Official Dispatch 3505/BCT-KHCN 2011 on making lists of major energy users

The Law on Economical and Efficient Use of Energy takes effect from January 01, 2011, serving as a legal basis for the synchronous implementation of energy saving programs across the country. The Government promulgates the Decree No. 21/2011/ND-CP dated March 29, 2011 on detailing, and providing measures to implement, the Law on Economical and Efficient Use of Energy.

For making a list of major energy users on an annual basis to submit it to the Prime Minister for promulgation in order to manage the energy use of major energy users nationwide for the implementation of the Law on Economical and Efficient Use of Energy and the Decree on detailing, and providing measures to implement the Law on Economical and Efficient Use of Energy, the Ministry of Industry and Trade requests as follows:

1. Ministries, ministerial-level agencies shall direct affiliated groups and corporations to review major energy users; and make a list of major energy users in the field under the management of respective ministries, ministerial-level agencies.

2. People’s Committees of provinces and centrally-run cities shall direct specialized agencies in the localities to inspect, review and make lists of major energy users in the localities.

Lists of major energy users (made according to the form issued together with this Official Dispatch) must be sent to the Ministry of Industry and Trade before May 15, 2011 so that the Ministry of Industry and Trade synthesize and submit them to the Prime Minister for approval.
