CIRCULAR

Prescribing information technology application in online training for higher education

Pursuant to the Education Law dated June 14, 2019;

Pursuant to the Law on Higher Education dated June 18, 2012; the Law Amending and Supplementing a Number of Articles of the Law on Higher Education dated November 19, 2018;

Pursuant to the Law on Information Technology dated June 29, 2006;

Pursuant to the Government's Decree No. 86/2022/ND-CP dated October 24, 2022, defining the functions, tasks, powers and organizational structure of the Ministry of Education and Training;

Pursuant to the Government's Decree No. 127/2018/ND-CP dated September 21, 2018, prescribing state management responsibilities for education;

Pursuant to the Government's Decree No. 72/2013/ND-CP dated July 15, 2013, on the management, provision and use of Internet services and online information;

Pursuant to the Government's Decree No. 64/2007/ND-CP dated April 10, 2007, on information technology application in state agencies' operations;

At the proposal of the Director of the Information Technology Department;

The Minister of Education and Training promulgates the Circular prescribing information technology application in online training for higher education.

 

Chapter I
GENERAL PROVISIONS

 

Article 1. Scope of regulation and subjects of application

1. This Circular prescribes information technology application in online training including: principles, contents, and minimum requirements for information technology application in online training for higher education.

2. This Circular applies to higher education institutions; schools of state agencies, political organizations, socio-political organizations and the people’s armed forces allowed to train at all levels of higher education; academies and institutes established by the Prime Minister in accordance with the Law on Science and Technology, licensed to provide doctoral training; foreign higher education institutions implementing joint training program at all levels at higher education (hereinafter collectively referred to as training institutions); related organizations and individuals.

Article 2. Interpretation of terms

In this Circular, the terms below are construed as follows:

1. Online training means the training activity (including teaching, guiding, learning, and assessing activities) organized in the digital environment through an online training system.

2. Synchronous online training means the online training activity in which teachers and learners participate in training activities at the same time (real time) in the same learning space.

3. Asynchronous online training means the online training activity in which learners can actively participate in online training activities based on the teacher's teaching plan.

4. Online training system means a system including the software, learning materials system and information technology infrastructure that allow management and organization of training through the internet environment.

5. Online training materials means the collection of documents and resources designed to support the process of learning, teaching and researching in the online environment such as: course books, online lectures, images and charts, electronic documents, reference materials, learning software and application, instructional materials; simulation software, virtual experiments, assessment tests.

Article 3. General principles and requirements on information technology application in online training

1. Training institutions shall promote proactiveness, self-responsibility and accountability in online training.

2. Online training shall ensure the quality according to requirements of the promulgated training program. Online training process, content and quality shall be improved continuously; always update the most advanced and suitable technology to deploy online training.

3. The access and participation in online training activities must be fair, with focus given to student interests.

4. Training institutions shall invest by themselves or hire information technology services for technical infrastructure to ensure organizations deploying online training; comply with regulations to ensure information security, personal information security, network security and intellectual property according to the provisions of law.

5. Minimum requirements shall be satisfied fully according to this Circular.

Article 4. Contents of online training

Directors and principals of training institutions shall decide on subjects and modules in training programs of units implementing online training based on training regulations at different levels promulgated by the Minister of Education and Training. Contents of online training shall have volumes, contents and structures of knowledge equivalent to modules in the training program.

 

Chapter II

MINIMUM REQUIREMENTS FOR INFORMATION TECHNOLOGY APPLICATION IN ONLINE TRAINING

 

Article 5. The system of online training software

1. Training institutions shall use separately or in combination with software specified in Clause 2, Clause 3, Clause 4, Clause 5 of this Article.

2. Software organizing synchronous online training shall have the following minimum functions:

a) Assisting teachers to organize synchronous online training activities; guiding and assigning learning tasks simultaneously to all participating learners in the same learning space through video channels, audio channels, and text channels, conveying training materials to learners.

b) Assisting learners to participate in online training activities; interacting and exchanging information in real time with teachers and other learners in the same learning space.

3. Software organizing asynchronous online training shall have the following minimum functions:

a) Assisting teachers to plan asynchronous online training, conveying learning materials to learners, assigning learning tasks, testing and evaluating learners' learning results; monitoring and supporting learners in exploiting learning contents; advising, supporting, answering questions and answering learners' questions.

b) Allowing learners to access and exploit learning contents; implementing learning, testing and assessing activities according to teacher's requirements; asking and answering questions to the teacher and other learners in the same learning space.

c) Allowing training institutions to manage dossiers, learning progress, learning results of learners and teaching activities of teachers; honestly and accurately recording each learner's learning process; supporting management of other information as required by training institutions and educational management agencies.

4. Online learning content management software include functions such as software organizing asynchronous online training (specified in Clause 3 of this Article) and functions allowing teachers to design learning contents, online training materials.

5. Software of massive open online courses (MOOC) include functions such as the system of software organizing asynchronous online training (as prescribed in Clause 3 of this Article) and the function of providing a variety of contents and forms of organizing online course; be apply online training on a large scale for learners, teachers, and training facilities.

Article 6. Online training materials

1. Contents of online training materials shall satisfy requirements of the training program, be pedagogical, easy to use, and satisfy self-study needs of learners.

2. Having solutions of assessment and controlling to regularly update and improve the quality of learning materials.

3. Online training materials shall be organized to evaluate before being put into use. Training institutions shall formulate their own or cooperate with training institutions in developing, sharing and using learning materials and online courses.

Article 7. Human resources deploying online training

1. Human resources deploying online training include: teachers, administrative team, operating system, team designing and producing learning materials, consulting and teaching team.

2. Teachers shall have skills of online training such as: managing, orienting, guiding and answering learners through online training methods; using proficiently online learning management systems and information technology facilities for online training.

3. The administrative team, operating system of online training shall understand information technology application systems related to online training of the training institution; be received guidance and transfer of technology to manage and operate the information technology system to ensure stable and safe operation.

4. The team designing and producing learning materials shall understand the design process and production process of learning materials; use proficiently tools to design and formulate learning materials for online training.

5. Consulting and teaching team shall understand activities of online training and implement to guide learners on how to participate and use information technology applications before organizing online training courses, and monitor and manage the learners' learning process.

Article 8. Infrastructure and information security for online training systems

1. The infrastructure of the online training system shall satisfy needs of management, exploitation and use of online training activities; ensure enough bandwidth and server capacity; satisfy information security conditions according to regulations.

2. Training institutions shall implement solutions to ensure regulations on network information security and data ownership; exploit, use data and protect personal information in online training.

Article 9. Ensuring the assess of users

Learners and teachers shall be ensured about online learning equipment and internet connection to participate in online training activities.

Article 10. Ensuring the quality of online training

Training institutions shall be responsible for the quality and implementation of solutions to ensure the quality of online training:

1. There are regulations to ensure the quality of online training according to requirements of the training program and to accredit the quality of the training program under applicable regulations of the Minister of Education and Training.

2. Contents of courses shall be designed and updated regularly to ensure to satisfy needs of learners.

3. There are solutions to support and answer requests of learners and teachers. There are mechanisms to receive and respond to comments from learners, teachers and related organizations and individuals to measure user satisfaction.

Article 11. Regulations on organizing online training

Directors and principals of training institutions shall formulate and promulgate regulations on organizing online training to organize and manage online training with quality and effectiveness, including regulations on:

1. Online training content; methods of organizing teaching, learning, examining, testing, and evaluating training results.

2. Management, operation, exploitation and use of information technology systems in online training.

3. Professional capacity, teaching skills and information technology skills for human resources implementing online training.

4. Intellectual property of learning materials, data ownership, protection of data and personal information, identifying authentication, data encryption and accessing management.

5. Recognition of credits on the training institution's online training system and other online training systems.

6. Receiving and responding feedback from learners and teachers and evaluating user satisfaction during the online training process.

7. Process for storing dossiers, monitoring and checking to ensure the quality of online training; process for improving the quality of online training.

8. Other related regulations.

 

Chapter III

IMPLEMENTATION ORGANIZATION AND PROVISIONS

 

Article 12. Responsibilities of directors and principals of training institutions

1. To take responsibility for organizing and implementing activities of information technology application in online training according to this Circular and related laws.

2. To decide to apply online training methods, determine goals and requirements of online training content to ensure training quality; take responsibility for the program, content, and quality of online training.

3. To create favorable conditions for teachers, system administrators, technical support teams, learning advisors, and team designing and producing learning materials to participate in professional training classes that satisfy needs of the assigned job.

4. To organize to assess the effectiveness of information technology application in online training through feedback channels from learners, teachers, and support staff to take appropriate adjustment measures; implement reporting regime as required by the Ministry of Education and Training.

5. To promulgate regulations on organizing online training.

Article 13. Effect

1. This Circular takes effect from February 13, 2024.

2. This Circular replaces Circular No. 12/2016/TT-BGDDT dated April 22, 2016, prescribing information technology application in management and organization of online training.

Article 14. Implementation responsibility

Chief of the Ministry’s Office, Director of the Information Technology Department, heads of relevant units under the Ministry of Education and Training; directors and principals of training institutions deploying online training activities shall be responsible for implementing this Circular./.
