Following the Prime Minister’s instructions on the implementation of the Master Plan for Administrative Procedures Simplification in the fields of state management for the period 2007-2010 (hereinafter referred to as Project 30), item 4 of the Official document 2026/TTg-TCCV dated November 21, 2008 assigns “the Minister of Home Affairs to take lead and coordinate with the Minister, Chairman of the Office of Government in December 2008 to issue a guiding document to help ministries and localities to include Project 30 performance in the review for reward, nomination, and promotion of public servants”. After working with the Office of Government, the Ministry of Home Affairs provides the following guidance with respect of review for reward, nomination, and promotion of public servants as follows:
1. Administrative procedures reform is identified as the core mission in the course of state administration reform from now up to the end of 2010. Ministries, agencies and provinces are to provide good leadership to ensure success implementation of Project 30 under the Office of Government’s direct instruction and to consider Project 30 performance as an important indicator of public administration reform performance and as a basis for determining 6-month or annual public servant reward and commendation.
Project 30 performance will be assessed by two criteria: the properness of implementation and submission of outputs within set deadlines; quality of output as required in the Prime Minister’s instructions and the Special Task Force’s guidance
Agencies and units producing outputs of high quality and meeting set deadlines shall be commended as specified in the regulations. Agencies and units producing outputs of low quality and failing to meet set deadlines shall be deducted performance scores.
2. With respect of public servants involved in directing and implementing Project 30, responsibilities for directing and implementing Project 30 tasks should be included in the annual performance review and promotion evaluation as an indicator of level of fulfillment of assigned tasks and responsibilities
Individuals who have a high sense of responsibility, produce high-quality deliverables, especially contribute significant initiatives in the implementation process of Project 30 will be commended as stated in the regulations. Individuals who do not complete their assigned tasks in Project 30 will be deducted performance scores or subject to discipline as stated in the regulations.
3. Ministries, agencies and provinces need to strengthen their respective Task Forces by providing sufficient number and qualified personnel. Ministries, agencies and provinces need to work on policies under which after Project 30, public servants seconded to work full time for provincial Task Forces will be assessed and ranked; and cadres with achievements will be preferentially assigned to work positions that suit their capacity and wish, or promoted when such need arises in their respective agencies. These, however, should also be conducted in accordance with the process, criteria, and conditions as stated in State personnel regulations.
4. The Prime Minister’s Special Task Force will prepare a quarterly document notifying the Ministry of Home Affairs and related ministries, agencies and provinces the Project 30 implementation progress and performance in ministries, ministry-level agencies, People’s Committees of provinces and cities under direct central management. The document should be considered as the basis reviewing for reward, commendation, nomination and promotion for public servants under this document.
Ministry of Home Affairs requests ministries, agencies and provinces to follow the above guidance in commending, nominating, and promoting cadres and civil servants.
