SUMMARY

The additional training for persons with bachelor's degrees in medicine granted by foreign countries

On December 26, 2018, the Ministry of Finance issues Circular No. 42/2018/TT-BYT prescribing the additional training for persons with bachelor's degrees in medicine granted by foreign countries

According to this Circular, persons in need of additional training must take 2 examinations on basic discipline knowledge and discipline/specialization knowledge; each examination results must meet the quality assurance threshold of 5 (five) points or more on a 10-point scale for admission consideration.

The determination of additional training disciplines is prescribed as follows:

- Medicine for persons who have completed training program for bachelor's degree in medicine granted by a foreign country, in which, the total volume of knowledge in specialized subjects/modules in the fields of internal medicine, surgery, obstetrics and pediatrics, and specialties in the systems of internal medicine and surgery accounts for over 35% of the total volume of knowledge of the training program.

- Odonto-stomatology for training program for bachelor's degree in medicine granted by a foreign country, in which, the total volume of knowledge in specialized subjects/modules in the fields of odonto-stomatology accounts for over 35% of the total volume of knowledge of the training program; etc.

This Circular takes effect from March 1, 2019.

Prescribing the additional training for persons with bachelor's degrees in medicine granted by foreign countries

 

Pursuant to the Law on Medical Examination and Treatment dated November 23, 2009;

Pursuant to Decree No. 109/2016/ND-CP dated July 1, 2016, of the Government, prescribing the grant of practice certificates to medical practitioners and of operation licenses for medical examination and treatment establishments;

Pursuant to Decree No. 75/2017/ND-CP dated June 20, 2017, of the Government, defining the functions, tasks, powers and organizational structure of the Ministry of Health;

At the proposal of the Director of the Administration of Science, Technology and Training, the Ministry of Health;

The Minister of Health promulgates the Circular prescribing the additional training for persons with bachelor's degrees in medicine granted by foreign countries.

 

Article 1. Scope of regulation

This Circular regulates the establishments, subjects, content, duration of additional training and issuance of certificate of completion of an additional training course to be regarded as possessing a medical doctor’s degree and granted a practice certificate bearing the doctor’s title according to the training field for those with a bachelor's degree in medicine issued by a foreign country.

Article 2. Additional training institutions

Additional training institution means the educational institution providing bachelor training in a discipline corresponding to the additional training discipline and meeting the following requirements:

1. Have been granted educational institution quality accreditation certificate according to regulations of the Ministry of Education and Training.

2. Have all the conditions to open a training discipline according to regulations of the Ministry of Education and Training.

3. Have a practice facility that meets the requirements as prescribed in Decree No. 111/2017/ND-CP dated October 5, 2017, of the Government, on the provisions of practical training in the field of healthcare service.

4. Have at least one completed course in the prescribed additional training discipline.

Article 3. Additional training subjects

Vietnamese citizens with a bachelor's degree in medicine granted by a foreign country and recognized by the Ministry of Education and Training to be equivalent to a university’s degree who need additional training to practice at the hospital and register for a medical examination and treatment practice certificate.

Article 4. Determination of additional training disciplines

1. Persons with a bachelor's degree in medicine granted by a foreign country are entitled to additional training disciplines as follows:

a) Medicine for persons who have completed training program for bachelor's degree in medicine granted by a foreign country, in which, the total volume of knowledge in specialized subjects/modules in the fields of internal medicine, surgery, obstetrics and pediatrics, and specialties in the systems of internal medicine and surgery accounts for over 35% of the total volume of knowledge of the training program.

b) Odonto-stomatology for training program for bachelor's degree in medicine granted by a foreign country, in which, the total volume of knowledge in specialized subjects/modules in the fields of odonto-stomatology accounts for over 35% of the total volume of knowledge of the training program.

c) Traditional medicine for training program for bachelor's degree in medicine granted by a foreign country, in which, the total volume of knowledge in specialized subjects/modules in the fields of traditional medicine accounts for over 35% of the total volume of knowledge of the training program.

2. On the basis of the bachelor’s degree in medicine and transcript of the person in need of additional training, the Head of the training institution shall decide on the additional training discipline of such person in accordance with Clause 1 of this Article.

Article 5. Volume of knowledge, duration and content of additional training

1. For the Medicine:

The minimum volume of knowledge and content of additional training is 48 credits corresponding to 18 months of intensive study, of which:

a) Volume of knowledge of specialization in the fields of internal medicine, surgery, obstetrics and pediatrics: 32 credits;

b) Volume of knowledge of specialties in the system of internal medicine: 05 credits;

c) Volume of knowledge of specialties in the system of surgery: 05 credits;

d) Volume of knowledge of preventive medicine and public health: 06 credits.

2. For the odonto-stomatology:

The minimum volume of knowledge and content of additional training is 40 credits corresponding to 12 months of intensive study, of which:

a) Volume of knowledge of basic dentistry: 06 credits;

b) Volume of knowledge of restorative dentistry: 15 credits;

c) Volume of knowledge of preventive dentistry: 10 credits;

d) Volume of knowledge of oral - maxillofacial pathology and surgery: 09 credits.

e) Volume of elective knowledge in the field of odonto-stomatology specialization: 10 credits

3. For the traditional medicine:

The minimum volume of knowledge and content of additional training is 40 credits corresponding to 12 months of intensive study, of which:

a) Volume of knowledge of nursing: 02 credits;

b) Volume of knowledge of pre-clinical practice: 03 credits;

c) Volume of knowledge of specialization in the fields of internal medicine, surgery, obstetrics, pediatrics, recuperation and first aid, and functional rehabilitation: 28 credits;

d) Volume of knowledge of specialization in traditional medicine: 07 credits.

4. Based on the minimum volume of knowledge, duration and content of additional training specified in Clauses 1, 2 and 3 of this Article and the training program for bachelor's degree in medicine granted by a foreign country, accompanied by transcripts of the person in need of additional training, the head of the training institution shall direct the development, approval and promulgation of the discipline-based additional training program in accordance with the training subjects to have enough capacity equivalent to doctors of the corresponding training discipline. The additional training program must ensure that the number of clinical practice training credits accounts for at least 70% of the total volume of training program knowledge.

Article 6. Admission examination

1. Persons in need of additional training must take 2 (two) examinations on basic discipline knowledge and discipline/specialization knowledge; each examination results must meet the quality assurance threshold of 5 (five) points or more on a 10-point scale for admission consideration.

2. Form: 90-minute multiple choice test or 120-minute essay.

3. The head of the training institution shall decide on the form and content of the examination and publicly announces it 45 days in advance from the date of receipt of the dossiers for registration of additional training.

Article 7. Additional training quotas

Training institutions determine annual additional training quotas that do not exceed 20% of the bachelor training enrollment quotas of the corresponding discipline in such academic year. Additional training quotas are not included in the total annual bachelor training enrollment quotas determined by the training institution according to the regulations of the Ministry of Education and Training.

Article 8. Form, organization and management of training

1. Form of training: Concentrated training at the training institutions.

2. The training institution organizes the management and implementation of additional training for each discipline according to the program developed under Clause 4, Article 5 of this Circular.

3. Organize examination and evaluation of subjects/modules in the training program in accordance with the regulations of formal bachelor training regulations according to the credit system of the Ministry of Education and Training.

4. Manage and store dossiers and related documents of training courses at the unit and implement reporting regime according to regulations.

5. Manage the grant of certificates of completion of additional training programs according to current regulations on grant of diplomas and certificates.

6. Manage learners according to regulations on student affairs of the Ministry of Education and Training.

Article 9. Examination and evaluation of output results

The training institution organizes examination and evaluation of the output capacity of each student to ensure that the learner has the capacity equivalent to those of doctor in the same discipline at the training institution.

Article 10. Grant of certificate of completion of the additional training program

1. The learner shall be granted the certificate of completion of the additional training program by the training institution when he/she meets the following requirements:

a) The learner is not liable to a criminal prosecution;

b) The learner is not subject to any discipline imposed by the training institution in the form of a warning or higher;

c) The learner has fulfilled all attendance rate and credit requirements of the training program adopted by the training institution;

d) The learner has passed all examinations and evaluation of output capacity with satisfactory results;

dd) The learner has fulfilled all obligations to the training institution.

2. The form of certificate of completion of the additional training program is specified in the Appendix issued with this Circular.

Article 11. Additional training charges

1. Additional training institutions determine additional training charges in the principle of correct and complete calculation of charges on the basis of expenditure-revenue clearing and transparency.

2. Additional training charges are born by the additional training subjects.

Article 12. Effect

1. This Circular takes effect from March 1, 2019.

2. Additional training institutions will receive additional training from the effective date of this Circular and be granted a certificate of completion of the additional training program specified in Article 10 of this Circular.

Article 13. Transitional provisions

1. For those who have been granted a practice certificate bearing the title of bachelor of medicine, they shall be granted practice certificate bearing the doctor’s title according to Point b, Clause 2, Article 5 of the Government’s Decree No. 109/2016/ND-CP dated July 1, 2016.

2. For those who have been granted additional training certificates according to regulations before this Circular takes effect but have not yet been granted a practice certificate after meeting the conditions for practicing period at the hospital, they shall be granted practice certificate bearing the doctor’s title according to Point b, Clause 2, Article 5 of Decree No. 109/2016/ND-CP dated July 1, 2016 of the Government.

3. For those who are receiving additional training before the effective date of this Circular, they will continue receiving training to achieve the output results according to the training program approved by the training institution and be granted additional training certificate according to regulations before this Circular takes effect.

Article 14. Implementation organization

1. The Administration of Science, Technology and Training shall assume the prime responsibilities for and coordinate with the Department of Medical Service Administration, the Traditional Medicine Administration and relevant units under the Ministry to direct, guide, urge and inspect the additional training institutions to implement this Circular.

2. The training institutions shall report the results of admission examination and evaluation and the results of granting additional training certificates to the Administration of Science, Technology and Training - the Ministry of Health before December 15 every year.

During the implementation of this Circular, if there are any difficulties or problems, the agencies, organizations and individuals are requested to reflect and report to the Administration of Science, Technology and Training - the Ministry of Health for consideration and settlement./.
