JOINT CIRCULAR
GUIDING THE IMPLEMENTATION OF SUPPORT POLICY FOR ETHNIC MINORITIES MEETING WITH EXCEPTIONAL DIFFICULTIES
The support policy for ethnic minorities meeting with exceptional difficulties aims to stabilize their life, develop production, eliminate hunger and alleviate poverty, improve people’s intellectual standard, preserve and bring into play the cultural identities of ethnic minorities.
Funding for the implementation of this policy shall be provided by local budgets with support from the central budget.
Ethnic minority households meeting with exceptional difficulties shall be annually selected in an open and democratic manner by people according to the priority order, which is determined depending on the extent of difficulty confronted by households.- (Summary)
