CIRCULAR
Amending and supplementing a number of articles the Minister of Transport’s Circular No. 17/2019/TT-BGTVT of May 3, 2019, promulgating the charge rate framework for passenger transportation services on domestic flight routes[1]
Pursuant to the June 29, 2006 Law on Civil Aviation of Vietnam, and the November 21, 2014 Law Amending and Supplementing a Number of Articles of the Law on Civil Aviation of Vietnam;
Pursuant to the June 20, 2012 Price Law;
Pursuant to the Government’s Decree No. 177/2013/ND-CP of November 14, 2013, detailing and guiding the implementation of a number of articles of the Price Law and the Government’s Decree No. 149/2016/ND-CP of November 11, 2016, amending and supplementing a number of articles of Decree No. 177/2013/ND-CP;
Pursuant to the Government’s Decree No. 56/2022/ND-CP of August 24, 2022, defining the functions, tasks, powers and organizational structure of the Ministry of Transport;
At the proposal of the Director of the Transport Department and the Director of the Vietnam Aviation Administration;
The Minister of Transport promulgates the Circular amending and supplementing a number of articles of the Minister of Transport’s Circular No. 17/2019/TT-BGTVT of May 3, 2019, promulgating the charge rate framework for passenger transportation services on domestic flight routes.
Article 1. To amend and supplement a number of articles of the Minister of Transport’s Circular No. 17/2019/TT-BGTVT of May 3, 2019, promulgating the charge rate framework for passenger transportation services on domestic flight routes.
To amend and supplement Clause 1, Article 4 of the Minister of Transport’s Circular No. 17/2019/TT-BGTVT of May 3, 2019, promulgating the charge rate framework for passenger transportation services on domestic flight routes as follows:
“1. Charge rates for basic economy-class passenger transportation services
Group | Flight distance | Maximum level (VND/one-way ticket) |
I | Less than 500 km |

1 | Group of flight routes for socio-economic development | 1,600,000 |
2 | Other flight routes of under 500 km | 1,700,000 |
II | Between 500 km and under 850 km | 2,250,000 |
III | Between 850 km and under 1,000 km | 2,890,000 |
IV | Between 1,000 km and under 1,280 km | 3,400,000 |
V | 1,280 km or more | 4,000,000 |
Article 2. Effect and organization of implementation
1. This Circular takes effect on March 1, 2024.
2. The Chief of the Office, Chief Inspector, Directors of the Departments, Director of the Vietnam Aviation Administration, and heads of related agencies, organizations and individuals shall implement this Circular.-
