SUMMARY

Synchronously and efficiently develop the science and technology market

On October 05, 2023, the Prime Minister issues Directive No. 25/CT-TTg on the development the science and technology market in a synchronous, efficient, modern and integrated manner.

Accordingly, in order to address the above-said limitations and shortcoming and continue to promote the science and technology market development in a synchronous, efficient, modern and integrated manner in the time to come, the Prime Minister requests the Ministry of Science and Technology:

1. To assume the prime responsibility for, and coordinate with related ministries and agencies in learning experience of countries around the world, comprehensively reviewing and proposing appropriate solutions, plans on adjustment, addition or removal of barriers, and improvement of policies and regulations on the science and technology market, and report such to competent authorities for consideration and decision, including:

+ Reviewing, proposing and promulgating regulations on capital contribution and divestment when organizations and individuals make capital contributions with their research outcomes, intellectual assets and assets formed from scientific and technological tasks. This task shall be completed in 2024;

+ Assuming the prime responsibility for formulating annual reports on the science and technology market;

+ Developing and promulgating indicators and criteria for evaluation of activities of the science and technology market and providing guidance on the application thereof to ministries, agencies and localities, etc.

2. To coordinate with, and assist localities in, forming and developing three major technology trading floors in Hanoi, Da Nang and Ho Chi Minh City and a number of local science and technology trading floors nationwide.

3. To build and commission in 2024 national information portal and database on the science and technology market in order to provide information on technology, machinery and equipment to meet enterprises’ technology application and innovation demands.

4. To study and propose pilot policies to create a motive force for commercializing and quickly bringing into production and trade research outcomes and intellectual assets invested with the state budget’s funds. This task’s performance results shall be reported to competent authorities in 2024.

DIRECTIVE

On the development the science and technology market in a synchronous, efficient, modern and integrated manner

 

To implement the 11th Party Central Committee’s Resolution No. 20-NQ/TW of November 1, 2012, on science and technology development for the cause of industrialization and modernization in the context of socialist-oriented market economy and international integration, the Prime Minister issued Decisions No. 2075/QD-TTg of November 8, 2013 and No. 1158/QD-TTg of July 13, 2021, approving the science and technology market development program through 2020 and 2030. So far, the science and technology market has incrementally been formed and developed and recorded remarkable achievements: Institutions and policies for development of the science and technology market have incrementally been improved; more and more science and technology goods have been provided, research outcomes have gradually been converted into goods welcomed by enterprises; demands and capacity of enterprises to receive, absorb and master technologies have increasingly been improved; more and more intermediary organizations have been formed and developed, and the promotion and advertising of scientific and technological products have been improved.

However, there remain a number of barriers, obstacles and "bottlenecks" facing the country’s science and technology market that need to be removed and remedied as soon as possible. Specifically, the system of policies and regulations on technology transfer and technology trading floors are not uniform and lack mechanisms and policies to promote and create a motive force for the commercialization and promotion of the technology supply and demand; the coordination among ministries and sectors remains limited; the country still depends mainly on technology supply from foreign countries; most of research outcomes cannot meet market demands; the commercialization of research outcomes remains stagnant; enterprises find it hard to access quality technology supply sources; technology absorbing and mastering capacity of enterprises remains limited; intermediary organizations have not received proper investment, and as a result, their capacity for providing technology transfer consulting, brokerage and promotion services remains poor; and there is a lack of intermediary organizations that can act as focal points at regional and national levels for connecting with the global market.

In order to address the above-said limitations and shortcoming and continue to promote the science and technology market development in a synchronous, efficient, modern and integrated manner in the time to come, the Prime Minister requests:

1. The Ministry of Science and Technology

a/ To assume the prime responsibility for, and coordinate with related ministries and agencies in learning experience of countries around the world, comprehensively reviewing and proposing appropriate solutions, plans on adjustment, addition or removal of barriers, and improvement of policies and regulations on the science and technology market, and report such to competent authorities for consideration and decision, including:

- Reviewing, proposing and promulgating regulations on capital contribution and divestment when organizations and individuals make capital contributions with their research outcomes, intellectual assets and assets formed from scientific and technological tasks. This task shall be completed in 2024.

- Assuming the prime responsibility for formulating and implementing specific policies to attract overseas Vietnamese experts and foreign experts to participate in science and technology market development activities in Vietnam. This task shall be completed in the 2024 - 2025 period.

- Assuming the prime responsibility for formulating annual reports on the science and technology market; developing and promulgating indicators and criteria for evaluation of activities of the science and technology market and providing guidance on the application thereof to ministries, agencies and localities.

- Assuming the prime responsibility for studying, formulating and submitting to competent authorities for promulgation legal documents on technology trading floors to ensure that the science and technology market operates in an open, transparent, healthy and sustainable manner.

b/ To coordinate with, and assist localities in, forming and developing three major technology trading floors in Hanoi, Da Nang and Ho Chi Minh City and a number of local science and technology trading floors nationwide; to support the formation of a network of domestic intermediary organizations and connections with the network of regional and international intermediary organizations.

c/ To build and commission in 2024 national information portal and database on the science and technology market in order to provide information on technology, machinery and equipment to meet enterprises’ technology application and innovation demands.

d/ To study and propose pilot policies to create a motive force for commercializing and quickly bringing into production and trade research outcomes and intellectual assets invested with the state budget’s funds. This task’s performance results shall be reported to competent authorities in 2024.

dd/ To study and propose plans to promote enterprises’ establishment and efficient use of science and technology development funds for re-investing in their science research and technology development activities.

2. The Ministry of Finance shall assume the prime responsibility for, and coordinate with the Ministry of Science and Technology in, reviewing and proposing amendments and supplementations to regulations on management and use of public assets in order to clarify regulations on management of assets formed under scientific and technological tasks funded by the State which are in conformity with international practices and the special nature of scientific research and technological development outcomes. This task shall be completed in 2023.

3. The State Bank of Vietnam shall assume the prime responsibility for, and coordinate with relevant ministries and agencies in, further efficiently implementing policies on access to loans for enterprises operating in hi-tech fields, green and energy-saving technologies so as to boost the export of key commodities and advanced technologies capable of creating high added value.

4. The Ministry of Home Affairs shall assume the prime responsibility for, and coordinate with the Ministry of Science and Technology and Ministry of Education and Training in, reviewing and proposing appropriate solutions to create favorable conditions for public employees to participate in the management and operation of enterprises founded in public non-business units, research institutes and universities (after the spin-off model). This task shall be completed in 2024.

5. The Ministry of Industry and Trade, Ministry of Agriculture and Rural Development, Ministry of Transport, Ministry of Construction, Ministry of Information and Communications, and Ministry of Natural Resources and Environment shall base themselves on their assigned functions and competences to assume the prime responsibility for, and coordinate with the Ministry of Science and Technology in, further promote the performance of assigned tasks under the Prime Minister’s Decision No. 1158/QD-TTg of July 13, 2021, or incorporate their science and technology market development plans in science and technology development plans in the fields under their management.

6. The Vietnam Academy of Social Sciences; Vietnam Academy of Science and Technology; Vietnam National University in Hanoi; Vietnam National University in Ho Chi Minh City; and Vietnam Union of Science and Technology Associations shall:

a/ Within the ambit of their assigned functions and tasks, proactively study and propose new solutions and policies to promote the development of the science and technology market.

b/ To intensify scientific research and technology development activities according to enterprises’ demands or orders in order to increase supply of, and stimulate demand for, science and technology goods; to promote the commercialization and bringing into production and trade of research outcomes and intellectual assets; to proactively organize and participate in science and technology market promotion events, technology trading floors, and technology supply and demand connection points; and to join regional and international science and technology market promotion consulting associations.

7. Ministries, ministerial-level agencies and provincial-level People's Committees shall direct their attached institutes and schools in intensifying scientific research and technology innovation activities to meet enterprises’ demands and orders and promote the commercialization and bringing into production and trade of research outcomes and intellectual assets.

8. Provincial-level People's Committees shall

a/ Assume the prime responsibility for formulating and approving, and allocating funds for implementation of, programs and projects to develop local science and technology markets.

b/ Organize the management and effective implementation of programs and projects on development of local science and technology markets; prioritize market promotion activities, facilitate technology transfer and commercialization of research outcomes to serve the development of local key products, industrial products and OCOP products.

c/ Study and step up the formation and operation of technology trading floors. Hanoi and Ho Chi Minh City shall urgently put into operation their technology exchanges in the fourth quarter of 2024, while Da Nang city shall focus on properly preparing for the operation of its technology exchange in the fourth quarter of 2025, ensuring its effective connection with other technology exchanges as well as domestic, regional and international technology transfer consulting, brokerage and promotion centers.

9. The Vietnam Television Station, Radio Voice of Vietnam, Vietnam News Agency and central and local news and press agencies shall proactively coordinate with the Ministry of Science and Technology in promoting the public communication about the science and technology market, activities of technology exchanges and technology transfer promotion and connection events.

10. The Vietnam Chamber of Commerce and Industry, Vietnam Association of Small- and Medium-Sized Enterprises and professional associations shall step up public communication and mobilization of enterprises to apply technological innovations and improve quality standards of their products and goods; and promptly carry out activities to honor, reward and encourage outstanding individuals and enterprises in science and technology market development activities.

Ministers, heads of ministerial-level agencies, heads of government-attached agencies, chairpersons of provincial-level People’s Committees, and related organizations and individuals shall, within the ambit of their assigned functions and tasks, thoroughly grasp and organize the implementation of this Directive.-
