Repealing a number of the Prime Minister’s legal documents

Pursuant to the Law on Organization of the Government dated June 19, 2015; Law on Amending and Supplementing a Number of Articles of the Law on Organization of the Government and the Law on Organization of Local Administration dated November 22, 2019;

Pursuant to the Law on Promulgation of Legal Documents dated June 22, 2015; the Law on Amending and Supplementing a Number of Articles of the Law on Promulgation of Legal Documents dated June 18, 2020;

Pursuant to the Government’s Decree No. 34/2016/ND-CP dated May 14, 2016, detailing a number of articles of, and providing measures for implementing, the Law on Promulgation of Legal Documents; the Government’s Decree No. 154/2020/ND-CP dated December 31, 2020, amending and supplementing a number of articles of the Government’s Decree No. 34/2016/ND-CP of May 14, 2016, detailing a number of articles of, and providing measures for implementing, the Law on Promulgation of Legal Documents; the Government’s Decree No. 59/2024/ND-CP dated May 25, 2024, amending and supplementing a number of the Government's Decree No. 34/2016/ND-CP dated May 14, 2016, detailing a number of articles of, and providing measures for implementing, the Law on Promulgation of Legal Documents, which was amended and supplemented under the Government's Decree No. 154/2020/ND-CP dated December 31, 2020;

At the request of the Minister of Justice;

The Prime Minister promulgates the Decision repealing a number of the Prime Minister’s legal documents.

Article 1. Repealing a number of the Prime Minister’s legal documents

To repeal a number of the Prime Minister’s legal documents as follows:

1. Decision No. 118-TTg dated February 27, 1996 of the Prime Minister on supporting people with meritorious contributions to the revolution to improve their houses.

2. Decision No. 112/2004/QD-TTg dated June 23, 2004 of the Prime Minister approving the Aquatic breed development program towards 2010.

3. Decision No. 131/2004/QD-TTg dated July 16, 2004 of the Prime Minister approving the Program for protection and development of aquatic resources towards 2010.

4. Decision No. 246/2005/QD-TTg dated October 6, 2005 of the Prime Minister approving the Vietnam’s Strategy for development of information and communications technology in Vietnam through 2010 with a vision toward 2020.

5. Decision No. 242/2006/QD-TTg dated October 25, 2006 of the Prime Minister approving the Program for developing export of aquatic products through 2010 with a vision toward 2020.

6. Decision No. 17/2007/QD-TTg dated January 29, 2007 of the Prime Minister promulgating the Regulations on reception and community reintegration support for women and children who have been trafficked from abroad.

7. Decision No. 128/2007/QD-TTg dated August 2, 2007 of the Prime Minister approving the Scheme on capital market development in Vietnam through 2010 with a vision toward 2020.

8. Decision No. 30/2008/QD-TTg dated February 22, 2008 of the Prime Minister approving the Master plan on development of medical examination and treatment network through 2010 with a vision toward 2020.

9. Decision No. 105/2008/QD-TTg dated July 21, 2008 of the Prime Minister approving the Master plan on exploration, exploitation and use of minerals for cement production in Vietnam until 2020.

10. Decision No. 152/2008/QD-TTg dated November 28, 2008 of the Prime Minister approving the Master plan on exploration, exploitation, processing and use of minerals as construction materials in Vietnam until 2020.

11. Decision No. 89/2009/QD-TTg dated June 24, 2009 of the Prime Minister defining the functions, tasks, powers and organizational structure of the State Records and Archives Department under the Ministry of Home Affairs.

12. Decision No. 09/2010/QD-TTg dated February 8, 2010 of the Prime Minister defining standards for the ranks of People's Public Security Inspectors.

13. Decision No. 15/2012/QD-TTg dated March 6, 2012 of the Prime Minister on piloting the special financial mechanism for Vietnam News Agency for the 2012-2014 period.

14. Decision No. 32/2012/QD-TTg dated July 27, 2012 of the Prime Minister approving the Master plan on national telecommunications development by 2020.

15. Decision No. 17/2013/QD-TTg dated March 12, 2013 of the Prime Minister defining the functions, tasks, powers and organizational structure of the General Department of Population and Family Planning under the Ministry of Health.

16. Decision No. 32/2014/QD-TTg dated May 27, 2014 of the Prime Minister on criteria for households engaged in agriculture, forestry, fishery and salt production with average living standards for the 2014-2015 period.

17. Decision No. 55/2015/QD-TTg dated November 9, 2015 of the Prime Minister amending and supplementing a number of articles of the Prime Minister's Decision No. 15/2012/QD-TTg dated March 6, 2012 on piloting a special financial mechanism for Vietnam News Agency for the 2012 - 2014 period.

18. Decision No. 27/2017/QD-TTg dated July 3, 2017 of the Prime Minister defining the functions, tasks, powers and organizational structure of the Directorate of Fisheries under the Ministry of Agriculture and Rural Development.

30. Directive No. 06/2000/CT-TTg dated March 28, 2000 of the Prime Minister on flood and storm prevention and control, hazard mitigation for natural disasters in 2000.

31. Directive No. 04/2001/CT-TTg dated March 14, 2001 of the Prime Minister on flood and storm prevention and control, hazard mitigation for natural disasters in 2001.

32. Directive No. 12/2005/CT-TTg dated April 8, 2005 of the Prime Minister on flood and storm prevention and control, search and rescue in 2005.

33. Directive No. 08/2006/CT-TTg dated March 8, 2006 of the Prime Minister on strengthening urgent measures to prevent illegal forest logging, burning and exploitation.

34. Directive No. 13/2006/CT-TTg dated March 31, 2006 of the Prime Minister on flood and storm prevention and control, search and rescue, hazard mitigation for natural disasters in 2006.

35. Directive No. 08/2007/CT-TTg dated April 3, 2007 of the Prime Minister on strengthening flood and storm prevention and control, search and rescue, hazard mitigation for natural disasters in 2007.

36. Directive No. 08/2008/CT-TTg dated February 26, 2008 of the Prime Minister on prevention and control of natural disasters, floods and storms, search and rescue in 2008.

37. Directive No. 30/2008/CT-TTg dated October 10, 2008 of the Prime Minister on celebration of the 1,000^th anniversary of Thang Long - Hanoi.

Article 2. Implementation provisions

1. This Decision takes effect on September 19, 2024.

2. Ministers, heads of ministerial-level agencies, heads of government-attached agencies and chairpersons of People’s Committees of provinces and centrally-run cities, and related units shall take responsibility for the implementation of this Decision.
