On the interim guidance for COVID-19 prevention and control plan at production and business establishments in the province.

Ba Ria - Vung Tau, November 11, 2021

 

To:

- The Heads of the Departments, agencies, and sectors;

- The Chairpersons of districts, towns, and cities;

- The enterprises in the province.

 

Pursuant to the Resolution No. 128/NQ-CP dated October 11, 2021 of the Government on the Interim Regulation on “safe and flexible adaptation and effective control over the COVID-19 pandemic”; the Decision No. 4800/QD-BYT dated October 12, 2021 of the Ministry of Health;

To implement the Official Telegram No. 8149/CD-VPCP of the Government Office on conveying the Prime Minister’s direction on continuing to strengthen the implementation of measures to prevent and control the COVID-19 pandemic; the Official Dispatch No. 9472/BYT-MT dated November 08, 2021 of the Ministry of Health.

To implement the Government’s directions in the Resolution No. 128/NQ-CP dated October 11, 2021 that: “In the prevention and control of the pandemic, pandemic prevention shall be considered as the basis and long-term target; health staff, army and police shall be considered as the core force, with the participation of all forces and social levels. To promote the central role of citizens and enterprises in pandemic prevention and control, safe production, business and living”; and the directions that “Direct the implementation of measures to prevent and control the COVID-19 pandemic and restore economic development with the spirit of initiative, creativity, firmly grasping the situation, not being subjective; ensure the “four-on-the-spot” motto”.

The Provincial People’s Committee hereby promulgates the interim guidance for COVID-19 prevention and control plan at production, business, service establishments, industrial parks, industrial clusters, construction sites, etc. (hereinafter referred to as production and business establishments) as follows:

I. OBJECTIVES AND REQUIREMENTS

1. Proactively conduct pandemic prevention and control at production and business establishments according to the following principles: control the risk of infection, early detection of infections, timely quarantine, mapping and carry tests quickly to prevent the pandemic from spreading in the establishments;

2. Implement the goal of pandemic prevention and control, ensuring a safe working environment for employees, while ensuring production and business activities of enterprises;

3. Pursuant to the guidance and general regulations of the National Steering Committee for COVID-19 Prevention and Control, the Provincial Steering Committee’s guiding documents on COVID-19 prevention and control measures corresponding to each level of pandemic, enterprises shall proactively take action to develop a plan for production and business organization suitable to the pandemic situation, financial conditions and production and business characteristics of the enterprise;

4. The production and business plan must meet the requirements of pandemic prevention and control, according to the principle of “safety and production go hand in hand”;

5. Require production and business establishments and employees to strictly and fully comply with instructions on COVID-19 prevention and control.

 

II. SAFETY MEASURES FOR COVID-19 PREVENTION AND CONTROL

Production and business establishments shall assign their own Health teams or sign contracts with (public and private) medical units to organize the implementation and monitor the compliance with measures to ensure safety prevention and control of the pandemic at production and business establishments:

1. For employees, one of the following conditions must be satisfied (except for special cases)

-  Employees have been fully vaccinated.

- Employees have been vaccinated but have not yet got full doses and waiting to get full vaccination.

- Employees infected with SARS-CoV-2 recovered and completed the period of quarantine and medical supervision as prescribed.

2. For commuting

- For means of transporting employees:

+ Vehicles must be disinfected after each time shuttle employees;

+ Drivers and vehicle assistants must be fully vaccinated and must keep a daily contact log;

+ Conduct body temperature checks and require employees to wash their hands before getting on the vehicle;

+ The number of people on the vehicle shall comply with specific requirements on distance for pandemic prevention and control in each period; if employees has had 2 injections of vaccine, the vehicle shall be allowed to operate according to its capacity;

- For self-commuting employees: must committed to complying with 5K rules as regulated.

3. For working places

3.1 Control the source of outside infection

- Organize honest health declarations (mandatory for employees, partners, contractors providing services and goods for enterprises) before entering the establishment or enterprise to work;

- Check body temperature before entering the workplace;

- For persons coming to make business contact: clearly define the scope of movement within the workplace;

- When detecting people with suspected symptoms of being infected with COVID-19 or having epidemiological factors, the operating department of the enterprises needs to screen such case and immediately inform the Health Team or report it to the enterprises leaders to contact the health units to conduct testing for SARS-CoV-2 as regulated.

3.2 Control the source of infection inside the working place

- Organize a well-ventilated workplace, arrange means of ensuring ventilation for the working environment;

- Employees must committed to complying with 5K rules and keep the minimum distance of 01 meter during the working time.

- Provide sufficient hand wash soap/liquid at convenient areas so that employees can wash their hands frequently;

- Arrange meal in shift for employees; organize fixed position for dinners and keep the distance of 01 meter, limit or not to arrange opposite sits, the dining table must have partition, channel in and out of the canteen;

- Conduct periodic cleaning and disinfection:

+ At public areas: 01 time/day;

+ At production area: after each shift;

+ Toilet area: 03-04 times/day, after the employees’ break time.

- Equip cameras to monitor the observance of pandemic prevention and control regulations in public areas and production areas;

- Organize the working process in the direction of reducing contact between departments of the enterprise;

- In the workplace, separate zones or areas from danger to safety level, so that when a case of F0 appears or is suspected, only one department will be paused or stopped, other departments will continue to operate, limiting interruptions to production and working process.

- Monitor to early detect suspected cases through medical declaration, find out the reason for the employee’s absence, monitor the health of the employees during the working time at the establishments;

- Organize random, focus and selective SARS-CoV-2 testing for people at high risk of COVID-19 infection according to specific guidelines of the health sector;

- When detecting a person having a positive SARS-CoV-2 test result at the establishment, enterprise, the health team of the establishment/enterprise or contact the medical unit that has signed contract for professional assistance to quickly deploy the temporary quarantine procedures before handling F0 cases according to the guidelines of the health sector.

4. For accommodations

- The employees and their families must fully comply with the 5K rules of the Ministry of Health; when the employees or their family members have suspected symptoms of infection, they must take the initiative to make truthful medical declarations immediately, hiding state of illness is strictly forbidden;

- Fully comply with COVID-19 prevention and control measures and guidance at the place of residence in accordance with general regulations and local administration’s requirements;

- Not to visit patients in health establishments except for the case which he/she have to take care of the patient and must strictly comply with pandemic prevention and control measures;

- Not to go to pandemic areas and/or areas at high risk of infection (quarantine areas, hospitals for F0 treatment), in case of force majeure, after returning to the place of residence or temporarily reside, he/she must immediately conduct medical declaration to the local health agency whereof. Minimize contact with people from pandemic areas, people with high risk of infection.

 

III. HEALTH TEAM OF ENTERPRISES

1. Role of the Health team in the pandemic prevention and control apparatus of the enterprises

The Steering Committees for COVID-19 prevention and control of enterprises as specified in the Regulation No. 2194/QD-BCDQG dated May 27, 2020 shall be as follows:

 


 


 

- The Human Resource Department must fully and specifically set the list of employees of the establishment (with full information on personal identification, residence/accommodation place...) to quickly and conveniently serve the conduction mapping, tracing and test upon F0 appearance.

- The number of health staffs according to production scale: in compliance with the Decree No. 39/2016/ND-CP dated May 15, 2016 of the Government on detailing a number of articles of the Law on Occupational Safety and Health. To be specific:

“…

Article 37. Organization of health units

The organization of health units under Clause 1, Article 73 of the Law on Occupational Safety and Health is prescribed as follows:

1. For production and business establishments operating in processing and preservation of aquatic products and aquatic product based products, mining, production of textile, garment, leather and footwear products, production of coke, chemicals, and rubber- and plastic-based products, scrap recycling, environmental sanitation, metal production, building and repair of seagoing ships, production of building materials, employers shall organize health units meeting the following minimum requirements:

a) A production and business establishment employing under 300 employees must have at least 1 health worker holding professional secondary degree;

b) A production and business establishment employing between 300 and under 500 employees must have at least 1 medical doctor/physician and 01 health worker holding professional secondary degree;

c) A production and business establishment employing between 500 and under 1,000 employees must have at least 01 medical doctor and for each work shift must have 01 health worker holding professional secondary degree;

d) A production and business establishment employing 1,000 employees or more shall establish a health establishment organized in a form compliant with the law on medical examination and treatment.

2. For production and business establishments operating in the fields, sectors and trades other than those prescribed in Clause 1 of this Article, employers shall organize health units at the establishments meeting the following minimum requirements:

a) A production and business establishment employing under 500 employees must have at least 1 health worker holding professional secondary degree;

b) A production and business establishment employing between 500 and under 1,000 employees must have at least 1 physician and 1 health worker holding professional secondary degree;

c) A production and business establishment employing over 1,000 employees must have 1 medical doctor and another health worker.

3. A health worker at an establishment prescribed in Clause 1 or 2 of this Article must fully satisfy the following conditions:

a) Holding a professional degree in health, including medical doctor, preventive health doctor, bachelor of science in nursing, physician, professional secondary nurse, midwife;

b) Possessing a professional certificate of occupational health.

4. An employer shall notify information on its grassroots health workers according to the form provided in Appendix XXI to this Decree to the provincial-level Health Department of the locality where its head office is based.

5. A production and business establishments that fails to assign health workers or establish a health unit under Clauses 1, 2 and 3 of this Article shall:

a) Sign a contract with a qualified medical examination and treatment establishment to provide sufficient health workers as prescribed in Clauses 1, 2 and 3 of this Article who must be present on time at the production and business establishment in cases of emergency within 30 minutes for plain areas, towns and cities, and 60 minutes for mountainous, deep-lying and remote areas; 

b) Notify information on the medical examination and treatment establishment according to the form provided in Appendix XXII to this Decree to the provincial-level Health Department of the locality where its head office is based.

…”

2. Tasks of the Health team

- To make contact with the Health centers of districts, towns and cities for guidance and coordination in formulating plans and supporting the implementation of the pandemic prevention and control;

- To advise enterprise’s leaders to issue COVID-19 prevention and control plans, assign and publicize contact information (name, phone number) of the focal point staff in charge of COVID-19 prevention and control at the workplace;

- To advise enterprise’s leaders to notice and give instruction to contractors, sub-contractors, partners and suppliers of production materials and services (foods, meals, environmental sanitation, disinfection...) to sign commitment to ensure the implementation of regulations on COVID-19 prevention and control and implementation monitor mechanism;

- To organize training, propagate personal hygiene and pandemic prevention and control measures for employees and customers;

- To propose the arrangement and supplement of equipment, masks, soap, hand sanitizer, surface disinfectant, medical supplies and equipment, etc. for the health department at the working establishments; to arrange the separate area and caring channel to handle when there are cases with symptoms of fatigue, fever, cough, sore throat, shortness of breath;

- To coordinate with the trade unions/representative organizations of employees, team leaders and people in charge of departments and workshops to monitor employees’ health, detect and promptly handle cases with one of symptoms such as fatigue, fever, cough, sore throat, shortness of breath; To make a list and monitor the health of cases who had close contact with people who have one of the symptoms of fever, cough, shortness of breath;

- When detecting that an employee has one of the symptoms of fatigue, fever, cough, pain and/or sore throat, shortness of breath at work or is an infected case or close contact case, such cases shall be handled according to regulations. For establishments with rooms and medical stations at the workplace, it is necessary to review, arrange and notify a separate path for employees with one of the symptoms of fatigue, cough, fever, sore throat, shortness of breath to be checked and get consultation;

- To propose enterprise leaders to assign/establish a team to inspect and supervise the implementation of pandemic prevention and control contents by employees and departments at establishments;

- To regularly update the situation of COVID-19, summarize and report on implementation of the pandemic prevention and control at the workplace on a daily, weekly and monthly basis for employers/pandemic prevention and control Steering Committee of the establishment;

- To organize periodic screening tests for employees in accordance with regulations;

- To implement screening, quarantine and take care for F0 and F1 cases’ health;

- To conduct cleaning and disinfection;

- To conduct propagation and dissemination on information about occupational hygiene, prevention and control of occupational diseases, and health promotion at the workplace; inspect the observance of hygiene regulations, to conduct pandemic prevention and control, ensure food safety and hygiene for employees at the establishments;

- To make and manage employee health records information;

- To cooperate with the occupational safety and health department in performing the relevant tasks as specified in Clause 2, Article 72 of the Law on Occupational Safety and Health.

 

IV. PROCEDURES FOR HANDLING CASES OF COVID-19 INFECTION

A person with a positive real time RT-PCR test result or by a positive antigen rapid test is considered a person infected with COVID-19 (referred to as F0 case).

Step 1:

- Immediately activate the pandemic prevention and control plan that has been approved by the competent authority when there is a case of COVID-19 at the unit.

- Temporarily quarantine F0 cases in an isolation room or temporary quarantine area of the unit, strictly follow the 5K rules, F0 cases are not be allowed to move freely, absolutely do not let contact with other people, and at the same time, send notification to: The district-level health stations and commune-level health stations or mobile health stations in the Industrial Park where the enterprise is headquartered as follows:

+ For industrial parks, industrial clusters: contact the mobile health stations located in the industrial zone or cluster or the health stations of the district, town or city where the unit operates.

+ For other production and business establishments: contact the health stations of the ward, commune or town where the unit operates.

- Implementation assignment:

+ The Health team of the unit shall temporary quarantine F0 cases, provide medical masks, protective gear, gloves, sanitizer...

+ Health stations and health centers shall report to the Steering Committees for Pandemic Prevention and Control at commune and district levels, the Provincial Centers for Disease Control and the Working Group according to Decision 3084/QD-UBND when receiving notices of F0 cases at the enterprises.

Step 2:

- Notify employees who are present at production and business establishments; request the employees to stay where they are and not to panic, worry.

- Research all employees according to the management list of the production and business establishments.

- Urgently trace all cases of close contact with F1, F2 cases according to the guidance in the Decision 3638/QD-BYT dated July 30, 2021.

- Make the list of F1, F2 cases who are absent at the time the outbreak occurs and notify these subjects to stay at home/place of residence; notify the Health Station, the Medical Center where F1, F2 cases reside/temporarily reside.

- Implementation assignment: the enterprise’s Steering Committee for COVID-19 prevention and control responds urgently.

Step 3:

- Assess the health status of F0 cases: 

+ If F0 case is detected with signs of respiratory failure (rapid or difficult breathing or Sp02 below 96%): provide oxygen breathing equipment and contact to transfer F0 case to a hospital/unit with COVID-19 treatment unit in the same area, or transfer to the nearest field hospital for COVID-19 treatment by ambulance.

+ If F0 case is asymptomatic or has mild symptoms: contact and transfer F0 case to the hospital for treatment on the first floor according to the instructions of the Department of Health.

- Implementation assignment: the Health team of the unit coordinates with the mobile Health Station at the industrial zone/cluster or health stations of the ward, commune or town where the unit operates.

Step 4:

Temporarily suspend operations in the area where F0 case is detected for cleaning and disinfection, testing for all F1 cases (depending on the scale of the outbreak), investigate to determine the scale and nature of the outbreak:

+ F0 case is detected in 01 production line: handle on the scale of production line.

+ F0 case is detected in 02 production lines or more in the same department: handle on the scale of the whole department.

+ F0 case is detected in 02 production lines or more in different departments and have no epidemiological relationship with each other: handle on the scale of each production line.

+ F0 case is detected in 02 production lines or more in different departments and have the epidemiological relationship related to the chain of infection: handle on the scale of the whole establishment.

- Must conduct a complete epidemiological investigation to clearly determining the scale and scope of the outbreak before deciding to blockade or stop operating one or more production lines, workshops or the whole factory. Epidemiological investigation must be carried out quickly, taking into account factors such as the position and relationships of F0 cases in the enterprise and based on the enterprise’s human resource management information.

- Identify F1 cases (close contact with F0 case at a distance of less than 2 meters such as working next to F0 case in the production line, sitting at the same dining table, sitting at the same table in the same office...) and conduct quick test to detect antigen.

- Monitoring F1 cases:

+ In case the production establishment has over 80% of employees fully vaccinated: all F1 cases are allowed to quarantine at home according to the instructions in the document No. 16859/UBND-VP dated November 08, 2021 of the People’s Committee of Ba Ria - Vung Tau province; if these conditions are not met, concentrated quarantine shall be conducted.

+ In case the production establishment has less than 80% of employees fully vaccinated:

* For F1 cases who have not fully vaccinated yet: quarantine for 14 days at home (if eligible) or at a concentrated quarantine establishment;

* For F1 cases who have fully vaccinated: be handled as in case of F1 cases of the production establishment having over 80% of employees fully vaccinated.

+ In case the production establishment has over 95% of employees fully vaccinated: consider to piloting (according to the conditions and capabilities of each enterprise) to allow all F1 cases to quarantine at the production establishment and continue to work, conduct re-test at the 3rd, 7th day and continue to conduct test every 7 days until there is no new infected case; request employees to make health declaration every day and immediately carry out test upon detecting suspected symptoms; carry out measures to prevent infection for workers within the production line; minimize contact among employees in the same production line until the end of the monitoring time.

- For F2 cases:

+ In case the production establishment has over 80% of employees fully vaccinated: All F2 cases are allowed to continue working, they have to make health declaration every day and shall be tested immediately if they have symptoms.

+ In case the production establishment has less than 80% of employees fully vaccinated:

* For F2 cases who have not fully vaccinated yet: conduct medical quarantine as regulated;

* For F2 cases who have fully vaccinated: be handled as in case of F2 cases of the production establishment having over 80% of employees fully vaccinated.

- Implementation assignment:

+ The Health team, the Steering Committee for COVID-19 prevention and control of establishments and enterprises shall proactively implement.

+ Health stations and medical centers shall support enterprises in implementation; in case of necessary due to complicated outbreaks, enterprises shall request for support from the Steering Committees for Disease Prevention and Control of districts, towns, cities, and provincial Center for Disease Control.

 

V. IMPLEMENTATION ORGANIZATION

1. The Management Board of industrial parks; the Departments of: Industry and Trade, Construction, Agriculture and Rural Development, Transport, Tourism, etc.; the People's Committee of districts, towns, cities shall

- Base on their assigned functions and tasks, be responsible for deploying this document to each production and business establishment by November 15, 2021. Simultaneously, monitor and urge production and business establishments to develop their own pandemic prevention and control plans and handling plans when there is a case of COVID-19; appraise and approve the plan of each production and business establishment;

- Proactively work with enterprises, especially those that manage and exploit the infrastructure of industrial parks, industrial clusters, and ports. Review the conditions of on-site facilities of enterprises to deploy concentrated quarantine areas for F1 cases;

- Organize vaccination for employees who have not been fully vaccinated;

- Monitor and support the handling of pandemic prevention and control of enterprises according to regulations.

2. The Steering Committee and Working group according to the Decision No. 3084/QD-UBND date October 07, 2021 of the provincial People’s Committee shall

- Perform tasks and powers as regulated in the Decision No. 3084/QD-UBND date October 07, 2021;

- Regularly contact, collect information, promptly coordinate with relevant units to quickly support businesses when there are outbreaks at production and business establishments.

3. The Steering Committees for COVID-19 Prevention and Control in districts, towns and cities shall

 

- Coordinate and support enterprises to organize safe accommodations for employees in the area under their management;

- Control of the COVID-19 pandemic situation in the area, ensuring safe production conditions;

- Organize inspection and supervision on enterprises’ observance of regulations on pandemic prevention and control; closely monitor the pandemic situation in production and business establishments, industrial parks located in the area to timely intervene for disease prevention or learn from experience;

- Direct the Health Centers of districts, towns and cities to guide production and business establishments in the area to implement the Plan to ensure safety against COVID-19 and the Process of handling when detected people infected with COVID-19 at establishments and enterprises; support the handling of F0 and F1 cases arising in the enterprises according to regulations in the shortest time.

4. Production and business establishments shall

- Develop a plan to organize production and business in accordance with the pandemic situation, financial conditions and production and business characteristics of the enterprise, and at the same time must meet the requirements of COVID-19 prevention and control according to the principle of  “safety and production go hand in hand”;

- Develop Plan and scheme for COVID-19 prevention and control at the enterprise in accordance with current regulations and guidelines and take measures to prevent infection;

- On the basis of the actual conditions of the enterprise, develop a specific plan to handle the situation of detecting people infected with COVID-19 at the enterprise in accordance with the guiding process; disseminate for the whole enterprise to grasp well to apply when the scenario happens; organize COVID-19 prevention and control drills at enterprises;

- Take responsibility for handling outbreaks when it arise at the enterprise;

- The investors of the infrastructure of the industrial parks and industrial clusters will research and set up mobile medical stations according to the guidance of the Ministry of Health to promptly handle F0 and F1 cases in industrial parks and industrial clusters.

- Organize the department responsible for pandemic prevention which is the unit’s Health team or sign contracts with medical facilities to get advises on pandemic prevention solutions, be provided testing and environmental sanitation services... according to the needs of the unit; Arrange temporary quarantine areas in compliance with regulations of the Ministry of Health. If the enterprise has a contract with a medical facility, the size of the temporary quarantine area does not need hospital beds, but only a waiting area for quarantine;

- Implement COVID-19 prevention and control measures at the workplaces and dormitories for employees, and self-assess the risk of COVID-19 infection at the enterprise according to regulations of the Decision No. 2194/QD-BCDQG dated May 17, 2020 of the National Steering Committee for Covid-19 Prevention and Control on promulgating “the Guidance on prevention, control, and assessment of the risk of COVID-19 infection at the workplaces and dormitories for workers”. Enterprises must stop operating if the assessment results are high risk or very high risk;

- Review the conditions of facilities at the workplace of the enterprise to deploy the concentrated quarantine areas for F1 cases, the dormitories of employees may be chosen, or rent a motel or hotel. Do not depend on, rely on concentrated quarantine areas established by the Provincial Steering Committee for COVID-19 Prevention and Control;

- Conduct testing at the enterprise:

+ Develop a plan to self-organize periodic, focus and selective SARS-CoV-2 testing for people at high risk of COVID-19 infection according to specific professional guidance of the health sector. To be specific: (i) Conduct the test when having one of the symptoms of fever, cough, fatigue, sore throat, loss of taste and smell, difficulty breathing, etc. or there are epidemiological factors; (ii) testing at the beginning of reorganizing production; (iii) random testing of employees at high risk for COVID-19 infection;

+ Depending on the type of enterprise, notify the test plan to the Management Board of the Industrial Park and the Departments of: Industry and Trade, Construction, Agriculture and Rural Development, Transport, Tourism, etc; the Health centers of districts, towns and cities for monitoring; organize testing for employees according to the plan;

+ In the course of testing, if positive results are detected, such cases will be handled according to the procedure promulgated by the unit;

+ Enterprises shall send the test results to the Management Board of Industrial Parks, Provincial Center for Disease Control, Medical Centers of districts, towns and cities (within 02 hours after the end of the testing day);

+ Take legal responsibility for the quality of the quick test for antigen detection, testing procedures and results;

5. Employees shall

- Carry out honest and sufficient medical declaration;

- Have a commitment to carry out COVID-19 prevention and control measures according to regulations of the establishment or enterprise they work for;

- Get full COVID-19 vaccinations according to the schedule;

- Comply with regulations on pandemic prevention and control at work and accommodation.

6. The Department of Health shall

- Take the prime charge in updating new regulations and guidelines of the National Steering Committee for COVID-19 Prevention and Control, the Ministry of Health and advising the Provincial Steering Committee and the Provincial People’s Committee on implementation documents;

- Guide and support enterprises to develop specific plans on handling cases of detecting people infected with COVID-19 at enterprises; provide professional medical assistance when required;

- Direct Health station of districts, towns and cities to arrange Working teams to quickly approach enterprises with F0 cases when receiving information from enterprises. For large and complex outbreaks, direct the Provincial Center for Disease Control to assist in handling the outbreak in the shortest time possible. 

- Assume the prime responsibility for and coordinate with the Management Board of Industrial Parks, the Department of Industry and Trade and infrastructure enterprises of industrial parks and industrial clusters to establish mobile medical stations in industrial parks and industrial clusters before November 15, 2021;

-Research and guide the conditions for pilot to allow F1 cases to be quarantined at production and business establishments and continue working; the deadline for implementation is before November 20, 2021;

- On the basis of the actual situation of production and business establishments in the province, the Department of Health shall advise the Provincial Peoples Committee to decide specifically for each level of pandemic on: frequency and rate of random testing for employees at high risk of infection; the plan for organizing concentrated accommodation, quarantine and production and business organization when there is an outbreak at the establishment; promulgate a document to cease the application of contents related to frequency and rate of random testing for employees at high risk of infection; the plan for organizing concentrated accommodation, quarantine and production and business organization when there is an outbreak at the establishment at the documents No: 2787/QD-BYT dated June 05, 2021, 6565/BYT-MT dated August 12, 2021, 6666/BYT-MT dated August 16, 2021, 8228/BYT-MT dated September 30, 2021 of the Ministry of Health;

- Guide and direct the Health centers of districts, towns and cities to conduct random, periodical screening tests with focus, selective at high-risk production and business establishments, industrial parks to regularly monitor disease risks, promptly detect potential outbreaks to control early and limit the spread.

During the course of implementation, departments, branches, localities and enterprises shall report, propose and regularly update regulations from relevant central Ministries and branches, the Provincial People’s Committee shall consider adjusting, supplementing, guiding measures for COVID-19 prevention and control at production and business establishments, and industrial facilities in accordance with regulations and the practical situation./.
