Official Dispatch 2556/UBND-VX 2021 Ho Chi Minh City imposition of social distancing measure for COVID-19 prevention

In the implementation of the Official Telegram No. 1063/CD-TTg dated July 31, 2021, and the Official Telegram No. 1255/CD-TTg dated August 01, 2021, of the Prime Minister, on COVID-19 prevention and control, and the conclusion of the Municipal Standing Party Committee at its meeting, on assessing the implementation of the Directive No. 12-CT/TU dated July 22, 2021, on strengthening some measures to implement the Prime Minister’s Directive No. 16/CT-TTg, on COVID-19 prevention and control in the City, Ho Chi Minh City People's Committee hereby directs as follows:

1. To extend the social distancing measure in the City in accordance with the Prime Minister's Directive No. 16/CT-TTg dated March 31, 2021, for another 14 days, from 00:00 on August 02, 2021.

2. To request Heads of Departments, sectors, and branches; Chairpersons of People's Committees of Thu Duc City and other districts, and enterprises located in Ho Chi Minh City to continue focusing on the following key contents:

2.1 Directing the drastic and effective implementation of pandemic prevention and control measures according to directions of Ho Chi Minh City People's Committee in the Official Dispatch No. 2468/UBND-VX dated July 23, 2021, and other Official Dispatches promulgated since July 09, 2021.

2.2 Widely propagating, strictly controlling, and immediately implementing necessary measures to provide living and healthcare support so that the City's citizens can feel secure to stay where they are. Citizens are not allowed to leave the City until the social distancing is removed, except for those who are sent to their hometowns by Ho Chi Minh City People's Committee under its coordination with other provinces or cities.

2.3 Continuing to strictly comply with solutions to reduce traffic density applicable to subject groups and time frames specified in the Official Dispatch No. 2490/UBND-VX dated July 26, 2021, Official Dispatch No. 2522/UBND-VX dated July 28, 2021, and Official Dispatch No. 2523/UBND-VX promulgated by Ho Chi Minh City People's Committee.

2.4 Organizing the vaccination in a rapid, safe, and effective manner, without leaving any vaccine expiring. Thu Duc City and other districts shall speed up the vaccination schedule; strive to have a vaccination team inject at least 200 people/day. Depending on the conditions, it is possible to organize an injection after 18 hours for the vaccination sites that can meet the conditions to speed up the progress. It is required to organize mobile vaccination teams to carry out vaccination in specific areas; ensuring the requirements of pandemic prevention and control as guided by the Ministry of Health in the Official Dispatch No. 6118/BYT-DP dated July 29, 2021.

2.5 Organizing and ensuring to timely provide and support food and foodstuffs for poor workers, and those who have lost their incomes and have no resources left, especially people in the blockaded areas; without leaving anyone lacking food or clothing; organizing necessary medical support for all people, especially those who are living in blockade areas.

2.6 Strengthening spiritual care, ensuring protective equipment, and providing material support to frontline medical forces and forces participating in the prevention and control of COVID-19.

3. Working methods of State agencies and units during the social distancing in Ho Chi Minh City shall comply with the official Dispatch No. 2510/UBND-VX dated July 27, 2021, of Ho Chi Minh People's Committee.

Heads of Departments, sectors, and branches; Chairpersons of People's Committees of Thu Duc City and other districts, and enterprises located in Ho Chi Minh City are requested to continue controlling COVID-19 situation; timely report difficulties in the course of implementation; take responsibility before the Chairman of Ho Chi Minh City People's Committee for any case of non-observance of regulations in their respective areas and fields./.
