Official Dispatch 4370/BTC-DNTN 2025 regarding guidelines on business registration in cases of changes in administrative boundaries

To implement the tasks assigned by the Prime Minister under Decision No. 571/QD-TTg dated March 12, 2025, on the establishment of the Steering Committee for the implementation of the reorganization and rearrangement of administrative units at all levels and the development of a two-tier local administration model, the Ministry of Finance hereby provides guidance on business registration in cases of changes in administrative boundaries as follows:

1. Enterprises, household businesses, cooperatives, unions of cooperatives, and cooperative groups shall continue to use the enterprise registration certificates, household business registration certificates, cooperative registration certificates, cooperative group registration certificates, and certificates of registration of operations of branches/representative offices/business locations that have been issued.

2. Business registration agencies shall not require enterprises, household businesses, cooperatives, unions of cooperatives, or cooperative groups to register changes in address information due to changes in administrative boundaries. Enterprises, household businesses, cooperatives, unions of cooperatives, and cooperative groups may update address information due to changes in administrative boundaries on their enterprise registration certificates, household business registration certificates, cooperative registration certificates, cooperative group registration certificates, and certificates of registration of operations of branches/representative offices/business locations when so requested or concurrently when registering changes or notifying changes to other contents in their enterprise, household business, cooperative, union of cooperatives, or cooperative group registration.

The Ministry respectfully requests the People’s Committees to direct business registration agencies at all levels to study and implement these provisions, and at the same time, disseminate this information to enterprises, household businesses, cooperatives, unions of cooperatives, and cooperative groups within their respective localities.
