SUMMARY

To suspend operations of entertainment centers, beauty establishments and bars

This provision is promulgated by the Prime Minister in the Directive No. 19/CT-TTg dated April 24, 2020 on continuing to implement measures to prevent and control the COVID-19 pandemic in the new situation.

Accordingly, to effectively implement measures to prevent and control the pandemic, at the same time, restart and continue economic development, ensuring social security and stability, the Prime Minister requests:

First, to loosen the restrictive measures that have been carried out to serve the prevention and control of pandemic in line with the pandemic developments; to restore socio-economic activities on the basis of ensuring good control of pandemic, especially in Hanoi City, Ho Chi Minh City and big cities. To continue to stop all festival activities, religious ceremonies, sports leagues and crowded events in public areas, stadiums and unnecessary big events.

In addition, to temporarily suspend operations of non-essential service businesses (such as amusement parks, entertainment centers, beauty establishments, karaoke, massage parlors, bars, dancing halls, etc.). On the other hand, services and trade establishments (such as wholesale, retail, lotteries, hotels, accommodation establishments, restaurants, etc.) and sports practice areas, relics and scenic spots may resume operations but must carry out measures to prevent and control the pandemic.

Noticeably, Provinces and municipal cities having risk of infection must not gather more than 20 people in public places other than the area of office, school, hospital; remain the minimum distance of 01 meter between each other upon having communication.

DIRECTIVE

On continuing to implement measures to prevent and control the COVID-19 pandemic in the new situation

------------------

 

The COVID-19 epidemic has been spreading around the world, infecting millions of people and killing a hundred thousand people, seriously affecting socio-economic activities on a global scale. After 03 weeks of social distancing according to the Prime Minister s Directive No. 16/CT-TTg dated May 31, 2020, the whole country has promptly detected and handled outbreaks, continued to control them and limited the rate of infection in the community. Most of the infected cases have recovered, and no death has been recorded. However, the pandemic continues to be complicated, the risk of outbreaks remains high, adversely affecting the socio-economy and the People s life.

In order to effectively implement measures to prevent and control the pandemic, at the same time, restart and continue economic development, ensuring social security and stability, the Prime Minister requests:

1. Ministries, ministerial-level agencies, government-attached agencies, People s Committees of provinces and centrally-run cities shall continue to thoroughly grasp and strictly implement the following viewpoints, principles and guidelines:

a) To unify perception and action, thoroughly grasp the viewpoint of “fighting against the pandemic like fighting against the enemy", mobilize the entire political system and the People, uphold the discipline, law and responsibility of the heads; strictly implement the pandemic prevention and control measures under the direction of the Political Bureau, the Secretariat Committee, the National Assembly, the Government and the Prime Minister. At the same time, to implement the objective of production and business development, job creation with the specific management by the Chairpersons of the People s Committees of provinces and centrally-run cities with specific conditions;

b) Officials, Party members, civil servant and public employees must be exemplary and take the lead in implementing measures to prevent and control pandemics;

c) To consistently implement the principles of pandemic prevention and control such as preventing, detecting, quarantining, zoning and suppressing pandemic at the same time with good treatment, minimizing deaths; motto "4 in spot", absolutely not negligent and subjective;

b) To be allowed to loosen the restrictive measures that have been carried out to serve the prevention and control of pandemic in line with the pandemic developments; to restore socio-economic activities on the basis of ensuring good control of pandemic, especially in Hanoi City, Ho Chi Minh City and big cities.

2. Ministries, relevant agencies and People s Committees of provinces and centrally-run cities shall continue to direct and implement the following measures:

a) The people are recommended to regularly wash the hands with soap or hand sanitizer; wear masks when leaving home; keep the safe distance upon having communication; not gather crowded people outside of offices, schools, hospitals and public places.

b) To continue to stop all festival activities, religious ceremonies, sports leagues and crowded events in public areas, stadiums and unnecessary big events.

c) To temporarily suspend operations of non-essential service businesses (such as amusement parks, entertainment centers, beauty establishments, karaoke, massage parlors, bars, dancing halls, etc.) and other service-providing establishments at the decision or direction of the Chairperson of the People s Committee of the province or centrally-run city.

c) Services and trade establishments (such as wholesale, retail, lotteries, hotels, accommodation establishments, restaurants, etc.), except for the establishments mentioned at Point c, Section 2 herein, sports practice areas, relics and scenic spots may resume operations but must carry out measures to prevent and control the pandemic, such as providing protective equipment for employees, checking visitors’ temperature; arranging adequate means and supplies to wash hands and disinfection at establishments and ensure distance upon having communication.

dd) The operation of inter-provincial and intra-provincial public passenger transportation has been resumed, but measures must be taken to ensure safety against the pandemic under the guidance of the Ministry of Transport such as passengers and drivers must wear masks; to arrange adequate means, soap and hand sanitizer for passengers.

Particularly for transporting passengers by air, appropriate measures shall be applied to the aviation industry, ensuring safety for passengers and preventing the spread of the pandemic.

e) To reduce an expand the number of students in a classroom; make a special arrangement for class time, lunchtime and group activities to avoid crowded gatherings; perform disinfection, classroom cleaning; combine online learning and implement pandemic prevention measures for students.

g) Factories and production establishments are allowed to continue to operate but must take measures to prevent and control the pandemic for workers and employees.

h) Heads of agencies, units, organizations and facilities shall be responsible for formulating the appropriate plans for their businesses, ensure safety for officials and employees; do not organize unnecessary crowded meetings and conferences; avoid to delay the work, especially, works with time limits and prescriptive period in accordance with law provisions, avoid delay public services serving people and businesses.

For events required to organize to serve the political, economic and social purposes, the local committees and authorities shall decide. Such measures to prevent and control infection shall be taken, such as wearing masks, antiseptic hands, spacing sit; carrying out health supervision; parties or celebrations are prohibited.

3. The Prime Minister shall consider and decide the level of infection of the pandemic for each province, municipal city in accordance with the proposal of the Steering Committee for COVID-19 Prevention and Control.

4. In addition to directing the implementation of measures specified in Section 2 above, the Chairperson of the People’s Committee of provinces, municipal cities shall take responsibility for organizing the implementation of pandemic prevention and control measures corresponding to the risk levels, ensuring the following requirements:

a) Provinces and municipal cities, locality having high risk level shall continue to implement pandemic prevention and control measures as prescribed in the Directive No. 16/CT-TTg dated March 31, 2020 of the Prime Minister.

b) Provinces and municipal cities having risk level shall:

- Recommend the citizens to not going outside except for cases of necessity and carry out pandemic prevention and control measures.

- Not to gather more than 20 people in public places other than the area of office, school, hospital; remain the minimum distance of 01 meter between each other upon having communication.

c) Provinces and municipal cities having low risk level shall:

- Propagate and suggest that citizens to not going outside except for cases of necessity and carry out pandemic prevention and control measures.

- Not to gather more than 30 people in public places other than area of office, school, hospital; remain the minimum distance of 01 meter between each other upon having communication.

d) The Chairperson of People s Committee of related provinces and municipal cities shall detect the scope of the area having high risk level and direct the strictly implementation pandemic prevention and control measures as prescribed in the Directive No. 16/CT-TTg dated March 31, 2020 of the Prime Minister.

5. The Ministry of Health shall focus on the direction of:

a) Promptly discover, quarantine, zoning and thoroughly handle the outbreak spot; apply information technology to find and define cases that have a potential risk of infection.

b) To arrange the flow distribution and route for appropriate treatment right from the stage of patient reception, prevent infection in health facilities, ensure safety for health workers and participants in pandemic prevention and control, the elderly, people having the pathological background and vulnerable people.

c) To guide the implementation of pandemic prevention and control measures at manufacture, business, service establishment and transportation means.

6. The Ministry of National Defense, the Ministry of Public Security, the Ministry of Foreign Affairs shall continue to direct the strict implementation of entry restriction; strictly control people on entry; all cases of entry must be quarantined as prescribed.

7. The following Ministries: The Ministry of National Defense, the Ministry of Health, related provincial and municipal cities People s Committee shall continue to well organize quarantine implementation, improve living conditions in collective quarantine establishments.

8. The Ministries, ministerial-level agencies shall guide the implementation of pandemic prevention and control measures, ensure safety at facilities and operations within the scope and field under their management.

9. The following Ministries: The Ministry of Information and Communication, the Ministry of Science and Technology, the Ministry of Education and Training, the Ministry of Industry and Trade, the Government Office shall direct for implementation the application of information technology in medical examination and treatment, online working and studying, electronic commerce, cashless payment and implementation of administrative procedure, public service, promote the establishment of the e-Government and digital economy.

10. Ministries, ministerial agencies, provincial and municipal cities People s Committee shall continue to promote information dissemination and propaganda on pandemic prevention and control as well as socio-economic development; intensify inspection and examination to strictly handle irresponsible organizations or individuals or commit acts of violating pandemic prevention and control regulations, including criminal handling (if any).

11. Ministries, relevant agencies, the provincial and municipal cities People s Committee shall focus on direct to implement socio-economic development measures, including:

a) The Ministry of Industry and Trade, relevant ministries and agencies shall focus on and urgently promote the signing of export contracts with EVFTA countries; to prepare necessary conditions and goods, especially goods with export advantages and potential, to deploy as soon as countries remove the blockade and reopen.

b) Continue to review, ensure the supply sources, transport and supply of raw materials for production and export.

c) Promote domestic market development, take measures to stimulate demand, boost consumption, especially with e-commerce and retail system, ensure sufficient essential goods for people in all situations; gradually reopening domestic tourism.

d) Proactively study and formulate a plan to restart socio-economic activities, ensure the principle of safety, prevention and control of pandemic.

12. Ministries The Ministry of Labor, War Invalids and Social Affairs, the Ministry of Finance, People’s Committee of provinces and municipal cities shall promptly implement measures to ensure social security as prescribed in the Resolution No. 42/NQ-CP dated April 09, 2020 of the Government on measures to support people affected by the COVID-19 epidemic, ensure the timeliness, publicity, transparent and right subjects.

13. The Vietnam Fatherland Front and mass organizations shall coordinate with the authorities at all levels to intensify mobilizing the people to raise their self-awareness and actively participate in pandemic prevention and control.

14. Ministers, heads of ministerial-level agencies, heads of government attached agencies, the Chairperson of People s Committees of provinces and municipal cities, related organizations and individuals are required to strictly implement this Directive./.
