NOTICE

Conclusion of Permanent Deputy Prime Minister Pham Binh Minh on the Plan to resume regular international commercial flights

 

On December 09, 2021, at the head office of the Government Office, Permanent Deputy Prime Minister Pham Binh Minh chaired the meeting on the plan to resume regular international commercial flights. Participants to the meeting include representatives of the Ministry of Health, the Ministry of Foreign Affairs, the Ministry of Public Security, the Ministry of National Defence, the Ministry of Transport, the Ministry of Culture, Sports and Tourism, the Ministry of Information and Communications and leaders of the Government Office. After listening to the Ministry of Transport’s report and delegates’ opinions, Permanent Deputy Prime Minister Pham Binh Minh gave some opinions as follows:

  1. To implement the strategy on safe adaptation to, flexible and effective control of COVID-19 pandemic, in order to resume international passenger transport activities, remove difficulties for airlines, while promoting the recovery of economy, tourism, without letting Vietnam lagging behind other countries in the region. At the same time, to create conditions for overseas Vietnamese to return to their homeland in the context of the coming Lunar New Year, therefore, the resumption of international flights according to the Ministry of Transport's plan is necessary but the effective control of pandemic is still required.
  2. To agree with the Plan on resumption of regular international commercial passenger flights to areas with high safety factors, such as Beijing/Guangzhou (China), Tokyo (Japan), Seoul (Korea), Taipei (Taiwan - China), Bangkok (Thailand), Singapore, Vientiane (Laos), Phnom Penh (Cambodia), San Francisco/Los Angeles (United States of America) in an effective, safe and smooth manner, on the basis of the Ministry of Health's guidance on medical measures for pandemic prevention applicable to people on entry. Pilot duration: From January 01, 2022.
  3. The Ministry of Health is requested to urgently promulgate medical guidance applicable to people entering Vietnam on regular international commercial flights, collect opinions from experts, enterprises and citizens (no later than December 10, 2021).
  4. The Ministry of Foreign Affairs shall continue to assume the prime responsibility for, and coordinate with the Ministry of Health in, negotiating and reaching an agreement with other countries and territories on mutual recognition of “vaccine passports”, prioritizing areas that have implemented such regime in the pilot period.
  5. The Ministry of Health, the Ministry of Public Security and the Ministry of Information and Communications shall reach an agreement on, and announce a shared health declaration software for aviation transport in order to facilitate the passengers’ declaration, aviation enterprises’ operation as well as the medical monitoring, control and tracing of people on entry.
  6. The Ministry of Information and Communications shall coordinate with the Ministry of Foreign Affairs, the Ministry of Transport and news agencies to propagandize purposes and meanings of the resumption of regular international flights to citizens, while ensuring effective and safe pandemic prevention and control.
  7. The Ministry of Transport shall direct, provide guidance for aviation enterprises to organize and implement the resumption of regular international flights according to the approved plan; timely summarize and propose adjustment according to actual situation.

The Government Office hereby informs ministries and agencies for implementation./.
