Recently, Social Security Offices of provinces and centrally-run cities (hereinafter referred to as provincial Social Security Offices) have adhered to directions of Vietnam Social Security and taken different solutions to urge the collection and reduction of the amount of late payment of social insurance, health insurance and unemployment insurance premiums (hereinafter referred to as social insurance). To be specific: disseminating the interests, obligations and rights of participating in social insurance for employers and employees; sending a notice on social insurance contribution results on a monthly basis; assigning officers to strictly follow and grasp information about the enterprises’ operation, production and business, especially those with large number of employees and huge revenues; actively analyzing collected data to promptly detect cases with abnormal signs on the number of employees, the salary used as a basis for social insurance contribution; conducting inspection and examination of units with outstanding debts of 3 months or more; reporting to the party committees and local government on the contribution of social insurance by enterprises in the localities, etc. Therefore, by the end of 2022, the late payment rate of such units accounted for only 2.91% of the receivable sum, which is the lowest rate of late payment ever. To continue to ensure the interests of employees and reduce the amount of late payment of social insurance contributions to the lowest rate, Vietnam Social Security requires Directors of provincial Social Security Offices and relevant units to implement a number of measures as follows:
II. Regarding units affiliated to Vietnam Social Security
Urge and inspect the implementation of provincial Social Security Offices, make a monthly report to the General Directors of localities failing to follow regulations, resulting in the late payment of social insurance contributions, and request the General Directors of provincial Social Security Offices to directly explain.
Complete software functions to meet the requirements on management, time-based updating, late payment amount and status of employees at units with late payment.
Any difficulties arising in the course of implementation should be reported to Vietnam Social Security (via the Management Board for Collection of Health Insurance Cards and Social Insurance Books) for consideration and settlement./.
