- The Hanoi Capital High Command;
- Hanoi Public Security Department;
- People’s Committees of districts and towns.
On August 04, 2021, the Ministry of Health issued the Official Dispatch No. 6288/CV-MT on shortening the concentrated quarantine period for fully vaccinated entrants; the Official Dispatch No. 2974/LS-PL dated August 06, 2021, of the Consular Department under the Ministry of Foreign Affairs, guiding the inspection and recognition of the vaccination certificate, certificate of recovery from COVID-19 issued by foreign agencies. In order to implement and ensure the COVID-19 prevention and control, the Hanoi People’s Committee requests Departments, branches, People’s Committees of districts and towns, and relevant units to perform the following tasks:
1. Entrants
1.1. Entrants permitted to enter the capital city of Hanoi shall be subjected to a seven-day quarantine period and another seven-day medical surveillance if they satisfy the following conditions:
- Possessing a negative SARS-CoV-2 test certificate (by RT-PCR/RT-LAMP method) issued within 72 hours before exiting (hereinafter referred to as the SARS-CoV-2 test certificate).
- Possessing a certificate of having received full doses of COVID-19 vaccine with the last dose taken at least 14 days and not more than 12 months before the entry time (hereinafter referred to as the COVID-19 vaccination certificate) or a certificate of the positive test for SAR-COV-2 by RT-PCR method of single sample no more than 06 months up to the time of entry and a certificate of recovery from COVID-19 or equivalent papers evidencing the recovery from COVID-19 issued by the competent agencies of the curing countries (hereinafter referred to as the papers evidencing the recovery from COVID-19).
The above-mentioned documents, which fully satisfy conditions provided in the Official Dispatch No. 2974/LS-PL dated August 06, 2021, of the Consular Department under the Ministry of Foreign Affairs, shall be approved.
1.2. In case entrants are eligible for 7-day quarantine.
- Entrants must comply with the 5K message, especially wear masks, keep a safe distance, always turn on and use the Bluezone app, when traveling from the border gates to the concentrated quarantine establishments and from concentrated quarantine establishments to their places of residence.
- Entrants must strictly comply with the quarantine rules and monitor their health status after the quarantine period according to regulations promulgated by the Ministry of Health and Hanoi people's Committee.
- During the medical surveillance: Entrants who have completed their concentrated quarantine period must continue to use the Bluezone app until the end of the 14th day from the date of entry. They must always follow the 5K message, especially wear masks, avoid mass gatherings, or visiting crowded places. Entrants must strictly abide by COVID-19 prevention and control regulations promulgated by the Ministry of Health and Hanoi People’s Committee.
2. The Provincial-level Department of Health
- Receive and process dossiers of agencies and organizations according to the Official Dispatch No. 2318/UBND-KGVX dated July 21, 2021, of Hanoi People's Committee; cases of entry according to the Official Dispatch No. 4436/UBND-KGVX dated September 11, 2020, of Hanoi People's Committee and other written directions by Hanoi People’s Committee.
- To guide the implementation of 7-day concentrated quarantine and continue carrying out medical surveillance in the next 07 days for qualified people specified in Section 1 of this Official Dispatch.
- To direct the testing for SARS-CoV-2 on the first and the seventh day, counting from the entry date (the first test could use either rapid antigen or RT-PCR methods, but the second test carried out on the seventh day must be single-sample RT-PCR one). If the test result is positive, handling procedures shall comply with regulations.
- To synthesize and propose to remove difficulties arising in the organization of quarantine for entrants, report the Hanoi People’s Committee and the Ministry of Health for consideration and settlement.
3. Noi Bai International Airport
To assume the prime responsibility for, and coordinate with the international medical quarantine department and relevant units in, carrying out procedures for entry and international medical quarantine for entrants as prescribed, inspecting SARS-CoV-2 test certificates according to regulations.
4. The Hanoi Capital High Command
- To direct and arrange quarantine areas to avoid cross-infection and guide the Management Board of the concentrated quarantine camps managed by the military to conduct the 7-day concentrated quarantine for qualified entrants specified in Section 1 of this Official Dispatch.
- To receive and transport entrants to concentrated quarantine areas in the City (except for those who wish to be quarantined at hotels).
- To direct the handover and receipt of entrants who have completed their concentrated quarantine period for further medical surveillance and monitoring at their places of residence in accordance with the Official Dispatch No. 425/CV-BCD dated January 19, 2021, of the National Steering Committee for COVID-19 Prevention and Control, regarding the guidance on handover and management after completion of concentrated quarantine.
5. Hanoi Public Security Department
- To direct public security forces of districts and towns to coordinate with medical establishments of districts and towns, concentrated quarantine establishments and relevant units in, closely monitoring the transportation of entrants from airports, border gates to concentrated quarantine establishments and from concentrated quarantine establishments to localities after completing the concentrated quarantine period, while ensuring security and safety in pandemic prevention and control.
- To coordinate in closely monitoring people who have completed their 7-day concentrated quarantine period and are subject to 7-day medical surveillance in localities.
6. People’s Committees of districts and towns where concentrated quarantine establishments for entrants are located
- To take responsibility for directing the concentrated quarantine establishments to comply with quarantine procedures according to regulations; promulgate Decisions on taking the measure of 7-day concentrated quarantine and Decisions notifying the completion of the quarantine period, concurrently notify local authorities where the quarantined people reside for further medical surveillance in the next 07 days for qualified entrants specified in Section 1 of this Official Dispatch.
- To ensure the management and monitoring of quarantine, strictly comply with pandemic prevention and control measures to avoid cross-infection in concentrated quarantine establishments and to prevent the disease from spreading in the community.
- To direct the handover and receipt of entrants who have completed their concentrated quarantine period for further medical surveillance and monitoring at their places of residence in accordance with the Official Dispatch No. 425/CV-BCD dated January 19, 2021, of the National Steering Committee for COVID-19 Prevention and Control, regarding the guidance on handover and management after completion of concentrated quarantine.
- To request entrants, who have completed their concentrated quarantine period and returned to the places of residence, to comply with the 5K message, especially wear masks, keep a safe distance, always turn on and use the Bluezone app.
7. People's Committees of districts and towns, relevant Departments, branches, and units
- To propagandize to relevant organizations and agencies located in localities for implementation.
- To direct the receipt of entrants who have completed their concentrated quarantine period for further medical surveillance and monitoring at their places of residence in accordance with the Official Dispatch No. 425/CV-BCD dated January 19, 2021, of the National Steering Committee for COVID-19 Prevention and Control, regarding the guidance on handover and management after completion of concentrated quarantine, and closely monitor the 7-day medical surveillance at places of residence applicable to those who have completed their 7-day concentrated quarantine in localities. To request the people subject to medical surveillance to continue using the Bluezone app until the end of the 14th day from the date of entry and comply with the 5K message, especially wear masks, avoid mass gatherings, or visiting crowded places.
- On a quarterly basis, to report the receipt and processing of dossiers of agencies and organizations employing the foreign entrants or in a family relationship with the entrants, entry, quarantine, inspection, and surveillance and send them to the Municipal Steering Committee for COVID-19 Prevention and Control. - To promptly report and propose to remove difficulties arising in the implementation.
8. Agencies, organizations, and individuals employing the foreigners enter Hanoi
- To send a written request for entry, enclosed with necessary documents to the competent agency for handling according to the Official Dispatch No. 2318/UBND-KGVX dated July 24, 2021, of Hanoi People's Committee, guiding the receipt and processing of dossiers for agencies and organizations employing foreigners who enter and are quarantined in Hanoi for COVID-19 prevention and control.
- To prepare dossiers and papers prescribed in Section 1 of this Official Dispatch and send them to the Management Boards of concentrated quarantine establishments for coordinating and implementing the quarantine period according to the Ministry of Health's Official Dispatch No. 6288/CV-MT dated August 04, 2021.
Hanoi People's Committee hereby requests Departments, branches, People's Committees of districts and towns, and relevant units to strictly implement this Official Dispatch./.
