Official Dispatch 6199/BGDDT-GDPT 2025 on implementation of the General Education Curriculum revised under Circular No. 17/2025/TT-BGDDT

On September 12, 2025, the Ministry of Education and Training (MOET) promulgated Circular No. 17/2025/TT-BGDDT amending and supplementing a number of contents of the General Education Curriculum issued together with the Minister of Education and Training's Circular No. 32/2018/TT-BGDDT dated December 26, 2018 (hereinafter referred to as Circular No. 17/2025/TT-BGDDT). For the implementation of the revised General Education Curriculum, the Ministry of Education and Training hereby provides guidance on the implementation of the General Education Curriculum revised under Circular No. 17/2025/TT-BGDDT as follows:

1. Objectives and requirements

- To support educational institutions in organizing the teaching and assessment of History and Geography subjects at the primary and lower secondary levels, and History, Geography, and Civic Education (Economic and Legal Education) subjects at the upper secondary level in accordance with the revised contents under Circular No. 17/2025/TT-BGDDT.

- To ensure uniformity in the methods of updating, adjusting, and supplementing teaching materials for subjects with revised contents, in conformity with the characteristics of students.

- To take the initiative in adjusting teaching contents and materials in line with the General Education Curriculum revised under Circular No. 17/2025/TT-BGDDT, and to organize implementation in a flexible manner according to the specific conditions of each locality and general educational institution.

2. Principles

- To ensure that teaching, learning, and assessment are consistent with the General Education Curriculum and the revised Curriculum promulgated together with Circular No. 17/2025/TT-BGDDT.

- To ensure that teaching contents and materials are updated in an accurate, scientific, and official manner, in conformity with the implementation of the reorganization of provincial- and commune-level administrative units and the operation of the two-tier local administration.

3. Implementation contents

a) For the subjects of History and Geography at the primary level, History and Geography at the lower secondary level, and the subject of Geography

- To update the names of provinces and centrally-run cities in accordance with Resolution No. 202/2025/QH15 dated June 12, 2025, of the National Assembly, on the reorganization of provincial-level administrative divisions; and to update teaching contents pursuant to Resolution No. 203/2025/QH15 dated June 16, 2025, of the National Assembly, amending and supplementing a number of articles of the Constitution of the Socialist Republic of Vietnam.

- To update the names of communes, wards, and special zones according to the Resolutions of the National Assembly Standing Committee on the reorganization of commune-level administrative units of provinces and centrally-run cities; and to update statistical data and teaching data consistent with the operation of the two-tier local administration.

- To add teaching contents in accordance with the Circular amending and supplementing a number of contents of the General Education Curriculum promulgated together with Circular No. 32/2018/TT-BGDDT.

b) For the subject of History

- To effectively implement the revised contents of the History component under the General Education Curriculum revised under Circular No. 17/2025/TT-BGDDT amending and supplementing a number of contents of the General Education Curriculum issued together with Circular No. 32/2018/TT-BGDDT dated December 26, 2018.

- To update place names associated with contents, events, relics, heritage sites, historical figures, and information on historical diagrams and maps in relation to changes in administrative boundaries pursuant to Resolution No. 202/2025/QH15 dated June 12, 2025, of the National Assembly, on the reorganization of provincial-level administrative divisions, ensuring the principle of respecting the historical characteristics of place names.

c) For the subject of Civic Education (Economic and Legal Education)

- To review and update teaching contents and materials in accordance with the 2013 Constitution (as amended and supplemented in 2025) and applicable laws: To adjust teaching materials concerning the organizational structure of the State apparatus in conformity with the revised Constitution; to update regulations on the political system, the roles, and relationship of organizations within the political system of the Socialist Republic of Vietnam.

- To review, update, and additionally provide new provisions on human rights, and on the fundamental rights and obligations of citizens; on citizens’ responsibilities in national defense, law observance, and participation in the development of the political system; on civic awareness in preventing and combating corruption, negativity, and wastefulness, and in educating ethics and integrity.

- To review, update, and additionally provide new information and teaching materials ensuring contemporaneity, representativeness, and relevance to practical realities, with particular attention to incorporating new Resolutions of the National Assembly and the Government related to subject matters or lessons.

- To update the names of communes, wards, and special zones according to the Resolutions of the National Assembly Standing Committee on the reorganization of commune-level administrative units of provinces and centrally-run cities consistent with the contents of the subject matters or lessons.

4. Implementation organization

a) Provincial-level Departments of Education and Training shall

- Direct and provide guidance to general educational institutions in formulating school education plans, program allocation, teaching organization, and assessment in conformity with the revised contents under Circular No. 17/2025/TT-BGDDT.

- Assign education managers and core teachers to participate in training courses organized by the Ministry of Education and Training and conduct widespread training for all teachers currently teaching subjects whose curriculums have been revised.

b) General education institutions shall

- Formulate school education plans, program allocation, teaching organization, and assessment in conformity with the revised contents under Circular No. 17/2025/TT-BGDDT.

- Strengthen professional team/group meetings and inter-school cluster activities to update teaching contents in accordance with the revised General Education Curriculum and in alignment with the implementation of the reorganization of administrative units and the operation of the two-tier local administration.

Upon receipt of this Official Dispatch, the provincial-level Departments of Education and Training are requested to provide direction and implementation guidance to education managers and teachers with respect to teaching and assessment beginning from the 2025-2026 academic year (refer to the attached instructional materials).
