DECREE
Prescribing grassroots information activities[1]
Pursuant to the June 19, 2015 Law on Organization of the Government;
Pursuant to the June 19, 2015 Law on Organization of Local Administration;
Pursuant to the November 22, 2019 Law Amending and Supplementing a Number of Articles of the Law on Organization of the Government and the Law on Organization of Local Administration;
Pursuant to the November 20, 2012 Law on Publication;
Pursuant to the April 5, 2016 Press Law;
Pursuant to the December 10, 2018 Law on Advertising;
Pursuant to the November 24, 2023 Law on Telecommunications;
Pursuant to the June 29, 2006 Law on Information Technology;
Pursuant to the November 19, 2015 Law on Cyberinformation Security;
Pursuant to the June 12, 2018 Law on Cyber Security;
Pursuant to the April 6, 2016 Law on Access to Information;
Pursuant to the November 10, 2022 Law on Implementation of Grassroots Democracy;
At the proposal of the Minister of Information and Communications;
The Government promulgates the Decree prescribing grassroots information activities.
Chapter I
GENERAL PROVISIONS
Article 1. Scope of regulation
This Decree prescribes grassroots information activities; responsibilities for state management of grassroots information activities; and rights and obligations of agencies, organizations, and individuals engaged in grassroots information activities.
Article 2. Subjects of application
This Decree applies to ministries, ministerial-level agencies, government-attached agencies, provincial-, district- and commune-level People’s Committees, and agencies, organizations and individuals engaged in grassroots information activities.
Article 3. Interpretation of terms
In this Decree, the terms below are construed as follows:
1. Grassroots information means essential information conveyed directly to people through commune-level radio stations; public notice boards; grassroots information bulletins; non-commercial documents for grassroots information activities; dissemination of information by grassroots disseminators; dissemination of information on portals and websites, via social media, Internet messaging apps and telecom messages.
2. Grassroots information activities means the provision of essential information; receipt of information reported by people and notification of responses from competent agencies, organizations and individuals to information reported by people in the forms specified in Clause 1 of this Article.
3. Internet messaging apps means messaging services on Internet-based platforms and software.
4. Telecom messaging means messaging services on terrestrial mobile telecommunications networks (mobile networks).
5. Grassroots information activities at the district level means activities carried out by district-level radio-television stations or specialized grassroots information divisions under district-level Culture, Information and Sports Centers, Communication and Culture Centers or centers with other names specified in Article 40 of this Decree.
6. Central system of source information serving grassroots information activities means a system that provides source information for grassroots information activities; collects, synthesizes, analyzes and manages data and evaluates the effectiveness of grassroots information activities to serve state management work nationwide.
7. Provincial-level system of source information serving grassroots information activities means a system that provides source information for grassroots information activities; collects, synthesizes, analyzes and manages data and evaluates the effectiveness of grassroots information activities to serve state management work at the provincial level.
Article 4. Principles of grassroots information activities
1. To provide information in a timely, accurate, public and transparent manner suitable to the knowledge and needs of people in each region or area, especially those in ethnic minority areas and mountainous, deep-lying, remote and border areas and on islands.
2. To serve the direction and administration work of local Party Committees and administrations.
3. To ensure the performance of the tasks of disseminating information about the Party’s and State’s policies and providing essential information to people.
4. To guarantee people’s right to access information and ensure equality for people in the exercise of such right without discrimination.
5. To respect opinions contributed by people; to receive information reported by people and notify responses from competent agencies, organizations and individuals to information reported by people.
6. To comply with the laws on assurance of security and social order and safety, protection of state secrets, and guarantee of lawful rights and interests of agencies, organizations and individuals.
Article 5. The State’s policies on development of grassroots information
1. The State shall ensure necessary resources for grassroots information activities.
2. To provide further training for people engaged in grassroots information activities to improve their professional capacity, information dissemination skills, and skills of using technical and technological equipment, and applying digital transformation in grassroots information activities.
Article 6. Essential grassroots information
1. Information on the Party’s line and policies and State’s policies and laws and regulations of local Party Committees and administrations and important events related to local people.
2. Information relating to local people
a/ Information on economic and cultural development and social security projects and programs in localities;
b/ Information on local political, economic, cultural and social situation and scientific, technical and technological knowledge serving local socio-economic development;
c/ Information relating to social order and safety, security and defense in localities;
d/ Information on disaster preparedness, search and rescue; fire; emergencies; epidemics; and catastrophes occurring in localities or influencing localities;
dd/ Information on good people, good deeds, new factors, and advanced examples in different fields;
e/ Information on measures for preventing and combating violations of law and negative practices in society;
g/ Information on essential products and services serving production and life of local people.
3. Other information prescribed by the laws on access to information and implementation of grassroots democracy.
Chapter II
GRASSROOTS INFORMATION ACTIVITIES
Section 1
COMMUNE-LEVEL RADIO STATIONS
Article 7. Responsibilities of commune-level People’s Committees for commune-level radio stations
1. Commune-level radio station is a medium for dissemination of information that is set up at the commune-level administrative unit to carry out information and dissemination work and serve direction and administration work of local Party Committees and administrations and placed under the direct management of commune-level People’s Committees.
2. Commune-level People’s Committees shall:
a/ Promulgate Regulations on operation of commune-level radio stations suitable with local people’s living conditions;
b/ Arrange commune-level culture-social affairs civil servants or part-timers to operate radio stations; organize training in professional capacity, information dissemination skills, skills of using technical equipment, and broadcasting technologies for personnel operating radio stations;
c/ Arrange physical facilities, technical equipment, technologies and necessary conditions for the operation of radio stations; funds for regular operations of radio stations and payment of royalties and remuneration for media products specified in Clause 1, Article 9 of this Decree according to regulations on royalties and remuneration promulgated by provincial-level People’s Councils.
Article 8. Operations of commune-level radio stations
1. Providing and disseminating essential information to people in Vietnamese and/or ethnic languages used in localities.
2. Notifying responses of competent agencies, organizations and individuals to information reported by people in conformity with the nature of and requirements on, the contents of information broadcast on radio stations.
Article 9. Modes and principles of operation of commune-level radio stations
1. To produce and broadcast self-produced radio programs; to broadcast announcements of local Party Committees and administrations.
2. To broadcast district-level radio programs according to certain time frames, periodic broadcasting schedule or in cases of emergency decided by district-level People’s Committees.
3. To broadcast radio programs received from the central system of source information serving grassroots information activities, provincial-level systems of source serving grassroots information activities, and national and provincial-level radio programs serving essential political, information and communication tasks at the request of competent state management agencies.
4. Based on real conditions, to relay and rerun news programs and other radio programs of the Voice of Vietnam, provincial-level radio-television stations to meet local people’s needs for essential information.
5. Radio broadcasting activities must comply with the laws on radio transmission and broadcasting, telecommunications, and information technology.
Article 10. Responsibilities of personnel operating commune-level radio stations
1. To operate radio stations in accordance with law and regulations on operation of radio stations promulgated by commune-level People’s Committees.
2. To write and edit news and articles and provide essential information to people in an accurate, promptly, easy-to-hear and easy-to-understand manner; to master the techniques and procedures for operating radio stations’ machinery and equipment.
3. To receive feedback from people and report thereon to chairpersons of commune-level People’s Committees or send them to competent agencies, organizations and individuals for settlement.
Section 2
PUBLIC NOTICE BOARDS
Article 11. Subjects setting up and managing public notice boards
1. Public notice boards include electronic notice screens and boards made of other materials which are placed at a fixed location.
2. Subjects setting up public notice boards are Party agencies, state agencies, the Vietnam Fatherland Front, socio-political organizations at the central, provincial, district and commune levels, and villages and residential groups.
3. Party agencies, state agencies, the Vietnam Fatherland Front, socio-political organizations at the central, provincial, district and commune levels, villages and residential groups that set up public notice boards shall manage, maintain, and be held responsible for the contents of information displayed on, public notice boards.
Article 12. Conditions for setting up public notice boards
1. The setting up of public notice boards must comply with the construction law and regulations on protection of historical and cultural relics, traffic safety corridors, dikes, and the national power grid; neither hide traffic lights and public signal boards nor affect architecture and landscape; and conform with local master plans.
2. Outdoor public notice boards may not use sounds to convey information.
Article 13. Contents of information displayed on public notice boards
1. Essential information to be provided and disseminated to people.
2. Based on real conditions, Party agencies, state agencies, the Vietnam Fatherland Front, socio-political organizations at the central, provincial, district and commune levels, villages, and residential groups that set up public notice boards may coordinate with enterprises in installing public notice boards and, in this case, enterprises may reserve a space covering an area equaling 20% of the boards’ area at the bottom of the boards for showing their symbols, logos and product brands. Advertising on public notice boards must comply with the advertising law.
Article 14. Modes of operation of public notice boards
1. Public notice boards shall convey information in the form of text and image.
2. Based on real conditions, electronic notice screens that have essential information search functions and are connected with provincial-level systems of source information serving grassroots information activities may be set up in accordance with law and the guidance of the Ministry of Information and Communications.
Section 3
GRASSROOTS INFORMATION BULLETINS
Article 15. Subjects publishing grassroots information bulletins
Subjects publishing grassroots information bulletins are Party agencies, state agencies, the Vietnam Fatherland Front, and socio-political organizations at the central, provincial, district and commune levels.
Article 16. Contents and forms of grassroots information bulletins
1. Grassroots information bulletins shall be published on a periodical basis to provide and disseminate essential information in Vietnamese, ethnic languages in localities, and Braille for the visually impaired, suitable to people in each region and area.
2. After obtaining a publication permit, grassroots information bulletins may be published in the form of printed bulletin or electronic bulletin on portals or websites and other electronic media.
Article 17. Responsibilities of Party agencies, state agencies, the Vietnam Fatherland Front, and socio-political organizations at the central, provincial, district and commune levels that publish grassroots information bulletins
1. To comply with the press law’s provisions on publication and conditions for grant of a bulletin publication permit.
2. To be held responsible for the contents of grassroots information bulletins.
Section 4
NON-COMMERCIAL DOCUMENTS USED FOR GRASSROOTS INFORMATION ACTIVITIES
Article 18. Subjects publishing non-commercial documents used for grassroots information activities
Subjects publishing non-commercial documents used for grassroots information activities are Party agencies, state agencies, the Vietnam Fatherland Front, and socio-political organizations at the central, provincial, district and commune levels.
Article 19. Contents and forms of non-commercial documents used for grassroots information activities
1. Non-commercial documents used for grassroots information activities provide and disseminate essential information in Vietnamese and/or ethnic languages used in localities, and Braille for the visually impaired in service of performance of political tasks.
2. Non-commercial documents used for grassroots information activities shall be published in the forms of printed book, Braille book, leaflet, brochure, picture, photo, poster, or audio recordings and video recordings containing the contents of books or book illustrations.
3. Non-commercial documents published in electronic form shall be displayed on electronic notice screens, published on portals or websites, social media, Internet messaging apps and other electronic media as prescribed in the law on electronic information and relevant laws.
Article 20. Responsibilities of Party agencies, state agencies, the Vietnam Fatherland Front, and socio-political organizations at the central, provincial, district and commune levels publishing non-commercial documents used for grassroots information activities
1. To publish non-commercial documents used for grassroots information activities in accordance with the publication law.
2. To be held responsible for the contents of non-commercial documents used for grassroots information activities.
Section 5
DISSEMINATION OF INFORMATION CONDUCTED BY GRASSROOTS DISSEMINATORS
Article 21. Grassroots disseminators and responsibilities of grassroots disseminators
1. Grassroots disseminators recognized under decisions of chairpersons of commune-level People’s Committees are part-timers in villages and residential groups, including secretaries of Party Committees, village chiefs, heads of residential groups, and heads of the Committee for Fatherland Front Affairs.
2. A grassroots disseminator must satisfy the following basic requirements:
a/ Possessing good political qualities and a steady political stance; well observing the Party’s line and policies, the State’s policies and laws; possessing good moral qualities and lifestyle and a professional prestige; not being subject to discipline in the form of reprimand or a heavier form as prescribed by law;
b/ Having the ability of conveying information to people in a full, accurate and prompt manner and receiving information reported by people; being proficient in the spoken language of Vietnamese or an ethnic language(s) used in the locality;
c/ Having been familiar with the area and thoroughly understanding customs, lifestyle habits, knowledge and information needs of local people.
3. Grassroots disseminators shall:
a/ Disseminate and mobilize people as assigned by chairpersons of commune-level People’s Committees;
b/ Fully, accurately and promptly convey information and directly disseminate information to the people;
c/ Receive feedback from people and report thereon to chairpersons of commune-level People’s Committees for settlement or send them to competent agencies, organizations and individuals for settlement.
Article 22. Contents of grassroots disseminators’ activities
1. Providing and disseminating essential information to people.
2. Notifying responses of competent agencies, organizations and individuals through dissemination and mobilization.
Article 23. Modes and principles of grassroots disseminators’ activities
1. To directly disseminate essential information and mobilize people to comply with the Party’s line and policies, the State’s policies and laws and regulations of local Party Committees and administrations.
2. Forms and scope of, and time and venues for dissemination and mobilization must ensure the efficiency and be suitable to local people’s life.
Article 24. Responsibilities of chairpersons of commune-level People’s Committees
1. To select and recognize grassroots disseminators who satisfy the basic requirements prescribed in Clause 2, Article 21 of this Decree.
2. To provide information and documents for dissemination; to organize training and further training in dissemination work for grassroots disseminators.
3. To allocate funds for payment of remuneration under regulations on royalties and remuneration promulgated by provincial-level People’s Councils and conditions necessary for grassroots disseminators’ activities.
Section 6
DISSEMINATION OF INFORMATION ON PORTALS OR WEBSITES
Article 25. Subjects conducting dissemination of essential information on portals or websites
Subjects conducting dissemination of essential information on portals or websites are Party agencies, state agencies, the Vietnam Fatherland Front and socio-political organizations at the central, provincial, district and commune levels.
Article 26. Contents and forms of dissemination of essential information on portals or websites
1. Providing and disseminating essential information to people.
2. Notifying responses of competent agencies, organizations and individuals to information reported by people.
3. Conducting dissemination of information in the form of news, article, photo, video clip and infographic and other suitable forms.
Article 27. Responsibilities of Party agencies, state agencies, the Vietnam Fatherland Front and socio-political organizations at the central, provincial, district and commune levels conducting dissemination of essential information on portals or websites
1. To manage and be held responsible for the contents of information on portals or websites in accordance with the law on provision of information and online public services of state agencies in online environment.
2. To settle information reported by people that are sent to portals or websites or forward them to competent agencies, organizations and individuals for settlement.
Section 7
DISSEMINATION OF INFORMATION VIA SOCIAL MEDIA AND INTERNET MESSAGING APPS
Article 28. Subjects conducting dissemination of essential information via social media and Internet messaging apps
Subjects conducting dissemination of essential information to people via social media and Internet messaging apps are Party agencies, state agencies, the Vietnam Fatherland Front, socio-political organizations at the central, provincial, district and commune levels, and villages and residential groups.
Article 29. Contents of dissemination of essential information via social media and Internet messaging apps
1. Providing and disseminating essential information to people.
2. Notifying responses of competent agencies, organizations and individuals to information reported by people.
3. Exchanging and sharing essential information in conformity with the people’s need for information in conformity with functions, tasks and powers of Party agencies, state agencies, the Vietnam Fatherland Front, socio-political organizations at the central level, provincial, district and commune levels, and villages and residential groups, and in compliance with the code of conduct on social media issued by competent state agencies.
Article 30. Responsibilities of Party agencies, state agencies, the Vietnam Fatherland Front, socio-political organizations at the central, provincial, district and commune levels and in villages and residential groups conducting dissemination of essential information via social media and Internet messaging apps
1. To select appropriate social media and Internet messaging apps and take responsibility for information contents provided, disseminated, exchanged and shared via social media and Internet messaging apps in accordance with the law on management, provision and use of Internet services, information on social media, and the law on telecommunications.
2. To formulate procedures for receiving information reported by people and notifying responses of competent agencies, organizations and individuals to such information via social media and Internet messaging apps.
3. To use real official names of agencies, organizations, villages and residential groups when providing information via social media or Internet messaging apps.
4. To implement measures to keep confidential social media accounts and Internet messaging app accounts and promptly notify to competent state management agencies and service providers when such accounts are hacked, impersonated, abused or used for wrongful purposes, affecting national security, social order and safety, and lawful rights and interests of agencies, organizations and individuals.
Article 31. Responsibilities of people when reporting information via social media or Internet messaging apps
1. To use their real names and addresses when reporting information via social media or Internet messaging apps to ensure that responses of competent agencies, organizations and individuals reach persons that have reported information.
2. To take responsibility for information reported via social media and Internet messaging apps; to ensure that information they report are truthful.
3. To fulfill the obligations of service users via social media and Internet messaging apps in accordance with law.
Section 8
DISSEMINATION OF INFORMATION VIA TELECOM MESSAGING SERVICES
Article 32. Subjects conducting dissemination of essential information via telecom messaging services
Subjects conducting dissemination of essential information to people via telecom messaging services are Party agencies, state agencies, the Vietnam Fatherland Front and socio-political organizations at the central level, and provincial-level People’s Committees.
Article 33. Contents and methods of dissemination of essential information via telecom messaging services
1. Providing and disseminating essential information to people.
2. Providing and disseminating information about disaster preparedness, search and rescue and emergency situations in accordance with relevant laws.
3. Party agencies, state agencies, the Vietnam Fatherland Front and central-level socio-political organizations and provincial-level People’s Committees shall, based on requirements on contents and scope of dissemination of information to people, select telecommunications enterprises to provide telecom messaging services in accordance with the bidding law.
Article 34. Responsibilities of Party agencies, state agencies, the Vietnam Fatherland Front and central-level socio-political organizations and provincial-level People’s Committees conducting dissemination of information via telecom messaging services
1. Party agencies, state agencies, the Vietnam Fatherland Front and central-level socio-political organizations and provincial-level People’s Committees shall decide on and take responsibility for contents of messages; ensure that the contents of messages conform to the formats of telecoms messages; and decide on specific groups of subscribers to which telecom messages should be sent.
2. Heads of Party agencies, state agencies, the Vietnam Fatherland Front and central-level socio-political organizations shall decide on the contents and duration of dissemination via telecom messaging services to telecom subscribers nationwide or in their localities in conformity with functions, tasks and powers of central-level agencies and organizations.
3. Chairpersons of provincial-level People’s Committees shall decide on the contents and duration of dissemination via telecom messaging services to telecoms subscribers in their provinces.
Chapter III
ORGANIZATION OF IMPLEMENTATION
Article 35. Responsibilities of the Ministry of Information and Communications
1. To assume the prime responsibility for and coordinate with related ministries and sectors in:
a/ Formulating and promulgating, or submitting to competent authorities for promulgation, and guiding the implementation of, development strategies, programs and plans and legal documents on grassroots information activities;
b/ Providing information to serve grassroots information activities nationwide;
c/ Organizing dissemination of and education about the law on grassroots information;
d/ Conducting scientific and technological research and application in grassroots information and managing the central system of source information serving grassroots information activities;
dd/ Entering into international cooperation on grassroots information.
2. To assume the prime responsibility for, and coordinate with related ministries and sectors and provincial-level People’s Committees in:
a/ Organizing training and further training of human resources participating in grassroots information activities;
b/ Implementing the regime of information, reporting and making of statistics on grassroots information activities;
c/ Organizing emulation and commendation work; promulgating regulations and organizing contests, festivals and awarding of prizes related to grassroots information.
3. To inspect, examine, settle complaints and denunciations, and handle violations in grassroots information activities according to the Ministry’s state management functions.
Article 36. Responsibilities of ministries, ministerial-level agencies, government-attached agencies, Party agencies, the Vietnam Fatherland Front and socio-political organizations
1. To provide information in the fields under their management to serve grassroots information activities.
2. To manage the contents of information disseminated in different forms of grassroots information set up and used by ministries, sectors, agencies and organizations.
Article 37. Responsibilities of provincial-level People’s Committees
1. To formulate, and organize the implementation of, programs and plans on development of grassroots information in their localities in accordance with law and the Ministry of Information and Communications’ guidance.
2. To guide and inspect the implementation of legal documents, policies, regulations and rules on grassroots information activities; to organize dissemination of and education about the law on grassroots information in their localities.
3. To assume the prime responsibility for, and coordinate with related agencies and organizations in, providing information of provincial-level authorities to serve grassroots information activities in their localities.
4. To submit to provincial-level People’s Councils for promulgation specific regulations on royalties and remuneration for communication products of their districts and communes in accordance with law and within local funding sources.
5. To coordinate with the Ministry of Information and Communications and related agencies and organizations in conducting scientific and technological research and application in the field of grassroots information; to manage provincial-level systems of source information serving grassroots information activities and connect them with the central system of source information serving grassroots information activities in accordance with the Ministry of Information and Communications’ guidance.
6. To assume the prime responsibility for, and coordinate with the Ministry of Information and Communications and related agencies and organizations in, organizing training and further training of human resources participating in grassroots information activities in their localities.
7. To implement the regime of information, reporting and making of statistics on grassroots information activities in their localities in accordance with law and the Ministry of Information and Communications’ guidance.
8. To assume the prime responsibility for, and coordinate with the Ministry of Information and Communications and related agencies and organizations in, organizing emulation and commendation work; organizing contests, festivals and awarding of prizes related to grassroots information in their localities.
9. To inspect, examine, settle complaints and denunciations, and handle violations in grassroots information activities according to their state management functions.
Article 38. Responsibilities of district-level People’s Committees
1. To organize the implementation of strategies for, and programs and plans on development of grassroots information in their localities in accordance with provincial-level People’s Committees’ guidance.
2. To organize and inspect the implementation of legal documents, policies and regulations on grassroots information activities; to organize dissemination and education of the law on grassroots information in their localities.
3. To assume the prime responsibility for, and coordinate with related agencies and organizations in, providing information of district-level authorities to serve grassroots information activities in their localities.
4. To manage and organize grassroots information activities in different forms at the district level.
5. To implement the regime of information, reporting and making of statistics on grassroots information activities in their localities in accordance with law and provincial-level People’s Committees’ guidance.
6. To organize the performance of emulation and commendation work; to organize contests, festivals and awarding of prizes related to grassroots information in their localities.
7. To inspect, examine, settle complaints and denunciations, and handle violations in grassroots information activities according to their state management functions.
Article 39. Responsibilities of commune-level People’s Committees
1. To organize the implementation of strategies for, and programs and plans on, development of grassroots information in their localities in accordance with district-level People’s Committees’ guidance.
2. To organize and inspect the implementation of legal documents, policies and regulations on grassroots information activities; to organize dissemination of and education about the law on grassroots information in their localities.
3. To assume the prime responsibility for, and coordinate with related agencies and organizations in, providing information of commune-level authorities to serve grassroots information activities in their localities.
4. To manage and organize grassroots information activities in different forms; to promulgate regulations on grassroots information activities in different forms at the commune level.
5. To implement the regime of information, reporting and making of statistics on grassroots information activities in their localities in accordance with law and district-level People’s Committees’ guidance.
6. To receive and process information reported by and opinions of people at the grassroots level.
Article 40. District-level grassroots information activities
1. Producing radio programs in Vietnamese and ethnic minority languages used in their localities for broadcasting on commune-level radio stations.
2. Producing news, articles, photos, video clips, infographics and news in other appropriate forms serving the provision and dissemination of essential information to people on multimedia and multi-platforms in accordance with law.
3. Collaborating and coordinating with other entities in producing news, articles, photos, video clips, radio and television programs to be published and broadcast on provincial and central newspapers and radio stations in accordance with law.
4. Operating district-level public notice boards in accordance with law and district-level People’s Committees’ guidance.
5. Providing information on provincial-level systems of source information serving grassroots information activities in accordance with law and the Ministry of Information and Communications’ guidance.
6. Implementing the regime of periodical and unscheduled reporting at the request of competent state management agencies.
Chapter IV
IMPLEMENTATION PROVISIONS
Article 41. Transitional provisions
District-level radio and television stations, Culture, Information and Sports Centers, Communications and Culture Centers or district-level centers with other names that carry out radio broadcasting activities shall continue to operate their existing transmission and broadcasting technical systems to broadcast and relay radio broadcasts; not make investment in or upgrading such systems; and shall terminate activities of broadcasting and relaying radio broadcasts before December 31, 2025.
Article 42. Effect
1. This Decree takes effect on July 1, 2024.
2. The Prime Minister’s Decision No. 52/2016/QD-TTg of December 6, 2016, promulgating the Regulation on grassroots information provision activities, ceases to be effective on the effective date of this Decree.
Article 43. Responsibility for guidance and implementation
1. The Minister of Information and Communications shall guide, organize and inspect the implementation of this Decree.
2. Ministers, heads of ministerial-level agencies, heads of government-attached agencies, chairpersons of provincial-level People’s Committees, and related agencies, organizations and individuals shall implement this Decree.-
