Official Dispatch 3432/BVHTTDL-VHCS 2022 strengthening the state management of karaoke and discotheque service provision

Complying with the Prime Minister’s direction in the Official Dispatch No. 5910/VPCP-NC dated September 08, 2022 of the Government Office on the situation of fire, security and order at karaoke business establishments, the Ministry of Culture, Sports and Tourism requires Departments of Culture, Sports and Tourism; Departments of Culture and Sports; Departments of Culture, Information, Sports and Tourism of provinces and centrally-run cities perform the following tasks:

1. Strictly implement the Government and the Prime Minister’s direction on fire prevention and fighting provided in the following documents: Resolution No. 102/NQ-CP dated August 09, 2022; Official Telegram No. 683/CD-TTg dated August 01, 2022; Official Telegram No. 792/CD-TTg dated September 07, 2022; Official Dispatch No. 2530/VPCP-NC dated April 21, 2022 of the Government Office; Official Dispatch No. 5910/VPCP-NC dated September 08, 2022 of the Government Office.
2. Advise People’s Committees of provinces/cities to direct the strengthening of state management of karaoke service business in accordance with the Government’s decentralization prescribed in Article 9 and Article 19 of the Government’s Decree No. 54/2019/ND-CP dated June 19, 2019 on provision of karaoke and discotheque services; To review according to their competence the grant of licenses for provision of karaoke service; Closely inspect the business conditions specified in Decree No. 54/2019/ND-CP and other relevant legal documents for dossiers of application for licenses for provision of karaoke service.
3. Promote propaganda and dissemination of legal normative documents on provision of karaoke and discotheque services and effectively implement the Government’s Decree No. 54/2019/ND-CP dated June 19, 2019 on provision of karaoke and discotheque services.
4. Proactively inspect and examine the observance of specialized law regulations on karaoke and discotheque service activities and coordinate with relevant units in inspecting and examining the observance of law regulations on security and order; crime prevention; fire and explosion prevention and fighting at karaoke and discotheque business establishments.

Report on the results of implementation of the above-mentioned tasks to the Ministry of Culture, Sports and Tourism (via the Grassroots Culture Department) at No. 51, Ngo Quyen, Hoan Kiem District, Hanoi before September 30, 2022 to synthesize and report to the Prime Minister in accordance with regulations.
