Official Dispatch 5408/UBND-VP 2021 social distancing measure in Vung Tau City

To:

- Vietnam Fatherland Front Committee and unions in Vung Tau City;

- Heads of Divisions, agencies and units of the City;

- Chairpersons of People’s Committees of districts and communes;

- Enterprises, organizations and agencies located in the City;

- Armed forces located in the City;

- Quarters and residential groups in 17 wards and communes.

In the implementation of the Document No. 9579/UBND-VP dated July 31, 2021 of the People's Committee of Ba Ria - Vung Tau Province on continuing the imposition of social distancing measure under the Prime Minister's Directive No. 16/CT-TTg dated March 31, 2020, to actively prevent and control the pandemic according to risk levels, with priority given to the people's life and health, to soon return to the “new normal situation”, the Chairman of the Municipal People's Committee directs as follows:

1. From 00:00 on August 01, 2021, no one is allowed to leave the place of residence until the social distancing period is over (except for those authorized by the government).

Social distancing measure in line with the prime Minister's Directive No. 16 dated March 31, 2020 shall continue to be extended from 00:00 on August 02, 2021 to the end of August 15, 2021.

2. Heads of agencies, units, Chairpersons of People’s Committees of districts and communes shall, based on their functions and tasks, continue to strictly, thoroughly and effectively organize and implement directions of the Provincial People’s Committee provided in the Official Dispatch No. 8614/UBND-VP dated July 18, 2021, and the directions of the Municipal People’s Committee in the Official Dispatch No. 4933/UBND-VP dated July 13, 2021, the Plan No. 4934/KH-UBND dated July 14, 2021 and relevant regulations on COVID-19 pandemic prevention and control, and concurrently strengthen the implementation of a number of measures as follows:

- Focusing on strictly and consistently taking urgent measures for COVID-19 pandemic prevention and control according to the Prime Minister’s Directive No. 16/CT-TTg in Vung Tau City with the motto that stricter restrictions could be imposed in line with real situation.

- Strictly implementing the motto of “four on-spot”, and regulations for pandemic prevention and control, to prevent the pandemic from spreading in the area, at the same time, coordinating and supporting localities in the City where the pandemic remains complicated; propagandizing, strictly controlling and promptly taking necessary measures to support the people in term of medical care and life. Timely detecting infected cases (F0 cases), rapidly tracing and isolating F0 cases from the community, tracing people in contact (such as F1 and F2 cases, etc.); conducting zoning, sampling and testing thoroughly in areas with infected cases, isolation zones and zones with high risk of infection.

- Effectively implementing policy regimes for citizens, grasping the situation and taking solutions in order to leave no one in hunger.

- Inspecting and monitoring the role of heads of affiliated units in developing plans to implement regulations on pandemic prevention and control, ensuring that the instructions of superiors must be implemented in a timely manner in every quarter, village and household; consolidating, promoting and further strengthening the role of the community-based COVID-19 groups in checking, reviewing and reminding people to raise their awareness and observe the pandemic prevention and control measures according to regulations.

- Heads of agencies, units, districts and communes shall urgently develop plans and scenarios to realize “dual goals”: ensuring pandemic prevention and control while fulfilling objectives and tasks of socio-economic development and national defense and security in 2021.

3. The Health Division is assigned to:

- Actively coordinate with the medical centers, Finance - Planning Division, the provincial-level Department of Health and relevant units in, reviewing and proposing to supplement appropriate regimes and policies for health staff and other frontline forces of the City; focus on taking care of the morale, ensuring the protective equipment, and providing material support to the health forces and the forces directly fighting the pandemic.

- Assume the prime responsibility for, and coordinate with medical centers and relevant units in, urgently reviewing and advising the Municipal People's Committee to develop plans and implement or propose the Provincial People's Committee and the provincial-level Department of Health to purchase medical supplies and equipment according to regulations; avoiding negative issues in the procurement.

4. Medical Center of the City is assigned to:

- Actively coordinate with the Health Division and relevant units in, speeding up the safe and effective vaccination schedule for right priority groups; avoiding vaccine selection, taking advantage of positions in order that wrong subjects are vaccinated and other negative issues in the vaccination.

- Actively coordinate with the provincial-level Department of Health, Health Division and relevant units, based on the health force situation of the locality, propose the Municipal People’s Committee on plans for rational use of health force. For localities where the health force is not required, propose the Provincial People's Committee to assign other forces and the people for the implementation. Concurrently, advise the Municipal People's Committee to report the Provincial People's Committee and provincial-level Department of Health to consider and assign more human resources when necessary.

5. The Division of Culture and Information is assigned to actively coordinate with the Health Division, the Medical Center, the Propaganda Department of the Municipal Party Committee, the People's Committees of the wards, communes and relevant units in, transparently and promptly publicizing all information on pandemic prevention and control so that people know, support and actively participate in and implement measures to prevent and control the pandemic.

6. The Division of Labor, Invalids and Social Affairs is assigned to:

- Actively coordinate with People's Committees of the wards, communes, Vietnam Fatherland Front Committee, unions and relevant units in, effectively implementing regimes and policies to support citizens; grasping the situation and taking solutions in order to leave no one in hunger.

- Investigate and grasp the situation of the poor and people facing difficulties in the City; and the City citizens who are living in provinces and cities currently placed under social distancing in line with the Directive No. 16/CT-TTg to summarize and advise the Municipal People's Committee to propose the Provincial People's Committee for appropriate support measures.

7. The Economic Division shall actively coordinate with the provincial-level Department of Industry and Trade, provincial-level Department of Agriculture and Rural Development, People's Committees of wards and communes, and relevant units in, developing specific plans and scenarios to ensure the production, circulation and consumption of goods, prepare for the current situation and more complicated situation.

8. The Municipal Police Department shall assume the prime responsibility for, and coordinate with the Municipal Military Command, and the Border Guard Stations in the City, in addition to participating in pandemic prevention and control, to proactively take measures to ensure security, order and social safety, not to be passive or surprised, to handle those who take advantage of the pandemic situation to provoke, causing insecurity and disorder in the society.

9. The Vietnam Fatherland Front Committee and unions in the City are requested to mobilize the people to actively participate in pandemic prevention and control, improve the people’s awareness of “the pandemic prevention and control is to protect ourselves, our families and the community”; uphold the spirit of solidarity, promote the spirit that “every citizen is a fighter; each family, residential group, and neighborhood is a fortress against the pandemic”, determine to successfully prevent the COVID-19 pandemic in the coming time. And at the same time, propagandize and mobilize the people to agree and strictly abide by the directions of the Prime Minister and authorities at all levels with the goal of suppressing the pandemic, giving vaccination to soon bring life to the people, for the socio-economic development of the City in the new normal situation.

10. Agencies, units, wards and communes shall strengthen to inspect, supervise and urge the strict implementation of directions of the Government, ministries and central bodies, the Official Dispatch No. 8614/UBND-VP dated July 18, 2021, the Official Dispatch No. 9579/UBND-VP dated July 31, 2021 of the Provincial People's Committee, the Official Dispatch No. 4933/UBND-VP dated July 13, 2021 of the Municipal People’s Committee, other regulations on pandemic prevention and control, and this Document./.
