The current situation of the COVID-19 pandemic in the City continues being very complicated. The screening and tracing results show infected cases being workers in enterprises in Export Processing Zones, Industrial Parks and Hi-Tech Parks in relation with their places of residences distributing throughout rural districts, urban districts and Thu Duc City, thereby the risk of infection from their places of residence to production establishments and vice versa is very high. To effectively implement the "dual goals" - both pandemic prevention and control, and economy promotion and development, in which the goal of ensuring the people's health is foremost; The People's Committee of the City directs as follows:

1. The production of an enterprise in the City is permitted to continue if one of the two following conditions is satisfied:

1.1. The enterprise may conduct the production and quarantine its employees on spot with the “3-on-spot” motto: On-spot production, meal and rest.

1.2. The enterprise ensures the motto “one way - two destinations”: Only one way of concentrated transport of workers from the place of production to their place of residence (that may be dormitories, hotels, concentrated accommodation).

The Department of Health is assigned to assume the prime responsibility for, and coordinate with relevant agencies in, urgently organizing the appraisal of enterprises that meet the above conditions and ensure the safety in pandemic prevention and control before allowing them to continue their production. Workers shall be tested once every 07 days. All testing expenses shall be covered by enterprises.

2. Enterprises not satisfying the mentioned requirements must suspend their operation from 00:00 on July 15, 2021 (Thursday) until the another direction./.
