SUMMARY

By 2025, 50% of educational institutions at all levels shall organize STEM/STEAM education activities

On January 28, 2022, the Prime Minister issues Decision No. 146/QD-TTg approving the Scheme for “improvement of awareness, universalization of skills, and development of personnel for national digital transformation by 2025, with a vision towards 2030”.

Accordingly, the specific goals of the Scheme until 2025 are as follows: 70% of people of working age shall be aware of and have the skills to use online public services and other essential digital services; the "Digital University Education" model needs to be completed and piloted in a number of higher education institutions; 50% of educational institutions at all levels, from primary to high school, shall organize STEM/STEAM education and digital skills activities; etc.

In addition, the Scheme provides specific tasks including: building digital communication campaigns on mass media about digital transformation; organizing a contest to design a beautiful, catchy, meaningful, and highly effective communication slogan; building Massive Open Online Courses on digital skills that allows people to access free of charge to self-study digital skills; etc.

This Decision takes effect from the date of its signing for promulgation.

Approving the Scheme for “improvement of awareness, universalization of skills, and development of personnel for national digital transformation by 2025, with a vision towards 2030”

Pursuant to the Law on Government Organization dated June 19, 2015; Law Amending and Supplementing a Number of Articles of the Law on Government Organization and the Law on Organization of Local Government dated November 22, 2019;

Pursuant to the Law on Information Technology dated June 29, 2006;

Pursuant to Resolution No. 52-NQ/TW dated September 27, 2019 of the Political Bureau on a number of guidelines and policies to actively participate in the Fourth Industrial Revolution;

Pursuant to Resolution No. 50/NQ-CP dated April 17, 2020 of the Government promulgating the Government’s action program for materialization of the Political Bureau’s Resolution No. 52-NQ/TW of September 27, 2019, on a number of undertakings and policies for proactive participation in the Fourth Industrial Revolution;

Pursuant to Resolution No. 01/NQ-CP dated January 01, 2021 of the Government on major tasks and solutions guiding the realization of the socio-economic development plan and the State budget estimate in 2021;

Pursuant to Resolution No. 50/NQ-CP dated May 20, 2021 of the Government on the Action Program of the Government to implement the Resolution of the 13th National Congress of the Party;

At the proposal of the Minister of Information and Communications;

 

DECIDES:

 

Article 1. To approve the scheme for “improvement of awareness, universalization of skills, and development of personnel for national digital transformation by 2025, with a vision towards 2030” with the details as follows:

I. VIEWPOINTS

1. Improvement of awareness is a prerequisite for digital transformation because awareness plays a decisive role in the process.

2. Universalization of skills is the key to ensuring that everyone can participate in the digital transformation process, opening up opportunities for equal access to digital services, helping to build an inclusive and comprehensive digital society.

3. Development of human resources is essential for building the capacity to efficiently implement and sustain digital transformation, helping to successfully achieve the goals of the National Digital Transformation Program by 2025, with a vision towards 2030.

II. OBJECTIVES

1. General objectives

To create a strong shift in awareness and action of leaders and officials of authorities, organizations, and enterprises to promote digital transformation. To universalize digital skills for stakeholders involved in the national digital transformation process. To improve the quality and effectiveness of training and developing human resources for digital transformation in each industry, field, and locality.

2. Specific objectives

a) Objectives to be achieved by 2025:

- Leaders at all levels and in all sectors of authorities, organizations, and enterprises shall have a deep understanding of digital transformation in order to direct its implementation in their respective units. All people shall be provided with information and have their awareness raised about the Party's guidelines and policies, and the State's policies and laws on digital transformation, through various media and social networks.

- 100% of leaders, cadres, civil servants, and public employees in State authorities, State-owned corporations, and State-owned enterprises shall be trained, updated, and equipped with knowledge of digital transformation, digital skills, and digital technologies on an annual basis.

- 100% of digital transformation and information technology specialists shall be trained, updated, and equipped with knowledge of digital technologies on an annual basis, and their training results shall be assessed online through the National Digital Skills Assessment and Accreditation System.

- 70% of people of working age shall be aware of and have the skills to use online public services and other essential digital services in the fields of health, education, transportation, tourism, and banking; they shall have a basic understanding of how to use these services when needed.

- 100% of ministries, ministerial-level authorities, provinces, and centrally-run cities shall build their own digital transformation networks down to the grassroots level, with a team of members who are regularly trained and updated on knowledge and skills to act as the core force for the digital transformation process in all sectors and at all levels.

- At least 1,000 digital transformation experts shall be trained in various sectors, fields, and localities to become the core force leading, organizing, and spreading the national digital transformation process.

- The "Digital University Education" model needs to be completed and piloted in a number of higher education institutions. Non-public universities shall be encouraged to participate in the pilot implementation of the model.

- Universities and colleges that have strengths in training on digital transformation shall train 5,000 engineers, bachelors, and honored bachelor's degree holders in digital technology.

- 50% of educational institutions at all levels, from primary to high school, shall organize STEM/STEAM education and digital skills activities.

b) Objectives to be achieved by 2030:

- 90% of people of working age shall be aware of online public services and other essential digital services in the fields of health, education, transportation, tourism, and banking; they shall be proficient in using these services when needed.

- The "Digital Higher Education" model shall be completed and expanded to at least 50% of public universities nationwide.

- Universities and colleges that have strengths in training on digital transformation shall train 20,000 engineers, bachelors, and honored bachelor's degree holders in digital technology.

- 80% of educational institutions at all levels, from primary to high school, shall organize STEM/STEAM education and digital skills activities.

III. TASKS OF THE SCHEME

1. Group of tasks regarding improvement of awareness of digital transformation

a) To build digital communication campaigns on mass media about digital transformation, establish and develop pages (accounts/channels) on social media platforms. To construct an official Web Portal for the National Digital Transformation Program, integrating virtual assistants to automatically respond to inquiries from authorities, organizations, people, and enterprises about digital transformation. Utilize artificial intelligence (AI) technology and chatbots to execute automatic communications.

b) To organize a contest to design a beautiful, catchy, meaningful, and highly effective communication slogan for the National Digital Transformation Program, which should be easy to be displayed, printed, adorned, and showcased in various locations and materials.

c) To establish and regularly maintain specialized sections and pages on digital transformation on mass media platforms. To publish news, articles, and opinion pieces about digital transformation in the press system, online newspapers, electronic news websites, and online forums. To disseminate information on web portals/websites, as well as internal networks of State authorities and organizations.

d) To produce programs, documentaries, reports, songs, exchanges, dialogues, and in-depth discussions on digital transformation for radio and television broadcasts. To generate news content, photos, videos, and clips to promote trends about digital transformation across different channels, platforms, and mass media.

dd) To organize game shows and quiz programs about digital transformation on television channels, encouraging the participation of celebrities, influencers, and public figures.

e) To arrange conferences, seminars, dialogues, exhibitions, and mobile displays showcasing digital products, solutions, and achievements of digital transformation in Vietnam. To integrate digital transformation content into overseas exhibitions and presentations about our country, our people, culture, and tourism. To host contests related to digital transformation learning and press coverage of the National Digital Transformation Program.

g) To develop radio programs tailored to disseminating information about digital transformation in alignment with local digital transformation policies and orientations and regional characteristics through grassroots broadcasting systems. To conduct digital transformation communication via popular social networks in Vietnam.

h) To engage in visual communications, to employ billboards, posters, infographics, motion graphics, printed materials, mascots and logos to convey messages about digital transformation.

i) To gather, edit, translate, compile, and curate materials from domestic and foreign sources on digital transformation for communication and dissemination to various audiences according to relevant topics and themes. To facilitate widespread sharing for exploitation and use thereof by authorities and units.

k) To produce specialized content highlighting Vietnam's potential, strengths, and achievements in digital transformation, including applications in high-tech industries, high-tech agriculture, smart cities, and urban areas. To provide information for international organizations to assess and rank Vietnam in global indexes, including Digital Government Index, E-Government Development Index (EGDI), Information Technology Development Index (IDI), Global Cybersecurity Index (GCI), Global Competitiveness Index (GCI), and Global Innovation Index (GII).

l) To share experiences in digital transformation of countries in the region and the world; to synthesize models and solutions for digital transformation in different fields; to analyze trends and impacts of digital transformation on new industries, career changes in society; and to introduce and replicate models and solutions for digital transformation.

m) To commend, honor, and reward exemplary models, replicate good models, good practices, and valuable initiatives related to the National Digital Transformation Program.

2. Group of tasks regarding universalization of skills for digital transformation

a) To build Massive Open Online Courses (MOOCs) on digital skills that allows people to access free of charge to self-study digital skills. Educational and training institutions, vocational education institutions shall use the MOOC content and learning materials to teach and universalize digital skills. To encourage authorities, organizations, and enterprises to participate in building a repository of digital learning materials in accordance with the standards on the MOOCs.

b) To organize training, retraining, short-term training, refresher courses, and improvement courses on digital transformation and digital skills for cadres, civil servants, public employees, and workers of authorities from the central to the local level, in State-owned organizations and enterprises, and in news and press agencies. To integrate and include content on improvement of awareness of digital transformation into the training programs on knowledge and skills of State-level governance according to the civil servant standards, and the training programs according to the requirements of leadership and managerial positions. To encourage private sector’s organizations and enterprises to implement short-term training and refresher courses on digital transformation and digital skills for their employees.

c) To universalize digital skills to people through MOOCs and personalized training. To develop digital skills for people through communications and guidance on using digital services, focusing on online public services and digital services in the fields of health, education, and commerce. To encourage and create conditions for all people to learn and research anytime and anywhere, and to recognize online training certificates.

d) To cooperate with prestigious digital skills training organizations in Vietnam and abroad to build training programs on digital skills.

dd) To build and regularly update methods and criteria for measuring digital skills and digital gaps in line with international practices. To conduct annual assessments and publish the results thereof.

3. Group of tasks regarding development of human resources for digital transformation

a) To organize training and refresher courses on digital transformation, digital technology for leadership, management, and staff involved in digital transformation advisory work in State authorities from commune level to central level, State-owned corporations, and State-owned enterprises.

b) To select a minimum of 1,000 cadres from State authorities at central and local levels, as well as some State-owned corporations and State-owned enterprises, for training and capacity building in digital transformation knowledge, digital technology, data synthesis and analysis skills to support decision-making according to expertise, sectors, and fields.

c) To establish a national network of digital transformation experts based on the collaboration of 1,000 digital transformation experts and scientists both domestically and internationally working in the field of digital transformation and digital technology to harness the power of knowledge and promote digital transformation.

d) To develop, promulgate, and implement a pilot model of "Digital Higher Education" at suitable universities.  To establish and promulgate a set of criteria and evaluation indicators for digital transformation in higher education institutions.

dd) To organize training for teachers teaching disciplines related to computer science, natural sciences, social sciences, technology, engineering, and arts in educational institutions from primary to high school levels on STEM/STEAM methodology.

e) To organize training for faculty members, researchers specializing in digital technology such as artificial intelligence, blockchain, big data, cloud computing, digital finance, digital business, digital media, etc. To provide supplementary training and update digital knowledge and skills for university faculty members, especially those in economic and social sciences

g) Vocational education institutions, universities, and postgraduate institutions in various fields and industries shall open additional training courses or update and supplement training content on digital transformation in their respective fields, sectors, and industries.  To innovate training programs and increase admission quotas for technology, engineering, and technology application fields. To standardize training majors linked with professions according to international standards.

h) To develop and implement the STEM/STEAM Program in secondary education with specific implementation plans.  Priority shall be given to piloting in centrally-run cities and some localities before scaling nationwide.

i) To develop and implement the "Learning from Hands-on Work" Program, in which State authorities play a leading role, linking universities, colleges, vocational education institutions with enterprises to develop training programs for human resources according to practical requirements and demands from enterprises. To build and implement digital platforms connecting educational institutions with enterprises to exchange information, promote learning from practical work; provide training and retraining in digital skills for workers to adapt to the labor market, connect supply and demand in the labor market.

k) To deploy a network of electronic library systems, open educational resource platforms; pilot the construction and implementation of open textbook programs that allow students to access online resources freely for study, information retrieval, and enhance the knowledge accessibility of socially vulnerable groups, thereby saving annual printing costs.

l) To develop and publish annual forecast reports on labor market demand and future career trends in the fields of information technology, electronics - telecommunications, network information security in Vietnam to provide suitable training solutions; update trends and introduce some new industries, professions requiring new skills.

IV. SOLUTIONS

1. Group of solutions in terms of mechanisms and policies

a) To research, develop, and promulgate support mechanisms and policies, and implement training programs to enhance knowledge and skills in digital transformation for the management, specialized, and directly involved personnel in State authorities.

b) To commendation methods, on ad-hoc and timely manner, for authorities, organizations, and individuals with innovative ideas, initiatives, breakthrough methods, and creativity in digital transformation, contributing to high efficiency in the activities of authorities, organizations, and benefits for the community.

c) To research, develop, and promulgate mechanisms and policies to attract excellent lecturers to teach about digital transformation and digital technology at educational institutions; to prioritize policies to attract students to deeply study disciplines related to digital transformation, digital technology; to establish scholarship funds from contributions and sponsorships of organizations, corporations, technology companies to be awarded to students studying specialties related to digital transformation and digital technology with outstanding academic achievements.

2. Group of solutions in terms of support for implementation

a) To communicate, disseminate, and raise awareness among authorities, organizations, enterprises, and society about the role and significance of the Scheme, fostering a lively atmosphere for implementing digital transformation and the contents of the Scheme.

b) To enhance international cooperation for exchanging experiences in training, digital technology research, digital skills, digital economy, and digital society; to encourage educational institutions in Vietnam to develop and implement collaborative training programs, exchange lecturers, and students with reputable educational and research institutions worldwide focusing on digital transformation, digital technology, and digital skills.

c) To select advanced programs from foreign countries to improve the content, training programs according to international standards for training engineers, and specialists in digital transformation, digital technology.

d) To encourage and support cooperation between schools, research institutes, organizations, and enterprises both domestically and internationally to enhance the quality of digital transformation workforce training; to develop collaborative programs with authorities, units, corporations, and enterprises to support students in internships and hands-on work at organizations, enterprises, research institutes.

dd) To establish mechanisms for management, accreditation, examination, and strengthen inspection and supervision of educational institutions and training on digital transformation, digital technology to standardize and improve the quality of training.

3. Group of solutions in terms of financial mechanisms

a) To prioritize allocating funds from the State budget to implement the Scheme, mobilize financial resources from society and other funding sources for activities to raise awareness, promote skills dissemination, and develop digital transformation workforce.

b) The central budget ensures funding for implementing tasks, solutions within the scope of the Scheme assigned to ministries, central authorities, and activities directing, coordinating the implementation of the Scheme.

c) Localities shall ensure funding to implement tasks, solutions within the scope of the Scheme assigned to localities in charge.

d) Enterprises, economic organizations allocate funds from their budgets to train digital transformation for their staff.

dd) To prioritize allocating funds to implement short-term practical training programs, Schemes on digital transformation, digital technology, digital skills for specialized staff in ministries, inter-ministerial authorities, government authorities, and provinces, centrally-run cities.

e) To prioritize funds from scholarship programs to train lecturers, researchers, and specialized staff in digital technology abroad; to allocate funds from the State budget, mobilize resources from society and international aid sources to invest in building key educational institutions in digital technology, digital economy, and digital society.

g) To encourage universities to prioritize budget allocation from legitimate revenue sources as required to implement training, research, and development of digital transformation and digital technology.

V. ORGANIZATION OF IMPLEMENTATION

1. The Ministry of Information and Communications shall

a) Assume the prime responsibility for organizing and implementing the Scheme; compile information and data on the situation and results of implementing the Scheme; annually report the results of implementing the Scheme to the Prime Minister.

b) In 2023, conduct a preliminary review of the implementation of the Scheme, promptly propose adjustments to the tasks and solutions of the Scheme if necessary.  Summarize and evaluate the results of implementing the Scheme in 2025.

2. The Ministry of Education and Training shall

a) Direct educational institutions, universities, and postgraduate institutions to develop plans, organize training for faculty members and researchers specializing in digital transformation and digital technology, and open additional training majors or update and supplement training content on digital transformation, digital technology in existing training majors.

b) Assume the prime responsibility for and coordinate with the Ministry of Information and Communications to develop and pilot the “Digital Higher Education” model, establish and promulgate a set of criteria and evaluation indicators for digital transformation in higher education institutions.

c) Research and propose solutions to improve and enhance the ranking of the Human Capital Index according to the assessment method of the United Nations E-Government Survey.

3. The Ministry of Home Affairs shall

Research and include content on improvement of awareness of digital transformation into the training programs on knowledge and skills of State-level governance according to the civil servant standards, and the training programs according to the requirements of leadership and managerial positions.

4. The Ministry of Labor, Invalids and Social Affairs shall

a) Direct vocational education institutions to develop plans, organize training teachers in digital transformation, digital technology, and open additional training fields or update and supplement training content on digital transformation, digital technology in existing training fields.

b) Communicate with labor groups vulnerable to the impacts of digital transformation in society to timely update information and knowledge, aiming to enhance their ability to adapt to new environments.

c) Assume the prime responsibility, coordinate with the Ministry of Education and Training, the Ministry of Information and Communications to develop and implement the "Learning from Work" Program.

d) Develop and implement digital platforms connecting educational institutions with enterprises to exchange information, promote learning from practical work; provide training and retraining in digital skills for workers, connecting labor market supply and demand.

dd) Coordinate with the Ministry of Information and Communications to develop the National Digital Literacy Framework and Massive Open Online Courses (MOOCs) on digital skills, and the National Digital Skills Assessment and Accreditation System.

5. The Ministry of Finance shall

At the proposal and depending on the ability to balance the central budget, consolidate the recurrent expenditure allocations of ministries, central-level sectoral authorities, and localities to the implementation of the Scheme and submit the consolidated allocation to the competent authority for approval in accordance with the Law on the State Budget.

6. The Ministry of Planning and Investment shall

a) Consolidate investment projects to implement the Scheme from the public investment capital at proposals from ministries, central-level sectoral authorities, and localities according to the allocation principles, criteria, and standards applicable to public investment capital in each stage that have been approved by competent authorities, report it to the Prime Minister for consideration and decision-making.

b) Assume the prime responsibility and coordinate with the Ministry of Information and Communications to consolidate the State budget for investment; allocate and distribute funds for implementing tasks and solutions under the Scheme; provide guidance on management of investment in implementing the Scheme.

7. Ministries, ministerial-level agencies, Government-attached agencies, People's Committees of provinces and centrally-run cities shall:

a) Develop and implement a plan to execute the Scheme for both phases and annual plans, ensuring the coherence of plan contents with the government's development plans for digital government, digital governance, digital economy, and digital society of their respective authorities or localities.

b) Organize the implementation of tasks and solutions assigned in the accompanying Appendix.

c) Ensure funding for the implementation of tasks and solutions of the Scheme.

d) Assign cadres and allocate funds for them to participate in the training program for 1,000 digital transformation experts and activities of the national digital transformation expert network under the coordination of the Ministry of Information and Communications.

dd) Summarize, evaluate, and report the implementation results of the Scheme to the Ministry of Information and Communications no later than December 15 each year for consolidation and escalation to the Prime Minister.

8. Vietnam Television (VTV), Voice of Vietnam (VOV), Vietnam News Agency (VNA), and other media and press agencies shall assume the prime responsibility for and coordinate with the Ministry of Information and Communications to intensify communication and dissemination of the results of tasks and solutions under the Scheme. Proactively produce news, articles, reports, documentaries, programs, and game shows on television. Establish special broadcasts and sections for dissemination purposes on radio and television about the National Digital Transformation Program and related digital transformation issues.

9. Economic institutions and State-owned enterprises shall allocate sufficient resources and funding to disseminate information, improve awareness, universalize skills, and develop human resources for digital transformation. Collaborate with relevant ministries and educational institutions to implement the "Learning from Hands-on Work" Program. Actively sponsor and support the establishment of scholarship funds to serve the training of human resources for digital transformation.

Article 2. This Decision takes effect from the date of its signing for promulgation.

Article 3. Ministers, heads of ministerial-level agencies and government-attached agencies, chairpersons of provincial-level People’s Committees and related units and organizations shall implement this Decision.
