Official Dispatch 3035/UBND-KT operation suspension of enterprises failing to meet COVID-19 pandemic prevention

To:

- Director of the Municipal Public Security Department;

- Director of the Department of Industry and Trade;

- Director of the Department of Health;

- Heads of Management Boards of export processing zones and industrial parks in Can Tho;

- Chairpersons of district-level People’s Committees;

- Chairperson of Can Tho City Business Association;

- Companies, enterprises, production, and business establishments located in the City.

Currently, the situation of the COVID-19 pandemic in Can Tho City is increasingly complicated, many outbreaks have appeared in some companies, enterprises, and production and business establishments that are performing the "three on the spot" plan. Therefore, to implement the directions of leaders of the City in the virtual meeting on urgent measures to prevent and control the COVID-19 pandemic dated July 30, 2021, the Chairperson of Municipal People's Committee hereby requests:

1. Director of the Department of Industry and Trade, Heads of Management Boards of export processing zones and industrial parks located in Can Tho; Chairpersons of district-level People's Committees to coordinate with health agencies in, urgently review and assess safe conditions for pandemic prevention and control at companies, enterprises, production and business establishments under their respective management (according to the Official Dispatch No. 2622/UBND-KT dated July 13, 2021, of the Municipal People's Committee and the Official Dispatch No. 2521/VPUB-KT dated July 15, 2021, of the Office of Municipal People's Committee), and guide companies, enterprises and establishments failing to meet safe conditions for pandemic prevention and control to remedy. 

From 00:00 on August 05, 2021, companies, enterprises, production, and business establishment that fail to meet safe conditions for pandemic prevention and control must suspend their operations. Such companies, enterprises, and establishments shall be held responsible according to law provisions in case of failure to suspend operations, leading to the arising and spreading of the pandemic.

The Director of the Department of Industry and Trade, Heads of Management Boards of export processing zones and industrial parks located in Can Tho, and Chairpersons of district-level People's Committees are requested to coordinate with health agencies in, examining and assessing safe conditions for pandemic prevention and control at companies, enterprises, production and business establishments under their respective management for further decision. They shall take responsibility before the Chairperson of Municipal People's Committee for failing to examine and assess safe conditions for pandemic prevention and control, leading to the arising and spreading of the pandemic.

2. The Director of the Municipal Public Security Department is assigned to coordinate with localities in, developing plans to ensure security and social order at companies, enterprises, production, and business establishments during their suspension of operations.
3. Chairpersons of People's Committees of districts, communes, wards, and townships shall monitor, manage and take measures to prevent and control COVID-19 pandemic for employees working at companies, enterprises, production, and business establishments whose operations suspended upon returning hometown as prescribed.
4. In the spirit of accompanying the municipal government and social responsibility in implementing urgent measures to control and stamp out the pandemic, the Municipal People's Committee requests companies, businesses, production, and business establishments to:

1. Arrange the production and business activities according to the actual situation, comply with requirements and suspend operations in case of failing to meet pandemic prevention and control requirements as required by competent agencies.
2. Organize screening tests by rapid antigen testing or pooled RT-PCR testing of SARS-CoV-2 for all employees and managers before suspending operations.

Heads of the above-mentioned agencies and units, companies, enterprises, production, and business establishments located in the City shall be responsible for strictly implementing this Official Dispatch./.
