Official Dispatch 2974/LS-PL on vaccination certificate, certificate of recovery from COVID-19 by foreign agencies

To:

- Health Departments of provinces and centrally-run cities;

- Local foreign affairs agencies.

Regarding the inspection and recognition of the vaccination certificate, certificate of recovery from COVID-19 or other equivalent papers issued by foreign agencies to implement the Guidance on quarantine for people entering Vietnam who have received a full dose of COVID-19 vaccine or have recovered from COVID-19 (the Ministry of Health's Official Dispatch No. 6288/BYT-MT dated August 04, 2021), the Consular Department under the Ministry of Foreign Affairs reaches an agreement with the Administration of Environmental Health under the Ministry of Health as follows:

1. Currently, the Ministry of Foreign Affairs has cooperated with the Ministry of Health and the Ministry of Information and Communications in developing criteria and mechanisms for recognition and permission for direct use of vaccination certificate/vaccine passport issued by foreign agencies in Vietnam in order to report competent authorities for consideration and decision.

2. Temporarily, in order to facilitate the implementation of the Guidance on quarantine promulgated in the above-mentioned Official Dispatch No. 6288/BYT-MT, the Consular Department requests Vietnamese overseas missions as follows:

- In case the templates of vaccination certificate and certificate of recovery from COVID-19 have not yet been officially introduced to the overseas missions: They shall carry out procedures for consular legalization/certification for entrants to use such papers in Vietnam.

- In case the templates of vaccination certificate and certificate of recovery from COVID-19 have been officially introduced through the diplomatic channel: The overseas missions shall notify the vaccinated persons to carry such papers with them when entering Vietnam, domestic functional agencies shall consider and compare with templates that have been officially introduced.

The Consular Department hereby attaches templates that have been official introduced for further monitoring and implementation (see the attached List).

3. The Consular Department shall continue notifying any new instructions related to this matter for coordination and implementation.
