage such subjects to make lists of beneficiaries as prescribed in Section 1 of this Official Dispatch and immediately make payment for them, including:
+ Community-based COVID-19 teams of Thu Duc City and districts.
+ Accepted volunteers and other forces that perform tasks under decisions of the district- and commune-level People's Committees on mobilizing to participate in local pandemic prevention and control teams (excluding civil servants, public employees, and workers on the payroll of the units affiliated to the Department of Health) and assigning tasks at COVID-19 treatment hospitals and concentrated quarantine establishments under the People's Committees of Thu Duc City and districts.
- Send reports on the actual spending need of localities to the Department of Health by September 15, 2021, for summarization and submission to the Department of Finance to advise Ho Chi Minh City People's Committee to allocate funding for the implementation of this policy as prescribed, avoiding duplicate payment.
5. Ho Chi Minh City High Command and Ho Chi Minh City Public Security Department are requested to: Implement this policy for subjects mentioned in Section 1.
The Department of Health shall coordinate with other Departments, sectors, and agencies in continuing to propose to add more beneficiaries of the special policies to support frontline workers participating in COVID-19 prevention and control (if any).
Any difficulties arising in the implementation should be reported in writing to the Department of Health for coordination, consideration, and settlement.
