To:
- Heads of Departments, sectors, and branches;
- Chairpersons of People's Committees of Thu Duc City and other districts.
In the implementation of the Directive No. 12-CT/TU dated July 22, 2021, of the Municipal Standing Party Committee, Ho Chi Minh City People's Committee promulgated the Official Dispatch No. 2468/UBND-VX dated July 23, 2021, on strengthening social distancing measures in the City in accordance with the Prime Minister's Directive No. 16/CT-TTg;
In addition to the prescribed regulations, in order to drastically reduce traffic density, and in consideration of Ho Chi Minh City Public Security Department in the Official Dispatch No. 2948/BC-CATP dated July 25, 2021, Ho Chi Minh City People’s Committee hereby directs as follows:
1. All citizens in the City are requested to limit going out; stores and business establishments must close from 18:00 to 06:00 (daily), except for the following cases:
- Emergency services, pandemic prevention, and control forces or support forces at the request of coordination for pandemic prevention and control of functional agencies and local authorities.
- Officers, reporters, and editors of newspapers and radio stations who perform political tasks in the City, including newspaper distribution.
- Urban environmental sanitation workers; persons in charge of handling incidents of electricity, water, information systems, and technical infrastructure.
- Vehicles used to transport essential commodities; vehicles used to transport forces performing pandemic prevention and control tasks; vehicles used to transport workers of enterprises currently applying “one route - two destinations”; vehicles used to transport materials for productions, imports, and exports.
- Petrol and oil retail stores at 12 main gateways of the City.
Implementation period: From July 26, 2021, to the end of August 01, 2021.
2. Regarding the purchase of food and essential foodstuffs: Localities are requested to distribute shopping tickets to households on even and odd days; the shopping time frame shall be divided in order to minimize the density of person-to-person contact.
3. Ho Chi Minh City Public Security Department is assigned to coordinate with the Department of Industry and Trade, the Department of Transport, the Department of Health, the Department of Information and Communications, People’s Committees of Thu Duc City and other districts, and involved agencies in reaching an agreement and providing specific guidelines on identification of forces and vehicles allowed to join traffic after 18:00.
4. Ho Chi Minh City Public Security Department, Ho Chi Minh City High Command, People's Committees of Thu Duc City and other districts are assigned to deploy stations and checkpoints to separate and organize 24/7 patrol and control at inter-ward roads, inspect the observance of regulations in residential areas, on the streets and strictly handle cases of violations, carry out administrative detention in case of opposition to official duty enforcers. With regard to organizations and individuals intentionally violating the pandemic to spread the disease, causing serious consequences, functional agencies shall promptly investigate and prosecute criminal cases if there are sufficient elements to constitute a crime./.
