Official Dispatch 2447/BYT-DP 2021 persons prioritized for free COVID-19 vaccination

To: Departments of Health of provinces and centrally-run cities

In the implementation of the Government’s Resolution No.  21/NQ-CP dated February 26, 2021, on procurement and use of COVID-19 vaccines, the Ministry of Health formulated and promulgated Decision No. 1467/QD-BYT dated March 05, 2021, on approving the COVID-19 Vaccination Plan for the 2021-2022 period. On basis of the Ministry of Health's Decision No. 1469/QD-BYT dated March 06, 2021, on distribution of COVID-19 vaccines, 13 provinces and cities, and 21 COVID-19 treatment facilities have received vaccines and provided vaccination free of charge for the first stage from March 08, 2021 for the frontline forces in pandemic prevention and control.

To formulate the COVID-19 vaccination plan for the next stages, the Ministry of Health requests Departments of Health of 36 provinces and centrally-run cities to direct their affiliated units to make lists of persons prioritized for free COVID-19 vaccination in localities in accordance with the Government’s Resolution No. 21/NQ-CP and the Government Office’s Notice No. 47/TB-VPCP dated March 17, 2021. To be specific:

1. Frontline forces in pandemic prevention and control include:

- Persons working in health facilities.

- Persons participating in anti-pandemic activities (members of the Steering Committees for epidemic prevention and control at all levels, persons working in isolation areas, persons doing tracing duties and conducting epidemiological investigations, COVID-19 community-based teams, volunteers, reporters, etc.).

- Military forces (local forces participating in pandemic prevention).

- Police forces (local forces participating in pandemic prevention).

2. Vietnamese employees, diplomats and their relatives sent on business trips; officers directly involved in welcoming government delegations and welcoming Vietnamese from abroad; Diplomatic Delegation and United Nations system organizations in Vietnam.

3. Customs officers, immigration officers.

4. Persons providing essential services, such as aviation, transport, tourism; providing electricity, water, etc.

5. Teachers, employees at training and education institutions; persons working at administrative agencies and units who are usually in contact with many people.

6. Persons with chronic diseases.

7. Persons aged over 65.

8. Persons living in pandemic areas.

9. The poor, social policy beneficiaries.

10. Persons sent by competent state agencies on business trips, study or work abroad.

The number of each group of vaccinated subjects should be summed up according to the attached form, and sent to the General Department of Preventive Medicine (Email:  [email protected], tel.: 0243.8462364) and the Institute of Hygiene and Epidemiology, Pasteur Institute according to the management areas before April 15, 2021 for summarization.

Heads of relevant units are requested to urgently implement./.
