Pursuant to Decision No. 1740/QD-BGTVT dated September 30, 2021 of the Ministry of Transport on the promulgation of the Provisional Guidelines on organizing passenger transportation in 5 domains (roadway, railway, inland waterway, maritime transport, and aviation) to safely and flexibly adapt to and effectively control the COVID-19 pandemic;
Pursuant to Directive No. 18/CT-UBND dated September 30, 2021 of the People's Committee of Ho Chi Minh City on continuing to control and adjust measures to prevent and control the COVID-19 pandemic as well as to gradually recover and develop the socio-economy of Ho Chi Minh City,
The Department of Transport of Ho Chi Minh City provides the following guidance on organizing traffic in the city and some necessary cases of transportation between Ho Chi Minh City and other provinces and municipalities from October 1, 2021 until new guidance is provided:
I. General requirements:
1. Traffic participants must use their travel declaration QR codes generated by the VNEID app and their vaccination QR codes generated by the HCM Health app (Y tế HCM) or the Online Health Book app (Sổ sức khỏe điện tử) (until the PC-COVID app is officially launched); if they have no QR code, they shall present one of the following documents proving that: (1) They are former COVID-19 patients who have been cured for less than 6 months; (2) They have been vaccinated against the COVID-19 (they have got at least 01 dose of two-dose vaccines and been vaccinated for 14 days), upon the request of the authorities.
2. Private means of transport shall only be allowed within Ho Chi Minh City; They shall participate in inter-provincial traffic (entering/leaving the city) only in the cases specified in Section III of this Official Dispatch.
3. The transportation must meet the conditions provided in the Set of criteria for assessing transport safety in the prevention and control of COVID-19 pandemic in Ho Chi Minh City issued together with Decision No. 3324/QD-BCD dated September 15, 2021 of the Steering Committee for COVID-19 Prevention and Control of Ho Chi Minh City.
II. Organizing traffic in Ho Chi Minh City
1. Transportation of goods:
a. Cargo trucks shall comply with Decision No. 23/2018/QD-UBND dated July 19, 2018 of the People’s Committee of Ho Chi Minh City prescribing the restriction and licensing of cargo vans and trucks travelling within the inner city of Ho Chi Minh City.
b. All cargo trucks travelling in the time when trucks are prohibited in Ho Chi Minh City must obtain permits issued by the Ho Chi Minh City Department of Transport (with identification QR codes therein).
c. Transportation of goods by water at Binh Khanh and Cat Lai ferries: As usual.
2. Transportation of people
2.1. Transportation of people by road:
a. Transporting passengers by bus:
From October 5, 2021, a number of bus routes will be re-opened with the frequency and operation time depending on the realities and actual needs of each area, which will be announced in the decision of the Department of Transport.
b. Transporting passengers by taxi:
Each transportation business shall register the number of vehicles which will be allowed to travel, but the maximum number shall not exceed 20% of its total vehicles (based on its total taxi badges registered with the Department of Transport of Ho Chi Minh City).
c. Transporting passengers by tourist bus:
Each transportation business shall register the number of vehicles which will be allowed to travel, but the maximum number shall not exceed 30% of its total vehicles (based on its total tourist bus licenses registered with the Department of Transport of Ho Chi Minh City).
d. Transporting passengers by contract car:
- Transportation businesses who lease contract cars with under 9 seats via apps connecting passengers: shall register the number of contract cars which will be allowed to travel, but the maximum number shall not exceed 10% of its total cars (based on its total contract car badges registered with the Department of Transport of Ho Chi Minh City).
- Vehicles that do not connect passengers via apps shall be allowed to: (1) Serve tourism programs organized by the Ho Chi Minh City Department of Tourism, the People's Committees of Thu Duc city and districts; (2) Follow the transportation plans of the health sector; (3) Transport workers and experts.
e. Vehicles registered for travelling (at the request of the agencies) will be granted by the Department of Transport the identification certificates (with QR codes therein) as guided in Appendix 1. While they are allowed to travel, depending on travel demand and the COVID-19 pandemic developments, the Department of Transport will continue to adjust the number of allowed vehicles appropriately.
f. Passenger transportation services using motorbikes and bicycles: are not allowed.
2.2. Transporting passengers by water:
a. Binh Khanh and Cat Lai ferries: shall operate as usual.
b. The following cross-river passenger landing stages and passenger transportation landing stages are allowed to operate:
- In Can Gio district: The Tac Suat, Bien Phong, Thieng Lieng landing stages in Thanh An commune serving the transportation of passengers on Can Thanh - Thanh An and Thanh An - Thieng Lieng routes. Tourist wharfs: Rung Sac Marina, Dam Doi Tourist Wharf, Vam Sat Tourist Wharf, Tac Suat Wharf, Subdivision 1 and 2 Stations’ wharves, Giong Chua Canal relic site’s wharf.
- Tourist wharves of Bach Dang Park (District 1); Ben Dinh and Ben Duoc tourist wharves (Cu Chi district); Hiep Phuoc - Doi Lau wharf and Hiep Phuoc - An Thoi Dong wharf (Nha Be district and Can Gio district); Binh Quoi Wharf (Binh Thanh District); Hoi Son Pagoda’s wharf (Thu Duc city); Ben Da wharf (District 8) and inland waterway landing stages serving non-business organizations and individuals.
c. The maximum operation frequency shall not be more than 50% (of the operation frequency before the city has implemented social distancing measures under Directive 16/CT-TTg) and the vehicles shall not transport more than 50% of their allowable capacity.
III. Organizing the transportation between Ho Chi Minh City and other provinces
1. Transportation of goods:
a. Vehicles transporting goods to and through Ho Chi Minh City must obtain identification certificates (with QR codes therein) generated at: vantai.drvn.gov.vn or suckhoe.dancuquocgia.gov.vn (or via the app VNEID).
b. Vehicles passing through Ho Chi Minh City: shall not stop or park en route in Ho Chi Minh City (except for force majeure cases such as: the vehicles are damaged, encounter technical problems, or people on the vehicles have health problems, etc.).
c. Cargo vans and trucks travelling within the inner city shall comply with Decision No. 23/2018/QD-UBND dated July 19, 2018 of the People’s Committee of Ho Chi Minh City prescribing the restriction and licensing of cargo vans and trucks travelling within the inner city of Ho Chi Minh City.
2. Persons going for medical examination and treatment:
- People from other provinces entering Ho Chi Minh City for medical examination and treatment (except for emergency cases) must have valid certificates of negative test results for SARS-CoV-2 (within 72 hours after being tested) and documents on their intra-hospital transfer (issued by their local hospitals) from other provinces and municipalities to hospitals in Ho Chi Minh City, the appointment letters for follow-up examination or the confirmations of examination registration of hospitals in Ho Chi Minh City.
- Means of transportation: means of inter-provincial passenger transport (by car, water, train, or air); private cars (the drivers must meet the above-mentioned health conditions).
3. Residents of Ho Chi Minh City returning to the city from other provinces and municipalities:
Residents of Ho Chi Minh City returning to the city must satisfy the following conditions:
- Having documents proving their permanent residence and working in Ho Chi Minh City, such as household registration books, temporary residence certificates, citizenship identity cards or people’s identity cards, birth certificates (for children).
- Having valid certificates of negative test result for SARS-CoV-2 (within 72 hours after being tested).
- Means of transportation: means of inter-provincial passenger transport (by car, water, train, or air); private cars (the drivers and their accompanying people must meet the above-mentioned health conditions).
- Being permitted by the competent authorities in:
+ Documents of the People's Committees of the provinces or municipalities where they leave; or
+ Documents of the Department of Transport of Ho Chi Minh City (the order of registration is prescribed in Appendix 02).
4. People travelling from Ho Chi Minh City to other provinces and municipalities in some emergency cases:
Subjects: transporting seriously-ill patients, small children, pregnant women; having appointment for interviews before travelling abroad; and those in some other emergency cases, who satisfy the following conditions:
- They are former COVID-19 patients who have been cured for less than 6 months or they have been vaccinated against the COVID-19 (at least 01 dose of two-dose vaccines and been vaccinated for 14 days).
- Having valid negative test results for SARS-CoV-2 according to the Health sector’s regulations.
- Means of transportation: means of inter-provincial passenger transport (by car, water, train, or air); private cars (the drivers and their accompanying people must meet the above-mentioned health conditions).
- Being permitted by the competent authorities in:
+ Documents of the People's Committees of the provinces or municipalities where they leave; or
+ Documents of the Department of Transport of Ho Chi Minh City (the order of registration is prescribed in Appendix 02).
5. People coming to Ho Chi Minh City from other provinces and municipalities in some emergency cases:
Purposes: To transport seriously-ill patients, small children, pregnant women; to have interviews before travelling abroad; and some other emergency cases, in which the subjects must satisfy the following conditions:
- Being permitted and certified by the People's Committees of the provinces/municipalities where they reside.
- Having valid negative test results for SARS-CoV-2 according to the Health sector’s regulations.
- Means of transportation: means of inter-provincial passenger transport (by car, water, train, or air); private cars (the drivers and their accompanying people must meet the above-mentioned health conditions).
6. Transportation of workers from other provinces and municipalities to Ho Chi Minh City:
It shall comply with Official Dispatch No. 3231/UBND-DT dated September 30, 2021 of the People's Committee of Ho Chi Minh City on coordination in organizing the transportation of workers from provinces and municipalities working in Ho Chi Minh City in the new situation.
7. Transportation of people wishing to return to their hometown (other provinces and municipalities) under plans:
It shall comply with Official Dispatch No. 2452/UBND-DT dated July 23, 2021, Official Dispatch No. 2544/UBND-DT dated July 30, 2021 and Official Dispatch No. 2548/UBND-DT dated July 30, 2021 of the People's Committee of Ho Chi Minh City on coordination in supporting people wishing to return to their hometown during the city's implementation of Directive No. 16/CT-TTg of the Prime Minister.
8. Travelling to and from Tan Son Nhat International Airport:
It shall comply with the instructions of the Ministry of Transport in Official Dispatch No. 8272/BGTVT-VT dated August 11, 2021 and Official Dispatch No. 8573/BGTVT-VT dated August 18, 2021 on continue assisting people who have air tickets for international flights to assess international airports to make their flights.
IV. Organization of implementation
1. The Municipal Police Department of Ho Chi Minh City is requested to:
a. Direct and guide the inspection at COVID-19 pandemic checkpoints and control stations in the city.
b. Intensify mobile inspection on roads, inspect the observance of regulations on pandemic prevention and control of transportation businesses and people on the vehicles. Detect and handle cases of disobeying the provisions in Decision No. 1570/QD-BGTVT dated August 24, 2021 and Decision No. 1740/QD-BGTVT dated September 30, 2021 of the Ministry of Transport.
c. Strengthen patrols and handle traffic participants without permission, violations of traffic order and safety, and violations of pandemic prevention and control regulations.
2. The People's Committee of Thu Duc city and districts are requested to:
a. Assume the prime responsibility for deploying forces to COVID-19 checkpoints and control stations to ensure traffic safety and prevent traffic jams, obstruction of goods transportation.
b. Intensively inspect the observance of regulations on pandemic prevention and control of transportation businesses and people on vehicles, especially at gathering places of cargo vehicles. Detect and strictly handle cases of failure to fully comply with the provisions of Decision No. 1570/QD-BGTVT dated August 24, 2021 and Decision No. 1740/QD-BGTVT dated September 30, 2021 of the Ministry of Transport.
c. Receive, review, and summarize applications and plans of the agencies located in the city under their management so as to request the Department of Transport to issue identification certificates with QR codes therein for vehicles transporting workers and experts of such agencies.
3. The Management Board of Industrial Parks and Export Processing Zones and the Management Board of the Hi-tech Park are requested to:
Receive, review, and summarize applications and plans of the establishments under their management so as to request the Department of Transport to issue identification certificates with QR codes therein for vehicles transporting workers and experts of such establishments.
4. Transportation associations and businesses in Ho Chi Minh City are requested to:
a. Implement and strictly comply with Decision No. 1570/QD-BGTVT dated August 24, 2021 and Decision No. 1740/QD-BGTVT dated September 30, 2021 of the Ministry of Transport on the promulgation of the Provisional Guidelines on organizing transportation of passengers by car during the COVID-19 pandemic as well as the requirements of this Plan.
b. Inspect, review, rectify and handle violations of transportation by car and the COVID-19 pandemic prevention and control regulations of the drivers/members/vehicle owners under their management.

The Department of Transport of Ho Chi Minh City hereby request the agencies and units to inform and widely disseminate the contents hereof to relevant stakeholders and organize the implementation of them./.
