Official Dispatch No. 2820/UBND-VX dated July 26, 2020 of the People's Committee of Ho Chi Minh City on strengthening the prevention and control of COVID-19 epidemic in Ho Chi Minh City

To:- Heads of Departments, sectors and branches;

- Chairpersons of People’s Committees of districts, wards, communes and towns.

In the face of the complicated situation of COVID-19 epidemic in Da Nang City, in order to strictly control the epidemic and prevent it from spreading in the community; Ho Chi Minh City People s Committee requests heads of departments, sectors, branches and Chairpersons of People’s Committees of districts, wards, communes and towns to strictly implement the following contents:

1. All sectors and authorities all levels are required not to be subjective in their neglect in the prevention and control of COVID-19 epidemic, increase propaganda for the people to properly and fully comply with the regulations on prevention and control of COVID-19 epidemic. To strictly implement the Notice No. 253/TB-VPCP dated July 25, 2020 of the Government Office on the conclusion of the Prime Minister Nguyen Xuan Phuc in the meeting of the Standing Government on COVID-19 Prevention and Control; the Official Dispatch No. 3961/CV-BCD dated July 25, 2020 of the National Steering Committee for COVID-19 Prevention and Control on strengthening the prevention and control of COVID-19 epidemic.

2. The Ministry of Health is assigned to coordinate with People’s Committees of districts and Ho Chi Minh City police in directing their affiliated agencies and units to organize the review and inspection in community. At the same time, it is assigned to communicate and mobilize the people to voluntarily and promptly notify local government and medical departments about those who have traveled to Da Nang City since July 01, 2020 and are staying in Ho Chi Minh City for the application of medical surveillance measures under the National Steering Committee in order to protect the people’s health and prevent the epidemic from spreading. To be specific:

- Cases of contact with patients 416, 418 or other patients (if any) shall be under centralized quarantine and taken testing samples as prescribed.

- Cases showing any symptom related to COVID-19 must be quarantined in medical establishments and tested for SARS-CoV-2 for timely treatment.

- For other cases: After health declaration, they shall be epidemiologically investigated in order to apply health quarantine measures at home or monitor their health at home by themselves, at the same time, to be taken testing samples under the Ministry of Health’s instruction.

All above-mentioned cases must make health declaration and install, use Bluezone, Ncovi applications on their mobile phones according to the Ministry of Information and Communications and Ministry of Health’s guidance for support and receiving warning information about the epidemic.

3. The Tourism Department is assigned to coordinate with the Health Department in directing tourism agencies and accommodation facilities in the city to check the list of tourists, provide information of every person who has traveled to Da Nang City since July 01, 2020 to local authorities and medical departments in order to carry out the above-mentioned measures.

4. The City police is assigned to continue directing local police to strictly manage the temporary residence, temporary absence and residence in the area; mobilize the masses to promptly notify the local authorities when detecting cases of illegal entry in the community for handling measures. To strictly handle those who bring illegal immigrants into the City (if any). To strictly handle cases of posting incorrect information about COVID-19 epidemic, causing confusion for the people.

5. The Information and Communications Department is assigned to coordinate with the Health Department to strengthen propaganda, recommend the people to protect their health, continue to wear masks in public area and comply with measures for the epidemic prevention and control.

6. The Education and Training Department is assigned to coordinate with the Ministry of Health in making a Plan on ensure safety prevention and control of epidemic when organizing the high school graduation exam 2020 in the City.

7. To request departments, sectors and branches directing affiliated agencies and units to review and disseminate for cadres, civil servants, public employees and employees who have traveled to Da Nang City since July 01, 2020 to contact, notify local authorities and medical departments for medical surveillance according to the Ministry of Health’ regulations and instruction.

8. The Health Department is assigned to direct its affiliated medical units to implement appropriate measures for medical control and surveillance in accordance with the Ministry of Health’s guidance with every person who has traveled to Da Nang City since July 01, 2020 and comes back within this period.

To request Heads of Departments, sectors and branches; Chairpersons of People’s Committees of districts, wards, communes and towns to take responsibilities for implementing the above-mentioned content. Any trouble and difficulty arising in the course of implementation should be promptly report to the Health Department (the standing body of the City Steering Committee for epidemic prevention and control) for specific instruction./.
