CIRCULAR

Promulgating the List of products, goods and services subject to the registration of model contracts and general transaction conditions

Pursuant to the Law on Organization of the Government dated February 18, 2025;

Pursuant to the Law on Promulgation of Legal Documents dated June 22, 2015;

Pursuant to the Law on Protection of Consumer Rights dated June 20, 2023;

Pursuant to the Government's Decree No. 40/2025/ND-CP, dated February 26, 2025, defining the functions, tasks, powers and organizational structure of the Ministry of Industry and Trade;

Pursuant to the Government’s Decree No. 78/2025/ND-CP dated April 1, 2025, detailing a number of articles of, and providing measures for organizing and guiding the implementation of, the Law on Promulgation of Legal Documents;

Pursuant to the Government's Decree No. 146/2025/ND-CP dated June 12, 2025, providing for decentralization and delegation of authority in the field of industry and trade;

At the proposal of the Chairperson of the National Competition Commission;

The Ministry of Industry and Trade hereby issues the Circular promulgating the List of products, goods and services subject to the registration of model contracts and general transaction conditions.

Article 1. Scope of regulation and subjects of application

1. This Circular prescribes the List of products, goods and services subject to the registration of model contracts and general transaction conditions under Clause 1, Article 28 of the Law on Protection of Consumer Rights for nationwide application.

2. This Circular applies to:

a) The National Competition Commission;

b) People’s Committees of provinces and centrally-run cities;

c) Relevant organizations and individuals.

Article 2. List of products, goods and services subject to the registration of model contracts and general transaction conditions

To promulgate together with this Circular the List of products, goods and services subject to the registration of model contracts and general transaction conditions under Clause 1, Article 28 of the Law on Protection of Consumer Rights.

Article 3. Effect

This Circular takes effect from July 1, 2025./.
