SUMMARY

HCMC: Fully vaccinated person must not leave the place of residence within 3 days after entering Vietnam

On dated December 31, 2021, Ho Chi Minh City People's Committee issues the Official Dispatch No. 4519/UBND-VX regarding quarantine management supervision procedures applicable to people on entry.

In accordance with this Official Dispatch, people entering Vietnam through the border gate of Tan Son Nhat International Airport who have received full doses of COVID-19 vaccines or have recovered from COVID-19 must self-monitor their health, avoid contacting surrounding people or leaving their places of residence within 3 days after the date of entry.

Those who are unvaccinated or have not received full doses of COVID-19 vaccines shall be quarantined at the places of residence for 7 days after the date of entry.

Regarding people entering Vietnam through the border gate of Tan Son Nhat International Airport who are under 18 years old, or persons aged 65 years and older, pregnant women and people with underlying medical conditions (without being monitored or treated at health establishments), they shall be quarantined with their parents/caregivers. Their parents/caregivers must be fully vaccinated or have recovered from COVID-19 and sign a commitment to voluntarily quarantine with people on entry after receiving explanations on the infection risks, etc.

Currently, Vietnam has recorded a number of people on entry with positive test results for the Omicron SARS-CoV-2 variant.

In the implementation of the Official Telegram No. 9406/CD-VPCP dated December 23, 2021, on strengthening the vaccination and control of Omicron SARS-CoV-2 variant, the Ministry of Health's Official Dispatch No. 10688/BYT-MT dated December 16, 2021, on pandemic prevention and control for people on entry, the Ministry of Health's Official Dispatch No. 10737/BYT-DP dated December 17, 2021, providing guidance on monitoring, prevention and control of Omicron variant, with the aim of strengthening the management, continuing to effectively implement the COVID-19 prevention and control, especially actively controlling the Omicron variant, People's Committee of Ho Chi Minh City hereby requests concerned organizations and individuals to strictly abide by the quarantine management supervision procedures applicable to people on entry, strengthen supervision, breaking the chain of infection in the community./.

PROCEDURES

For quarantine management supervision applicable to people on entry

(Attached to the Official Dispatch No. 4519/UBND-VX dated December 31, 2021, of Ho Chi Minh City People's Committee)

 

1. Subjects of application People entering Vietnam through the border gate of Tan Son Nhat International Airport.

2. Requirements for quarantine at the places of residence

Places of residence include houses, hotels, motels, resorts, representative offices, dormitories, guest houses of production and business establishments, etc. The places of residence must meet requirements for quarantine in accordance with the Ministry of Health's Official Dispatch No. 5599/BYT-MT dated July 14, 2021.

In case where the place of residence (house) fails to meet quarantine requirements, such people shall be subject to concentrated quarantine according to regulations.

3. Procedures and responsibility for implementation

Step 1. Registering “Personal QR codes”

People on entry install and use PC-Covid application to create “Personal QR codes”. In case the PC-Covid application is unavailable, people on entry shall access the Ho Chi Minh City COVID-19 Safety Portal at https://antoan-covid.tphcm.gov.vn to create “Personal QR codes” (these QR codes shall be used consistently with the PC-Covid system).

Tan Son Nhat International Airport shall take responsibility for arranging a separate area with adequate equipment supporting people on entry in creating their “Personal QR codes” at the airport.

People on entry are encouraged to actively register to get their “Personal QR codes” before boarding an aircraft to enter Vietnam.

Step 2. SARS-CoV-2 screening test after entering Vietnam

Tan Son Nhat International Airport shall arrange an area for conducting SARS-CoV-2 screening test and coordinate with international airlines in guiding people on entry to such area to be tested for SARS-CoV-2 and provide “Personal QR codes” to testing units.

Testing units shall conduct SARS-CoV-2 antigen rapid test for people on entry, return test results and enter such results in the CDS software according to regulations.

+ In case the test result is positive: Samples shall be taken for RT-PCR testing, Ho Chi Minh City Center for Disease Control shall be immediately notified for coordination with 115 Ho Chi Minh City Emergency Center in transporting people on entry to field hospital No. 12 for quarantine and treatment.

+ In case the test result is negative: Tan Son Nhat International Airport and airlines shall guide people on entry to the checkpoint to carry out procedures to leave the airport and return to their places of residence.

Tan Son Nhat International Airport shall take responsibility for checking people on entry's test results, scan their “Personal QR codes” to certify that they have left the airport.

Step 3. Transporting to the places of residence

People on entry must strictly abide by the 5K regulations when transporting from the border gate of entry to their places of residence.

Only the driver and person on entry are allowed to be on the same vehicle. Other people picking up the person on entry must be on a different vehicle from that carrying the person on entry (except for the case the person on entry is a foreigner who needs to be accompanied by an interpreter).

It is recommended not to stop or park along the road. In special/emergency cases that must stop and park along the road, measures to ensure safety for COVID-19 prevention and control must be taken.

Step 4. Monitoring health and making health declarations on a daily basis

Quarantine places for people on entry shall take responsibility for creating “Location QR codes” on the Ho Chi Minh City COVID-19 Safety Portal (https://antoan-covid.tphcm.gov.vn).

Such places must certify that the people on entry have been to the places of residence by scanning their “Personal QR codes” immediately after arriving at the places of residence. Health declaration and certification of places of residence shall be made on a daily basis during the quarantine period.

People on entry must make health declarations on the PC-Covid application, fully comply with the 5K regulations (wearing face masks, making health declarations, disinfecting hands regularly, avoiding mass gatherings or crowded places); and certify the places of residence.

In case of showing symptoms of cough, fever, dyspnoea, sore throat, etc., they must immediately notify the health stations for handling according to regulations.

The quarantine period at the places of residence:

  • People on entry who have received full doses of COVID-19 vaccines or have recovered from COVID-19 must self-monitor their health, avoid contacting surrounding people or leaving their places of residence within 3 days after the date of entry.
  • Unvaccinated people on entry or those who have not received full doses of COVID-19 vaccines shall be quarantined at the places of residence for 7 days after the date of entry.
  • People on entry under 18 years old (hereinafter collectively referred to as children), or people on entry aged 65 years and older (hereinafter collectively referred to as the elderly), pregnant women and people with underlying medical conditions (without being monitored or treated at health establishments) shall be quarantined with their parents/caregivers (hereinafter collectively referred to as caregivers). The caregivers must be fully vaccinated or have recovered from COVID-19 and sign a commitment to voluntarily quarantine with people on entry after receiving explanations on the infection risks. They must strictly follow requirements on testing and regulations on COVID-19 prevention and control applicable to people on entry.

Step 5. Taking samples for RT-PCR testing for people on entry during the quarantine period at places of residence

People’s Committees of Thu Duc City and other districts shall take responsibility for grant administrative accounts on the Ho Chi Minh City COVID-19 Safety Portal (https://antoan-covid.tphcm.gov.vn) for health centers of Thu Duc City and other districts to manage people on entry at the places of residence.

Health centers of Thu Duc City and other districts shall use the granted accounts to monitor the list of people on entry who are subject to quarantine at the places of residence, organize and take samples for SARS-CoV-2 testing by RT-PCR method on the 3rd and 7th days for the people on entry according to the Ministry of Health's Official Dispatch No. 10688/BYT- MT dated December 16, 2021.

- If the test result is negative, people on entry shall continue to monitor their health until the end of the 14th day from the entry date.

- In case the test result is positive: The testing units shall report Ho Chi Minh City Center for Disease Control to coordinate samples to the Pasteur Institute in Ho Chi Minh City for gene sequencing; at the same time, notify the health center of Thu Duc City or another district where the patient is isolated to transport him/her to the field hospital No. 12 (for mildly symptomatic or asymptomatic patients) or Hospital for Tropical Diseases (if the patient shows signs of respiratory failure)./.
